General The term authorisation areas refers to those areas at the airport to which the general public does not normally have access and for which airport-based employees are required to have special authorisation. 2. Traffic - 3. Safety For aviation safety reasons, employees at the airport may not bring any domestic animals into the airport s fenced-in area. Exceptions to the above are dogs on duty working at: - Customs - the Police - the airport s security contractor - Swedavia wildlife control 4. Security 4.1 Access to authorisation areas In order to gain access to a Critical part of a Security Restricted Area (CSRA), a person must have a valid reason to be there, hold a valid permit and pass a security screening before being granted access to the area. In order to gain access to authorisation areas, a person must provide one of the following permits: - a valid authorisation document - a valid form of identification for crew members in uniform - a valid identification card recognised by the competent national authority - a valid boarding card or the equivalent for passengers A vehicle must be equipped with a vehicle pass card.

3 3(8) 4.2 Authorisation documents General An authorisation document is issued to employees hired by a public authority, company or other organisation carrying out operations at Stockholm Arlanda Airport who need frequent access to the airport s areas in their work. Authorisation documents may only be issued to employees after the operator has signed an agreement with Swedavia AB containing a security clause or signed a separate Security Agreement with SASec. The airport badge is an authorisation document that indicates a person is employed by a public authority, company or other organisation carrying out operations at Stockholm Arlanda Airport. A badge may be issued to a person who is considered reliable after completion of a background check and security and safety training. The colour code of the badge indicates in which authorisation area(s) the person has his or her main work tasks Photo badges A photo badge provides the holder s name, photo, badge number, validity period, airport, employer, colour marking for the authorisation area and bar code. The colour markings are red, yellow, green and striped red/white for the different authorisation areas. The colours noted above may be combined. A white colour marking (not crew) means access only to the airport s landside. Photo badges are issued for a maximum validity period of 2 years. For employees who will only work at the airport for a limited period of time, for instance as seasonal employees, there is an alternative called a temporary photo badge. Temporary badges have a 90-day validity period. When a badge holder has substantially changed his or her appearance, the Arlanda Service Center is entitled to require that a new photo be taken. The same is true if the current photo is older than 4 years. In case a badge is forgotten or lost, a replacement badge is to be obtained by visiting the Arlanda Service Center in person (during regular business hours) Replacement badges In case a photo badge is lost or not brought to work, a replacement badge is to be obtained as a temporary replacement. The replacement badge can only be signed out at the Arlanda Service Center (during regular business hours), and the badge is only valid for a maximum of 7 days Visitor badges In exceptional cases, visitors may be given access to the airport s authorisation areas. In such cases the visitor shall be issued a visitor badge for a maximum validity period of one day.

4 4(8) Visitor shall only include work-related visit to the company's activities, such as study visits, training, job interview, and contractor single assignment that is not planned, e.g. repair of equipment of any kind. Issuance of a visitor badge does not require completion of a check of public records. The visitor badge may not be used as a replacement for a lost or forgotten photo badge. For children/youths, see A Chap 3, Crew identification/crew badges Aircraft crew members, attendant crew, on active duty at Stockholm Arlanda are generally authorised to enter red or yellow areas. When doing so, they must be in uniform and visibly wear crew identification or a crew badge issued by the airport. The airport s crew badge may only be marked with a white colour. Aircraft crew members (civil) which holds the airport badge (yellow), have associated with education that takes place in a group authorisation to enter red areas Diplomat badges Diplomat badges may be issued to a maximum of four (4) people at an embassy to enable them to gain access to the transit area in order to meet or drop off prominent persons. An application must be submitted to the Swedish Ministry for Foreign Affairs (Utrikesdepartementet, UD), which then forwards the information to the airport Company badges Company badges may be issued to a company, public authority or other organisation in the public order and security services. Issuance of company badges is decided by Security Department. If a decision is made to issue such a badge, a written agreement between the parties must be signed. Applications for company badges are to be sent to the Security Department at the airport no later than two weeks prior to the desired date of issuance. Company badges may not be used as a replacement for a lost or forgotten photo badge, or while waiting for a new badge. 4.3 Keys Keys are a valuable document, and it is important from a security perspective that these are handled and stored properly. Swedavia, Security Department, must be informed about and give approval for keys to sensitive security areas and keys that are part of the airport s perimeter security (border to/from CSRA) before a key is issued. Otherwise, keys are handled through Swedavia AB and the tenant. Swedavia s KABA key system should be used in the airport area so that the airport can gain access to the premises in an emergency. The lease agreement with the tenant in question must stipulate how the spare key or door codes are to be handled.

