This QC may be different for arrival and departures. There is a Night Jet Ban (NJB) at Stansted from 2300LT until 0600LT which limits the type and number of movements. Currently there are no night slots available for the summer season for adhoc operations. Only aircraft that are QC exempt can operate during the NJB. Therefore if your aircraft will for any reason have an ETA/ETD of 22.00Z or later, it cannot be guaranteed that your aircraft can operate. Security Aug Airport Slots Aug As the season progresses this situation may change as slots are released back into the slot pool from scheduled operators. In order for the crew to have unescorted airside access at Stansted Airport an up to date colour copy of their crew ID s needs to be registered with the Airport Authority. An up to date scanned generic sample of your company crew ID both front and back needs to be registered. All flights, except General Aviation below 5700 kg and Military flights, are subject to the prior approval of Leeds Bradford Airport Ltd and prior notification to Airport Coordination Ltd (ACL), who act as an agent for the airport. The Premium Service of Immigration Clearance Arrival Charge at London Stansted Airport for General Private/Charter Aviation Aircrafts will be This charge will guarantee that arriving passengers/crew will be processed at FBO, aircraft, or remotely without delay. Aircrafts arriving with larger passenger numbers will require two UKBF Officers; and, the charge per arrival may be higher. Airport Slots Sep Security Sep UKBF has advised that the commencement date for the Premium Service of Immigration Clearance and subsequent charge will be on the 01 APR 2015; and, this will be shown on your invoice at UKBF Premium Service. See attached document for additional details and attached is the GAR UKBF Form. EGSS peak hours are 0630z-0730z (Mon-Fri); limited slots are provided during this period. 2 Security General Handler Jan (281) (214) Temporary critical part airport security support - Effective February 1, 2017: Following recent changes to the EU Security regulation 1254/2009, the focus on security at UK airports in relation to Private/General Aviation has increased. As a result of this, Stansted Airport Authority has now confirmed they will be imposing additional charges for this service (previously no charge was levied). The scale of the charges is as follow: Low charge - for all non private (charter) aircraft departing with passengers with a MTOW between 10,000kgs and 45,500kgs per departure. Medium charge - for all aircraft (unless exempt from screening) departing with passengers with a MTOW between 45,500kgs and 80,000kgs per departure. High charge - for all aircraft (unless exempt from screening) departing with passengers with a MTOW greater than 80,000kgs per departure. The charges listed above in point 2 are for the provision of two - four airport security staff for a minimum four hour period. If the planned departure of the aircraft is delayed, additional hourly charges may apply. Stansted is an airport situated about an hour drive north from London city centre and half an hour from Luton. It is one the many airports around London which host both commercial and GA traffic. Stansted is competing with Farnborough, Biggin Hill and Luton. All are more or less the same distance from London. Standsted it not as full as Luton is and traffic from Luton that is unable to park or even land will be in most instances diverted to Standsted. Harrods is actively approaching their customer with a discount to pursue them to fly to Stansted Traffic can be heavy at the M coded motorways with often accidents with rain. Please carefully plan your trip to not land just before rush hour and expect to be in London within 50 minutes. Stansted has the newest passage terminal of all major airports in London. 93 check in desk mainly used for European flights by European operators. FBO s can assist with flights going to the main commercial terminals but just to establish contacts; as they are not allowed to handle flights at the commercial terminal. 24/7 Cargo operations through the Stansted worldwide cargo network and terminal. 12 cargo operators are using the 55,000 square feet terminal. Swissport handles the main cargo flights at this airport. Fuel Parking Customs City Bulletins All FBO s are based in the same corner of the airfield. Stansted is hosting Harrods, Inflite, and Fayair. There is plenty of aircraft parking. Easy access for fbo cars are able to drive on the tarmac when accompanied by the Fbo. Inflite and Harrods Aviation has their own fuel set-up; however, Harrods will no longer fuel at the Diamond Hangar/Xjet ramp at STN unless it is an urgent AOG situation. The 250 GBP fee will apply if this is the case. Plenty of parking is available in front of each Fbo at London Stansted. Customs and immigration will come to the FBO where they have their own security area with x-ray machines etc. The process takes 5 minutes or less for them to arrive at the FBO in advance on most occasions waiting before the flights arrives. 