4 Compared to August 211, 5 of the top 1 airports had decreased traffic (Paris CDG, London Heathrow, Munich, Madrid Barajas and Rome Fiumicino) while Frankfurt, Istanbul Ataturk and Barcelona airports had increased traffic in August 212. Disruption at Amsterdam Schiphol airport on 29 August reduced slightly (.) its monthly traffic increase. The largest decrease was at Budapest Ferihegy (-22.) airport as a result of Malév Hungarian Airlines ceasing operations in February 212. The 12.5% traffic decrease at Madrid Barajas airport is the result of overall traffic reduction in Spain in conjunction with Spanair cessation of operations in January 212. Traffic decreased significantly at Las Palmas (-13.8%), Prague (-15.6%), Helsinki (-.7%), Athens (-9.7%) and Copenhagen (-9.) airports. The recent cessation of operations of Air Finland explains much of the decrease at Helsinki. The largest traffic increase was at Istanbul Ataturk airport (13.5 %), in line with the ongoing traffic increase in Turkey. With the exception of Lufthansa, the traffic for the top 1 air operators (Ryanair, Easyjet, Turkish Airlines, Air France, SAS, Air Berlin, British Airways, KLM and Alitalia) increased in August 212 compared to August 211. Airline consolidation and restructuring explains most of the significant traffic decreases and increases: Air Nostrum (-27.8%), Regional Airlines (-19.9 %), Air Baltic (-16.7%), Thomas Cook UK (-13.), United Airlines ( %) and Vueling airlines (+23.1%). There was real traffic growth for Aeroflot Russian (23.6%). Unidentified operators (mainly General Aviation) decreased by 5.5% in August 212. DNM Network Operations Report Analysis - August 212 2

5 Chisinau, Odessa, Stavanger and Tallin ACCs experienced a significant increase in traffic. Malta recorded an increase of 36.5% compared to August 211; this increase is traffic recovery from last year s Libyan airspace closure. Skopje, Tampere, Canarias, Brindisi, Seville and Madrid ACCs recorded significant decreases in traffic. DNM Network Operations Report Analysis - August 212 3

Figures are the average daily delays in minutes. Barcelona and Warsaw ACCs registered the highest delays due mainly to ATC capacity. Weather, capacity and staffing constraints caused most of the delays at Munich ACC. New system (VOLMUK) training on 12, 19 and 27 August appears to have had no significant impact. En-route ATC capacity delays were recorded in Marseille, Zagreb, Nicosia, Reims, Langen, Vienna and Lisbon ACCs. There was an improvement at Langen ACC with significantly less delays than the previous months. Oslo ATCC continued with delays due to staff shortages (highest of the network). Athens ACC also had staff shortage in August. London Heathrow, Amsterdam, Palma de Mallorca, Frankfurt and Brussels airports recorded delays due to wind, thunderstorms and low visibility. ILS re-alignment work on runway and the side effect of a Lufthansa cabin crew strike on 31 August were the main causes for Frankfurt airport delays. The disposal of a war time bomb at Amsterdam airport caused delays on 29 August. Brussels airport infrastructure delays were due to work on the runway. Zurich airport environmental constraints limited the use of the optimum runway configuration. The corresponding figure in 211 was As of August, the YTD en-route delay per flight average is.68 min/flt, which is lower that the corresponding guideline value (.74 min/flt). ISTANBUL-ATATURK PALMA DE MALLORCA FRANKFURT MAIN LONDON/GATWICK BRUSSELS NATIONAL MANCHESTER Proportion of all Airport Infrastructure delays Top 1 delay locations for Airport Infrastructure 699 in August % % ISTANBUL-ATATURK ZURICH BRUSSELS NATIONAL LONDON/GATWICK Istanbul Ataturk and Zurich airports continued to generate delays due to airport infrastructure. Zurich delays were due to environmental constraints preventing the use of the optimum runway configuration. Brussels, London Gatwick and Frankfurt airports had planned maintenance work on runways resulting in reduced capacity. Amsterdam Schiphol airport infrastructure was disrupted by a bomb disposal on 29 August. The top 5 Airport/TMA delay locations generated 19.1% of the total ATFM (network) delay since the beginning of the year. HELSINKI-VANTAA LISBOA ISTANBUL-SABIHA MADRID TORREJON 5. DAILY EVOLUTION AIRPORT ATC CAPACITY AIRPORT WEATHER AIRPORT INFRASTRUCTURE Average delay (min) per flight in August 212 EN-ROUTE WEATHER & EXTERNAL DISRUPTIONS EN-ROUTE EVENTS EN-ROUTE ATC DISRUPTIONS EN-ROUTE ATC STAFFING EN-ROUTE ATC CAPACITY Although less than July 212, delays in general and ATC capacity/staffing delays in particular were more pronounced over the weekend periods in August. In August 212, there were three days with an average delay per flight at or above 2 minutes; this mainly occurred during the weekends: Sat 4 and Sun 5 Aug: Delays were due to en-route ATC capacity in Marseille, Barcelona, Warsaw, Palma, Nicosia, Reims and Zurich ACCs. Thunderstorms affected mainly Munich and Vienna ACCs. En-route ATC staffing delays were recorded in Athens, Makedonia, Zagreb and Oslo ACCs.London, Munich and Frankfurt airports registered delays due to thunderstorms. Brussels airport was affected by work on the runway. Sat 25 Aug: Marseille Munich, Barcelona, Zagreb Reims recorded the most significant en-route ATC capacity delays. London Heathrow airport was strongly affected by thunderstorms. Rhodes Diagoras, Zurich, Palma de Mallorca, London Gatwick and Istanbul Ataturk airports recorded delays due to airport infrastructure. 