This supplement prescribes specific guidance for aircrew operating UH-1N helicopters within AFDW. This supplement does not apply to Air National Guard (ANG) units or Air Force Reserve Command (AFRC). Units may supplement this instruction. Each unit will coordinate its supplement with AFDW/A3OV before publication. Refer recommended changes and questions about this publication using the AF IMT 847, Recommendation for Change of Publication; through standardization and evaluation (Stan/Eval) channels, to AFDW/A3OV. The authorities to waive requirements in this publication are identified with a Tier (T-0, T-1, T-2, T-3) number following the compliance statement. See AFI , Publications and Forms Management, for a description of the authorities associated with the Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier waiver approval authority. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS) (AFDW) Supporting Passengers. Active duty military members assigned to the Wing are eligible to be flown on exercise contingency missions with WG/CC approval (may be delegated no lower than OG/CC).

2 2 AFI11-2UH-1NV3_AFDWSUP 23 MARCH (Added) Individuals chosen to be supporting passengers will receive one-time Ground Egress (LL03) training prior to flight. All passengers will be manifested and will receive a passenger brief prior to each flight. (T-3) (Added) Flight profiles for contingency exercises with supporting passengers will be limited to a pick-up at either KADW, exercise Emergency Landing Zone (ELZ), or an actual ELZ; followed by a standard routing of flight to an exercise destination and return to KADW (Added) Aircraft Commanders will ensure classified information is not disclosed to supporting passengers without the appropriate clearance and need to know (AFDW) Direct Mission Support (DMS). Direct Mission Support Passengers must be performing a mission that directly supports that of JFHQ-NCR, are personnel transported for contingency missions (actual or training), or personnel transported for unique purposes such as aerial surveys, observation, or photography. This includes any military, government contractor, and/or civilian, and equipment for the purpose of conducting duties in direct support of JFHQ- NCR operations. Direct Mission Support flights, internal to the Wing, will be approved by the WG/CC. (T-3). All other Direct Mission Support flights will be approved by the AFDW/CC (delegated to A3/5) for AFDW in accordance with applicable regulations and will be given in writing to the WG ( is acceptable) and state date(s), time(s), mission purpose, and approved passengers or types of passengers approved for transport. (T-2) (Added) AFDW/A3/5 will coordinate approval for DMS status for all non-dod personnel. DoDD provides guidance on approval authority for non-dod personnel. Other mission support requests will be coordinated with the OG, WG and AFDW/A3/5 as required. (T-2) (Added) Critical Care Air Transport Team personnel are authorized to assist flight surgeons and medical technicians as required during MEDEVAC missions (Added) Practice emergency procedures may be accomplished while an FAA examiner is onboard and conducting an examination of rated aircrew personnel for civil certificates or ratings (Added) Organizations/personnel outside the WG, but within AFDW, requesting helicopter transport must submit the request in writing (The 811 OG Mission Support Request (MSR) form is preferred, but is acceptable) and route it to the WG/CC for approval. The request will include the military organization and office of primary responsibility requesting the support, a point of contact, and a list of passengers to be transported. The passenger list will include rank for military, pay grade for government civilians, and the name of the company for civilians working as a DoD contractor. (T-3) (Added) Operational Support Airlift (OSA). Headquarters AF/CVAM will task AFDW helicopters (with AF/CV approval) for all DoD senior officials (except general officers on flight orders) and members of congress IAW DODD , DoD Policy on the Use of Government Aircraft and Air Travel, DODD , DoD Support for Travel of Members and Employees of Congress, and DODI , Operational Support Airlift (OSA) for transport flights either within or outside the National Capital Region (NCR). (Note: Transport flight refers to the movement of personnel where passengers get off the aircraft at a point other than the origin (passenger on-load point).

