2 General Aviation in China Overview For past 30 years focus in China has been on commercial service Movement of people and goods priority, esp. exports GA was seen as a luxury by general population Approvals only for industry specific and government uses Currently has competition from other transportation modes Rail (high speed and local) Significant highway system Chinese decision makers have embraced potential of GA Recognize GA drives economic growth and expansion of aviation system Priority in 12 th Five Year Plans on national and regional levels 2

5 GA Access to China s Airspace Guidance Issued by State Council and Central Military Command in 2010 Airspace Configuration for low altitude airspace (LAA) access LAA defined as 1,000 meters and below; May go up to 4,000 meters in select areas Objectives Experimental Phase: Already underway; Closing out in 2011 Test Areas in Changchun, Guangzhou Flight Control District, Shenyang and Guangzhou FIR Promotional Phase: Extend Reform Nationwide - one LAA & management system Hainan, Inner Mongolia, Shaanxi developing test areas Xinjiang province a priority Set LAA in Beijing, Lanzhou, Jinan, Nanjing, and Chengdu FIRs Gradual opening in Guangdong, Hainan, Heilongjiang and Jilin Deepening Phase: Advanced Capabilities and well established services and logistics Complete standards, policies and laws 5