13 6. ALL AIR TRANSPORT DELAYS (Source: CODA) The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for August 212 is not yet complete at the time of writing, this analysis covers the latest available 13-month period (July 211-July 212) and contains details on 6 of commercial flights in the ECAC region. ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of NM are the (flight) planned delays whereas the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay. As airlines may assign multiple delay reasons for a delayed flight, some of the en-route ATFM delay may be attributed to other reasons if the other reason prevented the flight from obtaining a slot improvement. A common example is a NM reported en-route ATFM delay reported by airlines as a split between reactionary and en-route ATFM delay. According to airline reporting, in July 212 the average delay per flight for all-causes of delay was 1 minutes. The primary delay share of total all-causes delay was 56% (or 5.6 min/flt) of which en-route delays contributed.6 min/flt. The remaining were Reactionary delays, this counted for 44 % or a contribution of 4.4 min/flt. Based on airline data, the reported share of reactionary delays in July 212 fell by 1 percentage point when compared to July 211 with a 4 share of delay minutes from all-causes. Whereas NM reported ATFM delays above 1 min/flight, airlines reported that en-route ATFM delays were below 1 min/flight. 1 % Percentage of delayed flights: ATFM & All Causes 25. Percentage of flights delayed on departure: All Causes The percentage of flights delayed by long ATFM restrictions (those exceeding 15 & 3 minutes) increased in July 212 when compared to June 212. 14 7. ATFM SLOT ADHERENCE 9 8 Average daily evolution of early and late flights In August the percentage of late non-compliant departures has improved. Although the overall percentage of traffic departing within their Slot Tolerance Window (STW) is above the target (at least 8) there are many airports for which compliance can be improved. Following the general seasonal trend the absolute numbers of flights departing outside the STW has decreased. Compared to the same period in 211, the absolute figures show an overall improvement Nº OF EARLY DEPARTURES Nº OF LA TE DEP A RTURES % EARLY DEPARTURES % LATE DEPARTURES The chart below shows the top 4 airports that have more than 3 regulated flights during the month with their average daily number and proportion of regulated flights that departed outside of the STW. Although any airport above the red line is noncompliant with the ATFM slot adherence target (min 8), only four of them, namely Antalya, Tel Aviv/Ben Gurion, Istanbul Ataturk, Paris Ch De Gaulle and Nice airports, have wider network impact. London 212 Olympics The Olympic games ran smoothly. The total delay of London ACC between 21 July and 15 August was 95% lower that the same period last year with 3.5% increased traffic in London TMA. Maastricht UAC experienced a marginal increase on some of the key days during and around the games, however this was less than what Maastricht UAC prepared for. Major factors behind this good result were ensured full staffing at London ACC and Maastricht UAC; balanced distribution of the traffic in and around UK via RAD restrictions and jointly developed scenarios with the neighbouring Rhine and Maastricht control centres; strict coordination in 4 UK airports which prohibited the entry of 825 unplanned flights into the critical UK airspace, and a close coordination between the Network Manager and NATS that was reinforced with five permanent NATS representatives present in NM premises during the Olympic games. 15 9. NM Added Value 9.1 RRP direct delay savings Average daily Rerouting Proposals 45 6 In August, 25,245 minutes of delay were saved by providing alternative route possibilities to 833 flights. On average, 8 minutes of direct delay saved daily. The cost of these savings was 271NM extra mileage (flown) per day. Most of this reduction occurred in en-route delays. AIRPORT/TMA EN-ROUTE 9.3 Greek airports delay reduction In previous years, Greek airports (19 holiday destinations in particular) faced very high delays. In close cooperation with the Hellenic CAA, the Hellenic ANSP (Flow Management), the Greek airport slot coordinator, and the Airline Operators Associations IACA and IATA, the Network Manager set up a procedure to significantly reduce arrival delays. The procedure was trialed for two months starting from 3 April 212 and is operational since 1 July 212. In the period of 3 April 212 to 31 August 212, compared to the same period in 211, delays decreased by 7 with 7.5% less traffic. Compared to 21, delays are down by 62 % with 1% more traffic.
