1 Present Minutes of a Meeting of Aldercar & Langley Mill Parish Council held at Langley Mill Business Centre at 6.30 pm on Thursday 26 January 2017 Councillors C F Booth (Vice-Chairman), S Brown, M J Fowkes (Chairman), Miss S Fowler, Mrs E Hamilton, and S Oakes. Also Present Mr A Sharpe (Clerk and Responsible Financial Officer) & Councillors B Gration and P Jones. 2 Members of the Public also in attendance to address the meeting. 1/17 Apologies for absence Apologies for absence were accepted from Councillors Miss G Becks, Miss M Fowler, Mrs T Langton-Ballard and C Morrison. Council agreed to send a card and flowers to Miss M Fowler. 2/17 Declarations of Interest None. 3/17 To determine if any items of business should be taken with the public excluded RESOLVED that no further items other than the staffing and Car Park reports should be considered with the public excluded. 4/17 Public Speaking (a) Public Matters Mr P Connolly attended the meeting on behalf of the Langley Mill Boxing Club seeking financial assistance towards a new roof at the club. It was agreed to request further detailed information for consideration at the next meeting. Mr G Johnstone of the South Wingfield and Pentrich Revolution Group also attended the meeting and asked the Council to consider funding and submitting the planning application for the proposed noticeboard and also to consider further financial support for the board. It was agreed that the Parish Council would fund the planning application, and subject to the group drafting the application, submit it to the Planning authority. It was also agreed that more detailed information would be required for the Council to consider any further financial support. (b) Police Matters There were no police present at the meeting. (c) Borough Council Member Reports
2 Councillors B Gration and Mrs E Hamilton were present and reported on various matters of interest relating to the work of the Borough Council and the locality. RESOLVED that the reports be noted. (d) County Council Member Report Councillor Jones reported on matters relating to Derbyshire County Council and in particular where these affected the residents of Aldercar and Langley Mill the text of which is as follows Community Leadership Fund I have been able to contribute 2000 towards the community garden on the Asda roundabout to be established by the Parish Council. Community Priorities Funding I have been able to support the Langley Mill Community group with a grant of I have also been able to support Langley Mill Boxing Club with a grant of 7000 towards extending the existing building to allow the club to expand 3m Aldercar School redevelopment gets go-ahead A dozen new classrooms, a library and a state-of-the-art special needs teaching facility are all to be built at a Derbyshire school during Our Cabinet has approved a 3.1m second phase of the rebuilding work at Aldercar High School, in Langley Mill. Work will begin later this month and should be completed by the end of the year. Changes to recycling centres agreed Cabinet has approved the charging scheme for soil, bricks, rubble and ceramics such as bathroom furniture and tiles to help meet Government spending targets following the consultation in which 1,188 people took part. The proposed charge is 3 per standard rubble sack. This is to make sure the scheme is cost-effective and generates profit. Derbyshire Money Week - helping residents to help themselves
3 Residents can find out how to make the most of their income, become a savvy saver and get help with financial worries during Derbyshire Money Week. Our plans to balance budget for the year ahead Plans to achieve a balanced budget for the year ahead are due to be considered at a meeting next week. Cuts to our budget are set to continue due to reductions in grants from central Government and other pressures including inflation, meeting the costs associated with implementing the Living Wage and greater demands on social care and services for vulnerable children. By 2021/22 up to 80m must be cut from our overall budget, by which time we will be spending a third less on providing services than we were before Government austerity cuts to local council funding began in A total of more than 200m of cuts has already been made. Council Tax Last year councils with responsibility for providing adult care services were for the first time given permission by the Government to raise council tax by up to 2% in addition to the maximum 2% ordinarily permitted. The Government has announced it is continuing to allow local councils to do this, with authorities being able to increase their adult social care precept by 3% in each of the next two years, or a 2% increase in each of the next three years. A 2% adult social care precept increase on the council tax in Derbyshire would raise an additional 5.6m for 2017/18 and was considered at the Cabinet and recommended to Full Council that it be approved. This would only partially protect adult care services which are facing a 12.2m cut this year. In December last year we asked residents to take part in a consultation about our budget, looking at the figures and indicating where they felt the money should be spent.
