4 5 ROBERT BORBIDGE The Hon. Robert Borbidge AO became Chairman of CareFlight Group in July CHAIRMAN S The past 12 months have been extremely significant for CareFlight Group as foundations have been laid for a number of landmark projects and initiatives, including: Signing of a 10-year Service Agreement with the Queensland Government providing $200 million in funding over the term Commencement of a Brisbane Operational Base from 1 July 2015 Commencement of a fleet renewal program with the purchase of two AW139 helicopters Continuation of the contract with Queensland Health to provide critical care doctors to community helicopter services and government providers until 2019 Merger with RACQ North Queensland Rescue (NQ Rescue) in Mount Isa Since CareFlight s inception more than 30 years ago, the commitment has always been to deliver lifesaving emergency medical care to the community. The announcement by the State Government in November 2014 of a 10-year Service Agreement with CareFlight has provided the certainty and funding needed to deliver a number of those key initiatives. Most significantly, the launch of the Brisbane Operational Base on 1 July 2015 has enabled CareFlight to expand its services in South East Queensland. This service, currently being delivered via a Bell 412 helicopter, will shortly be provided by a new AgustaWestland 139 helicopter, the first of the new helicopters purchased under a fleet renewal program made possible by government funding and ongoing community support. Replacing CareFlight s aging fleet has been a goal for some time and it is the first time in CareFlight s history that new aircraft, rather than repurposed aircraft, have been purchased. The fleet renewal program commenced this financial year with the purchase of two new AgustaWestland 139 helicopters, with the first of the helicopters expected to be operational from the Brisbane Base in late 2015 and the second commencing in early The advanced capabilities of these latest-technology aircraft will revolutionise the way we save lives. Inside the aircraft, an enhanced medical fit out will feature specialised stretchers, medical equipment and a staffing model that includes both a critical care doctor and flight nurse on board. Message On behalf of the Board and Executive Leadership Team, I am delighted to present CareFlight Group s Annual Review for This model ensures the highest level of care for patients. Providing further certainty for CareFlight in the provision of critical care doctors, Queensland Health extended the existing Service Provider Agreement for Provision of Medical Officers for Statewide Retrieval Services and Medical Coordination this financial year. Essentially, this announcement means funding for the provision of critical care doctors across the State has been secured until The contract extension is positive news for CareFlight and allows us to continue to provide 116 highly qualified and specially trained doctors each year to the community. Another milestone for CareFlight this year was the merger with RACQ NQ Rescue in Mount Isa on 1 July 2015, ensuring the future of aero-medical services in far North West Queensland. I would like to take this opportunity to thank the NQ Rescue Board for their incredible commitment to the service and to the Mount Isa community who have welcomed CareFlight with great enthusiasm. Both the new Mount Isa and Brisbane bases will expand CareFlight s blanket of care to include 41 council regions across Queensland, northern New South Wales and now the Northern Territory, equalling approximately 75% of the state s population. So much has been achieved this year and even more is planned for However, without the people who form the core of our organisation; staff, corporate sponsors, volunteers, fundraisers and donors, these achievements would not be possible. On behalf of the Board, I thank each and every one of our very valued supporters. CareFlight s unique financial model of government funding, corporate and community support as well as our profit for purpose initiatives, make what we do possible. With CareFlight Group s sound growth strategy, strong leaders and the support of a team of more than 400 staff, I am confident CareFlight will continue to build on our 34-year record of saving lives and serving the community in the years to come. The Hon. Robert Borbidge AO Chairman CareFlight Group

ASHLEY VAN DE VELDE Ashley van de Velde has been with the organisation since CEO S Message Over the course of the financial year, CareFlight delivered a number of significant projects and initiatives that have directly and positively impacted on the Group s provision of high level aero-medical care throughout the State. As these projects were realised, CareFlight s specialist aviation and medical crews on board the RACQ CareFlight Rescue helicopters completed a record 1,410 missions during the past 12 months, an increase on the 1,302 missions flown last year. In addition, more than 1,225 patients were treated and airlifted by our crews from bases in Toowoomba, Bundaberg, Gold Coast and Sunshine Coast. Since CareFlight commenced operations more than 30 years ago, the demand for aero-medical care