4 ADMINISTRATIVE ARRANGEMENTS I. Introduction The inforation contained in this docuent is for use by participants attending the COMESA Policy Organs and Suit eetings, which will be held in the Republic of Burundi fro the 1 st to the 10 th June II. Venue of the Meetings All the Policy Organs eetings will be held at Palais des congrès de Kigobe in Bujubura, Burundi. 4

5 The Twentieth Suit of Heads of State and Governent will also be held at Palais des congrès de Kigobe. III. Visas and Health Foralities All delegates coing for the COMESA Policy Organs Meetings and Suit of Heads of State and Governent will obtain their accreditation and entry visas upon arrival at the Bujubura International Airport. All delegates attending the Policy Organs Meetings will be issued with gratis visas on arrival. All participants should be in possession of a valid health certificate for yellow fever. Details related to accreditation procedures are available in the following websites together with an online registration for: IV. Protocol The Governent of the Republic of Burundi will attach a Protocol Liaison Officer to each delegation. In addition, there will be Protocol Officers at the Airport to assist delegations with custos and iigration foralities. To enable the host to ake the necessary arrangeents for the reception of delegations, it is iportant that all Meber States counicate the relevant inforation to the National Organizing Coittee at the following addresses: E-ail: protocole@coesasuit2018.org info@coesasuit2018.org 1. Arrival Cereony and Procedure Upon arrival at Bujubura International Airport, the Heads of State and Governent and the Ministers will be received by high-ranking Governent officials of the Republic of Burundi. All protocols will be observed accordingly. Other delegates will be assisted to coplete all the necessary airport foralities by Protocol officers. 2. Liaison Officers The respective COMESA Meber States are expected to assign Liaison Officers to facilitate counication between the National Organizing Coittee and delegations of respective Meber States. The host country has already provided for a liaison officer for each country. 5

6 V. Transport 1. Heads of State and Governent The Host Governent will provide the visiting Heads of State and Governent with appropriate transportation according to its security protocols. This will include the First ladies who ay accopany the Head of State. 2. Ministers/ Heads of Delegation The Governent of the Republic of Burundi will provide one VIP car for the Minister fro the COMESA Coordinating Ministry as well as one VIP car for the Minister fro the Ministry of Foreign Affairs. In the case that this is one and the sae person, then only one car will be provided. The COMESA Secretariat will provide vehicles for any other Ministers who will attend the Suit as well as any Official who is a Head of Delegation during the Council Meeting. 3. Transportation for other delegates Regular shuttle transport will be available to and fro the Bujubura International Airport, designated hotels and the Conference Centre for all participants. VI. Security The Republic of Burundi undertakes to provide the necessary security and precautions against injury, daages and/loss for delegates and their property during the eetings. All respective COMESA Meber States will be required to provide the duly copleted firears registration for of the Security officers accopanying Heads of State or Governent to the Host Governent, under a cover of a Note Verbale, fifteen (15) days before the arrival of their respective delegations. They should provide the detailed inforation on firears and aunitions they carry in accordance with the security procedures of the Host country as indicated in Annex I. 1. Registration and accreditation of Delegate The National Organizing Coittee will register the staff of the COMESA Secretariat and all participants to the Policy Organs eetings in accordance with the Note Verbale of accreditation subitted by the respective Meber States and the COMESA Secretariat. 6

7 An online registration and accreditation syste will be ade available for Meber States and the COMESA Secretariat fro March 2018, at the following website: and Meber States and the COMESA Secretariat will be requested to send to the Host Country, via the said platfor, a full list of their delegation with a passport size photograph and a copy of the passport of each delegate, through a Note Verbale by 15 th May For any issues related to online accreditation, kindly contact the support tea at the following eail: info@coesasuit2018.org 2. Access Badges Access into the Conference Centre will be highly restricted and all delegates are required to be accredited and to have the appropriate access badge to gain access. a. General access COMESA Coordinating Ministers and Foreign Affairs Ministers/ Heads of delegation will be issued with special badges, which will give the access to the relevant venues and events. All other delegates will be issued with badges that will give the access to the Conference Centre and other designated areas. Security staff and ebers of the edia will also receive special badges for this purpose. b. Plenary Sessions Delegates and ebers of the press with the required conference badges will have access to the Conference Centre to attend the plenary sessions. Owing to the liited nuber of seats available during the official opening and closing cereonies, each Meber State will receive conference badges to allow the to occupy seats in the Plenary Hall. c. Closed sessions Each Meber State will be given 4 special conference badges for the closed sessions. The seats available to delegates for the Closed Sessions are: One seat for the Head of Delegation; Four seats for ebers of each delegation. 7

8 d. Car Passes Car passes ust be obtained for all vehicles to have access to the relevant venues such as the Conference Centre. Rented vehicles should also obtain car passes to have access at the designated venues. The passes shall be collected fro the Security Sub-Coittee of the National Organizing Coittee. For this purpose, the type, plate nuber and naes of drivers of vehicles shall be counicated in advance to the Departent of Protocol address listed above. VII. Accoodation 1. Heads of State and Governent The Host Governent will accoodate the visiting Heads of State and Governent on a one plus two basis (1+2). 2. For other Delegations The other delegates will be responsible for their own bookings and settling all expenses during their stay. A list of designated hotels in Bujubura is annexed to this booklet and available on the Suit websites. Please note that transport to the Conference venue will be fro the designated s only and the Secretariat will not be responsible for delegates who choose to stay in non-designated s. VIII. Banquet and Receptions A State Banquet will be hosted by the Host Governent. This will be strictly by invitation. IX. ICT Services The Conference Centre will be adequately wired with Wi-Fi. Therefore, Internet services will be available throughout the coplex. Web presence will be aintained during the eetings of the Policy Organs and the Suit to provide continuous press briefings and press releases to the edia and the international counity which follow COMESA activities online via its website and social networks. 8

9 X. Mebers of the Press Mebers of the International Press are welcoe to cover the COMESA eetings. The List of ebers of the press and their professional equipent to be brought into the country should be counicated to the Sub-Coittee in charge of Counication of the National Organizing Coittee of the host country below. This should be done well in advance of the eetings to forward it to the National Counication Council for their accreditation. A Media Centre will be provided at the Conference Centre for ebers of the press who will cover the sessions. Further details on press accreditation are available on: XI. Departure The National Organizing Coittee of the Republic of Burundi will take all the necessary easures for the sooth departure of the delegations. To avoid inconveniences, each delegation is expected to provide inforation regarding the departure date and tie to the National Organizing Coittee and the COMESA Secretariat well ahead of tie. 9
