3 *Flight Planning LEGAL VFR Flights CAR (c) (Covers all Part 61/91 flying) When 50NM or further offshore When alerting service is required (i.e. Part 119 or can be an organisational requirement) IFR Flights CAR All Flights on IFR Plan All Commercial Operations CAR (b) All CTO/ATO flights are required to file a flight plan with Airways Briefing Office. OR Have an alternative alerting or flight following service accepted by the CAA director (Normally attached to the company exposition) Also have a read of NZAIP ENR 1.1

4 *Note 1.0 Training organizations are not legally required to have there own flight following or overdue/emergency action plan. Prudent for the organisation to have its own PROCEDURES and POLICY to cover these events. However refer HSE Act 1992 sec 6 & 15 Employers responsibility to employee. (RCCNZ) will expect the operator to have the required information available immediately an aircraft is reported overdue.

5 *Note 2.0 In an accident the NZ Police take immediate control of the scene on behalf of the coroner (if fatal) (or for non fatal until released to TAIC and or the CAA) RCCNZ, Police, TAIC and CAA expect a high level of recorded detail for flight following and use the 119 standard as the measure of what is reasonable even for a non certified organisation.

Emergency or accident response chart Copy of HFN702 - Emergency Response Plan Flowchart.ppt 4. Accident Notification and log Form HFN703 - Accident Notification Form.docx

7 * 5. Contact s sheet (Staff, emergency services, RCCNZ, Airways, etc) 6. Contents register (First aid kits, Survival packs, life jackets, life raft) 7. Aircraft specification (Equipment list radios etc and up-to-date-photo of the actual aircraft, Digital copy as well) 8. Generic media release

8 * Keep the master copy of the plan at the front desk Each key person to have a personnel copy that they should carry Update phone numbers and staff changes regularly Consider running a random simulation. RCCNZ based Avalon Lower Hutt and happy for anyone to make contact for a visit. PH

9 * Aircraft description (hold a recent photo in office, digital copy for ing) Time of departure, ETA, Time last position report. Time now overdue RCCNZ to have direct access to Spider tracks and Trac-plus Planned route. Possible alternates Pilots experience level and previous habits Fuel uplifts, endurance. Full Pilot passenger detail including NOK detail Emergency equipment on board ( copy) Survival pack and first aid content list ( copy) If known - Passenger Clothing, wet weather gear, cell phone numbers.

10 * As the CFI staff will look to you for initial action and to take charge Assign a person as COORDINATOR to start a written log and be the CENTRAL POINT OF CONTACT Assign tasks relevant to the plan to keep people busy. Often events happen at times when the CEO is not available (Holiday season)

11 * The hardest part of any accident is dealing with NOK. All NOK expect is a regular update even if the update is I don t know. Assign a staff member to liase with the NOK If a fatal accident it s the Police responsibility to notify NOK

12 *Often when things go wrong its at the most unexpected and inconvenient time* *Have a plan and follow it*

14 * Often the Media know and report before you do They have a job to do and we all watch the news Sometimes giving them no information is worse than too much. They will then seek comment from anyone. Have a single point of contact normally the CEO but in his absence will often fall to the CFI.

15 * Be polite and courteous. Don t treat them as the enemy as generally you will look worse off when it goes to air. Ask for an off the record conversation good reporters will respect that. Have a generic pre prepared media release readily available Do not be drawn into accident causes.
