35 Airport Expansion Plans What is the justification for growth forecasts? (recent growth was due to budget airlines) Where will the growth in passengers come from? What are the national forecasts? Should growth be subject to resolving questions of surface access (and off-site car parking) and the environmental impacts of airport expansion including noise, light and other pollutants. Airport growth forecasts should not be assumed in the Joint Spatial Plan and Local Plan