across the State has evolved as the state s health infrastructure has grown with the introduction of specialist hospitals and further development of the statewide emergency services network. In order for CareFlight to continue to play its part in this statewide network of care, we too have evolved. Located just minutes from Brisbane s specialist hospitals, the launch of the Brisbane Operational Base on 1 July 2015 was the result of ongoing assessment of critical care needs within the context of the wider health network and the needs of our valued client, the Queensland Government s Public Safety Business Authority (PSBA) and the community. It was clear that the demand for Inter Facility Transfers (IFT) - the transfer of critically ill patients from regional health facilities to the specialist facilities in Brisbane - was high. The CareFlight Brisbane Base is ideally positioned to carry out this task and in the first two months of operation conducted an average of two IFTs per day. Further growth has extended to far North West Queensland following the merger with Mount Isa-based RACQ NQ Rescue on 1 July CareFlight has committed a Bell 230 aircraft to deliver the service and is pleased to retain the NQ Rescue staff who had worked so tirelessly over many years to provide aero-medical care to the region. The incredible support of the iconic Royal Flying Doctor Service (RFDS) in Mount Isa has resulted in CareFlight sharing hangar facilities with the RFDS as well as office space, and most importantly to further enhance tasking protocols to provide the best aero-medical service to the Mount Isa and surrounding communities. I would like to take this opportunity to thank RFDS Chief Executive Officer, Nino Di Marco, for his support. To enable CareFlight to meet demands well into the future, the fleet renewal program commenced with the purchase of two brand new AgustaWestland139 (AW139) helicopters. In addition, providing further scope to the delivery of aero-medical retrieval services, CareFlight expanded the fixed-wing fleet of two Lear 45 jets with the addition of a Bombardier Challenger CL 604. Housed in Brisbane, the Challenger expands not just the Air Ambulance resources of CareFlight, but its flight range and level of specialist medical care able to be provided to patients. This was demonstrated in January 2015 during the retrieval and transfer of a gravely ill Queensland man from Tokyo. Few aero-medical retrievals of this magnitude had been attempted anywhere in the world and it is a credit to all involved in this delicate transfer that the patient is now healthy and back home with his family. The delivery of aero-medical care, whether by our Air Ambulance or the community helicopters, requires an ongoing commitment to training. CareFlight HEMS Academy campus, having relocated from the Gold Coast to Aviation Australia s Brisbane-based facilities in June 2014, is set to further expand with the completion of Aviation Australia s new $10 million training facility in The Academy will be significantly bolstered by a new partnership with the Thales Group to deliver Australia s first AW139 Full Flight Simulator (FFS). CareFlight s Coordination Centre (C3) has seen its first full year of operations in its new expanded role and new location at Varsity Lakes on the Gold Coast. Not only is C3 responsible for managing the entire fleet s movements, it now oversees operational staff rostering and scheduling, reporting and all monitoring functions. We have already seen tremendous efficiencies with this new centralised approach across the organisation. This financial year also saw the official opening of our new engineering and maintenance hangar at Archerfield Airport. The Engineering department have undergone a number of significant projects this year, including the installation of a Night Vision Goggle (NVG) cockpit on the BK117, a 10,000 hour service on the Bell 230, 5,000 hour services on two of our Bell 412 helicopters, and extensive training in preparation for the new AW139 helicopters. Our lifesaving service would not be possible without the continued support and generosity of our partners and sponsors. I make special mention of RACQ, who have been our naming-rights sponsor for 22 years. Our partnership remains one of the longest serving sponsorships of its kind in Queensland and something we remain incredibly proud of. I would like to thank our Directors for their ongoing support, commitment and passion for CareFlight and the communities we serve. Lastly, the achievements outlined in this year s Annual Review are a credit to our staff, volunteers and the community whose dedication to our core purpose made all this possible. Thank you to all who work so tirelessly to ensure CareFlight delivers on its commitment to the community. Ashley van de Velde CEO CareFlight Group ANNUAL REVIEW

