Purpose and Scope This document constitutes a Guideline for the Airport Community Stakeholders that describes the rules and appropriate practices that should be followed in order for the Disabled Aircraft Removal Plan to be applied. Also, the required and appropriate steps, actions, duties or responsibilities of the Entity relating to the effective and safe removal of aircraft immobilized on / or adjacent to the airport s movement area are defined. This document provides only general aircraft removal information. It is imperative, therefore, that the aircraft manufacturers Aircraft Recovery Manual (ARM) to be consulted prior to the initiation of the aircraft recovery process. 2. Definitions & Abbreviations The following terms and abbreviations are used in this procedure: Term/ Abbreviation AAIΑSΒ ADO AHP AIA Aircraft Removal Certified Members Aircraft Removal Coordination Team AM AMIS ASOC DABU DAR equipment users Definition of Term/ Abbreviation Air Accident Investigation and Aviation Safety Board, the official Greek authority for the investigation of aviation accidents and incidents. It is supervised by the Minister of Infrastructure and Transport. It conducts investigations and publishes final reports, in accordance with Annex 13 of the Convention of International Civil Aviation, the EC Directive 996/2010. The Greek legislation was adapted to the Directive by Law 2912/01. Airport Duty Officer, AIA Airport Hellenic Police Athens International Airport AIA s Personnel that completed successfully the courses (Train the trainer) for the disabled aircraft removal/recovery and are authorized to supervise, activate handle and provide training on the use of special equipment available at AIA (see Aircraft Removal Certified Members & DAR Equipment Users OCD L1 ). Consists of: ADO on duty - AIA Personnel Leader The Substitute AIA Personnel Leader the Entity an Aircraft engineer with type rating, appointed by the Entity HCAA / Aviation Authority Ground Handlers Insurance Company and External Associates Aerodrome Manual Airside Monitoring & Inspection Specialist (AMIS) Airport Services Operations Centre Director, Aviation Business Unit, AIA The personnel who participates in the theoretical and practical training of disabled aircraft removal and is authorised for a period of two years to supervise the use and operate the aircraft removal equipment of AIA. 4 Term/ Abbreviation Disabled Aircraft Entity HCAA/AA IATP ICAO OCD Removal Specialists Definition of Term/ Abbreviation An aircraft is considered as immobilized if it is not possible to be moved under its own power from the position it has been immobilized, and therefore it should be removed using external assistance in a coordinated and secure way to avoid any further material damage to the aircraft and for the airport s smooth operation to be restored the soonest possible. Aircraft owner and/or operator or its legal representative at the Airport Hellenic Civil Aviation Authority / Aviation Authority International Airlines Technical Pool International Civil Aviation Organization Operational Compliance and Development Department Technical experts (e.g. qualified aircraft systems technicians / engineers) possessing the skills and knowledge on the subject matter authorized by the aircraft owner (or/and the aircraft operator) to assess and/or plan or/and direct and recover the disabled aircraft. 3. Disabled Aircraft Removal Procedure 3.1 General An aircraft may be immobilized for various reasons such as: flat tire, malfunction of landing gears, runway or taxiway excursion or as a result of an accident that had caused partial or total damage. There are two distinct categories of disabled aircraft: a. Aircraft without serious damage, the removal of which can be done using towing tractors. b. Aircraft with serious damages, requiring sensitive removal, special procedures and specialized equipment and personnel. During the removal operation, every effort should be made in order to avoid any further damage to the aircraft as well as to the scene of the event. The decision for the disabled aircraft removal falls under ADO s jurisdiction, who in cooperation with HCAA/AA, ATC, etc. evaluates the consequences of the disabled aircraft s position in the movement area and cares for the immediate enforcement of the respective procedures. 3.2 Legal Framework Removal of a disabled aircraft or parts thereof The responsibilities for the removal of aircraft or its parts are specified in Annex 14, Volume 1 Airports, Chapter 9.3 of ICAO Chicago Convention and in ICAO Airport Services Manual, Part 5 (Removal of Disabled Aircraft), Royal Decree 245/1970, as well as in the Aerodrome Manual". An aircraft removal operation should begin and complete as quickly as possible, given that all the involved parties will facilitate the operation and have in place the respective procedures. The Entity retains complete responsibility for the removal. GUIDELINE-OCD001-R0 Page 4

