1 2016 Statewide Trails Conference Keynote and Breakout Session Descriptions KEYNOTE SESSIONS: Date/Time: Walking My Dog Jane Thursday May 5th, 9:30 AM - 10:30 AM Author Ned Rozell, Fairbanks Description: Author Ned Rozell has written newspaper columns about science topics for the past 21 years. In the third year of that job, he hiked from Valdez to Prudhoe Bay along the gravel road that runs beside the trans-alaska pipeline. He wrote the book Walking my Dog Jane about that experience and will share stories from that adventure at the trails conference. He is the author of four other books, including Alaska Tracks and Natural Alaska. Date/Time: Making Alaska s Trails an International Destination Thursday May 5th, 9:30 AM - 10:30 AM Representative Jonathan Kreiss-Tomkins, Sitka Description: Representative Kreiss-Tomkins is the youngest member of the Alaska House, in his second term at the age of 26. He will speak on the importance of trails in Alaska and how they can help Alaska become an international destination for adventure travel. 1
2 Breakout Sessions Thursday, May 5th, 10:45 AM - Noon Challenges and Solutions to Sustainable Trail Design Mike Shields - Technical Consultant Description: Discussion of where, when and why some elements of Sustainable Trail Design do not work as they re supposed to. Can such failures be anticipated before layout and construction, and are there ways to compensate for their absence as a design element? Are there any effective corrective actions available when such failures occur after construction? TRACK: ADVOCACY / FUNDING Government Funding Sources for Trails Steve Neel RTP Program State of Alaska DNR Jeanne Ayers LWCF, State of Alaska DNR Rys Miranda Pittman-Robertson, State of Alaska DNR Marcheta Moulton TAP / FLAP, State of Alaska DOT Description: As state coffers continue to shrink, funding sources for trails are even more important. Knowing where dollars can come from is important. Panelists will discuss various government programs that have funded trails and could provide funding for future projects. TRACK: PARTNERSHIPS / YOUTH The Anchorage Trails Initiative Raising the Profile of Trails Beth Nordlund Executive Director, Anchorage Park Foundation Moira Sullivan Live. Work. Play. Director, Anchorage Economic Development Corporation Holly Spoth-Torres Principal, HUDDLE Description: The AEDC Live.Work.Play. initiative focuses on community improvement and engagement for Anchorage. This has been broken into seven main areas of focus and Trails is one of those seven. The Anchorage Park Foundation is leading the way with the Anchorage Trails initiative, identifying appropriate, achievable things for individuals, organizations, and the community to do to support our Anchorage Trails. Panelists will highlight successes the program has had and what other communities can implement. 2
3 Breakout Sessions Thursday, May 5th, 1:15 PM 2:30PM Maps and Apps: New Technology for Trails Amalie Couvillion Co-owner, CoastView LLC Mike Brook - Software Developer and Technologist, Alaska App Works Terri Morganson - ESRI Dot Helm Matanuska Greenbelt Patrick Kell Regional Director SW and AK, International Mountain Bike Association (IMBA) Description: Technology is constantly changing and that is no different for trails. GPS and other systems have opened up many possibilities for applications that can enhance the trail experience. Panelists will share the exciting projects they are working on and how those can benefit trail builders, managers, advocates and users. TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE The Hows and Whys of Trail Maintenance Mike Shields - Technical Consultant Description: An overview of the primary tasks involved in routine annual maintenance, how it differs from rehab and reconstruction, task frequency and continuity, particular tools and skills required, and what happens when it is not done regularly. The presenter will show what factors influence the intensity of the maintenance effort on any given trail and how we might get maintenance done when there is no dedicated funding for it. TRACK: ADVOCACY / FUNDING Local Trail Group Successes Andy Schroeder Executive Director, Island Trails Network Kodiak Erik Boraas - Executive Director, Trail Mix Juneau Lee Hart Executive Director, Levitation 49 Valdez Description: Panelists will discuss the challenges, successes and lessons learned in sustaining a local trail group. Topics will include past and present projects, collaboration and partnerships, funding and sustainability. 3
