1 TENDER NOTICE State Office Khadi & Village Industries Commission (KVIC), P.O. B.V.College, Sheikhpura, Patna invites sealed tenders from the reputed exhibition contractors/agencies for designing, fabrication and construction of the gate, boundary, facilitation centre, cultural centre, stalls, theme pavilion, technical demonstration, ashram, food court, toilets, electrical provisions, carpeting, etc. for the 15 days State Level Khadi & V.I. Exhibition to be held at Gaya/Begusarai/Muzaffarpur. The tender documents may be purchased from the Khadi and Village Industries Commission, State Office, P.O. B.V.College, Sheikhpura, Patna-14 from 9.30 a.m to 6.00 p.m of to in office hours, by paying 2,000/- (Two thousands only) in the form of Demand Draft in favour of KVIC Trading A/c payable at Patna. Tender documents may also be downloaded from KVIC on website: and demand draft may be enclosed with the technical bid in the sealed cover. The last date for submission of the tender bids is up to Hrs. of and the tender papers will be opened on at hrs. at KVIC, Patna in presence of members of the Tender Committee & Tenderer KVIC reserve the right to accept or reject the tender bids. 3 Background : TENDER DOCUMENTS FOR STATE LEVEL EXHIBITION The Khadi & Village Industries Commission (KVIC) is desirous to organize the State Level Exhibition at Gaya/Begusarai/Muzaffarpur which will be attended by dignitaries of national fame. Further, cultural events may also be organized. Tenders are invited for fabrication & construction of the exhibition gate, boundary fencing, facilitation centre, cultural centres, stalls theme pavilion, technical demonstration, food court, water arrangement toilets, electrical provisions, sound s system, walling bracketing carpeting, flag etc. EVENT : The KVIC is approaching for allotment of approximately 70,000 sq. ft. space at some popular place in Gaya/Befusarai/Muzaffarpur for exhibition. I.ELIGIBILITY CRITERIA : A).They should have 3 years work experience of Govt. exhibition in Major Exhibition like State, Zonal or National Level Exhibition. B).All Fabrication should be done strictly as per specification/layout approved by the organising committee of KVIC. C).The agency should have team consisting experienced persons. D).Agency should have adequate infrastructure/materials related with fabrication. An affidavit in this regard must be submitted with technical bid.

4 E).The Tenderer should have experience of preferably at least 3 years in designing, fabrication and work of construction of Exhibition Stalls, out of which preferably 03 exhibitions would have been undertaken in Government Departments or Government Undertakings or agencies authorized by Govt. Department or Govt. undertaking priority will be given to these who have the experience in Khadi/Saras/Hastashilpa Mahotsava undertaken by the contractor. Certificates, testimonials and evidence of completing assigned work etc. should be enclosed. F).At least one exhibition should be of minimum lakhs and average turn over of the agency should have more than lakhs/annum. G).The Tenders should have a full fledged office with work force and office staff H). The Tenderer should have a valid Labour licences. (copy shall be enclosed) II. CLOSURE PROCEDURE : General : A) The fabricator shall be responsible for the dismantling of the Exhibition Pavilion and clear the site in two days so that the space can be handed over to the concerned authority in the stipulated period of time. B) Display Panels, Products and other items/structures if any desired or supplied by S.O. KVIC, Patna shall be handed over to KVIC at Patna/concern in proper position on completion of the exhibition.

PAYMENT: 10% Within 1 weak of work initiated as per work order against bank guarantee of adequate value after agreement. 40% On completion of erection of stalls and other arrangement (80%) to be certified by an officer authorized by the organizing committee. 15% On successful completion & 1 week of inauguration 15% After successful closing of exhibition. 20% On receipt of bills in two copies, report of completion of exhibition including photos and Other formalities (No Dues Certificate/ NOC, refund of IRG (if any), recommended by the Organizing Committee/ State Director I. SUBMISSION OF BIDS : The bidders will have to submit the bid in two separate sealed envelops in Prescribed format. a) First envelop super scribed Technical Bid for fabrication of State Level Khadi Exhibition in prescribed format will include company profile, Earnest money in the form of Bank Draft, drawn in favour of KVIC Trading A/c No and last three years copy of IT return, latest audited statements of accounts and lay out of Exhibition as per schedule of works mentioned herewith. b) Second envelope will contain Financial Bid as per prescribed format super scribed as Financial Bid for Fabrication STATE LEVEL KHADI EXHIBITION. c) Both the sealed covers are to be put in a bigger envelope which should be sealed and superscribed as Tender for STATE LEVEL KHADI EXHIBITION and sent to the following address so as to reach by Hrs. on to the receiver Director, State Office, Khadi &Village Industries Commission, P.O.- B.V. College, Sheikhpura, Patna-14.Tender/Bid received after Hrs on will not be accepted.