14 15 COMMUNITY Helicopters Report Since 1981, RACQ CareFlight Rescue has remained the Group s core purpose and the driving force behind the service s commitment to saving lives and serving the community. MEET THE TEAM: AIRCREW OFFICER RICK HARVEY It s now iconic blue and yellow helicopters spent more hours in the air than ever before in , performing a record 1,410 missions; an 8% increase on the previous financial year s figure. The growth is reflective of how the demand for aero-medical care across the State has evolved as the service s footprint expands. Of the 1,410 missions performed this financial year, 279 were primary air-medical tasks at the scene of life-threatening accidents such as snake bites, horse falls, animal attacks, bushwalking incidents and farming accidents. CareFlight s dedicated aviation and medical crews were also called to 129 serious motor vehicle crashes, 72 search and rescue missions over land and sea, plus 56 urgent neonatal transfers of tiny sick babies. More than half of all community helicopter missions flown from regional areas and further afield were to transfer seriously ill or injured patients between medical facilities for specialist treatment. The most common medical airlift was to treat and transfer patients suffering cardiac conditions, with 239 people airlifted. CareFlight s fleet of six medicallyconfigured community helicopters located at Bundaberg, Sunshine Coast, Toowoomba and Gold Coast is set to expand further in the latter half of 2015 with the opening of two community bases at Brisbane and Mount Isa. This is set to expand CareFlight s footprint to cover 41 council regions in Queensland and northern New South Wales, equalling approximately 75% of the state s population. CareFlight is there for everyone, at their time of greatest need, whatever the location. The high level of aero-medical care simply would not be possible without the ongoing financial support received from the State Government, corporate sponsors and the community.

16 17 I screamed out for someone to turn off the auger, but the machinery drowned out my cries for help. FORMER MP RESCUED from grain silo It took the combined efforts of emergency services and rescue crews to free former MP Ian Cameron from an underground grain silo at his South West property on Sunday August 3, Ian Cameron was lucky to survive eight hours trapped in an underground grain pit. He was stuck chest deep in grain as a churning auger bashed around his right foot. Ian Cameron is no stranger to being in the spotlight. The former National Party politician represented the seat of Maranoa from 1980 to 1990 and was also a Tara Shire Councillor for three terms. But in more recent times, the 76 year old has enjoyed a low profile on his 3,500 hectare property, 200 kilometres west of Toowoomba. Ian never imagined that he would find himself suddenly and dramatically back in the spotlight. That fateful day on August 3, 2014 was like any regular day on the farm. Ian had been harvesting sorghum in an underground grain silo when the auger blocked up. I tried to clean out the grain with a broom, but it wasn t long enough to clear the blockage. I got into the grain pit and managed to unclog the auger, Ian explained. As the auger started sucking the grain down, Ian suddenly sank deep into the pit. He desperately clung onto a pole to stop his head from going under the grain. In a split second, I found myself buried chest deep in grain it was like quick sand pulling me down. My right foot was sucked into the auger, crushing my toes. I screamed out for someone to turn off the auger, but the loud machinery drowned out my cries for help. It sounds strange, but I was more worried about the grain collapsing on top of me and suffocating, than I was of the auger mulching my toes, he added. As Ian waited helplessly unable to move the frightening realisation set in that he was trapped. I remember thinking if I wasn t out before dark, I would die here. I was really scared. It was 20 excruciating minutes before Ian was discovered and the auger turned off. RACQ CareFlight Rescue, SES, Queensland Fire and QAS were all called in to help save Ian. Little did they know, it would be a marathon rescue effort to free him. Attempts were made to hoist Ian out of the pit by securing a rope underneath his arms, however it was simply too painful as Ian s foot was stuck under the auger. Emergency crews decided the safest way to extract Ian would be digging out the grain around him. They used buckets to shovel out the sorghum by hand, but the grain just kept falling onto him. Manpower was eventually replaced when grain vacuuming equipment was brought in from Chinchilla. It took eight hours to finally set Ian free with the help of CareFlight s medical team. He was then airlifted to the Clive Berghofer CareFlight Centre under the watchful eye of CareFlight s critical care doctor and intensive care flight paramedic before a road ambulance transported him to Toowoomba Base Hospital. While Ian s terrifying eight hour ordeal could have easily ended in tragedy, he is lucky to be alive. There were moments when I felt like giving up, but I got through it and survived. I didn t break any bones in my right foot, but the deep cuts from the auger were badly infected. I ended up losing a toe due to the lack of circulation, as I couldn t move at all for eight hours, he said. Having been a politician, I was forever helping people. You don t think you ll ever need the CareFlight service, but I m glad they were there to help me.

