7 Master Plan Vision The Tuscarawas County Trail and Green Space Plan is a bold vision for the conservation, interpretation, development and management of the cultural, natural and recreational resources in Tuscarawas County. The plan identifies over 25 trail and green space projects, including 87 miles of hiking and bicycling trails, 482 acres of green and open space and 148 miles of Scenic Roadways throughout the nine watershed regions in Tuscarawas County. Each of the trail and green space projects showcases the unique historic, natural and recreational resources of the county. All of the projects are part of the regional trail and green space network, providing hikers and bicyclists with safe and reliable off-road connections to the restau rants, lodging facilities and attractions in Tuscarawas County. With the implementation of the Trail and Green Space Plan, there will be numerous positive community and economic development impacts including, an increase in tourism, as visitors travel to Tuscarawas County to experience the network of trails and green spaces, business retention and development as companies seek communities that offer safe and reliable recreational opportunities and increased property values. Most importantly, the Tuscarawas County Trail and Green Space Plan provides the residents of Tuscarawas County and their guests the opportunity to experience the region while protecting private property rights, stimulating community and economic development and encouraging stewardship of the County s precious resources. Implementation of the Tuscarawas County Trail and Green Space Plan is vital to maintaining the quality of life for the County s residents and the vibrancy of its economy in the 21st century. 8 Located at the edge of Appalachian foothills, Tuscarawas County is a distinctive region defined by its geography, early settlement history and farming culture. From its beautiful waterways, to its dense forests, and fertile agricultural landscapes, for centuries, Tuscarawas County has been an inviting place for settlers and visitors alike. Due to its abundance of natural resources, and wildlife, and its fertile soils, American Indians and, later, white settlers established numerous permanent and prosperous communities along the river valleys. Whether they were seeking a safe haven from war, religious freedoms or simply in search of a better life, all of the settlers, including the Delaware Indians, Moravians and Separatists (Zoarites), and Alsatian, Irish, Italian, Swiss and German immigrants, left an indelible mark on the landscape through their customs and traditions. Today, both residents and visitors can experience the diversity of this geography, its bountiful resources and the heritage of Tuscarawas County by traveling along the many historic and scenic routes that served to establish this region as the gateway to settlement of eastern Ohio. Because of its strategic location in northeast Ohio, Tuscarawas County is the crossroads of numerous regional trail networks, including the 3,200-mile North Country Scenic Trail from Vermont to South Dakota, the 1,200- mile Buckeye Trail across the State of Ohio, the 500-mile Great Alleghany Passage from Ohio to Washington, D.C., and the 101-mile Ohio & Erie Canal Towpath Trail from New Philadelphia to Cleveland, Ohio. The County is included within the boundaries of the Ohio & Erie National Heritage Canalway. Connecting to these regional and national trail networks elevates the visibility of the county trails and green spaces and enables the region to be marketed as a destination for hiking, bicycling, bird watching, touring, hunting and fishing. Through the network of countywide regional trail and green spaces, individuals and families can enjoy an Amish meal, explore the remains of the Ohio & Erie Canal, learn about the railroad heritage and experience the Moravian and Zoarite cultures and traditions. Utilizing the remnants of former canal lands, railroad lines, agricultural landscapes, and scenic roadways, the Trail and Green Space Plan links the various township, village and city parks, and public lands, like pearls on a necklace. Rather than isolated places, collectively, these county resources complement one another by showcasing the County s heritage and telling the stories of its communities. 6

11 As a part of a regional, state and national trail and green space network, Tuscarawas County provides residents and visitors with a unique opportunity to experience the diversity of the county as part of a larger vision. From the historic canal resources of the Ohio & Erie Canalway and Roscoe Village, to the unique cultural customs and traditions of the Amish and Swiss heritage in Sugarcreek and Holmes County, to the fishing and boating opportunities of Atwood Lake and Salt Fork, Tuscarawas County is unique in Ohio in offering these gateway experiences. Within a thirty-mile radius of the county, residents and visitors can experience a variety of scenic and farming landscapes, explore the region s active agricultural and industrial heritage, and tour the area s historical museums and sites. Much of the County s resource base remains intact for the benefit of the Trail and Green Space Plan. The impact of human settlement on the County s natural landscape has been gentle. For the most part, the County s landscape looks much like it did over 10,000 years ago modified only by the careful hand of American Indians, and settlers farming and community settlement patterns. This is not to say that Tuscarawas County is not being pressured for change by landfills, mining and other development activities. These all present challenges to maintaining the delicate balance between resource conservation and community and economic development. Fortunately, the elected officials, business and community leaders of Tuscarawas County understand the importance to its future of maintaining the County s beauty and recognize that it is not an option of either trails or economic development; rather, it is essential to have both. Instead of farm fields being converted to housing developments, the Tuscarawas County Trail and Green Sugar Creek Valley 7

