A provincial Crown Corporation conducting a feasibility study for the development of a non-potable water pipeline from a point southeast of Buffalo Pound to an end point near Southey for the proposed Yancoal potash mine project An environmental and engineering consulting firm retained by SaskWater to provide engineering, environmental and public engagement support services for this project A land services company retained by SaskWater to provide comprehensive land services including stakeholder relations for this project
5 Project Description Feasibility study to develop a pipeline to supply non-potable water to a proposed potash mine near Southey, SK by Yancoal Canada Resources Co. Ltd. The pipeline will be approximately 100 kilometres long. Use of a 4 to 40 plastic or steel pipe, depending on final route and technical specifications One or two booster stations likely required Routing and construction methods will address river crossings Construction to occur over 18 to 4 months

7 Project Description SaskWater s goals for this project are to: o o o o o Find the lowest overall impact route; Reduce or avoid environmental effects; Work to obtain general acceptance from affected stakeholders; Build a long term relationship with landowners; and, Provide a reliable service to its customer SaskWater will meet or exceed all regulatory requirements throughout the development of the project
8 Economic and Community Benefits Further job creation through support of potash development Local supplies and services are required during and after construction Non-local workers will rely on local resources and services providing modest, but steady revenue to local restaurants, shops, and hotels
9 Saskatchewan s Environmental Assessment process is designed to systematically evaluate the potential environmental effects of a development so that an informed decision can be made to approve, approve with conditions, or deny approval for a project A Technical Project Proposal is being developed and will be submitted to the Ministry of Environment for review Regulatory Process
10 Regulatory Process A Technical Project Proposal provides a description of the project and an overview of the environmental and socio-economic setting for the project Potential environmental and socioeconomic effects of the project are evaluated; mitigation measures are outlined to reduce or eliminate effects Information gathered during environmental field studies and the public engagement program will be incorporated into the Technical Project Proposal
11 Regulatory Process The Ministry of Environment reviews the Technical Project Proposal and makes a determination as to whether the project is likely to constitute a development under The Environmental Assessment Act If the project is deemed likely to be a development, then a more detailed Environmental Impact Statement (EIS) is required If the project is deemed not likely to be a development, the project is approved and permits can be obtained by the proponent for construction and operation

15 Pipeline Route Considerations The study area (outlined in black on following map) was chosen to outline an area in which the project could reasonably be sited. Study area provides options for numerous corridors to be examined between the possible tie-in location on the Buffalo Pound Regional Water Supply System, and the proposed Yancoal Mine near Southey The routing approach is intended to be as transparent and as objective as possible, considering environmental, socioeconomic, and technical constraints Public input is critical to the routing process
