Revision no.: REVISIONS Date: 0 01/02/ /04/ /07/ /08/ /12/ PURPOSE This procedure defines the process for issuing airport entry I.D. cards based on the New National Civil Aviation Safety Programme Ed. 2 of 9 June 2015, introducing further methodological specifications and procedures of the implementing provisions of Regulation (EU) 1998/2015 and the Decision of Commission C (2015) All public and private operators, including staff in uniform and serving the airport of the State Administrations, to access the areas of the airport and their public facility areas, must bear an airport I.D. card, to be visibly worn for the entire time in which they are located in all areas of the airport. Further provisions were also introduced regarding airport Access Control with particular reference to the installation of electronic systems that prevent the entry of unauthorised persons. 2

CARDS 5.1 General criteria All applications for airport entry I.D. cards, filled in according to the forms provided in the Appendix, must be submitted by authorised individuals (Applicant Entities), as listed in section 5.3 of this Procedure, at least 10 working days before the permit issuance date. Once the access permit application has been received from the applicant, ADR shall be responsible for preparing the preliminary stage preceding the issuance of the entry I.D. card. The airport operator shall acquire, at the time of first issuance, the information provided by the airport manager on the access procedures and the relevant infrastructural features of the airport for safety purposes. It should be noted that, for the purpose of issuing airport entry I.D. cards, the check must first be essentially carried out by the local State Police Department staff. Therefore, I.D. cards can only be issued in the event of the favourable opinion of the State Police and shall be valid only for the airport for which they are issued. No airport access I.D. card can be issued until the cardholder has previously or simultaneously returned any airport I.D. card already in his/her possession (whether expired or valid). 5.2 Airport I.D. card application procedure The I.D. Card system was implemented with a new online service for submitting airport entry I.D. card applications. Only accredited Applicant Entities at Fiumicino airport can apply to activate their profile. Card Accreditation. 5.3 Applicant requirements It should be noted that all individuals must necessarily have a legitimate reason for accessing airside areas, be it for: Work Training Information/education The applicant must have a job title that justifies an operational need and governs the specific activity to be carried out at Fiumicino airport. There are two types of airport entry I.D. cards: 4

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Photo I.D. card digitised by the airport manager issued to staff who work permanently, including State Bodies, with a maximum period of validity of five years (please see appendices) Escorted access I.D. card without photo, VISITOR I.D. card, issued pursuant to the provisions of section (Escorted Access) of the PNS [National Safety Programme] and section of Regulation (EU) 1998/2015 (please see Appendix 11). It should also be noted that: a) in accordance with Chapters dd) and ee) of the National Safety Programme, the valid approval documents of the national authority (i.e. the multiservice I.D. card with red lateral stripe issued by the ENAC [Italian Civil Aviation Authority] to staff who carry out inspection duties) and the identification card issued by the Agenzia Nazionale per la Sicurezza del Volo - ANSV [National Flight Safety Agency] are included among the access permits for individuals to the sterile areas of the airport. Card Department, specifying the job title, the areas for which access is required (please see Appendices 1 or 2) and enclosing a copy of the employee's document. Police Forces, such as the State Police, Prison Service, Carabinieri, Finance Police and State Forestry Department, rather than enclose a copy of the document, must include the personal details of the member, i.e., name, surname, place and date of birth within the application itself. If there is any specific exemption to the security checks (please see ENAC Protocol /DG of 22/12/2014) a similar I.D. card will be issued along with the text EXEMPT FROM SECURITY CHECKS by P.N.S. and a possible indication of the entry of prohibited items. The Police Force shall be responsible for specifying, in the application, the regulations for which such exemption is requested and the entry of prohibited items in sterile areas (please see categories, Appendix 13). As regards Customs and State Monopoly Agency staff, who continuously carry out activities to counter the traffic of narcotics, please refer to what is reported in Article 1.2 of ENAC Prot /DG of 22/12/2014: The relevant Airport Department shall request the specific identification of the individuals concerned, who must be identified by name and number. The following must also be enclosed: a copy of the Airside Safety Course Certificate, mandatory for applications for green and red airport I.D. cards valid as of 19/09/2016 (please see Regulation (EU) 139/2014). This course must only be provided by the Airport Manager. CNAs, Handlers and State Bodies may request training for their Instructors, qualifies by the Airport Manager (Train the Trainer procedure), to train their staff. For information and provision procedures, please visit the website selecting the following path: For business/training/education Regulation (EU) 139/2014 /Airside Safety Course. a copy of the Certificate of attendance of a security training course in accordance with the provisions of ENAC Circular SEC-05A, for Category A13 Staff other than passengers who require unescorted access to sterile areas. Card Department of ADR S.p.A., be it a: State Body Airport Manager Compagnie di Navigazione Aerea ( CNA - [Air Navigation Company]) Handler Aeronautical maintenance firms not subject to certification (pursuant to Category 8 of Legislative Decree 18/99) Service provider not subject to certification (pursuant to Category 1 of Legislative Decree 18/99) Security Company Sub-Licensee Regulatory Agent Known Suppliers of Airport Supplies Tourism sector operator (tour operator, travel agent, tour guide) non-licensees Ambassador Diplomatic Representative Customs Officer and Customs Assistant Customs Agent and Shipping Company Employee Cargo City Goods Carrier Service Provider The I.D. Card Department shall acquire, verify and archive the following documents: a) Application on the applicant s headed paper (please see Appendix 1), stating: The reason for the application (type of activities to be carried out and duties in accordance with the provisions of section and Appendix A of the PNS) Name, surname, date and place of birth, address Profession, company Permit validity period Area of the airport concerned 7