12 Space Plan encourages the use of conservation easements to promote the continued agricultural business, while maintaining vital open and green space. Through the benefits that come from integration of trails and green space with community and economic development in the implementation of the County s Trail and Green Space Plan, we are developing sustainable communities that will thrive in the 21st century. The Tuscarawas County Trail and Green Space Plan is divided into nine distinct regions, including the Zoar Valley Region, Conotton Creek Region, Industrial Heartland Region, Sugar Creek Region, Brush Run Region, Buckhorn Creek Region, Tuscarawas River Valley Region, Stillwater Creek Region and the Scenic Hill Country Region. The nine regions, based on geographic watershed boundaries, are envisioned to be focused on the special character of each region as defined through a series of public meetings and supplemented by extensive field research. Individually, each region is thematically portrayed by its Regions Map 8

13 distinctive geographic, cultural and recreational resources and its heritage. However, collectively, the regions complement one another to tell the story of the rich tapestry of resources that make Tuscarawas County such a special place. The Zoar Valley Region celebrates the legacy of the Zoarite community, as well as the early settlement at Fort Laurens. Through the development of the popular Ohio & Erie Canal Towpath Trail, a 101-mile multi-use recreational trail linking New Philadelphia with Cleveland, residents and visitors can explore the natural, historic and recreational resources of this four-county greenway. With the completion of the Towpath Trail Bridge over Interstate 77 and the Canal Street Park in Bolivar, hikers and bicyclists will be able to experience the heritage of the Ohio & Erie Canal. Residents and visitors can experience the heritage of the Revolutionary War at Fort Laurens and experience the German Separatist Community of Zoar Village in the northern section of Tuscarawas County. 14 Dennison Depot The Conotton Creek Region recognizes the history of water management, from early practices to the current operations at Atwood Lake. The Conotton Creek Greenway and Scenic Roadway is a 6-mile bicycle and 11-mile motorist route that links the Atwood Lake region with the Ohio & Erie Canal Towpath Trail in Zoarville and the Roswell Trail. The trail is the gateway to the many public recreation areas in Carroll County. The Sugar Creek Region commemorates the rich heritage of the Amish and Swiss cultures and the special bond they have with the land, fostered by their stewardship ethic. By visiting the Norma Johnson Nature Center or traveling the Sugarcreek to Beach City Scenic Roadway, visitors and residents can view farming activities and explore the agricultural heritage of western Tuscarawas County. The Brush Run Region recalls the founding of the transportation corridors so critical to the region s settlement. It provides families and individuals with the opportunity to experience the Port Washington Road, a 31-mile looped Scenic Road connecting Baltic with Port Washington. Developed originally to provide farmers with a connection to the Ohio & Erie Canal, the road provides residents 10