In January, the C3 team coordinated its first ever overseas multi-sector Air Ambulance retrieval from Tokyo using the new Bombardier Challenger CL-604 aircraft. It took 11 days and more than 20 CareFlight logistic specialists working around the clock to retrieve the gravely ill Queenslander. The mission demonstrated the team s expertise in coordinating a mission of this magnitude involving many stakeholders, paving the way for future complex air-medical retrievals. Lengthier and more challenging jobs, like the Tokyo mission are now possible following CareFlight s acquisition of a Challenger jet in October 2014 and the expansion of C3 to streamline operations. In the financial year, the team of just eight C3 Operators coordinated nearly 30,000 phone calls 24 hours a day, all year round, to manage the Group s 1,827 rescue missions. The experience of the aviation, logistic and medical coordinators ensures seamless coordination for clients and delivers to CareFlight s patients the most timely and effective care possible. The relocation of C3 to a larger facility at Varsity Lakes in July 2014 provided for an expansion of the department to cater for this increased workload and more effectively manage relationships between insurance agency clients and the organisation. Another development within the department was the introduction of K2 a revolutionary software platform that enables CareFlight to build tailor-made business applications such as user-friendly apps. C3 was the first to receive a K2 solution in March 2015 with the launch of C.O.R.E (C3 Operations and Reporting Exchange). The new system provided immediate efficiencies and the vision for K2 is to extend this functionality across a fixed-wing solution and subsequently across all CareFlight administrative departments and the frontline in The expansion of C3 s role within the organisation, its new location and investment in additional staffing confirms its vital role as the central nucleus of CareFlight s entire operation.

20 21 MEET THE TEAM: CAPTAIN PAUL BUTLER, FIRST OFFICER MELISSA CLARKE, FIRST OFFICER BRYCE MORELAND AND CHIEF PILOT DEAN BORDISS. AIR AMBULANCE Report LOCATIONS f lown this year Now in its 12th year of operation, CareFlight s Air Ambulance has airlifted more than 1,600 patients from across Australasia, the Pacific and an increasing number of destinations further afield. Last financial year the aircraft flew 1,508 hours and performed 222 emergency medical retrievals. This is a 16% increase from the previous financial year figure of 191 flights. This year s missions included long-haul flights made possible with the 2014 introduction of the Bombardier Challenger CL-604 aircraft, taking the fixed-wing fleet number to three. The benefits of this inclusion continue to flow on to CareFlight s patients and health care clients. The Challenger, with its flight range, internal cabin size and increased headroom, makes it the ideal aircraft to perform complex aero-medical missions providing intensive care to potentially multiple patients while in transit. Intra-aortic balloon pump (IABP), neonatal, bariatric and ECMO transfers (providing cardiac and respiratory support to patients whose heart and lungs are severely compromised) are all now possible. With a flight range in excess of 3,500 nautical miles and the ability to be airborne for more than eight hours per leg, the Challenger jet gives CareFlight s Air Ambulance operation far greater flexibility. It s a platform allowing CareFlight crews to rapidly deploy, travel further afield and conduct more complex missions with the operation expanding into Europe and beyond. The jet seamlessly moved into the Air Ambulance fleet, received its Air Operations Certificate (AOC), and now shares space at the Group s Brisbane Airport Hangar with Learjet VVI and the new RACQ CareFlight Rescue rotary-wing operation which opened on July 1, During the year, the decision was also made to shift a Lear 45 from Bilinga on the Gold Coast to Brisbane to join the Challenger. Having the fixed-wing aircraft centrally located in the Queensland capital increases CareFlight s access to specialist medical teams and improves the operation s cost effectiveness. It also gives clients and patients far greater flexibility and security of care. Examples of this increased level of care were evident on numerous occasions this financial year with the Challenger performing missions to Tokyo, Johannesburg and Hawaii among others. In January 2015, CareFlight s most complex mission to date was conducted to retrieve a gravely ill Queensland man from Tokyo (full story page 22). Closer to home in June, the Challenger airlifted three seriously burned patients to Brisbane following a café explosion in Ravenshoe in Far North Queensland. 72 different destinations were flown to locally and abroad in people were retrieved domestically and internationally by CareFlight s Air Ambulance jets in