4 TRACK: PARTNERSHIPS / YOUTH Youth Partnerships - Working Together to Build Trails Beth Nordlund Executive Director, Anchorage Park Foundation Chandre Szafran Partnership Director, Student Conservation Association Eileen Kazura Program Director, Student Conservation Association Description: Involving youth in trail construction not only teaches them valuable skills, but it also develops the next generation of trail advocates. Panelists will discuss the lessons they have learned while working with youth and the great opportunities that come from working with young people. Breakout Sessions Thursday, May 5th, 2:45 PM 4:00PM Mountain Bike Trail Style Choices and Trade-offs Jon Underwood Owner, Happy Trails Description: Choosing options for mountain bike trail design and construction can be complicated. Who will be riding the trail? How should it be constructed? Who should build it? What features should it contain, and how big or small should these be? How do you navigate between the extremes? In this session we will look at the trade-offs involved in many of these decisions and how to make a plan for design and construction. TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE Physics for Trail Builders Blaine Smith Alaska State Parks - Chugach State Park Description: If you ve ever found yourself wondering how to move, lift, or transport something too heavy, awkward or dangerous to carry without the benefit of modern machinery then this is the class for you. If you ve ever wondered just how much something weighs or how to generate the necessary amount of force, or if the system you ve just created will be safe, then this is the class for you. We ll use standard physics to garner all the knowledge and produce the appropriate systems for those times when hydraulics and internal combustion aren t available. 4

Panelists will discuss ways that the trails community as a whole can raise the profile of trails, highlighting the positive roles trails play in Alaska s economy, drawing visitors to our state, improving the health of Alaskans and our communities. Focusing on political, civic and business leadership at all levels the panel will share thoughts and ideas about how Alaska can continue to be a trail leader and pursue economic development by demonstrating the economic benefits trails bring to Alaska. TRACK: PARTNERSHIPS / YOUTH Pitching A Bigger Tent: How Can We Increase Diversity on Trails? Christine Byl- Interior Trails Chandre Szafran Partnership Director, Student Conservation Association Eileen Kazura Program Director, Student Conservation Association Description: Join a roundtable discussion about how to enhance and support diverse workplaces, crews, and user groups so our trails community is welcoming, receptive and vibrant. Breakout Sessions Friday, May 6th, 9:00 AM 10:15 AM TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE Basic Terrain Dynamics Mike Shields - Technical Consultant Description: A brief look at the nature and basic mechanics of the ground we build trails across. Treats that ground as a dynamic "structure" and covers slope stability (including on flat ground), soil mechanics, terrain surface and subsurface hydrology, the roles of bedrock and vegetation, all these factors in combination, and surface indicators of subsurface phenomena. Stress is on using this knowledge effectively in the selection of trail routes, structures and drainage systems that work for rather than against ground stability. 5
6 TRACK: ADVOCACY / FUNDING Private Funding Sources for Trails Jayson Smart Senior Program Officer, Rasmuson Foundation Representative Mat-Su Trails and Parks Foundation Representative - Anchorage Park Foundation Description: As government funding for trails waxes and wanes, many non-governmental funding sources are becoming more important for trail building. The many benefits trails bring to Alaska warrant a broad look at the array of funding available for trail projects. This panel will highlight a few of those examples. TRACK: PARTNERSHIPS / YOUTH Voting For Trails - Trail Bonds in recent elections Beth Nordlund Executive Director, Anchorage Park Foundation Jacques Boutet President, The Boutet Company Hugh Leslie Recreation and Library Services Manager, Mat-Su Borough Lola Flores Research Analyst, Earth Economics Description: Anchorage will have voted on a bond initiative on April 4 th that includes more than $1.5 million dollars for trail construction and improvements. The Mat-Su has an even more ambitious initiative for the November ballot that includes $2.175 million for trails. Speakers will highlight the benefits and challenges of pursuing money via bonds and the prospects for the future. Breakout Sessions Friday, May 6th, 10:30 AM 11:45 AM Procedures for Successful Trail Layout Jon Underwood - Happy Trails Description: A well-designed trail may go through many stages in the journey from concept to flagged tread line. What is the difference between concept drawings, corridor flagging, groundtruthing, prescriptions, and construction layout? What details should these include, and when should you ask for one or the other? What is the most cost-effective way to get a high quality trail on the ground? In this session we will answer these questions and provide some guidelines for working with trail organizations and trail professionals. 6