15 and visitors with an opportunity to experience what it was like for farmers to transport their goods to market during the early 1800 s. With its scenic vistas and agricultural landscapes, the Port Washington Road offers a unique opportunity to explore the western part of Tuscarawas County as it crosses the Buckhorn Creek Trail at Bethel Station Trailhead. The Buckhorn Creek Region showcases the active agricultural landscape of Tuscarawas County and its rural communities, as it parallels the Buckhorn Creek from Stonecreek to Newcomerstown. The Buckhorn Creek Trail is an 8-mile rail trail, following the Buckhorn Creek and serves as the southern gateway to the 350-mile Ohio to Erie Trail from Cleveland s lakeshore to Cincinnati. Located in the Buckhorn Creek Valley, the trail allows residents and visitors to view active farming operations and scenic agricultural landscapes on this formerly active rail line. The Industrial Heartland Region serves as the centerpiece of the trail and green space network in Tuscarawas County, with potential linkages to all points of the compass. Through its series of trails and green spaces, the region s role as the hub of economic growth and prosperity in the County is revealed. Dover Canal Park, the Blake s Mill Southern Gateway Village, New Philadelphia s downtown, the Reeves Museum, Schoenbrun Village, and the County s emerging Technology Park are some of the features of this experience. 16 nents of the Industrial Heartland Region is the development of the Ohio & Erie Canal Towpath Trail and the Blake s Mill Southern Gateway Village, the southern gateway to the Ohio & Erie Canalway. As the Ohio & Erie Canal Towpath Trail links the communities of Dover and New Philadelphia, residents and visitors will shop in local stores, seek lodging in the hotels and Bed and Breakfasts and tour the museums. The Stillwater Creek Region portrays the region s history of resource development and transportation evolution through its distinctive worker communities of Barnhill, Midvale, Dennison and Uhrichsville. The Stillwater Creek Trail is a 2-mile loop trail linking the parks, ball fields, swimming pool and playgrounds in both the Uhrichsville and Dennison communities. Located along the Stillwater Creek, this trail linkage provides a ribbon of green space that offers opportunities for fishing and canoeing, while exploring the legacy of the Uhrichsville Mill. The Midvale Mine Trail follows a mining tram line from Midvale to its former mine site, revealing the working lifestyle of mining communities of the region. The Tuscarawas River Valley Region s broad and lush valley illustrates the legacy of early settlement patterns along the river valley from the Village of Tuscarawas to Newcomerstown. The Moravian Trail is a 14-mile rail trail that celebrates the heritage of the American Indians and Moravians settlement of the river valley, as it travels through the towns of Goshen, Tuscarawas, Gnadenhutten, Port Washington and Newcomerstown. The Moravian Trail offers residents and visitors the opportunity to visit the park resources of the Tuscarawas River Valley by hiking and bicycling to the various parks, museums and restaurants. Its companion scenic roadway (SR 416) captures the spirit of valley settlement during the era of the Ohio & Erie Canal. Stillwater Creek Tuscora Park 12

17 The Scenic Hill Country Region typifies the characteristic geography of the Appalachian foothills with vivid scenery and long views. It forms the gateway to the Salt Fork Resort Area and the recreational lakes of Carroll, Guernsey and Harrison counties. Through a series of Scenic Roadways, residents and visitors can explore this uniquely beautiful region. The Tuscarawas County Trail and Green Space Plan provides a blueprint for the planning, development and management of trail and green space linkages throughout the county. The Plan provides an opportunity to celebrate the unique agricultural, industrial, ethnic and transportation stories of the region. Through the conservation and development of trails and green spaces, and enhanced visitor services, tourism opportunities will be created for communities to capitalize on and become more prosperous as a result of the implementation of the plan. 18 Implementation Much in the same manner in which this plan was assembled, the success of the Tuscarawas County Trail and Green Space Plan is dependent on the participation of all community partners. Working in partnership with elected officials, units of government, Chambers of Commerce, Businesses, Foundations, and non-profit organizations, the Tuscarawas County Park Department seeks to obtain the necessary resources to implement the projects outlined in this plan and fulfill the plan s vision. The Early Action Projects illustrate the public/private partnership model that will be necessary for the development of trails and green spaces and implementation of the plan. All of the steps identified in the Business Plan for the Early Action Projects are achievable and designed to provide early successes for the Plan and the Tuscarawas County Park Department. Through the implementation of the Early Action Projects, regional trail and green space linkages will begin to be developed that connect the County s many resources. Working collaboratively, the Plan s partners will develop a trail and green space network that builds economic prosperity, promotes resource conservation and stewardship of the County s resources, creating a legacy for future generations. The Mineral City Trail and Scenic Roadway links the communities of Sandyville and Mineral City with both a 3-mile rail trail and a 6-mile motorist route and connects to the Ohio & Erie Canal Towpath Trail at Zoarville. It also connects with the Stark County system of trails and greenways at East Sparta. The Sandy and Beaver Canal Trail follows the route of the old Sandy and Beaver Canal between Bolivar and Magnolia in Stark County. It exists on a designated 9-mile greenway in Magnolia and terminates at the Magnolia Mill. Beach City Wetlands Conotton Creek Region The Conotton Creek Green Space Trail and Scenic Roadway is a 6-mile bicycle and 11- mile motorist route that links the Atwood Lake region with the Ohio & Erie Canal Towpath Trail in Zoarville and the Roswell Trail. The trail is the gateway to the many public recreation areas in Carroll County. Mineral City Trail 16