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 b) Application for access to all airport areas (I.D. card RED 1 please see Appendix 2) I.D. card RED 1 can be requested for the following categories: Law Enforcement Officers, Firefighters, State Bodies with Navigation Police duties, Air Health Officers. Inspection staff of the Ministry of Labour and Italian National Health Service (ASL [Local Health Authority]) Executives of the following companies operating at the airport: ADR Group ENAV CNA Handlers Officers with Security duties of the ADR Group, ENAV, CNA, Handlers and Security Companies ADR airport managers Airport first aid staff (doctors, paramedics, rescue workers) Operational security staff (follow-me and ADR operational security officials) ADR staff with strictly operational duties relating to the Safety Management System, Workplace Safety, Work and Maintenance, Development and Infrastructure, Engineering Project Management, Network Infrastructure and Services Airport managers of air navigation companies vested with airport management powers pursuant to the Navigation Codes ADR Security department managers appointed by the company itself Alitalia Security Officers Any exemptions will necessarily be submitted to the approval of the ENAC. To apply for the RED 1 I.D. card (access to all areas) a specific form must be used (please see Appendix 2) and letter must be submitted on the Applicant Entity's headed paper, addressed to Aeroporti di Roma S.p.A. - I.D. Card Department, specifying the reasons, job title and type of activities to be carried out throughout the airport. If the reasons for the application/possession of I.D. card Red 1 are terminated, the company shall be required to return the I.D. card, or withdraw the application and possibly submit a new application, specifying the areas of access (please see Appendix 1). 8

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December Documentation to be submitted along with the application a) A legible photocopy of a valid Identity Document belonging to the individuals requiring an I.D. card and, in the case of renewal, a copy of the expired or expiring airport I.D. card. b) Certificate of Passing a Security Training Course, the content of which must comply with the provisions of the Training Manual, appended to ENAC Circular SEC-05A, for Category A13 Staff other than passengers who need unescorted access to sterile areas. Category A13 is not required if in possession of any of the following categories: A1, A4, A5, A11, A12, A12-bis, having completed the training course and having achieved the certificate, if provided. Below is a summary table of the courses, any certification and the duration of the periodic training: CATEGORY CERTIFICATION PERIODIC TRAINING A1 YES - recertification every 3 or 5 years Annual A4 YES recertification every 5 years Annual A5 YES recertification every 5 years Annual A11 NO Annual A12 NO Three-yearly A12-BIS NO Five-yearly A13 NO Five-yearly For yellow I.D. cards (non-sterile areas): Certificate of Passing a Security Training Course, the content of which must comply with the provisions of the Training Manual for Category A14 "Staff needing general security awareness training". Periodic training must be repeated every five years. For airport operators in possession of a security training course issued by another EU Member State, a mutual recognition of training shall apply as provided for by the PNS, chapter : Certificates of competence, acquired in a Member State by an individual to fulfil the requirements of Regulation (EC) 300/2008 and their implementing provisions, shall be acknowledged in Italy following the submission of an approval by the competent Authority of the National Security Programme reporting the training programme of reference. c) Documentation attesting to the information provided by the competent Workplace Safety Department of ADR S.p.A., as provided for by Article 26 of paragraph 2 of Legislative Decree 81/08. d) A copy of the Certificate relating to information/training on Airport emergency management and in all buildings located inside the premises of Fiumicino Airport. e) Certificate of Training and Information on Workplace Safety as provided for by Article 37 of Legislative Decree 81/2008. f) Statement regarding professional activity, studies and any suspensions in the last 5 years (Appendix A, chapter 2.3 of the PNS ed. 2), to be drafted by the individual requiring the airport I.D. card (please see Appendix 14). g) Other Self-Certification by type of employment contract: Self-Certification Statement Employees (please see Appendix 3) - In the case of operators who have an employment contract - drawn up on the Company s headed paper, signed by the employer, to which a copy of the identity document must be attached. If Aeroporti di Roma deems it necessary, the employee's employment contract or UniLav form may also be required. 9