5 5(8) The relevant person in charge of administration at Swedavia AB must ensure that the tenant follows the regulations and local provisions in effect. 4.4 Vehicle permits In order for a vehicle to be in an authorisation area, it must be determined that there is an operational need for it, and the vehicle must be equipped with a permit for that vehicle. In order to drive a vehicle in an authorisation area, the operator is required to have a driving permit issued by the airport. Vehicles without a valid permit that will be in an authorisation area on a single occasion, as a visitor, must be escorted in the authorisation area. The vehicle permit must include: a) registration number, b) the areas that the vehicle has been granted access to and c) the last date the vehicle permit is valid. The vehicle permit must be attached to a place so that it is clearly visible when the vehicle is in the authorisation area and in a way that ensures it cannot be transferred to another vehicle. A vehicle permit must be returned immediately: a) at the request of the public authority, company or other organisation carrying out operations at Stockholm Arlanda Airport that issued the permit, b) when the vehicle is no longer used to access the authorisation area or c) when the vehicle permit has expired. The public authority, company or other organisation that issued the permit must be informed immediately that a permit has been lost, stolen or not returned. For further information, see A Vehicles and the driving of vehicles. 4.5 Rules for entry All access to an authorisation area by persons and goods must be made through monitored security screening points for passengers or monitored security screening points for persons and goods (PVK). All other access shall be regarded as unlawful entry into the authorisation area. Exceptions may be made for emergency response personnel and is needed in an emergency situation. All employees and the items they bring with them must undergo an approved security screening before access to the authorisation area is granted. People passing through the security checkpoint must follow instructions from security screening staff. Vehicles that are to enter the authorisation area shall pass inspection by the security staff before entry is permitted.

6 6(8) All personal belongings shall be brought along for security screening. Individuals/drivers may not sit in the vehicle or stand in direct proximity to it until a vehicle inspection is carried out and approved by the security staff. Vehicles for which a satisfactory vehicle inspection cannot be carried out may be denied entry to the airport s authorisation area. In such cases, the driver may put the vehicle in order and/or reload the vehicle so that a satisfactory vehicle inspection can be carried out. When entering through monitored security screening points for passengers or monitored security screening points for persons and goods, a badge must be shown to the security screener, who must swipe the badge through a card reader (authorisation check) to check that the badge is valid. Anyone who wants to gain access to a demarcated area (from the authorisation area) at Apron (Ramp) Sigurd, Eastern Fire Station (Brandstation Öst), Patria Ostermans Aero AB and part of Apron Johan with related part of hangar must always contact the Airport Security Center (LC) before access is granted. People and vehicles must undergo security screening before entering an authorisation area from airside (demarcated area). Security screening exemptions may be granted by the Swedavia Security Department. 4.6 Tools Employees who are to enter the authorisation area and bring with them tools needed to carry out their work must go through a security/authorisation check and be able to justify what the tools brought with them will be used for. Authorised staff at the security checkpoint make a reasonability assessment before entry is authorised and are entitled to disallow tools from being brought in. Tools brought into the authorisation area must be kept under continuous supervision and out of reach of unauthorised persons. These items must be kept out of reach of unauthorised persons while in this area. Vehicles that contain items (tools) and are left unattended, or are parked, must be locked. Alternatively, items must be kept in a locked receptacle in the vehicle, such as a tool cabinet firmly attached to the vehicle. 4.7 Known suppliers Deliveries of goods that are intended for sale or use within the airport s authorisation areas, including deliveries of goods to shops for tax- and duty-free sale and to restaurants must undergo security measures in order to prevent prohibited items from being brought into these areas. This means that the delivery must, among other things, undergo security screening. When goods are delivered to a shop in the authorisation area, they must also be checked visually by shop employees to ensure that there is no sign of tampering. Companies (consignors) that make deliveries and that ensure the delivery has been transported in a secure manner can after validation sign a written known supplier agreement with the Security Department. They

7 7(8) should contact the Security Department for inquiries about the agreement. Security screening of the delivery may also be carried out even though a known supplier agreement has been signed. 4.8 Tour activities Tour activities and other activities that could have an impact on aviation security in the airport s authorisation areas may not be held without the approval of the Security Department. The Airport Visitor Service and Airport VIP Service carry out tour activities. Companies desiring to carry out tour activities in the airport s authorisation area shall first contact the Airport Visitor Service for approval. An application with a request to carry out tour activities or a request for further information should be sent by to the Airport Visitor Service, visitor@swedavia.se or telephone Due to measures to enhance security at the airport, some parts of the airport may temporarily be excluded from tours or a tour may be cancelled on very short notice. 4.9 Card readers For card readers that have an owner, the owner is responsible for access granted and for monitoring/compliance of this in accordance with the Swedish Transport Agency s aviation regulations. 5. Environment - 6. Monitoring and compliance Where there is an infringement of or improper compliance with the above regulations, authorisation documents, visitor rights, tool permits and keys may be withdrawn on a temporary or permanent basis following a decision by the Swedavia Security Department or someone designated by it. A decision of withdrawal may take effect immediately. Sanctions may also assume the form of a written warning, which will be recorded in the airport s authorisation system (BKA). The employer in question will be informed that a withdrawal will take place or has taken place. The Swedavia Security Department may withdraw all authorisation documents, visitor rights, tool permits and keys issued to the company if the company violates the security agreement or security clause in another agreement.

8 8(8) The Swedavia Security Department may also decide to withdraw authorisation documents, visitor rights, tool permits and keys for other security reasons that impact aviation security. If there is a withdrawal of authorisation documents, visitor rights, tool permits or keys, any appeal must have been received by the Security Department no later than 14 days after notification of the decision by the Security Department at Swedavia AB. 7.