21 Sugar Creek Region The Strasburg Trail network provides residents with a 2-mile loop trail system along the Sugar Creek, with linkages to existing parks, schools and recreation facilities. Strasburg to Bolivar Scenic Roadway The Strasburg to Bolivar Trail and Scenic Roadway is a 6-mile trail system for bicyclists and motorists linking Strasburg with Bolivar and connecting to the Ohio & Erie Canal Towpath Trail. The Sugarcreek Trail provides residents with a 2-mile trail system, with linkages to Franklin Park and the school district s sports complex. The Sugarcreek to Beach City Scenic Roadway provides motorists with a looped scenic route to view Dundee Falls, Beach City reservoir and the attractions in Sugarcreek. This 13-mile route, plus a 7-mile loop, provides scenic panoramic views of the wetlands and marsh areas that dominate the northwest corner of Tuscarawas County. The Norma Johnson Nature Preserve is a 303 acre nature preserve with walking trails, picnic shelters, wetlands and educational programming. 17

22 Brush Run Region The Port Washington Road is a 16-mile road connecting Baltic with Port Washington that celebrates the designation of the first state route in Ohio. Developed originally to provide farmers with a connection to the Ohio & Erie Canal in Port Washington, the road follows the approximate location of the Port Washington Road and celebrates the agricultural heritage of Tuscarawas County. Portions of the Port Washington Road could be developed and utilized for hiking and bicycling. Pleasant Valley Creek Scenic Roadway follows the Pleasant Valley Creek and connects Sugarcreek with Baltic, celebrating the Amish countryside of the region. This 8-mile Scenic Roadway allows residents and visitors to explore the shops and restaurants of western Tuscarawas while viewing the scenic agricultural landscapes. Cy Young Park Newcomerstown, Ohio Buckhorn Creek Region The Buckhorn Creek Trail is an 8-mile rail trail, linking the communities of Stone Creek and Newcomerstown. The trail follows the Buckhorn Creek beginning near Cy Young Memorial Park in Newcomerstown with potential to be extended to Dover Canal Park. Ragersville 18