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Self-Certification Statement Other Individuals (please see Appendix 4), in the case of operators who carry out activities as freelance professionals. A copy of the employment contract between the freelance professional and the Company must also be submitted h) a copy of the Airside Safety Course Certificate, mandatory for applications for green and red airport I.D. Cards (please see Regulation (EU) 139/2014). This course must be provided by the Airport Manager. CNAs, Handlers and State Bodies may request training for their Instructors, qualified by the Airport Manager (Train the Trainer procedure), to train their staff. The period of validity of the airport I.D. card cannot exceed the expiry date of the verification of the contract/subcontract, whichever is shorter, except in the cases provided for by this procedure Additional documentation to be attached to the application for access permits distinguished by Applicant Entity category AIRPORT MANAGER, AIR NAVIGATION COMPANIES, HANDLERS AND SECURITY COMPANIES The Airport Manager, CNAs, Handlers and Security Companies (certified by the local Airport System Directorate of Lazio) shall submit a Self-Certification Statement certifying the term of the employment contract of their direct employees. Period of validity of the airport I.D. card: 5 years: CTI (contratto a tempo indeterminato [open-ended employment contract]) 2 years: CTD (contratto a tempo determinato [fixed-term employment contract]) staff managed directly by Aeroporti di Roma and by ground assistance service providers as per Appendix A of Legislative Decree 18/99, with the following requirements: Certification according to categories 2 and/or 3, or Certification of both categories 5.7 and 11, with more than 100 CTD employees CTD (contratto a tempo determinato [fixed-term employment contract]) CNA, Handler and Security Company staff: based on the term of the employment contract. Personal background checks will last for 2 years, within which it will be possible to apply for the renewal of the I.D. card, enclosing the documentation described in Chapter 11 of this procedure. Security Companies must also submit a copy of the Certificate issued by the Airport System Directorate of Lazio and a copy of existing contracts justifying the work carried out at the airport. For Security Staff, a copy of the inspection certification regarding security checks is also required. It should be noted that: For COMPANIES operating on behalf of the Airport Manager, CNAs, Handlers or Security Companies, 10

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 the companies must submit, in addition to the Self-Certification Statement, a copy of the tender/supply agreement/s and any sub-contract agreements. The permit shall be issued only for the period of validity of the tender/supply agreement and any sub-contract agreements. In the event that the employee s employment contract is shorter (as specified in the Self-Certification Statement) than the tender/supply agreements and any sub-contracts, the period of validity of the entry I.D. card shall be limited to the expiry date of the employee s employment contract. AERONAUTICAL MAINTENANCE FIRMS NOT SUBJECT TO CERTIFICATION (pursuant to Category 8 of Legislative Decree 18/99) Aircraft maintenance companies (in possession of a certificate of approval as a maintenance firm, issued by the competent authority of an EU or equivalent country) must submit a Self-Certificate Statement certifying the period of validity of their direct employees employment contracts. The I.D. card shall have a maximum validity period of: CTI Staff: 5 years CTD Staff: term of the employment contract Maintenance firms must also submit a copy of the authorisation of the Airport Directorate to carry out services under Category 8 of Appendix A of Legislative Decree 18/99, a copy of existing contracts justifying the work carried out at the airport and a copy of the Handling agreement with the Airport Manager. SERVICE PROVIDER NOT SUBJECT TO CERTIFICATION (pursuant to Category 1 of Legislative Decree 18/99) Providers that only intend to perform assistance services under Category 1, Ground administrative assistance and oversight", are certified by the ENAC. In accordance with ENAC Circular APT02B, the certificate is not required when an agreement signed with the carrier shows that the individual carrying out the sole task of monitoring the quality of services provided to the carrier by certified providers. This type of work can, in fact, be also carried out by uncertified individuals, such as ground assistance service providers. Providers must submit a Self-Certification Statement certifying the term of their direct employees employment contracts. The I.D. card shall have the following maximum validity period: CTI Staff: term of the contract with the CNA CTD Staff: not exceeding the expiry date of the contract with the CNA or the employee's employment contract, whichever is shorter. Providers must also submit a copy of the authorisation of the Airport Directorate to carry out quality control activities, a copy of existing agreements justifying the work carried out at the airport and a copy of the Handling agreement with the Airport Manager. 11

