3 A Message from the Mayor s Office Welcome to Edwardsburgh/Cardinal, one of Eastern Ontario s most progressive communities. Our unique location along the St. Lawrence River provides recreation and tourism assets second to none in the province. With a rich history and love of culture, the residents of Edwardsburgh/Cardinal enjoy an unparalleled quality of life and opportunity. Our proactive council and committees have positioned the Township to take advantage of opportunities for continuing growth and expansion. Some of the initiatives undertaken by Council are a review and revision of our Official Plan to recognize today s changing requirements and opportunities for growth. We are seeing new business openings and the expansion of existing businesses both in our expanded Industrial Park and in our communities of Johnstown, Spencerville and Cardinal where we have subdivision lots available for building. The Port of Prescott, owned and operated as a division of the Township of Edwardsburgh/ Cardinal, is a major resource for continued growth. With its cleaner, dryer, loading conveyors and new hopper this grain elevator continues to be a highly successful business. Plans are underway to move forward with new capital ventures, including a new wharf, storage bins, loading conveyors, modular buildings, and energy reduction initiatives. With potential for shipping and receiving, new businesses could include dried distiller grains, wood pellets, containers, aggregates, wood products, crops, or waste products. There is also future opportunities for cruise ship docking and winter berthing. One of the newest occupants of the Industrial Park is the Greenfield Ethanol Plant. They provide state-of-the-art biofuel ethanol and are located within the Park boundaries on land purchased by Greenfield seeking proximity to the Port and highway access. The Township is in constant communication with its partners to expand into new markets and technologies for growth and to create sustainable employment for our residents. We are working with the Eastern Ontario Model Forest, and the Ontario East Wood Centre to create an Eco Industrial Park utilising Leadership in Energy and Environmental Design (LEED) standards to establish a world-class research and innovation centre to find new uses for our abundant feed stocks of wood and by-products. 4 The Best Kept Secret of Eastern Ontario The Township of Edwardsburgh/Cardinal has carefully nurtured its tourism and business opportunity secrets waiting for just the right moment to reveal the perfect blend of future possibilities. Our quiet township roads offer enticing cycling opportunities through some of the richest agricultural land in Ontario. Improved facilities at the Connestoga and Wee-Hawk shipwreck dive sites attract hundreds of divers per year. Visitors are always welcome in the nearby restaurants and stores. In the Village of Cardinal, fishermen and pleasure boaters are well-served by our busy boat launch to the river. The high walls of the Old Galop Canal at the former Head Locks offer easy-on and easy-off tie ups for even the largest pleasure cruisers. For quiet water canoe/kayaking nothing can be prettier than a three hour leisurely trip down the South Nation River from County Rd 18, just off the township s western boundary, to the historic Spencerville Mill in the quiet Village of Spencerville. At the end of the trip cold drinks are always available from Drummond s Gas Bar just a short walk from the water. Canoeists should take note of the annual Poker Run! Tenters and campers of all sizes will be attracted to Grenville Park on the St Lawrence River, the KOA Campground at Pittston, or Wildwood Campground on County Rd 44, near The Green Gables w w w. e d wa r d s b u r g h c a r d i n a l. c a

5 winery, in the middle of the best circle cycling routes. A number of beautiful, public golf courses are located throughout our region. Within our Township is the Nationview Golf Club which includes 18 holes threaded by the South Nation River and a clubhouse where you can relax and look out over the course. Business travellers in Eastern Ontario will immediately recognize the familiar shape of the 154,000 ton grain elevator located at the Port of Prescott. This is the only seaway draft port between Toronto and Montreal and provides cash crop receiving, grading, drying and storage services to the entire Eastern Ontario agricultural community. Immediately adjacent to the Port of Prescott is the Township s 300 acre Industrial Park providing access to raw land for future businesses. 