5 3.3 Briefing and decision for the disabled aircraft removal Removal of disabled aircraft WITHOUT AIA s involvement The Entity must notify ASOC of the incident as soon as possible. If the Entity declares that it has the capacity to arrange the appropriate and within reasonable time period the disabled aircraft removal, then it shall care for the disposal of personnel and equipment for the disabled aircraft removal in cooperation with the Aircraft Removal Coordination Team. No removal of aircraft, mail, cargo and other records is allowed until the completion of AAIASB s investigation and permission is granted for the commencement of removal operations, as long as it falls into the framework of its competencies. During the period between notification of the accident/incident and the release by AAIASB, a number of preliminary tasks should be completed (e.g. recording of the initial accident/incident data, preparations for site safety and security, identification of what types of dangerous goods were being carried on board as cargo) Removal of disabled aircraft WITH AIA s involvement In the event that the Entity declares that is unable to organize the appropriate and reasonably-timely removal of the disabled aircraft, then it will have to request in writing by the ADO through the form titled "Disabled Aircraft Removal Agreement OCD F1 AIA to take over the aircraft removal. AIA then undertakes the aircraft s removal with any appropriate means, provided that all technical instructions are given by a person authorized by the Entity, without though having the responsibility for any damage caused on the aircraft during its removal. The expenses of this process are borne solely by the Entity. Once the aircraft has been formally released, an initial survey will be carried out. The Aircraft Removal Coordination Team members: evaluate the conditions and deal with the issues related to security suggesting the method indicated for the aircraft removal. The following factors are to be considered: o structural damages of the aircraft, o position of the disabled aircraft, o conditions of the terrain where it has been disabled, o current and forecasted weather conditions, o personnel health and safety issues, o any environmental concerns. recall all available resources on site, so that a first-hand evaluation can be made to size up the conditions to determine the best removal method. The selected removal method should be approved by the Entity. Then, the whole process is coordinated by the authorized person appointed by the Entity having the overall responsibility for the aircraft removal activities. GUIDELINE-OCD001-R0 Page 5

6 3.4 Entity The Entity is responsible to: notify ASOC of the incident as quickly as possible, advise the insurance company s representative accordingly, arrange for the disposition of equipment (belt loaders, mobile stairs, etc.) for the removal of mail, baggage and cargo, as instructed by the Authorities, implement the aircraft operator s disabled aircraft removal plan, notify the ADO of their arrangements for the use of pooled special equipment (e.g. IATP), of its appointed representatives as well as information on who else they will be appointed to remove the aircraft. meet with the ADO, the AAIASB, the Aircraft Removal Coordination Team and other involved parties, depending on the needs, in order a detailed aircraft removal plan to be drawn up the soonest possible and be executed safely, appoint aircraft engineer with the type rating of the particular aircraft for the guidance of the Aircraft Removal Coordination Team, approve the selected aircraft removal method following the evaluation by the Removal Specialists and decide on the need for further consultation with aircraft manufacturer and experts in such incidents. appoint a representative to the Aircraft Removal Coordination Team, with the authority to make all technical and financial decisions necessary to remove the aircraft and the exclusive responsibility for the technical part of the removal operation, make available on scene, as soon as possible, every equipment, aircraft manuals and personnel required for the removal of the disabled aircraft, submit a disabled aircraft removal plan, including, inter alia, a declaration of their arrangements for the use of public-used special equipment and the details of those responsible for the co-ordination of the operation, their appointed representatives, as well as information on who else will be employed to remove their aircraft in case of its removal, keeps in its file a copy of the manufacturer's Aircraft Recovery Manual (ARM) for each aircraft type regularly operating at AIA. 3.5 Aircraft Removal Coordination Team The Aircraft Removal Coordination Team acts in an agreement with the entity. The Aircraft Removal Coordination Team members decide as per case on: o the best removal method and agree upon the action plan. This should cover the following: follow me guidance between the aircraft operator s area and the accident site, the defueling of the aircraft, the requirements and availability of equipment for the removal of the aircraft, GUIDELINE-OCD001-R0 Page 6

7 the use of AIA s and aircraft operator s equipment, the weather conditions, particularly when crane lifting or pneumatic lifting bag operation is necessary, the lighting of the site, the contingency plans in the event that there are difficulties in the implementation of the initial plan. the taking of photo and video material before and during the removal operation, the spillages removal method and AIA s ENC Dpt. briefing if required. Its members monitor the disabled aircraft removal operation and meet at regular intervals to discuss the progress of works and decide on further/corrective actions. 3.6 Insurance Underwriter The insurance underwriter, through a representative, will participate in the aircraft removal process and in cooperation with the Entity will arrange for the removal of the aircraft. 3.7 Air Accident Investigation and Aviation Safety Board (AAIASB) AAIASB must be advised of the incident by HCAA/AA as soon as possible to ensure that the investigation and the release of the aircraft will be concluded in a timely manner. Upon completion of site investigation, it shall give formal release for the commencement of removal operations. The removal without permission is exceptionally permitted for the lifting of obstacles in aircraft or in other transportation means or the public, as per Article10, par. 2 d/ L (Government Gazette A 94/ ). 3.8 Lifting Equipment The Airport is in possession of the basic equipment for the removal of medium sized aircraft, similar to Airbus A320 or of lower category. AIA's equipment for the removal of a disabled aircraft is presented in the attached list "AIA s Equipment for the Disabled Aircraft Removal OCD L2". In addition to the above equipment, relevant equipment is available by the Ground Handlers presented in the "List of Disabled Aircraft Towing and Removal Equipment available by the Ground Handlers OCD L3". 3.9 Pricing Policy * Equipment Charge/hour Kunz recovery dolly 2 euro/hour 1 Lifting bag 2 euro/hour GUIDELINE-OCD001-R0 Page 7