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 SUB-LICENSEE (direct employees) Sub-licensees, i.e. companies with a direct Sub-Licence Agreement with the Airport Manager, must submit the agreement entered into with ADR, as well as the Self-Certification Statement certifying the type of employment contract. The period of validity of the I.D. card cannot exceed the expiry date of the sub-licence, i.e., the period of validity of the employee's employment contract, if shorter. Fore COMPANIES operating on behalf of Sub-Licensees: companies must submit, in addition to the Self-Certification Statement, a copy of the tender/supply agreement/s and any sub-contract agreement. The period of validity of the I.D. card cannot exceed the expiry date of the tender/supply agreements, any sub-contract or employee's employment contract, whichever is shorter and, in any case, cannot be issued for a period exceeding twelve months. REGULATORY AGENTS In order to allow the regulatory agents to carry out the activities provided for by the PNS, Chapter 6, entry I.D. cards shall be issued to access the Cargo City regulated area (yellow I.D. card with Cargo City access note). The airport I.D. card application must be accompanied by: A Self-Certification Statement A copy of the Regulatory Agent's Certificate, the operating site (warehouse) of which is registered in the Database of Regulatory Agents established by the European Union. Airport I.D. cards shall have a period of validity equal to the Certificate expiry date, which must refer to the certified site. For CTD staff, the validity period of the I.D. card cannot, in any case, exceed the expiry date of the verification of Certificate's period of validity or the employee's employment contract, whichever is shorter. KNOWN SUPPLIERS OF AIRPORT SUPPLIES A company that, through the Certificate of Designation issued by the Airport Manager is authorised to deliver their supplies to sterile areas as a KNOWN SUPPLIER OF AIRPORT SUPPLIES and is registered in the list duly compiled and submitted to the ENAC for services provided, can apply for airport entry I.D. cards for its direct employees who carry out airport supply deliveries/checks and for third-party carriers, after submitting a Self-Certification Statement and the following additional documentation: A copy of the Certification of Designation A copy of the tender/sub-contract/supply agreement justifying the entry of airport supplies to sterile areas A copy of the transportation agreement (if the supplier uses a third-party carrier) 12

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Permits shall have a validity period equal to the period of validity of the supply agreement and, in any case, not exceeding the expiry date of the validation renewal. For CTD staff, the validity period of the I.D. card cannot, in any case, exceed the expiry date of the period of validity of the validation or the employee's employment contract, whichever is shorter. NON-LICENSEE TOURISM SECTOR OPERATORS TOUR OPERATORS and TRAVEL AGENTS Tour Operators and Travel Agents can apply for entry I.D. cards for up to a maximum of 4 operators, exclusively for their direct employees (filling in the specific Self-Certification Statement form), enclosing copies of the following: The Company's updated Certificate of Incorporation Tour Operators Licence or Travel Agents Licence Code of Conduct for tourism sector operators (Appendix 19) The permit cannot be issued for a period exceeding twelve months (for CTI staff) or for the period of validity of the employment contract for CTD staff, if shorter than 12 months. TOUR GUIDES Tour guides can apply for an airport I.D. card by submitting: a copy of their valid tour guide licence or a copy of their renewal application Third-party Self-Certification Statement (please see Appendix 4) Tour Guide access permit (please see Appendix 6), including the documents listed in form Code of Conduct for tourism sector operators (Appendix 19). The permit cannot be issued for a period exceeding twelve months. AMBASSADORS For the individual holding the post of S.E. Ambassador (or performing the role of ambassador), an airport entry I.D. card shall be issued (Orange 2) following the authorisation of the competent ENAC Department, after submitting: a Report Note a copy of the MAE I.D. Card, specifying the type and term of office (which will determine the expiry date of airport entry I.D. card) a Certificate of Attendance of a Security Training Course, in accordance with the provisions of Chapter Ambassadors are not obliged to submit the Certificates referred to in Chapters c), d), e), f) and g). CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 DIPLOMATIC REPRESENTATIVES Since 02 June 2014, the management of ENAC training courses on airport security, pursuant to EU Regulations 300/2008 and 1998/2015, has been transferred from the Crisis and Events Management Department to the ENAC State Protocol Department. Therefore, any Diplomatic Representative may submit an application to attend ENAC security courses and a formal application for the subsequent issuance of I.D. cards to access sterile areas of the airport (colour: Blue 2, which permits access to the baggage hall and transit hall), to the following address: cerimoniale@enac.gov.it. Diplomatic Representatives shall be responsible for submitting, via the ENAC State Protocol Department: A Record Note for the airport I.D. card application, specifying the name, type and term of office. A copy of the individual's identity document, possibly an MAE I.D. card or, alternatively, a copy of their passport or any residence permit (in the cases provided for by the applicable legislation). a Copy of a valid Certificate of Attendance of a Security Training Course, in accordance with the provisions of Chapter Diplomatic Representatives in Italy are not obliged to submit the Certificates referred to in Chapters c), d), e), f) and g). In both cases, permits shall be issued for a term equal to or less than 1 year, depending on the term of office. CUSTOMS OFFICERS and CUSTOMS ASSISTANTS In order to permit the categories of individuals listed above to perform their institutional activities, I.D. cards shall be issued, some printed with the text CUSTOMS OFFICER, permitting access to specific areas of the airport. The airport I.D. card application must be accompanied by: a Self-Certification Statement, as per the attached forms; a statement of the Rome II Customs Office, certifying the continuous activity at Rome Fiumicino airport by the applicants; a copy of the valid professional I.D. card issued by the Interregional Directorate of Lazio and Abruzzo, for both Customs Officers and Customs Assistants. Permits issued to Customs Officers (colour: Blue 2-4 Customs note) shall permit access to Cargo City, as well as to aircraft parking bays, provided that the presence of Customs Officers in the Aircraft parking bays is subject to escort by the Italian Finance Police or Customs Agency Staff. Permits issued to Customs Assistants (colour: Blue 2-4) shall permit access exclusively to Cargo City. All permits shall have a maximum period of validity of 5 years or based on the term of the employee's employment contract. 14