4 Responses to the consultation have been used in the drafting of the report to be considered next week. Cabinet will be asked to consider the report and the cuts proposed by services, and make recommendations to Full Council to consider on Wednesday 8 February New blueprint for Derbyshire bus services Local passengers are set to be invited to join forces with us to a draw up a blueprint for how future bus services in the county could be run. Cabinet agreed a proposal which would see representatives from passenger groups and bus companies working alongside our officers to develop a new Derbyshire bus strategy. The new plan is being worked up to reflect the need to make changes to local bus services because of cuts to funding and changes in the law. Calls for immediate extra funding for Derbyshire's health and care services A leading county councillor has written to the Government calling for immediate additional funding for the county's health and social care services. Steps taken towards shale gas test drilling application Steps are being taken by oil and chemical firm INEOS towards applying for planning permission to explore shale gas reserves by drilling on an area of land in North East Derbyshire. The company has made a request which means we're required to express a formal opinion on whether a planning application for potential drilling would require a statutory environmental impact assessment. The land is privately owned, off Bramleymoor Lane, between the villages of Apperknowle and Marsh Lane, near Eckington. Information events about HS2 A series of public information events are being held in Derbyshire about the Government's revised plans for a high speed rail link between London, Birmingham, Leeds and Manchester (HS2). People living in communities where HS2 is proposed are being urged to go along and find out how they might be affected and how to have their say.

Healthy Start is a UK-wide scheme to improve the health of pregnant women and families. The vouchers for free vitamins are available for pregnant women and children under four who receive certain financial benefits. Previously the vouchers could be exchanged for vitamins at children's centres but from 30 January 2017 the vitamins will be distributed by health visitors instead. Families with existing vouchers can contact their health visitor or visit local drop-in child health clinics to exchange the vouchers for vitamin drops or tablets. Council RESOLVED to adopt this position.
7 (b) South Wingfield & Pentrich Revolution Group Dealt with earlier. 8/17 Organisation of Events Council considered the arrangements for an organised trip in The consensus was for a trip to Great Yarmouth and Council would agree a date and ticket costs at the next meeting. 9/17 Planning and Licensing Council NOTED the following live planning applications. AVA/2016/ Cromford Road change of use from vacant land to garden use. AVA/2016/1320 Land at Cromford Road Residential development of 66 dwellings AVA/2016/1221 Railway Tavern Car wash 188 Station Road Temporary Change of Use from car wash to mixed use for both washing of cars and sale of vehicles. 10/17 Derbyshire Association of Local Councils The DALC circulars 19/2016 and 1/2017 were NOTED. 11/17 Finance Council considered a schedule of payments made for the period 1 October to 31 December 2016 and a list of payments to be authorised for payment by cheque. RESOLVED that (1) The schedule of payments for the period 1 October to 31 December 2016 as attached to these minutes be approved. (2) The list of payments now presented and attached to these minutes be approved for payment. 12/17 Allotments report The Chairman gave a brief report on the Allotment sites and discussion took place on the rents for 2018/19.
8 RESOLVED that no increase be made to allotment rents for 2018/19. 13/17 Parish Council Items for Decision/Action (a) North Street Garden Area Update The Clerk reported that he had been advised this with be completed by the spring. RESOLVED that the report be noted. (b) Budget and Precept 2017/18 The Clerk submitted a proposed budget for 2017/18 and advised on the possible precept to enable the continuation of all services. He advised that no increase be made to the precept and it remain at 86,000. RESOLVED that - (1) The proposed budget now submitted and set out below be approved for 2017/18. (2) The Council s precept be set at 86,000 for 2017/18. The supplier would be reducing his invoice to compensate. RESOLVED that the report be noted. (d) Christmas Gifts The Clerk reported on the success of the Christmas Gifts this year and it was agreed that the scheme should continue. RESOLVED that the report be noted. (e) Confirmation of internal auditor for 2016/17 Accounts RESOLVED that Pells be re-appointed Internal Auditors for the 2016/17 Accounts. 14/17 Date and Time of Next Meeting It was NOTED that the next meeting of the Parish Council would be held at the Langley Mill Business Centre, Langley Mill on Thursday 23 February 2017 commencing at 6.30 pm.
10 15/17 Exclusion of Press and public RESOLVED that the press and public be excluded from the remainder of the meeting due to the nature of the business to be transacted. 16/17 Staffing Matters and office relocation Council received a report from the Clerk on staffing matters and an update on the arrangements to move office. RESOLVED that the report be noted. 17/17 Car parking Council considered proposals to provide an alternative car park on Cromford Road including the terms and payment of a S137 Grant to the Company towards surfacing. RESOLVED that the proposals be approved and detailed in the minutes once finalised. Delegated Authority granted to the Clerk in consultation with the Chairman and Vice Chairman to finalise the arrangements.