Over 11 days, more than 20 of CareFlight s highly experienced medical, aviation and logistics specialists would work around the clock to retrieve gravely ill patient, Queenslander Brett Goodban from Tokyo, for lifesaving heart surgery in Brisbane MEET THE TEAM: DOCTOR ALLAN MACKILLOP MEETS FORMER PATIENT BRETT, HIS WIFE AMI AND BABY KIMI. MISSION POSSIBLE: to save dying Dad 4. As Queenslander Brett Goodban lay in a coma in Japan, his organs shutting down from an aggressive strain of influenza, his sister Tania noticed tiny tears trickling from her brother s eye. That s when I knew that his brain was working, that there s still a person in there, that he s alive. The devoted husband of Japanese-born Ami, 34, and father of Senna, 6, Luca, 3, and baby Kimi, was not brain dead. But to save him, they first had to get him back to Brisbane. Days earlier, Goodban s heart stopped as he lay in Chiba University Hospital with viral pneumonia, triggered by an aggressive strain of influenza. The virus attacked his heart. He developed a blood clot that travelled to his lungs and blocked an artery, causing a cardiac arrest. Japanese doctors resuscitated the 41-year-old and connected him to a ventilator to help him breathe. But as he teetered between life and death, his family were in no doubt they needed to get him back to Australia to give him a fighting chance. Few aero-medical retrievals of this magnitude had been attempted anywhere in the world. CareFlight s Air Ambulance service was called in. Brett s $130 travel insurance policy was his ticket home. Weeks earlier, CareFlight had acquired a Challenger 604 jet without which Brett s airlift wouldn t have been possible. For more than 10 hours, much of it over the Pacific Ocean, the Challenger would become an airborne intensive care unit. CareFlight Coordination Centre staff spent 48 hours organising the flight. Their planning had to be meticulous; Goodban s life depended on it. Getting Goodban back to Queensland may be the longest civilian transport of a patient by air on ECMO that s ever been done, Doctor MacKillop said. More than 300 phone calls and 250 s were made in its organisation. He arrived safely in Brisbane at 2am local time on January 20. Three months later, Goodban walked out of hospital in Brisbane and flew home to Cairns with his heart function back to near normal levels. I ve been told it s a miracle that I am actually alive. I ll just be sitting here watching the boys play and just lose it, because I know how close I came to losing my life. It s hard to put into words how grateful I am, he says Brett at home with wife Ami, Senna, 6, Luca, 3, and baby Kimi. 2. 13 CAREFLIGHT BASE TO BASE CYCLE CHALLENGE A team of 30 cyclists, including three-time Tour De France Green Jersey winner Robbie McEwen, took part in the fourth annual CareFlight Base to Base Cycle Challenge in May. The 260-kilometre trek saw riders pedal from the Gold Coast to CareFlight s Toowoomba Hangar, passing through towns where CareFlight s helicopters regularly fly to. CHOPPER AWARENESS MONTH In August, 57 Bendigo Bank branches across South East and South West Queensland banded together in support of CareFlight s rescue helicopters for Chopper Awareness Month. The funds raised over this one month period were generated from various family-friendly fundraisers, the sale of CareFlight merchandise and raffle tickets, in-store competitions, plus customer donations. SOUTH WEST GALA BALL Nearly 550 supporters and sponsors rallied together at the ninth annual South West Gala Ball in May to raise funds for the Toowoomba-based CareFlight helicopter. The winter wonderland themed Ball was held at Rumours International in Toowoomba and featured a performance by Australian actor and entertainer Tom Burlinson. Former patient Alice Greenup was the night s special guest, relaying her remarkable story of survival after being airlifted by CareFlight following a horse mustering accident 12 years ago. FUNDRAISING Report RACQ CareFlight Rescue s fundraising efforts continue to make a huge impact to the sustainability of the organisation s lifesaving helicopter rescue service, with more than a third of the funding needed each year received from generous individuals, businesses, clubs and sponsors in the community. Fundraising is, and will remain, a core focus of CareFlight to ensure the suitability of the service for decades to come. It costs $22 million annually to keep RACQ CareFlight Rescue helicopters in the air and CareFlight is grateful to be supported by the communities it serves. As well as running four seasonal Appeals, each year major events also play a crucial role in securing vital funds, increasing brand awareness and engaging with the community to support the organisation s core purpose of saving lives. Some of the major fundraising events that took place in the financial year included: NORTH COAST GALA BALL Raising funds for CareFlight s Sunshine Coast Base, the hugely successful Sunshine Coast Gala Ball was held in October at the Novotel Twin Waters Resort. The seventh annual Gala Ball had