3 AFI11-2UH-1NV3_AFDWSUP 23 MARCH (Added) Office of the Secretary of Defense (OSD) Programs. OSD program offices will task and approve passengers for contingency operations. Missions tasked by OSD Program Offices will include a passenger list or, in the tasking, state the passenger list is on file with the supported organization (Added) Approval and tasking process. All transport requests and approvals will be documented in writing. The MSR form is preferred; however, is acceptable. The 1 HS will keep a record of all requests and approvals for 60 days after mission completion. (T-3) (AFDW) Mission specific training for non-combat mission ready (CMR) aircrew can occur on operational/alert missions at the discretion of the SQ/CC. However, non-cmr aircrew cannot assume alert or fly a tasked OPLAN mission (AFDW) Functional Check Flight (FCF) Operations. FCF certification training is authorized on actual FCF and acceptance flights. Currency training on a FCF aircraft can only be accomplished once it is considered released by the FCF pilot (AFDW) Supervisory flyers at a set of controls may not fly with passengers on board the aircraft. AFDW permits pilot supervisory flyers to fly on all training missions. Non-pilot supervisory flyers may sit in a pilot seat during all training missions, except emergency procedure sorties, in which they must be seated in the cabin. Supervisory flyers may hold alert only if there is a full contingency certified crew assigned to the same alert line as the supervisory flyer. (T-2) (AFDW) Interfly. The OG/CC (or equivalent) owning the aircraft is the approval authority for interservice interflys to accomplish induction, acceptance, and other maintenance related flights at home station or aircraft depot. (T-3) (Added) An interservice interfly exists any time an aircrew is made up of members from more than one service or an aircrew member of one service is flying aircraft owned by another service for operational missions. In accordance with HAF/A3O-AI guidance, AFDW/A3/5 is approval authority for interservice interflys for operational missions. (T-2) (AFDW) Minimum Crew. The WG/CC is the waiver authority for crew complement not defined in TO 1H-1(U) N-1 as noted in Table 3.1. (Added) (may be delegated to the OG/CC). See Table 3.1. Each crewmember must be current and certified and/or qualified (or gaining currency, certification, or qualification) in the profile/mission/maneuver. 2. An instructor pilot (IP)/evaluator pilot (EP) must be designated on the flight orders under Duty Position as IP or EP and occupy a pilot seat with a set of controls. 3. Contract FCF pilots may operate with a qualified observer or as dictated by the contract. FCF ground runs may be conducted with 1 pilot. Flight Engineers may fly on FCFs, but they must be FCF certified and will not fly in a pilot s seat but as an additional crewmember as defined/required by TO 1H-1 (U)N-6CF-1, Flight Manual Acceptance and Functional Checkflight Procedures. 4. Due to mission requirements and aircraft limitations, Contingency Alert/Mission limited crew complement applies to this Mission/Profile when assigned, executing, or training for Contingency Alert/Mission duties. Limited crew complement for Contingency Alert/Mission is defined as 2 pilots or 1 pilot plus 1 left-seat contingency certified FE occupying the left seat. Comply with all published weather, HLZ, experience, and sortie restrictions for operations with less than 2 pilots. At no time will an unqualified/uncertified pilot be in the right seat with an FE in the left seat. 5. Unprepared landing sites with a current/valid 4303 allowing for operations with no scanner requirement may be flown with a limited crew complement consisting of 2 pilots or 1 pilot plus 1 leftseat contingency certified FE occupying the left seat. 6. For MEDEVAC mission, qualified medical personnel must be attending to patient in cabin. 7. FAA/NACO Helicopter Routes Charts are not considered Low-Level. 8. Training profiles flown closer than 3 rotor disks separation or with more than 2 aircraft in the formation require a second scanner (pilot or FE) on board each aircraft (AFDW) AFDW Crews will use the Operational Risk Management sheet designated as the most current by the safety office. Aircraft commanders will ensure the form is filled out prior to crew brief, and discuss the assessment of risk with the MCO and/or Operations Supervisor (Added) If mixed NVGs are used, Aircraft Commanders/Flight Leads will brief the different capabilities and potential hazards associated with the mixing of different types of NVGs.