7 TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE Helical Pile Elevated Walkways Mark Gronewald Trailwerx Trails Contracting David Northup Techno Metal Post Alaska Description: Helical piling systems can be a viable low-impact solution for trail planners dealing with wetlands issues, critical habitat, poor soils or flat terrain. Reviewing a recent installation in the Palmer Hay Flats State Game Refuge, this presentation addresses the planning, design, layout, pile installation and construction steps on a typical trails project. TRACK: ADVOCACY / FUNDING State and Regional Trail Funds - Can we build one (or more) for Alaska? George Schaaf Regional Partnership Coordinator, USFS Alaska Region Representative Mat-Su Trails and Parks Foundation Description: Trail funding is often subject to the ups and downs of governmental funding. Alaska continues to prepare for a state budget downturn and how that will affect all services, including trail funding. Other states have come up with creative ways to partner with a variety of entities to augment the amount and variety of trail funding. And it s happening here in Alaska too! Panelists will share their current efforts and how they are trying to leverage more funding. Participants will brainstorm how Alaska can build on their efforts to further increase trail funding. TRACK: PARTNERSHIP / YOUTH Schools On Trails Brendan Stuart Schools on Trails Coordinator, Anchorage Park Foundation Kay Shoemaker UAF Cooperative Extension Description: Schools on Trails works to engage Anchorage schools and afterschool programs in nearby trails, parks, streams and natural habitats, and to educate students and staff about community assets and enrich neighborhoods through increased local awareness. Students help create opportunities to share in civic engagement, participate in the project planning process, foster stewardship of our lands, and instill the value of safe public spaces. Getting youth on trails is an important goal for many trail advocates. The many benefits range from combatting obesity and engaging students in experiential learning to inspiring the next generation of trail advocates and professionals. Involving schools is a great way to reach a large number of youth. Panelists will share lessons learned from the projects they have completed and are currently working on. They will share their ideas on getting students active on trails that can be used in schools across the state. 7

Engaging and sustainable signs can give trails a friendly feel and blend in to surroundings as they guide trail users. Panelists will discuss a variety of sign options they have explored, ranging from more urban to backcountry settings. TRACK: ADVOCACY / FUNDING Moderator: Alaska Trail Volunteers Steve Cleary Executive Director, Alaska Trails Paul Clark RTCA, National Park Service James Sowerwine Chugach Trail Volunteers Description: Alaska Trails has renamed its Adopt-A-Trail program and it is now called Alaska Trail Volunteers (ATV). This new name broadens the effort beyond one trail and seeks to engage volunteers in a longer and more sustained effort. The program will harness volunteers to address the ever-increasing backlog of maintenance on public lands all across the state. By training volunteers that will return year after year, Alaska Trails will enable trail managers to tap into new capacity for trail upkeep. Your ideas are welcome. 8
9 TRACK: PARTNERSHIPS / YOUTH Getting Active on Trails Erin Kirkland Alaska on the Go Anne Thomas Soles in the Backcountry, Owner - Active Soles Jennifer Howell Get Outdoors Anchorage Lars Flora Nana Nordic, Skiku Nordic Journeys Description: Both children and adults need exercise daily and trails are good way to get it. Trails are also a great resource for obesity reduction. Recent research has shown that every dollar spent on trails provides nearly $3.00 in direct medical benefits to trail users. Communities that get outside and use trails are healthier and happier. Presenters will highlight the fun programs they are involved in and share ideas about how to get more people active on trails. Breakout Sessions Friday, May 6th, 2:30 PM 3:45 PM Trail Bridge Options: An Overview Gabe Travis Interior Trails Description: Take a look at several varieties of trail bridges that have been installed across the State in the past few years, as well as a few products for crossing wet ground. Join discussion of pros and cons for specific sites. TRACK: ADVOCACY / FUNDING Chugach Foothills Trail - Unique Partnership for Unique Challenges Tom Bronga Chugach Foothills Connector UAA Students Description: Neighbors and trail advocates in Northeast Anchorage have banded together to improve a trail in their neighborhood. They are building an impressive collaboration including: the Anchorage Park Foundation, Youth Employment in Parks, UAA. They have been successful in getting grant funding and are pursuing more funding to connect the trails in their neighborhood to the Anchorage trail system. Come learn from their success and hear about their challenges. 9

TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE Combatting Invasives on Trails Matt Steffy Natural Resource Specialist, Homer Soil and Water Conservation District Description: This session will cover the principles of invasive species mitigation on Alaska s beautiful trails. From trailhead maintenance and signage, to best management practices by maintenance personnel, we can work together to keep our native landscape pristine and authentically Alaskan. Learn to identify key plants, how to record them, who to report them to, and how to keep from spreading them. TRACK: ADVOCACY / FUNDING Community Trail Group Work Session Brian Burnett Alaska Trails Community Trail Groups Description: Smaller communities with all-volunteer trail groups have done a lot for trails in Alaska. And they will be doing lots more in the near future. Come here about how they have put together plans, trails and funding for sustainable work on sustainable trails. Your ideas welcome. TRACK: PARTNERSHIPS Working with National Partner Groups IMBA Patrick Kell Regional Director SW and AK, International Mountain Bike Association (IMBA) Lee Hart Levitation 49 Description: Working with national affiliates can be a big bonus to Alaska. Come hear how Valdez-based Levitation 49 has successfully worked with a national partner the International Mountain Bike Association (IMBA). Learn what working together with a national partner can bring to Alaska. 10
11 Breakout Sessions Saturday, May 7th, 1:00 PM 2:15 PM ITREC and the Iditarod National Historic Trail Judy Bittner State of Alaska Description: Iditarod Trail to Every Classroom (itrec!) is a year-long, multi-disciplinary professional development series for educators aimed at providing the inspiration, knowledge and skills to transform classroom teaching into effective and exciting place-based service learning. Educators who participate in itrec! develop their own curriculum that increases student literacy skills and fosters student understanding of and appreciation for the public lands and resources connected by over 2,400 miles of the Iditarod National Historic Trail (INHT). TRACK: CONSTRUCTION / OPERATIONS / MAINTENANCE Schoolyard Habitats and Trails Matt Steffy Natural Resource Specialist, Homer Soil and Water Conservation District Description: Learn about the exciting practice of creating outdoor classrooms around our schools through the creation of trails, amphitheaters, interpretive sites, and interactive elements. The session will use some USFWS funded school yard habitats to provide examples of what a community can do to instill a stewardship for outdoor access in the younger generation. TRACK: PARTNERSHIPS Active Transportation for Alaska Linking Trails, Health and Transportation Steve Cleary - Alaska Trails Description: Active transportation refers to any form of human-powered transportation walking, cycling, skiing, using a wheelchair, in-line skating or skateboarding. Alaska Trails is working to increase the amount of funding to projects that enhance active transportation and is pursuing policies that would expand active transportation opportunities. Alaska Trails has consistently worked to highlight the health and economic benefits of active transportation. Alaska Trails is seeking to fund a new position that will enhance and amplify the work already being done to promote active transportation in Alaska and will connect groups working on active transportation across the state to form a network to share resources, strategies and successes. 11
12 Joint Session Saturday, May 7th, 2:30 PM 3:45 PM Doing More with Less: Trail Volunteer Stewardship Alaska Trails Board and audience participation Description: Alaska Trails has been a leader in bringing parties together to collaborate on harnessing volunteers in trail stewardship. The Alaska Trail Volunteers (ATV) is one such effort to train and retain committed volunteers to maintain trails. We ve all heard the news about the State of Alaska and the impending budget deficits. Now it s time for us to roll up our sleeves and get to work. Your ideas are not only necessary but imperative for this discussion. 12
