3 HEMS Requirements - Operating Requirements Operations Manual Operator must include and make available a HEMS supplement Operating Requirements PC3 Operations are not to be conducted over a hostile environment (this extends to twins as well as singles) HEMS Seminar 3
4 HEMS Requirements - Operating Requirements Performance Requirements Helicopters below 5,700kg PC1 at a hospital in a hostile environment i.e. hostile mainly because there is a third party risk (exempted when holding a PIS Approval) Reduction of risk due to engine failure expected at a HEMS Operating Site - Subpart G as far as possible (but see difficulties with this as explained in another presentation) Recommended site size; and provision of procedures in the OM for selection of site Helicopters above 5,700kg PC1 (equally a problem as discussed in another presentation) HEMS Seminar 4
5 Selection of Crew Members OM to contain criteria i.e. operator to establish Minimum Experience Recency (instrument) HEMS Requirements - The crew Instrument recency required because of possibility of IIMC (it does not have to be done in an IFR approved helicopter) Crew Composition - day and night Pilot and HEMS crew member by day 2 pilots by night but (mitigated) alleviation to pilot and crew member HEMS Seminar 5

8 HEMS Requirements - Additional Requirements Medical Equipment Installation and Approval (modification) i.e. no kit installed without Approval Procedure for use of carried on portable equipment must be established Additional HEMS Communications and Navigational Equipment Equipment for communication with ground organisation must be provided Formal Approval for this equipment must be obtained HEMS Seminar 8
9 HEMS Requirements - Additional Requirements HEMS Operating Base Facilities Suitable accommodation so that the crew members can rest between flights (because of this alleviation from FTL can be requested) Provision of Flight Planning and ATS contacts (most accidents result from inappropriate launching with incomplete briefing) Refuelling Procedures (with passengers on board) This is unnecessary as it repeats text already in JAR-OPS 3 HEMS Seminar 9

17 HEMS Guidance - Performance at a HEMS Operating Site Extension of alleviation of performance at HEMS Operating Site to HEMS/HHO there has been some discussion recently on the whether the alleviation extends to hoist training; training is not regulated under JAR-OPS 3 it is for the State to decide the regime under which training is conducted HEMS Seminar 17
18 HEMS Guidance Size of HEMS Operating Site This replace from the rule into the guidance because it is only a recommendation and difficult to ensure 2D by day and 4D x 2D by night HEMS Seminar 18
19 HEMS Guidance Relevant Experience Some text to clarify what was meant by relevant experience when selecting HEMS pilots if mountain operations are being considered, it is more important that a pilot has mountain experience than extensive low-land HEMS experience HEMS Seminar 19
20 HEMS Guidance Recency Alleviation for use of a non- IFR certificated aircraft for obtaining instrument recency This resulted from a ruling in Germany that IFR training could only be conducted in an IFR Approved helicopter the intent of the training was only to mitigate for the possibility of IIMC whilst operating in reduced limits (note the number of night accidents in the USA) HEMS Seminar 20
21 HEMS Guidance HEMS Crew Member (tasks) We introduced this text because the rules were being ignored; for some helicopters, the second pilot s seat was being reversed so that a stretcher could be carried it was the original intent to carry two pilots, a HEMS Crew Member was an alleviation (required for aviation duties) Task allocated (extensive text discussing the important issue of the aviation duties) Requirement for seating to accomplish task Alleviation from seating when occupied by other duties and restriction on operating minima when applied HEMS Seminar 21
22 HEMS Guidance Flight Following Because of the inherent risks of HEMS Operating Sites, it is imperative that full flight following is provided HEMS Seminar 22
23 HEMS Guidance Line Checks In some helicopters it is impossible to have an additional persons conducting line checks this provides an alleviation to conduct line checks on representative flights This is not expected to be a tick in the box on an OPC flight it has to be done separately HEMS Seminar 23
24 HEMS Guidance Ground Personnel (difficulties of training) This text is to indicate that the training of ground personnel is not the responsibility of the HEMS operator; provision of the HEMS supplement to other bodies and liaison visits are recommended HEMS Seminar 24
25 HEMS Guidance Completion of Mission In some States it was not considered that diversion to pick up fuel were part of the HEMS mission (and so attract the HEMS operating alleviations); however, this was not written so that inappropriate refuelling sites could obtain PIS status HEMS Seminar 25