6 Township History The Township of Edwardsburgh/Cardinal has a rich and interesting history beginning before the Loyalists arrived in The French, working with their Indian allies, built a storehouse on the shores of Johnstown Creek, which was then called Old Breeches River. The storehouse was used to store supplies as they made their way to fur trading posts upriver and Fort Frontenac (Kingston today) from 1673 to Fort de Levis was built on Chimney Island (located just off present day Grenville Park) in the hopes of delaying the British advance down river. The final battle between the French and British during their conquest of North America took place here in August saw the arrival of the loyal subjects of George III, fleeing the American Revolution. The first settlement of 166 settlers in Edwardsburgh Royal Township #6 was at Johnstown, which was named after Sr. William Johnson. By 1789, a town site was laid out in one acre lots with streets named after the family of George III and with the exception of one, remain so today. The drawing of lots in Edwardsburgh was unusual in that every loyalist head-of-household drew from the hat, giving one and all an equal chance at receiving the most desirable piece of land, near the front and close to the river. The District of Johnstown Court House, which was located almost under Prescott-Ogdensburg International Bridge, was built between 1795 and Unfortunately, the Seat of Justice was moved to Elizabethtown in 1810 and with it went the hope that Johnstown would grow in prominence. The Coat of Arms which once hung in the Johnstown Court House can now be seen in the Court House in Brockville. In 1838 a group of approximately 200 insurgents from the United States called Patriot Hunters, seized the windmill and surrounding houses in support of the Upper Canada Rebellion. The British forces and local militia were able to defeat the Patriots; however, forty-eight men were killed and eighty-nine wounded in the battle. Today the Battle of the Windmill is a National Historic Site. The first mill was built by David Spencer in 1811 or 1817 in the Village of Spencerville and was replaced by a stone grist mill in The town hall was first constructed in 1855 and like the mill, after being gutted by fire, was rebuilt at later dates. In 1855 a long-standing tradition of agricultural fairs was first held in Spencerville. Cardinal, prior to its incorporation in 1878, was known by many names, Point Cardinal, Munro s Point, Port Elgin and also Edwardsburgh. As early as 1794 Hugh Munro operated a saw and grist mill. In 1844 work began on the Galop Canal and in 1898 the canal was improved and enlarged. In 1858 the Benson & Aspden w w w. e d wa r d s b u r g h c a r d i n a l. c a

7 Township History Starch Company began in Cardinal and remains in operation today as Casco. The first passenger train stopped at the village in In 1800 there were only 537 inhabitants in the township, but the population grew as many immigrants, predominately from England, Scotland and Ireland, arrived between 1851 and The population grew to 3216 in 1849 and by 1861 there were 6014 inhabitants. In 1929 the grain elevator was built, with a 5 million bushel capacity. Today the elevator is owned and operated by the Township of Edwardsburgh/Cardinal. Prior to the completion of the St. Lawrence Seaway in 1958, the canal locking system was too short to allow the lake ships to get through; therefore, cargo had to be transferred to eastbound canal boats. In 1960 the Prescott-Ogdensburg International Bridge opened, and in 1964 the Ontario Travel Information Centre was built, welcoming visitors from all parts of the world to our area. Today the Township of Edwardsburgh/ Cardinal is alive with activity. The Greenfield Ethanol plant, the raw water plant, and the Ontario East Wood Centre and Eco-Industrial Park are in various stages of planning and construction. Many of the original settlers descendants still reside in the township and area. Much has changed, but much remains the same. Would a settler that first stepped onto our shore 224 years ago recognize the township today? 8 Culture and Heritage The Township of Edwardsburgh/Cardinal, with a population of 6,800 is located in Eastern Ontario, Canada. The Municipality borders the majestic St. Lawrence River to the south, and includes the industrial Village of Cardinal and the historic seat of municipal government the Village of Spencerville, as well as numerous rural hamlets. Enjoy the affordability and natural beauty of our Township. Historic sites, architectural heritage, schools, churches, recreational facilities, parks, community businesses and organizations all provide welcoming opportunities for residents and visitors to experience our quality of life. The Spencerville Arena and Fairgrounds are located in the Village of Spencerville. Over the past years, Township Council has made some major improvements to the arena. This arena is known as one of the finest in the area. Located adjacent to the arena are two regulation size softball diamonds with lights. The local minor ball, blooper ball, and men s fastball leagues regularly use these diamonds. Hockey and skating ice is available and many tournaments are featured throughout the year. A Board made up of citizen volunteers, librarians and Council members guide the two branches of the Edwardsburgh/Cardinal Public Library. The branches are located in Cardinal and Spencerville. In addition to large collections