a Broadway theme, treating 580 guests to a night of glitz and glamour at the theatre, while celebrating the lifesaving work of CareFlight. Ticket sales, event sponsorship and auction items all contributed to raising money to help fund rescue missions in the region. SUNSUPER RIVERFIRE More than half a million people watched CareFlight take part in Brisbane s iconic Sunsuper Riverfire in September. Two Bell 412 helicopters flew in formation from the west end of the Brisbane River and completed a river run to the Story Bridge. CareFlight s involvement generated lucrative brand exposure as well as helping to raise awareness of CareFlight s service in the local community. The Surat Gas Aero-Medical Service (SGAS) was created by Queensland s CSG-LNG operators Arrow Energy, Origin, QGC and Santos in 2011 to offset the impact industry development may have on local emergency medical services. In 2013, the Curtis Island Rotary Wing Aeromedical Evacuation (CIRWAME) service was established in Gladstone to provide priceless peace of mind to workers in the region. For the past four years, two medicallyconfigured Bell 412 helicopters based at Roma and Toowoomba have covered an area spanning 270,000 square kilometres, spread across eight council boundaries with a population of nearly 210,000 people. In that time nearly 500 patients including oil and gas workers and their families have received lifesaving care by the SGAS service. The past financial year, both commercial services were at their busiest. CareFlight s SGAS team airlifted a record 142 patients from the Surat Basin and surrounds, spending a total 332 hours in the air. The remoteness of the region means the service is primarily tasked to serious incidents varying from car crashes to machinery and farming accidents, horse falls and snake bites. The acuity of injuries found in these patients is usually severe and often life-threatening. In , the CIRWAME service s Bell 412 helicopter flew 53 missions, spending 92 hours in the air. Since inception in 2013, around 140 patients have been airlifted by this service. These two commercial contracts help keep CareFlight s community helicopter service viable, but also offer a medical lifeline for the community of Queensland s remote South West region and Curtis Island. CareFlight s integrated aviation and medical team are permanently on-call to provide round-the-clock emergency care, every day of the year. This year, the Surat community held a fundraiser in memory of a past patient of the SGAS service, seven-year-old Jake Broadhead who sadly passed away in October following a motorbike accident. Jake s Fishing Classic on October 5 raised nearly $15,000 and reflected young Jake s love of the sport. CareFlight s SGAS rescue team, who tended to Jake on the day of his accident, were in Roma to meet Jake s parents Josh and Sally and accept the generous cheque. The money raised from Jake s day will go towards funding CareFlight s lifesaving operation in the Surat Basin and surrounds. Snake bites are usually few and far between, but as Autumn temperatures soared in 2015, the occurences of deadly snake bites rose too. CareFlight s commercially-funded Surat Gas Aero-Medical Service (SGAS) was called in to airlift four patients suffering snake bites in , contributing to the service s record 21 snake bite related airlifts last financial year. In December, the Roma-based service airlifted a woman in her 70s from Dulacca, 80 kilometres west of Miles, after she was bitten by a six-foot brown snake in her kitchen. The next day, an eight-month pregnant woman was bitten on the foot by a king brown snake. The mother-of-three was in the kitchen at her Mitchell home when she was struck. The Surat Gas Aero-Medical Service flew a CareFlight critical care team to the property to treat the 45 year old woman at the scene before flying her to Toowoomba Hospital for lifesaving treatment. An eight month pregnant woman was bitten on the foot by a king brown snake. In April, the SGAS service airlifted a man in his 40s from the township of Glenmorgan, in the Western Downs region, after he was bitten on the back of the leg by a brown snake. A day later, a 20 year old woodchopper was airlifted from the Maranoa region after being bitten on the finger by a deadly three-metre brown snake. He presented at the Injune Hospital with vomiting and chest pain and the CareFlight helicopter was called in to airlift him to Toowoomba for treatment. These patients make up four of the 142 people, including gas workers and their families, who found themselves on the receiving end of the SGAS service in