6 d) In case of tender document downloaded from KVIC s website. The Cost of tender documents is 2000/- (Rupees two thousand only) should be paid by Bank Draft in favour of KVIC Trading A/c payable at Patna and the same should be enclosed with the technical bid in the sealed cover. EMD : Earnest Money Deposit (EMD) in a separate sealed cover (clearly mentioning EMD) amounting to 75000/- (Rupees Seventy five thousand) only in the form of Demand Draft or FDR in the favour of State Office, KVIC, Patna should be submitted with the tender paper. The EMD can be forfeited in case of non- performance of the Tenderer. The D.D./ FDR against EMD of the tenderer who are not selected will be refunded to them after the selection process is over. Tender without EMD shall be rejected out rightly. No interest shall be paid for earned money deposit. I. METHOD FOR SELECTION : a) In accordance with eligibility criteria documents will be examined. b) Financial Bid will be opened for those tenderer who qualify in the Technical Bid. c) Conditional Bid will not be accepted. Cutting in the bid should be authenticated but alterations and overwriting will not be accepted. d) KVIC, Patna reserves the right to reject one or all the offers without assigning any reason thereof. e) Tenderer selected for the work will have to enter into an agreement with the KVIC,Patna. f) Additional work, if any, shall have to be performed by the Tenderer and the rate for which shall be decided by the State Director, KVIC, Patna/Organising Committee. g) KVIC, Patna reserves the right to change, alter, modify the documents or may give its own design. h) In case of any dispute, courts in Patna will have jurisdictions.

7 IX. Penalty and Termination of Contract : a) The Tenderer has to complete the jobs assigned in all respect and hand over to KVIC in scheduled date.any lapse/shortfall on the part of Fabricator may result in cancellation of contract including forfeiting of EMD and penalty as deemed fit by KVIC, Patna b) At any point of time, SO, KVIC, Patna finds that the work of the Tenderer is not satisfactory as per the approved designs/ layout the to contract may be cancelled and award the same to another one or more parties to complete the assignment in the required time. In such a situation, Fabricator/Tenderer who has failed in the performance shall be liable for further 5% of the work awarded. X. Documents required with the technical Bid: The biding Fabricator/organizations should attach following documents along with technical bid :- i) 3 years income tax return ii) Service Tax Registration No. ii) GST registration no and PAN Card of the tenderer is must. iv) 3 years experience of conduct govt. exhibition. v) PAN No. vi) Labour licence vii) Income Tax Return (ITR) for the last three years acknowledgement of IT return, if filed online.

8 viii) Registration Certificate under service tax. If the selected firm/fabricator not found registered under Service Tax, applicable service tax will be deducted from their running bill. ix) Audited balance sheet by certified Chartered Accountant of last 3 year. x) Affidavit regarding availability of tools & plants should be attached with tender documents. xi) Lay-out plan of exhibition as per schedule of works mentioned herewith. xii) GST Registration Certificate. The whole area will be carpeted. Roof should be water proofing with inner ceiling & wall made with ply board/ fabric. 02 table & 10 chairs and 01 Almirah with sufficient light and Plug points, power plug line to operate as per requirement in office. And one toilet with 2 wash basin The whole area will be carpeted. Roof should be water proofing with inner ceiling & wall made with ply board/ fabric. 3) Photo Gallary 5M.x12M. -Statue of Gandhi with charkha should be installed in 3 ft. height, 6x6 ft. platform of ply wood in centre of hall - water proof mandop - 3 side wall of ply board painted with white colour for pasting of photo. -complete carpeting -sufficient light - fixing of photo (supplied by KVIC) - decoration as suggested by KVIC

IX. Ground Carpeting & daily cleaning. Barekating, walling a) Electric connection and energy charge. b) Generator c) Sufficient light in stall, ground & outside with minimum 20 metal, 20 Halogen, sufficient tube lights, LED etc. (a) Carpeting is to be done in entire area other than specified in various heads mentioned above with good quality carpet, (b) Cleaning of campus at least twice a day (early morning & afternoon) X. TOILETS. Chemicals & general (a) 8 Nos. Toilets for gents & 4 Nos. Toilets for ladies at two different locations of exhibition area.
