2 An Update from the STOP Campaign Andover Airfield where are we at with Goodmans, Tesco & TVBC? The last two months have seen some movement from the Highways Authority (HA) and TVBC. The HA have finally provided the document required as a statutory consultee, which was taken by Goodmans PR agent (Gerald Knight Associates) and turned into a very rosy assessment of the actuality and then published by the Andover Advertiser with no cross checking of the facts. In addition the inflated salaries also reported in the same issue may get some of the 300 unemployed people in Andover excited but they may be disappointed as there is good evidence to show that Tesco will be employing people form Weybridge and Southampton as a first choice and then migrant workers who are cheap as their next choice. In addition this is not a valid planning issue and despite this fact Tesco have written to all our councillors advising them what great jobs they are going to provide!! The truth is that we now have a letter form the HA to Sir George Young pointing out that this is a mis -representation of the facts. Of course the AA has still not published a retraction and apology despite several requests from the STOP Alliance, which may indicate a certain bias to the Tesco /Goodman camp. The new date for the planning meeting is now the 1 st September and of course everyone in Monxton needs to be present at The Lights at 5.30pm on the night. We expect a major turnout and as places are limited we need everyone to turn up on time to protest their disgust at this development. What else do you need to do: 1. Write to TVBC Planning with your objections to the Revised documents mwinter@testvalley.cov.uk 2. Write/speak to your local Councillor 3. Write to TESCO direct via Juliette.bishop@uk.tesco.com 4. Write to Goodmans direct andoverairfield@goodmanintl.com Demand NO NIGHT-TIME WORKING and a full HEALTH ASSESSMENT in your response. 27 Parish Councils, 2,500 formal objectors, 6,500+ petitioners cannot be wrong in their assessment of and opposition to the Cumulative Negative Impact of this Over-Sized Plan. Make sure you add your voice NOW and in the FUTURE. The STOP Alliance and all its supporters are in this for the long term please stay with us! 4 EXTRACT FROM THE MINUTES OF The Monxton Parish Council Meeting TUESDAY 24 th JUNE 2008 AT 8.00 pm Full edition available on the Monxton Website or from the Parish Clerk MATTERS ARISING (Abridged version) NEIGHBOURHOOD WATCH Mr Davies addressed the meeting and said that a charity box had been stolen from the Black Swan. On the night of the 24 th /25 th May 2 cars had been vandalised in the village and a further 5 in Amport. A reminder will also be put in the next edition of Monxton Matters for residents to monitor their oil tanks on a regular basis (morning and evening) as theft of oil in the area is still the main issue. A caravan was also stolen from a house in Sunnybank. Cllr Pat West advised Mr Davies to speak with Cllr Phil Lashbrook regarding this matter. Placing stickers on each oil tank was also mentioned and the council agreed to fund this idea if necessary. FINANCE The Parish council has received the first half of this year s precept, an amount of VILLAGE HALL The Chairman advised that work has begun on the toilets in the Village Hall. The trees around the building are shortly to be trimmed back, the new tables are on order and the store room has been cleared. SUNNYBANK Affordable Housing Scheme The clerk will contact Hyde Housing for clarification on the dwellings and whether they will all be for rent only, or an option to purchase. The Parish Council has been advised by Hyde Housing that any residents who wish to be considered for the properties need to fill out a housing application form with TVBC. When the properties are near to completion, TVBC will review all people on the list with a valid local connection, those people with the most points having proven local connection will be offered the properties, Hyde will do the viewings and sign-up of the prospective resident. The contacts at TVBC are Alison Murley or Donna Wagers. Clarification has also been requested on who is to maintain the play area and details of the 106 agreement. It has been suggested that this money is used towards a traffic calming scheme on the stretch of road outside Sunnybank. The 30 mph speed limit needs to be continued along this stretch with perhaps some gates being erected and the Monxton signs replaced at this entrance to the village as you approach Sunnybank from Andover. The clerk is also waiting a response from Test Way housing regarding the Sycamore trees which are causing a nuisance in the car parking area at Sunnybank.

MATTERS BROUGHT BEFORE THE MEETING BY PARISH COUNCILLORS 1,260 profit was made at this year s Mucky Duck race, which was a great achievement considering the bad weather on the day. This amount will be split between the Amport School, Village Hall, Hawk Conservancy and Naomi House Hospice Andover. It was also suggested that some of the money could be used to buy a couple of Marquees which has now been undertaken, which could be kept for village use and also be rented out for a small fee to residents. It was also suggested that it may be a good idea to purchase a small shed to go outside the village Hall for storage. Note these have now been purchased.