28 29 HEMS ACADEMYReport Early in the financial year, CareFlight s Helicopter Emergency Medical Services (HEMS) Academy relocated from Varsity Lakes on the Gold Coast to Aviation Australia s Brisbane-based facilities. MEET THE TEAM: CHIEF AIRCREWMAN SHANNON GARDNER. The purpose-built facility, which is located at Brisbane Airport, is used exclusively for aviation training. With more than 4,450 personnel trained in the financial year in nationally-recognised courses, the relocation was well-timed to enable CareFlight to meet growing demand. Of these, more than 1,100 were aviation and medical practitioners, 3,324 were Australian Defence Force (ADF) personnel and more than 200 were CareFlight s own staff. The campus is set to expand further within the next financial year as Aviation Australia works towards the completion of a larger $10 million training facility by early This new facility is set to house Australia s first AW139 Full Flight Level D Simulator (FFS) thanks to the joint partnership between CareFlight and Thales Australia. At the forefront of innovation in helicopter flight training, the FFS will allow pilots and aircrew to safely train in high-risk mission scenarios such as engine or hydraulics failure, severe weather and offshore flying, including the use of Night Vision Goggles (NVG). The expanded training facilities will allow CareFlight to offer a comprehensive, full-service training facility that is capable of servicing the complete training requirements of both CareFlight aviation personnel, and external aviation operators from within Australia and abroad. CareFlight s Helicopter Underwater Escape Training (HUET) course remained one of the most well attended in CareFlight s team of trainers deliver courses from a specialised 15-metre deep indoor pool at the Brisbane facility, as well as a number of off-site training locations. Last financial year, 3,324 Australian Defence Force (ADF) personnel completed the HUET course. This included 1,977 ADF personnel based in Townsville, 1,189 in Nowra and another 158 within the South East region. Our experienced instructors continued to offer world-class training to the Abu Dhabi Police Air Wing this financial year, instructing more than 125 pilots and 70 aircrewman. Courses on both the AW139 and Bell 412 aircraft included Night Vision Goggle (NVG) training, Aircrewman Instructor courses and utility courses which included winch operations, vessel transfers, SAR, night wet winch and more. CareFlight is also committed to upskilling from within. During the past financial year, more than 200 of the Group s own staff members completed courses at the HEMS Academy to maintain or advance their qualifications. This included a total of 129 doctors, 11 flight nurses, 27 aircrewmen and 34 pilots.

30 31 CAREFLIGHT RETRIEVAL MEDICINE Report CareFlight Retrieval Medicine (CRM) was created in 2001 to recruit, train and provide frontline critical care doctors and medical support staff for air-medical retrievals throughout Queensland and beyond. Since inception, CRM has provided highly qualified doctors, nurses and paramedics for CareFlight jets and helicopters across its network, in addition to supplying doctors to a number of other government and non-government aero-medical rescue organisations. In the financial year, CRM doctors attended to nearly 4,000 patients across multiple emergency medical providers, averaging more than 10 patient contacts per day. Another key initiative for CRM this year was the implementation and placement of Flight Nurses on the new Brisbane-based RACQ CareFlight Rescue helicopter; a first for the rotary-wing side of the organisation. In April 2015, the Queensland Government announced a $56 million extension of the current CRM contract to exclusively supply aero-medical staff for all State-wide Retrieval Services until The contract extension is a positive outcome for CareFlight with funding for our doctors now secure for the next three years. More than 118 retrieval doctors currently represent CRM on board aero-medical retrieval services across Queensland. CareFlight doctors also staff the 24 hour telemedicine advisory service (TMAS) which CareFlight provides within C3 on behalf of the Australian Maritime Safety Authority (AMSA). TMAS uses communication technology to connect to any Safety of Life at Sea (SOLAS) class ships in any ocean around the world as well as vessels within the Australian search and rescue region. CareFlight Retrieval Medicine is an accredited training facility with the Australasian College for Emergency Medicine (ACEM), the Australian and New Zealand College of Anaesthetists (ANZCA) and the College of Intensive Care Medicine of Australia and New Zealand (CICM). Specifically, CareFlight medical staff are now on-board: RACQ CareFlight Rescue community helicopters in Brisbane, Toowoomba, Gold Coast and Sunshine Coast. The Royal Flying Doctors Service (RFDS) fixed-wing aircraft based out of Rockhampton, Townsville and Brisbane. Queensland Government Air (QG Air) helicopters based in Brisbane, Townsville and Cairns. The RACQ Capricorn Rescue helicopter in Rockhampton. The RACQ Central Queensland Rescue helicopter in Mackay. The helicopters provided in partnership with oil and gas industry partners in Roma, Toowoomba and Gladstone. MEET THE TEAM: CRITICAL CARE DOCTOR JOE MACAULEY. Air Ambulance jets based in Brisbane and Townsville.