3 Bulletin Type Start End Permit EU Safety Authorizations Permit Oct May Mar Before operating to, from or within the United Kingdom, all foreign registered aircraft must be in possession of an operating permit issued by the Department for Transport s International Aviation, Safety & Environment Division (IASE) under the 2009 Air Navigation Order. This requirement extends to all scheduled and non-scheduled passenger and cargo charters that are not covered by the provisions of the European market access regulations, and to flights carrying out aerial work (e.g. photography, parachuting, flight training). Foreign aircraft require also permits under the appropriate air navigation orders before operating to the Isle of Man, Channel Islands and the UK overseas territories. Before granting any operating permits for scheduled flights, IASE ensures that the services are operating in conformity with the traffic rights and conditions provided under the UK s bilateral air services arrangements negotiated with the airlines states. In the case of non-scheduled flights we seek reciprocity to ensure that UK airlines are allowed similar opportunities from the respective foreign authorities. IASE also ensures that a number of administrative arrangements are completed before an operating permit is granted. These require airlines to provide valid certificates that are recognised by the International Civil Aviation Organisation (ICAO) on competency (ie air operators certificate), insurance, registration, aircraft airworthiness and noise and that aircraft are fitted with a recognised enhanced ground proximity warning system, airborne collision avoidance system and crews are aware of the UK Approach Ban requirements and comply with aerodrome operating minima requirements. In addition, any airline operating aircraft with a maximum take-off weight of 10,000kgs or more in the United Kingdom must also have a security direction (known as the Single Consolidated Direction (Aviation) 2010) served on them and so applicants applying for a permit that involves such an operation should also contact surefaxupdate@dft.gsi.gov.uk <mailto:surefaxupdate@dft.gsi.gov.uk> for further information. EU Safety Authorizations for Foreign Air Operators - PART TCO: Europe has centralized the process to authorize third-country (non-eu) operators performing commercial air transport operations into the EU, thereby replacing various schemes of the 32 EASA member States currently in place. Instead, a single safety authorization will be issued centrally by the European Aviation Safey Agency (EASA) under the new Implementing Rule (Part-TCO) as of 26 May For more information on this, including application forms please go to the following site: U.K. Charter Permits are now processed by CAA directly, the DfT is no longer involved. Please note: you can apply to amend your permit twice without charge. Any further amendment request will be treated as a new application, requiring completion of a new application form and payment of an additional 75 application fee. Your Permit Certificate is valid for 48 hours either side of the times stated on your Permit Certificate, and we do not need to be advised of any time or date changes that fall within 48 hours of the times stated on your initial Permit Certificate. 24 Hour Contact Number in Case of Emergency In the event of an emergency or a security related incident the Department for Transport (DfT) may need to urgently contact an airline. It is therefore important that all airlines holding a permit provide 24 hour contact information to enable quick and effective communications to be established. In most cases this will be through the provision of telephone numbers for an airline s Operational Control Centre or, alternatively, for an appropriate senior manager with ready access to systems allowing direct contact with an aircraft in flight. Overview You can enter or return to the UK with your pet cat, dog or ferret without quarantine if you follow certain rules. The rules for entering the UK are the same for other EU countries. You re responsible for any fees or charges if you don t follow the pet travel rules. What you need to do depends on whether you re coming from: another EU or some non-eu countries (listed countries) < from unlisted countries outside the EU < You must follow different rules if the animals will be sold or re-homed < Your pet has to travel within 5 days of you, or someone else you ve authorized (this must be in writing). If no one can travel within 5 days of your pet, you must follow different rules < You may need additional information or documents to enter some countries with your pet - check with the country you re travelling to. Travelling with more than 5 pets You can t travel with more than 5 pets unless you re attending or training for a competition, show, sporting event. Other types of pet There are no restrictions on bringing pet rodents, rabbits, birds, ornamental fish, invertebrates, amphibians and reptiles to the UK from other EU countries. Destination Bands and distance from London (miles) are as follows: Band A (0 to 2,000 miles) l 78 - For travel in a/c of 20 tonnes or more equipped to carry fewer than 19 passengers Band B (over 2,000 miles) l For travel in a/c of 20 tonnes or more equipped to carry fewer than 19 passengers) Guidance On Demarcated Areas & Derogated Flights 45.5 Tonnes We have been informed by the Civil Aviation Authority that all private flights and company flights over 45,500 kilograms must operate from within a CP (Critical Part) or Temporary CP area and all EC common baseline aviation security standards and UK More Stringent Measures (MSM s) must be applied. These regulations are directly applicable in the UK and other EU Member States and have been since 2010 and are now being enforced at all UK airports. If your aircraft is privately owned and is over 45,500 Kilograms the aircraft will now be required to be fully screened as per the regulation (this rule applies even if there are no passengers on-board).

7 Permit Public Health Security Mar Dec Dec Third Country Operators (TCO) In order for a charter flight to be granted landing permits in Europe, they much have an approved TCO. The following link contains a download labeled TCO Status Report that shows which operators currently have TCO Authorization. This is a good tool to use to see if an operator is authorized prior to taking charter trips to Europe.