23 Industrial Heartland Region Dover Canal Park celebrates the canal legacy of Canal Dover and provides a 1-mile linkage to the Ohio & Erie Canal Towpath Trail, Reeves Museum, Tuscarawas County Fairgrounds, Tuscarawas County Port Authority and downtown Dover. There are opportunities envisioned for bicycling, picnicking fishing and Tuscarawas River access. The Swiss Valley Trail Scenic Road connects Dover s Canal Park with Sugarcreek. This route travels by cheese shops, furniture stores and wineries as it showcases the Swiss theme of this section of Tuscarawas County. It also allows visitors to experience the natural resources and facilities of the Norma Johnson Center. The Scenic Roadway forms a 17-mile loop that includes bicycling along a 10-mile portion of this route. The Blake s Mill Southern Gateway Trailhead is a retail and commercial community developed around many canal-era structures and a lock in New Philadelphia. This location offers opportunities for public/private development of shops, visitor amenities and the southern gateway trailhead for the 101-mile Ohio & Erie Canal Towpath Trail. The Roswell Trail is a 6-mile rail trail, linking downtown New Philadelphia with Roswell Community Park. 24 Stillwater Creek Region The Stillwater Creek Trail is a 2.4-mile loop trail, linking the recreational facilities of Uhrichsville and Dennison. With a bridge over the Stillwater Creek, residents and visitors will be able to utilize the City Parks, swimming pool and playgrounds in both communities. The trail loop also connects with community resources like the Twin City Hospital, area schools, downtown retail corridors and the Dennison Depot Museum. The potential exists to further expand the region s water trails to include the Little Stillwater Creek as well. The Eastport Mill Trail and green space project is a 2-mile greenway that recognizes the history of Eastport as a milling and shipping point along the Stillwater Creek in Uhrichsville. Some of the interpretive resources include the Uhrichville Mill and dam, grain warehouses and an arched stone bridge. The Midvale Mine Trail is a 2-mile trail celebrating the legacy of the mining heritage of the Stillwater region through the use of a rail line that leads to the former Midvale mine from Midvale Park. 25 Tuscarawas River Valley Region The Moravian Valley Trail is 14-mile rail trail that celebrates the rich legacy of the American Indians and Moravians, linking Tuscarawas, Seventeen, Gnadenhutten, Port Washington and Newcomerstown. The Gnadenhutten Nature Preserve is a 7- acre natural area hosting a variety of native plants and animals. Managed by the Tuscarawas Port Authority, the Gnadenhutten Nature Preserve provides opportunities for educational hands-on experiences and the promotion of resource conservation. The Trenton Heritage Park is a 90-acre green space along the Tuscarawas River and the old State Dam outside the Village of Tuscarawas. Potential future use of this green space includes educational programs and environmental workshops by permit. The potential exists to extend this trail, linking with Dover s Canal Park and downtown New Philadelphia and to provide a water connection to the Village of Tuscarawas boat dock. The State Route 416 Scenic Roadway provides residents and visitors with a 19-mile scenic drive to experience the natural, historical and recreational resources in the Tuscarawas River Valley Region. The scenic drive follows the path of the Ohio & Erie Canal and highlights several canal-era resources from Blakes Mills at Lock 13 to Newcomerstown. Tuscarawas River 21

26 Scenic Hill Country View Scenic Hill Country Region Scenic Roadways abound in the region due to the dramatic topography. Several routes are defined to give residents and visitors an opportunity to experience the unique natural, historical and recreational resources of this region. Over 30 miles of Scenic Roadways feature dramatic long views of the woodlands and farming countryside and offer a unique perspective of the unglaciated topography of southern Tuscarawas County. This route passes through Gilmore, the birthplace of legendary Cy Young and Peoli where he is laid to rest. 27 Early Action Projects Zoar Valley Region The Village of Bolivar is working on a Canal Park, along a 1-mile section of the Ohio & Erie Canal Towpath Trail, with linkages to Fort Laurens and the Village of Zoar. Development of this critical linkage of the Ohio & Erie Canal Towpath Trail is essential to make connections to Stark County, as well as Canal Park and the Southern Canalway Center. 23

28 The Zoar connection to the Ohio & Erie Canal Towpath Trail will link the Village of Zoar through the use of Village streets and former county roadways. The 1-mile trail will cross the Tuscarawas River using the recently restored Iron Bridge at the Inn on The River. The Ohio & Erie Canal Towpath Trail is a 101-mile multi-use recreational trail linking New Philadelphia with the City of Cleveland on Lake Erie. The Village of Bolivar is the northern gateway to the 12 miles of the Ohio & Erie Canal Towpath Trail in Tuscarawas County. With the Towpath Trail bridge over Interstate 77 at Fort Laurens, hikers and bicyclists will be able to travel from Bolivar to Zoar along the Ohio & Erie Canal Towpath Trail. The connection to Dover and New Philadelphia is a critical linkage and includes an opportunity to partner with Camp Tuscazoar, a multi-use camping facility along the Tuscarawas River and the Ohio & Erie Canal Towpath Trail. 24

30 Brush Run Region The Port Washington Road is a 16-mile road connecting Baltic with Port Washington that celebrates the designation of the first state route in Ohio. Developed originally to provide farmers with a connection to the Ohio & Erie Canal in Port Washington, the road follows the approximate location of the Port Washington Road and celebrates the agricultural heritage of Tuscarawas County. A 15-mile secondary loop through Stone Creek and Ragersville offers expanded potential to view the culture and economy of this scenic region. 26