32 33 CORPORATE Governance COMPLIANCE & Safety MEET THE TEAM: MARCUS GOLDSTON, ROTARY-WING MAINTENANCE CONTROLLER. ENGINEERING In March 2015, CareFlight saw the completion of its new multi-million dollar engineering and maintenance facility at Archerfield Airport. The heritage listed hangar has been reconfigured to ensure optimum working space for the 17-strong workforce who service CareFlight s fleet of 14 aircraft. The layout enables not only maintenance of the current fleet, but allows room for expansion for any future fleet requirements. As a location, Archerfield Airport is central to the fleet s needs and gives CareFlight the ability to deploy skilled engineers, and appropriate parts, to any base. The department managed a number of major projects in the past year, including the installation of a Night Vision Goggle (NVG) cockpit lighting configuration on the Sunshine Coast s BK117. This technology enables greater visibility at night, which consequently increases safety margins and widens the scope of missions that can be conducted. Report A 10,000 hour service on the Bell 412 (VH-XCO) was also undertaken. This significant maintenance event involved the disassembly and inspection of the airframe and all the drive train components, with many of the parts needing to be replaced. Extensive 5,000 hour services were also completed this year on two of the service s other Bell 412 helicopters. The coming year will see more exciting challenges and developments with the integration of two AgustaWestland 139 (AW139) helicopters taking the fleet size to 16 aircraft. Extensive training has been undertaken, including knowledge based learning in Italy, to ensure CareFlight has engineers who are proficient on the AW139 models. CareFlight is committed to the principles of strong and strategic corporate governance. The CareFlight Board recognises their governance responsibilities to all stakeholders including patients, State Government, emergency service providers, corporate and community donors, volunteers, employees and the general public. CareFlight is committed to the ongoing evaluation and application of best practices in governance to promote a healthy, productive, transparent, accountable and effective organisation. CareFlight regularly assesses emerging best practices and annually reviews practices to ensure we meet or exceed service delivery requirements as a not-for-profit. The Board meets every six weeks and the Finance Committee meets on a regular basis to review and discuss the organisation s financial and corporate governance responsibilities, and reports back to the Board of Directors. Since inception, the CareFlight Group and CareFlight Retrieval Medicine Boards provide their expertise and leadership without remuneration. The organisation will rely heavily on the proficiency and guidance of our Board and all sub committees as the service launches two new bases in 2015 in Brisbane and Mount Isa. Good corporate governance is a fundamental part of the culture and business practices of CareFlight Group and remains critical to our ongoing success. Finance, Risk and Audit Board Sub-Committee Allan Godbee, CRM Director & Committee Chairman Ralph Hartland Rob Buker Colin Archer Andrew Warton Ashley van de Velde Quality and Safety Board Sub-Committee Bob Nash, CRM Director & Committee Chairman Scott Hayden Paul Forcier Paul Regli Sri Suppiah Ashley van de Velde CareFlight Group is consistently working towards improving operational safety, supported by a comprehensive safety management system incorporating the ISO 9001:2008 accreditation. This is achieved through internal and external audits conducted on all areas of the organisation on an annual or biannual basis.