of fiction and non-fiction books, both branches offer periodicals, videos, Internet access, and frequent special programs for children and adults. The Spencerville Fair (Spencerville Agricultural Society) is our community s annual agricultural fair that commences the second Friday in September. Since the Fair s inception in 1855 we have taken pride in our agricultural strength and heritage; and the results show with annual attendance of over 25,000 people. The village was first settled by United Empire Loyalists, but it was the French voyagers who rested by the river rapids who gave them their original name, Galoop meaning galloping waters, and hence the Galop Canal. Local maple syrup producers host pancake breakfasts throughout the sap run in March and April. 9 Waterways Edwardsburgh/Cardinal exists today where a large sea once covered our land and glaciers carved out the topography. Our history and our future are intrinsically bound to the fresh water within our township. The South Nation River serves as the primary drainage basin and the St. Lawrence River forms our southern boundary with the United States of America. Dating back to settlement by Native North Americans the waterways of our township have been the conduit of settlement, transportation, commerce and recreation. Settlement has always been influenced by our geography. The first inhabitants and then permanent settlers founded our villages beside water. Johnstown and Cardinal were strategically located based on the existence of rapids and the depth of the St. Lawrence. Spencerville thrived as a center for milling of local grain products and the historic mill remains a focal point of the township. The mill in Cardinal evolved into one of the largest wet corn milling operations in Canada, now known as Casco, and has been in operation for over 150 years. Ocean. From the early days of the forwarding trade, to the expansion and revisions of the Galop Canal system, then the creation of the St. Lawrence Seaway Project in the 1950s, water has been a critical part of our logistics. 12 Tourism and Recreation Opportunities The Township of Edwardsburgh/Cardinal offers the tourist and recreation enthusiasts many opportunities to explore the assets of the Township. The Township is located in Eastern Ontario within driving distance from centers such as Toronto to the west, Montreal to the east and Ottawa (the nation s capital) to the north. In the Village of Cardinal, the Township operates the Cardinal Community Pool during the summer months. Across the street from the community pool are two full-size ball diamonds (one lighted), tennis and basketball courts. At the waterfront (D J McLaughlin Park) in Cardinal near the Legion Branch 105, the Township maintains a large picnic pavilion with public BBQ s, picnic tables, childrens play structure, washroom facilities and a canteen operated by the Cardinal Lions Club. Volleyball and horseshoe pits are also available for public use. South Edwardsburgh Community Centre is situated in the community of Johnstown, in the south end of the Township. This beautiful hall is used for various activities during the year (receptions, meetings, family picnics). Also at this location is the Johnstown Community Pool which operates during the summer months. The Centre also has two regulation size softball diamonds (one lighted), three beach volleyball courts, two tennis courts, three horseshoe pits and a soccer field. Visit the Township s web site for rental and additional details. The residents of Johnstown have formed a group called the South Edwardsburgh Recreation Association (SERA). This small but mighty group has raised thousands of dollars and has made some major improvements to the hall, pool and grounds. Johnstown Community Pool and Cardinal Community Pool offer certified swimming staff for lessons and swim teams (the Johnstown Bear Paws and the Cardinal Sea Sharks) throughout the summer swim season. If pedals and spokes interest you, the Bike South Grenville cycling map provides six suggested routes taking you past many points of interest, with campgrounds and overnight lodging convenient when the legs just give out. We have hosted a portion of the Great Waterfront Bike Adventure, a 680 km bicycle tour that follows historic Highway 2. For future tours and registration, see the website Cyclists will find the Waterfront Bicycle Trail a relaxing way to discover hidden treasures such as Windmill Point (famous battle of the Windmill), the historic Galop Canal or stop at a waterfront park and watch ships from around the world pass by. If a paddle is your interest, consider the South Nation River Canoe Route as well as the St. Lawrence Seaway. The South Nation River is navigable in late spring and early summer and the route traverses the entire Township. Canoeists and kayakers can access from any number of bridge crossings or at the Spencerville Mill site. Paddle the historic canals, fish around the Islands and dive the Conestoga and Wee Hawk sites all in the Township. In