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 CUSTOMS AGENTS AND SHIPPING COMPANY EMPLOYEES In order to permit the categories of individuals listed above to perform their institutional activities, I.D. cards shall be issued, permitting access to specific areas of the airport. The airport I.D. card application must be accompanied by: a Self-Certification Statement, as per the attached forms; a copy of the documentation certifying accreditation by the Interregional Directorate for Lazio and Abruzzo to carry out customs formalities as regards shipping companies and indirect customs representatives (otherwise referred to as Customs Agents, registered with Rome 2 Customs Office). Permits issued to Customs Agents and Shipping Company Employees (colour: Blue 2-4) shall permit access to Cargo City and to the airside area. All permits shall have a maximum period of validity of 5 years or based on the term of the employee's employment contract. CARGO CITY GOODS CARRIERS Carriers that regularly carry out operations involving the collection and delivery of goods to and from Cargo City may apply for a Yellow Cargo City note airport access I.D. card, exclusively for the landside area in front of the Cargo warehouses, by submitting, along with a Self-Certification Statement, the following documentation: A copy of the Company's Certificate of Incorporation and/or Carrier Licence certifying the actual activity carried out Permits shall have a maximum period of validity of 1 year or based on the term of the employee's employment contract. Individuals needing to collect or deliver goods or to carry out customs operations thereupon or other activities, such as, by way of example, but not limited to, corporate meetings, trade meetings, educational events, extraordinary maintenance of IT systems, visitors who occasionally need to access the area in front of the goods warehouse etc., must obtain a special pass from the Management Company's Security Department at the entrance to Cargo City. SERVICE PROVIDERS In the event that a company has several tender agreements with more than one Applicant Entity, such companies may draw up, on their headed paper, their application for access permits addressed to Aeroporti di Roma S.p.A. - I.D Card Department, submitting, in addition to the Self-Certification Statement, a copy of all existing agreements with the various Applicants. Permits shall have a maximum period of validity of 1 year or less, if the tender agreement or employee's employment contract are for less than 12 months. 15