5 AFI11-2UH-1NV3_AFDWSUP 23 MARCH (Added) Single-pilot NVG operations: 700/2. (T-3) (Added) Single Pilot Simulated Instrument Flight. Minimum weather for single pilot simulated instruments is 3000-foot ceiling and 5-mile visibility. Pilots must maintain VMC and remain in radar contact with ATC at all times. (T-3) (Added) The AFDW LATN is defined by: Northern Boundary is the 40 latitude line from 80 longitude to the western edge of the Susquehanna River. Southern Boundary is the 38 latitude line from 80 longitude to point south of Point Lookout on the Chesapeake Bay. Western Boundary is the 80 longitude line from the 40 latitude to 38 latitude. Eastern Boundary is the intersection of the Susquehanna river and the 40 latitude along the western shore of the Susquehanna River and then on the western shore of the Chesapeake Bay running south until the point directly south of Point Lookout on the 38 latitude line (Added) Any updates to expand or amend the AFDW LATN will be coordinated through AFDW/A3O (Added) Flight activities in the AFDW LATN will comply with all applicable Federal Aviation Regulations (FARs). Low-level flight within the Washington DC Flight Restricted Zone (FRZ), other than operations on routes depicted on published Federal Aviation Administration (FAA)/National Charting Office (NACO) Helicopter Route Charts, is not authorized. The WG will maintain a full description of the LATN and any further restriction in the 1 HS current operations office (AFDW) Forward alternate electronic system requests through Stan/Eval channels to AFDW/A3OV for approval (Added) Alert Personnel/Duty. Comply with operational plans for alert requirements and response times. Length of tours, flight duty periods, crew rest requirements, and scheduling will be IAW AFI , Volume 3, General Flight Rules, and MAJCOM supplement (Added) Alert Aircraft. Maintain aircraft on alert status as follows: (Added) Park aircraft in a designated alert parking area to expedite taxi and takeoff (Added) Place aircraft on alert IAW applicable technical orders and Air Force directives. As long as one member of the crew remains on alert at changeover, there is no requirement to perform a complete preflight (Added) Alert aircraft may be flown for purposes other than actual alert missions provided the following conditions are met: (Added) Alert requirements can be met with sufficient fuel to meet mission requirements (Added) Communication contact is maintained with Musel Control (AFDW) While holding or flying alert aircraft the aircrew will carry Life Support issued Chemical/Biological Warfare Individual Protective Equipment (IPE). (T-3) Use of IPE will be IAW OPLANs and AFI 11-2UH-1NV (AFDW) Mission Kits. In addition to the Minimum Local Mission Kit items listed in Table 5.1 aircrew will carry items listed under Cross-Country Mission Kit on all cross-country missions. Items marked with an asterisk (*) will be carried in hard copy.

Aircraft must pass instrument cockpit check IAW AFI 11-2UH-1NV3CL Required for forecast temperatures at or below 10 degrees Celsius 14. Required for all flights if precipitation is forecast for the flight path 15. Aircraft commander is the deviation authority for non-alert aircraft 16. Overwater is defined as operating beyond autorotational distance from land (AFDW) Minor Maintenance Actions. OG/CCs will establish operational procedures and develop training syllabi to certify Special Mission Aviators (SMA) in Minor Maintenance Actions; forward to AFDW/A3O for approval. OG/CCs are the approval/certification authority for SMAs to perform minor maintenance. OG/CCs may delegate this authority to no lower than

9 AFI11-2UH-1NV3_AFDWSUP 23 MARCH the SQ/DO. (T-3). AFDW/A3OV will be notified via if minor maintenance actions are employed by a SMA (AFDW) OG/CCs will approve unit tool kit accountability procedures. (T-3). Accountability procedures and tool kit inventory will be coordinated through AFDW/A3OV (Added) Dropped Object Prevention. Aircrew that experience a dropped object inflight must complete an AFDW Form 101, Dropped Object Worksheet. Submit the original form to the unit flight safety office upon return to home station. While off station, fax or the form to the unit flight safety office or mission control center (AFDW) The OG/CC will publish procedures for standard configurations. (T-3) (AFDW) AFDW aircrew do not need to store or maintain any AIE equipment at this time. In the event the OG acquires and plans to utilize AIE equipment, the OG/CC will publish procedures for AIE storage and maintenance. (T-3) (AFDW) There are no AFDW missions that require weapons employment (AFDW) Night Emergency Procedures are not currently authorized for AFDW aircrew. (T-2) (Added) For flights primarily designated for training, the aircraft commander/flight lead will ensure all planned destinations/site diagrams, AF Form 4303, Helicopter Landing Zone Survey, are thoroughly reviewed during the pre-flight briefing (Added) NVG operations with only a pilot and FE must be conducted at a helipad/runway/ramp-type landing area or remote sites designated by the 1 HS/CC or DO.
