3 Themes The land around the Whanganui Port is important to the economy of Whanganui and the wellbeing of the people who live in and around the city. Accelerate 25 has set the ball rolling for local, regional and national government investment in the revitalisation of this jewel in Whanganui s crown. So what can business, government, iwi and community do together to unlock the potential of this place and drive Whanganui s future prosperity?
4 Accelerate 25 Not an economic development strategy But a cluster of investment opportunities and concrete steps that if pursued together, will boost the prosperity of the Manawatu/Whanganui Region The Whanganui Port Revitalisation Programme has been identified as a key enabler in the action plan Economic Development Minister, Steven Joyce announced in August that the Government would invest $500,000 in partnership with the Whanganui District Council to develop a master plan to revitalise the Whanganui port area and make a key contribution to the economic, environmental and social wellbeing of Whanganui and surrounding region

EXISTING CIVIC CAMPUS KEY The following opportunities seek to create a unified and connected waterfront precinct that supports access to water opportunities and connectivity between city (land) and sea (water) via a morelegible public realm and streetscape network. 1.WHARF STREET Wharf Street transformed into a shared space street and retail/f+b destination 2.WHARF STREET CONNECTION reconfigure the existing entrance to support pedestrian priority and wharf access 3.TOWN WHARF re-instate a Town Wharf as a focal point/destination for the waterfront 4.WHARF PAVILION activate the Town Wharf with commercial and/or community activity accomodated within a high quality architectural form 5.TIDAL STAIRS create a waters edge blue room which enables access to water and connectivity to the harbour 6.LOOKOUT A promenade lookout on alignment with Masonic Square encloses the new waters edge space 7.HAMILTON STREET PIER extends the street axis to the waters edge and activate with a new public pontoon 8.WATERS EDGE PROMENADE enhance the existing waters edge promenade with new furniture and lighting to establish a stronger/ distinctive identity 9. SPRING STREET extend Spring Street to the waters edge and provide a new tidal stair and public pier 10.CARPARK rationalise the existing parking area to provide improved pedestrian priority and amenity 11.THE STRAND transform the Strand into a waterfront promenade with a flexible, shared surface street that supports events and celebrations. Remove clutter and provide new lighting to transform vertical udentity 12.MASONIC SQUARE create a dynamic and vibrant civic square which stitches together the waterfront and city city and provides a focal point for Tauranga s civic identity and a venue for commu- nity events and celebrations 13. WILLOW STREET remove existing bus stops, toilets and parking and establish a shared space which connects the Civic Campus to Masonic Square 14.STRAND PARK simplify and de-clutter the existing green space to create useable zones and open sightlines to the water 15.HAMILTON STREET transform into a waterfront precinct shared space with a distinctive character 16.HAMILTON STREET transform into a waterfront precinct shared space with a distinctive character 17.EVENT LAWN remove existing at grade parking and create a flexible park zone for community celebrations 18. FISHING WHARF enhance access and amenity on the existing Fishing Wharf to support it as an authentic working waterfront experience 19.WHAREWAKA relocate the existing Wharewaka into the waterfrontprecinct 20.MCCLEAN STREET re-organise intersection to provide improved pedestrian connectivity to the waterfront 21.DIVE CRESCENT calm and narrow Dive Crescent to provide north-south connectivity along the waters edge and calm traffic entering the waterfront precinct 22.THE STRAND (SOUTH) improve streetscape amenity and reinforce connections to a new Matapihi Bridge Park

64 WHANGANUI GISBORNE INNER PORT SPATIAL HARBOUR EXPLODED CONCEPT FRAMEWORK WORKSHOP 001 The design approach for the Inner Harbour proposes four key spatial typologies which work together to define a functional and distinctive public realm. Theses include the Wharf Promenade, Wharf Sheds, Railway Walk and the Esplanade. 1. ESPLANADE -Transform the Esplanade into a slow speed, green and civic urban esplanade, as the unifying and connecting ele- ment of the Inner Harbour. -Replace existing Phoenix Palms with native species which connect Titirangi to the waters edge. -Rationalise existing parking and vehicle behaviour to provide a balance between all users. -Maintain access to parking, the waters edge, boat ramp and existing industry. TRAINSTOP 2. RAILWAY WALK -Reveal and enhance the existing railway tracks as the focal point of a new pedestrian and cycle pathway connecting existing and proposed destinations. - A pedestrian space with opportunities for occupation. -Enable event access for the train via the existing rail bridge and tracks to between sheds 2 and 3. RAILBRIDGE 3. SHEDS -Retain and enhance the 3 existing wharf sheds as waterfront icons. -Improve the occupation and activation of the wharf spaces through appropriate design and use. WHARF PROMENADE -Provide continuous waterfront access between shed 1 and wharf 4. -Link together four new wharf lookout and corner spaces. -Rationalise private parking from the waters edge to maximise recreational access and opportunity. -Remove clutter and improve surfaces to provide improved pedestrian amenity.