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December Application for a Visitor I.D. card (Escorted Access) In accordance with the provisions of the PNS, chapter and chapter , any individual who, due to unforeseen, unexpected, unplanned and/or unplannable or, in any way, unpredictable circumstances, needs an escort, they must have a VISITOR I.D. card, stating the personal details of the escorted individual and those of the escort. The escort must be provided by the Airport Manager or Entity/Company in whose interests the entry is required. Authorised Escorts must: Be in possession of a valid I.D. card Keep the escorted individual or individuals under constant, direct visual control, i.e. clearly visible, not obscured by any vehicle, object, building, weather condition and sufficiently close to carry out appropriate interventions if necessary. Ensure, with reasonable certainty, that the escorted individual or individuals do not breach security Notwithstanding the fact that anyone in possession of a valid airport I.D. card is authorised to escort Visitors, Companies/Entities are entitled to send the Airport Manager (I.D. Card Department) a list of their staff authorised to carry out the escort service. The Visitor I.D. card (Escorted Access) application form must be submitted to the Aeroporti di Roma I.D. Card Department on the days and at opening times thereof (Monday - Friday , with no lunchtime closing hours) Documentation to be submitted upon application for Escorted Access: Application form (please see Appendix 9A) drawn up on the Applicant Entity's headed paper. A legible photocopy of the escorted person's identity document (if necessary, a photocopy of the residency permit or entry stamp must also be enclosed). A photocopy of the escort's valid airport permit (up to 2 escorts). The Visitor I.D. card can be issued within an hour of submitting the Application and no more than 3 access permits can be issued for the same person within 30 days. Any exceptions shall be duly justified and authorised by ENAC. On the days and at the time of closure of the ID Card Department, ADR shall be able to obtain an Escorted Access permit, by contacting the State Police, Finance Police and Airport Directorate, submitting a duplicate copy of the form appended to this procedure (please see Appendix 9B). Aeroporti di Roma and the Alitalia Security Department shall have 20 escorted access permits available each, similar to those mentioned above (please see Appendix 22). These shall be used in cases of emergency and/or during the ID Card Department closure times. Alitalia shall also enter into the ID Card Department computer system the documentation listed below: Appendix 9b, of which a copy must also be borne by the escort throughout the service; 16

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Photocopy of the escort s valid airport ID card; A legible photocopy of the escorted person's identity document (if necessary, a photocopy of the residency permit or entry stamp must also be enclosed). Escorted access shall be valid for a maximum of 24 hours and may only be requested in cases of proven need and undelayable urgency. Only those in possession with a valid airport ID card shall be allowed to act as escorts, limited to the areas in which that ID card permits access. The ENAC, Customs Agency and Carabinieri Protocol shall also have escorted numbered access permits to fulfil their institutional duties. For a better understanding, a coloured facsimile of the layout of the aforementioned cards is hereby appended to this procedure (please see Appendix 12). 5.6 Application for a duplicate airport I.D. card for part-time workers For those with a dual employment contract, whose hours do not exceed 40 hours per week, two ID cards shall be issued as an exception, bearing the name of the individual and an indication of the company to which they belong. Applications for both ID cards shall follow the normal procedure for the process and subsequent issuance after delivery of the employee's employment contract, attesting to the type, expiry and working hours. 5.7 Application for a daily duplicate - I.D. card not pertaining to the cardholder Individuals in possession of an airport entry ID card who have forgotten it and have not yet replaced it, may request a daily ID card from the ID Card Department, bearing the same colours and access areas of that allocated, by filling in an application form as appended to the procedure. An ID card shall be issued with the note Daily Duplicate after paying a fee and after verifying the validity of the airport ID card and checking the personal details using the applicant's ID document. At the same time as the issuance, the ID Card Department shall enable the daily duplicate with the same credentials as the forgotten ID card and shall deactivate all accesses permitted by the forgotten ID Card. If the individual confirms having lost their airport ID Card, they must immediately follow the instructions specified in Chapter 5. PROCEDURES IN THE EVENT OF LOSS OF THEFT OF AIRPORT ENTRY ID CARDS In accordance with section , the airport entry ID card holder, in the event of theft or loss, must: immediately submit a complaint to the Public Security Authority immediately inform the airport manager (submitting a copy of the complaint) immediately inform the employer. 17

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 The notification to the airport manager (ID Card Department) is necessary so that the manager may proceed with disabling the ID card as required by section of the PNS. A copy of the complaint must be submitted by hand or sent to fax numbers Application for re-issuance of an I.D. card due to theft/loss or wear and tear In the event of a Request for Re-Issuance sue to Loss/Theft or Wear and Tear, it shall be necessary to submit: Request for Re-Issuance to be drafted on a headed letter (please see appendix) A copy of the Claim of Loss and/or Theft A copy of the deteriorated ID card (ensuring its return on the issuance of the reprint) Certificate of Attendance of a Security Training Course, in accordance with the provisions of Chapter I.D. CARD MODELS AND COLOURS In order to comply with the provisions of section of the PNS for which the entry ID card to national airports permits access only to the areas of the airport in which the cardholder carries out his/her work, each area is identified by a specific colour: Colour Red Green Blue White Yellow Orange Access Area All areas External side and internal access Internal airside Escorted access Non-sterile areas Diplomats Yellow entry ID cards, non-sterile areas, are provided for staff operating within the airport, in the landside area. The ID card, used to access critical parts of the sterile areas, must also specify the AREA or AREAS to which the cardholder has direct access through the use of one or more numbers, as listed below: No. Access Area 1 All areas 2 Internal area or areas of the critical parts (departure lounge, gates and inside other buildings), except for areas referred to under number 3 below 3 Baggage handling areas 4 Cargo areas 5 Aircraft and vicinity 6 Taxiing areas 7 Manoeuvre area 18