31 Buckhorn Creek Region The Buckhorn Creek Trail is an 8-mile rail trail, linking the communities of Stonecreek and Newcomerstown. The trail follows the Buckhorn Creek and serves as the southern gateway to the Tuscarawas County trail network. 27

32 Industrial Heartland Region The Ohio & Erie Canal Towpath Trail is a 101- mile multi-use recreational trail linking New Philadelphia with the City of Cleveland on Lake Erie. New Philadelphia serves as the heart of the trail network, and is the gateway to southern Tuscarawas County. As the spine of the trail network in Tuscarawas County, the development of the Ohio & Erie Canal Towpath Trail from Zoarville to the Cities of Dover and New Philadelphia is essential to the success of the Tuscarawas County Trail and Green Space Plan. The Roswell Trail connects New Philadelphia with Roswell Park and the County s eastern mining heritage communities, along an abandoned rail route that was a vital link between coal resources and the region s industry. 28

33 Dover Canal Park celebrates the canal legacy of Canal Dover and provides potential linkages to the Ohio & Erie Canal Towpath Trail, Buckhorn Creek Trail, the Tuscarawas River, Sugar Creek, the Reeves Museum, Tuscarawas County Port Authority and downtown Dover. The Southern Gateway Village in New Philadelphia offers residents and visitors with an opportunity to experience the canal heritage of the Ohio & Erie Canal while exploring the public open space improvements at the Blake s Mill and lock area. 29

36 Tuscarawas County Parks Department Vision Mission The Tuscarawas County Parks Department seeks to facilitate the planning, development and funding of multi-use trails and parks, and the promotion of agricultural lands and green spaces which preserve and interpret the natural, cultural and recreational resources of Tuscarawas County for both residents and visitors. Through the preservation and development of the natural, cultural, and recreational resources, we shall: Develop a county-wide network of public resources for recreation that recognizes the complementary role of city, village and township governments. Working in partnership with representatives from the agricultural community, trail and greenspace advocates, local citizens, businesses and local government, the Tuscarawas County Parks Department seeks to preserve and interpret the agricultural, natural, cultural and recreational resources of Tuscarawas County. The Tuscarawas County Parks Department will partner with local communities and non-profit organizations to develop a county-wide network of trails and parks, promote agricultural land and greenspaces, stimulate community and economic development and enhance the quality of life for the citizens of Tuscarawas County. Bolivar Canal Park Meet with the Bolivar Towpath Trail Committee to understand the scope of the project and determine if there is a role for the Tuscarawas County Park Department. Ohio & Erie Canal Towpath Trail for the development of the Towpath Trail into the Village of Zoar and connections south to Route 800 and into Dover and New Philadelphia. Work with the Ohio & Erie Canalway Coalition and representatives from the cities of Dover and New Philadelphia to build local community support for the development of the Towpath Trail. Assist with the drafting of a Development Plan, including the identification of private, local, state and federal funding for the Towpath Trail. Assist with the facilitation of the Towpath Trail project as needed. Assist with the facilitation of the Towpath Trail extensions, both north and south. 43 Tuscarawas County Park Department Funding There is a commitment from the Tuscarawas County Commissioners to provide seed funding for the Tuscarawas County Park Department. It is anticipated that the seed funding will be essential to providing initial support for the developing Park Department for the first two years of operation. A sample 2-year Budget has been developed to provide an idea of the amount of funds necessary to operate the Tuscarawas Park Department. This budget represents a conservative approach, understanding that funding is limited and must be allocated over multiple years. With the creation of the Development Plan in the second quarter of 2007, the Park Department will have a strategy for future fundraising efforts. Some of the key components of the Development Plan will include: Cultivating relationships with the local units of government, elected officials, Farm Bureau, Chambers of Commerce and other key community leaders to garner their support for the Tuscarawas County Park Department and the Trail and Green Space Plan. Contact the local Foundations, including the Rosenberry, Reeves, and the Tuscarawas Community Foundation to obtain information regarding their funding priorities and cycles. Develop a 2008 Budget for presentation to the Tuscarawas County Commissioners by the 3rd quarter of In order to fulfill the mission and vision of the Tuscarawas County Park Department and implement the expectations of the citizens of Tuscarawas County, the Park Department must address the issue of funding.