the spring enter your canoe or kayak in the Nation River Canoe Race. The St. Lawrence River is a historic part of the Township bringing settlers and founders to the area. Today the river plays an important recreation interest for kayakers, canoeists, power boaters as well as scuba divers. Air and water literally vibrate from the fastest boats on the water as they participate in the 1000 Islands Poker Run. Bring your lawn chair and camera and watch from docks of the Port of Prescott as the crews make their turn under the International Bridge. The Galop Canal head locks, the Oxen Barge Canal and historic shipwrecks of the St. Lawrence Seaway are commemorated with plaques and recreational divers are warmly welcomed. The Village of Cardinal provides the point from which all three can be seen together. The diving group, Save Ontario Shipwrecks, conducts underwater archaeology courses as well as new diver certifications at a variety of sites. Contact www. Within our Township is Nationview Golf Club, 18 holes threaded by the South Nation River. Limerick Forest has been an ongoing centre for outdoor education. Everything from children s programs to professional research has occurred here. In fact many of the trees were planted by children as part of a school program. The Limerick Chalet is the old Limerick school house and is in the process of being upgraded in order to host educational activities in the forest. Most of Limerick Forest has been designated for multi-use recreation and the opportunities are endless. Hiking, dog walking, ATVing, motorbiking, mountain biking, horse riding, bird watching and hunting are some of the more popular activities. There are also many other independent studios and workshops in the area. Upper Canada Village, the Upper Canada Migratory Bird Sanctuary and Prehistoric World provide insight into our heritage and environment and are located near Morrisburg. A Community Events Calendar is published on the Township s web site The Township offers the tourist and recreation enthusiasts many opportunities to explore the assets of the Township. The Township hosts many points of interest and events: the Spencerville Grist Mill, the Spencerville Fair, the Cardinal Labour Fest and Parade, the Head Locks and Mooring Walls. Spencerville Grist Mill built in 1817, it has been extensively renovated and restoration work continues to bring it back to its original operative state, complete with functioning water wheel. The Mill is the focal point of a number of cultural and heritage events throughout the year, from music events, art and pottery shows & sales, to exhibits of heritage textiles. A Country Christmas Remembered Christmas as it was in the 1930s is celebrated the first weekend of December with horsedrawn rides, hot cider, craft shows and tables, farmers market and exhibitions of the fine artisans local to our community. 15 Transportation Edwardsburgh/Cardinal is located at the juncture of two major provincial multi-lane highways, the 401 east-west and the 416 north-south. These highways, managed by the Province of Ontario, provide direct access to Toronto, Montreal, and Ottawa (Canada s Capital). Convenient Township access interchanges are located at Cardinal, Spencerville, and Johnstown. The Prescott-Ogdensburg International Bridge, located at the south end of Highway 416 in Johnstown provides a direct connection to New York State, and links to Interstate 81 via U.S. Highway 37. Additional links to the U.S. are available at Ivy Lea (50 km west) and Cornwall (60 km east). Edwardsburgh/Cardinal lies within one day s trucking time of 120 million consumers and 53% of the North American industrial market. All major carriers serve the Township. Well-maintained commuter and local roads serve the villages and hamlets of the Township providing easy access to the major highways. County Road 2, an Ontario Tourist Route known as the Heritage Highway, traverses the Township and parallels the north shore of the St. Lawrence River. Numerous historic and tourist sites are located along this route. The main Canadian National Railway (CNR) line from Quebec City to Windsor passes directly through Edwardsburgh/Cardinal. An industrial spur line serves the Port of Prescott and the Johnstown Industrial Park. Via Rail passenger service is available, consisting of nine daily runs between Toronto and Montreal. Travelers may board and disembark the train in Brockville, just 15 km west of Edwardsburgh/ Cardinal. Passenger service is also available to Ottawa from Brockville. The former Prescott-Ottawa abandoned rail bed runs northsouth through the Township and now serves as a recreational route. The Ottawa International Airport, located a mere 45-minute drive from Edwardsburgh/Cardinal, is the busiest airport in Eastern Ontario serving over 3 million passengers annually, making it the sixth busiest in Canada. Township residents are also within a few hours drive of the Montreal and Toronto International Airports, providing more transportation options.