19 PROCEDURE FOR ISSUING AIRPORT I.D. CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 It is specified that area 6 includes the airport perimeter. Access to the perimeter is permitted for the time strictly necessary, exclusively for service reasons. For a better understanding, a coloured facsimile of the new layout of the airport entry ID cards and of the visitor ID card is appended to this procedure (please see Appendices). Previously valid ID cards shall be replaced with the new layout upon the natural expiry thereof. 8 ITEMS PROHIBITED ON AIRPORT ID CARDS Airport entry ID cards must contain, where applicable, an indication of the categories of prohibited items referred to in Appendix 1A of Reg. (EU) 1998/2015, for which the cardholder must request authorisation for entry into a sterile/critical area to exercise their duties. All Police Forces will have to submit an application on letterheaded paper to the ID Card Department containing a list of their staff needing to enter such items. On completion of the process, the ID Card Department shall be responsible for entering the indication of prohibited items onto the airport ID card, specifying the category of reference referred to in Appendix 1A. Applicants, not pertaining to the Police Force, shall, however, have to submit: - an application for authorisation to enter prohibited items (Appendic1A - Appendix 13) with the indications of the category and names of the individuals needing to enter such items. The application must be submitted by certified to the State Police, to obtain the authorisation, to the following address: frontpolaria.fiumicino.rm@pecps.poliziadistato.it On completion of the process, the Applicant Entity shall be responsible for submitted an application for the issuance of an airport ID card including the authorisation obtained (Appendix 13, included the authorising stamp). The ID Card Department shall be responsible, at the time of issuance, for entering the category of reference, referred to in Appendix 1A, on the airport ID card. Normal work tools are no longer considered prohibited items for individuals other than passengers and, if entered into sterile areas, must be subject to normal security checks and, subsequently, kept in a place inaccessible to passengers. 9 ACCESS TO BAGGAGE HANDLING AREAS (FLIGHT PREPARATION AREA BHS HALL AREA 3) All individuals authorised to access the flight preparation area BHS Hall, such as: State Authority staff, to carry out their institutional duties Handling company staff and/or CNA staff with personnel or supervisor duties to handle baggage Security Company staff carrying baggage reclaim duties ADR group staff operating the BHS or who must access for requirements related to their work activities 19

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Staff engaged in maintaining the baggage handling area Staff engaged in clearing and cleaning the baggage handling area shall submit, to the ADR ID Card Department, in addition to the application form (please see Appendix 1), a full list of operators who need to carry out their activities in those areas, specifying their category and reasons. Any exemptions will necessarily be submitted to the approval of the ENAC. Should the reasons for application to access area 3 cease to exist, the company shall be responsible for re-submitting the ID card and possibly submitting a new application with the new areas of access. 10 ACCESSS TO THE MANOEUVERING AREA (AREA 7) The categories of individuals authorised to apply for access to the manoeuvring area are listed below: Staff responsible for the ordinary maintenance of systems and equipment located in this area Staff responsible for the ordinary maintenance of lighting systems located in this area Staff responsible for clearing the manoeuvring area Entities shall submit, to the ADR ID Card Department, in addition to the application form (please see Appendix 1), a full list of operators who need to carry out their activities in that area, specifying their category and reasons. Any exemptions will necessarily be submitted to the approval of the ENAC. Should the reasons for application to access area 7 cease to exist, the company shall be responsible for re-submitting the ID card and possibly submitting a new application with the new areas of access. 11 VALIDITY AND RENEWAL OF AIRPORT ENTRY ID CARDS Airport entry ID cards shall be valid for a maximum period of time not exceeding 5 years. The former shall be issued or renewed in the event of a positive opinion of the State Police on controlling the aforementioned staff, after having successfully passed the training according to the provisions of this procedure and following payment of the fee specified by the manager. The validity of the opinion of the State Police shall be valid for 5 years for CTI staff and 2 years for CTD staff. The permit may be issued for up to a maximum of 6 months of the date of application, having fulfilled what is necessary to re-submit the entire documentation. AVIATION COMPANIES, HANDLERS AND SECURITY COMPANIES For CTD staff, within the period of validity of two years of the opinion of the Police, to renew an ID card, it shall be necessary to attach the following documentation: Application for access permit on a card under the name of the applicant A copy of the employee's ID document A copy of the expiring or expired airport ID card 20

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 A Self-Certification Statement Valid certification of attendance on a Security Course Valid certificate of attendance on an Airside Safety course (only for green and red airport ID card applications valid from 19/09/2016) Statement of professional, educational and training activity At the end of the period of validity of the Police's opinion, it shall be necessary to re-submit the entire documentation as per the first issuance. To renew a five-year ID card of CTI staff, it shall be necessary to submit the entire documentation as per the first issuance. OTHER INDIVIDUALS For all CTI and CTD staff, upon each renewal, it shall be necessary to submit the entire documentation as per the first issuance. STAFF IN POSSESSION OF AN AIRPORT ID CARD FOR ANOTHER NATIONAL AIRPORT It shall be possible to issue an airport entry ID card to an individual already in possession of another airport ID card, fully valid, issued for another national airport, without the need to: Check such staff and Certificate of attendance on a security awareness course The airport operator shall, in any case, acquire the information provided by the airport manager on the access procedures and the relevant infrastructural features of the airport for safety purposes. The documentation necessary for the purposes of issuance include: Application for access permit on a card under the name of the applicant A Self-Certification Statement A copy of the airport ID card for another airport Certificate of Airport Emergency Management Airside Safety course certificate (only for green and red airport ID card applications valid from 19/09/2016) Health and Safety in the Workplace Certificate (Article 37 of Legislative Decree 81/08) Any supply contract/subcontract agreements. Statement of professional, educational and training activity The ID card may be issued only after submission of a valid ID document and airport ID card for another national airport. 12 RETURNING AIRPORT ENTRY I.D. CARDS In accordance with section of the PNS, the airport entry ID card must be returned to the airport manager, which shall proceed to deactivate and destroy it: At the ENAC's request, 21

CARDS AT LEONARDO DA VINCI AIRPORT ROME FIUMICINO EDITION 1 Revision: 4 Issue: December 2016 Following termination of the employment contract; Following a change of employer; Following a change of authorised areas of access; Following expiry; Following withdrawal. In addition to the cases specified by the PNS, ID cards may be revoked, with the resulting obligation to the Operator or employee thereof to return it to the Manager, even in the event that, for any reason, the contract between the Manager and the Operator is about to terminate. 13 PROCEDURES FOR CONTROLLING CARDHOLDER ACCESS TO STERILE AREAS In accordance with the provisions of section , of the PNS, the control of cards permitting access to individuals may be carried out: - by control staff who visually examine access permits, including through the use of technological aids (e.g. Badge reader); or - through an electronic and/or biometric system. In order to ensure this control procedure, the airport is equipped with an electronic system known as ACCESS CONTROL, comprising card-reader equipment on magnetic supports, using R-fid technology. This methodology allows for the identification of improper use of lost, stolen, expired and unreturned cards and ensure that each individual access is carried out by the actual cardholder. The airport manager, having received information of the theft or loss of the ID card, shall deactivate it immediately, thus prohibiting any attempt of improper use thereof. Any valid unreturned cards (in the cases provided for Chapter 12 of this procedure) shall also be deactivated to prevent the entry of UNAUTHORISED staff. Aeroporti di Roma, in order to prevent the unlawful use of airport entry ID cards, has also provided, in accordance with Chapter of the PNS, for an updated record in electronic format, submitted on a monthly basis to the State Entities and to the Security Companies responsible for control, listing all lost, stolen and unreturned ID cards. In accordance with the provisions of the National Security Programme as per Chapter , the airport manager ensures that: entry gates and doors that provide access to sterile areas or movement areas; access doors to boarding bridges, airside areas and to ramps shall be protected so as to prevent access to unauthorised individuals and, in contrast, to permit use during emergencies. Entities concerned may request the Airport Manager (please see Appendix 20) to enable access to specific zones of the airport (doors, lifts, etc.), in accordance with the duties of staff for which the request is made. To enable the movement of boarding bridges, it shall be necessary to fill in the Request to enable airport ID cards to access boarding bridges (please see Appendix 23). It is mandatory to immediate notify Aeroporti di Roma S.p.A. of any deactivation of ID cards, if such activations are no longer necessary (please see Appendix 21).
