1 HANBURY PARISH COUNCIL STAFFORDSHIRE Clerk: 44 HOLLOW LANE AMANDA ANDREW DRAYCOTT IN THE CLAY ASHBOURNE DERBYSHIRE DE6 5HQ Present MINUTES OF THE PARISH MEETING MONDAY 4 th SEPTEMBER 2017 HELD IN THE HANBURY MEMORIAL HALL AT 7.30PM Councillors T Iball (Chair), S Skeet, I Tyson, E Gregson, J Hendon, K Ward, J Harris, and Councillor S Smith (ESBC) and P White (SCC). 73/17 Apologies No apologies were received. 74/17 Minutes of Previous Meeting The minutes of the meeting of 11 h July 2017 were approved and signed. 75/17 Chairman s Information 1. SPCA Bulletins 20 th July, 27 th July,17 th August, 24 th August and 31 st August 2017 Councillor Iball advised the Councillors that NALC has published a new legal briefing on Data Protection Regulations, which is due to be implemented in May This will involve a Data Protection Officer undertaking stringent checks, but further guidance on the specifics of how this may affect Hanbury Parish is awaited from the SPCA. Councillor Iball informed the Councillors on the Community Opportunity to Influence Road Safety. A trial scheme is being set up and funding of up to 5000 is being offered to local groups to help improve local road safety. Hanbury Parish Council recently discussed speed limits within the village, but a group of volunteers would be needed to run any scheme. Councillor Iball asked Councillors to make other interested residents aware of the scheme, which if forthcoming, could then lead to a request for funding.

2 Councillor Iball has noted that the SPCA Annual General Meeting on December 4 th clashes with the December Parish Council meeting. Councillor Iball reported that funding had been received in 2015 to help set up the Parish Council website from the SPCA Transparency Fund. Councillor Iball suggested to the Councillors that a further application to this fund should be made, as a result of the additional running costs that have emerged over the last two years due to additional audit paperwork and data protection information which has to be uploaded to the website. Councillor Iball suggests that should the application be successful, the funding would be kept separate from the Clerk s salary, and paid as a bonus. Councillor Iball will complete the funding application. Councillor Iball informed the Councillors that the new guidance and application materials and Big Lottery Fund - Awards for All were launched in August Councillor Iball hopes other Councillors will ensure the word spreads through clubs and societies that they are part of within the village. 2. SPCA Good Councillor s Guide Councillor Iball proposed that a Good Councillor s Guide should be ordered, at a cost of 3 + P&P. The Councillors agreed, and the Guide will be kept on file for reference. 3. received on Broadband in and around Hanbury Councillor Iball reported that he had received an from Les Rees, the Vicar of St Werburgh s Church, Hanbury, regarding the potential installation of a broadband dish on the existing church flag pole. The Councillors have been asked for their opinion, and further questions were raised about the physical size of the dish, and its ability to transmit to all parts of the village (Coton, Blackbrook, Hanbury Woodend etc). Councillor White advised the Councillors that the latest BT Superfast Broadband cable is likely to be superseded within around five years, at which time 5G technology will be available, transmitted via satellite. This would make the dish obsolete, reducing demand for its use, and having the potential for it to be left neglected and not maintained. Several Parishioners have already complained about the flag pole rattling in the wind, and Councillor Smith (who installed the flag pole) stated that further anchor wires would be required, and was concerned about the additional weight of a dish if it were installed on the flag pole. Councillor Iball asked the Councillors to speak with friends within the village and report back to the October meeting. In the mean time he will have a further conversation with Les Rees. 76/17 Reports Councillor White and Councillor Smith commented on the situation regarding the buses within the village, the fact that the Ironman race had been awarded to Staffordshire.

3 77/17 County Roads The Parish Clerk reported that she had ed Trevor Mellor at Staffordshire Highways regarding the blocked drains in Hanbury, and was awaiting a response. Councillor Iball reported that he had received a number of complaints of large tractors speeding in and around the village. It was suggested that the registration plates should be recorded, and the situation monitored. If necessary, Staffordshire Police will need to be involved. Councillor White informed the Councillors that Staffordshire Highways legal team are dealing with issues on Anslow Road. Councillor Smith informed the Councillors that an accident had occurred at the exact location which is the subject of the legal team s activities. Fortunately no-one was injured but it did highlight the problem. Councillor Smith will pass the details onto Councillor White for his attention and action. 78/17 Parish Amenities Playing field: - The Parish Clerk informed the Councillors that the gate to the Playing Field has been found left open on several occasions, and faeces from a large dog has been reported. The Clerk has placed an article in the Parish Magazine reminding dog owners of their responsibilities, and highlighting that the Playing Field is NOT TO BE USED for exercising dogs, as it is an area designated for children to play. Public footpaths: - Councillor Iball reported that the wobbly post on the footpath near the Fauld Crater has still not been dealt with. Councillor Tyson advised that he would contact SCC with regard to this matter, as the farmer will not accept any responsibility if livestock escapes in this area. The Common: - Councillor Tyson advised the Councillors that he has arranged a meeting with Emma Beaman on Monday 25 th September at Hanbury Memorial Hall to discuss all issues relating to the Common. The Village Green: - The damage to the verges reported earlier in the year has repaired much of itself, due to the grass growing during the summer holidays. It was suggested that plastic matting could be installed in the affected area, which would offer some protection to the verges, but allow the grass to grow through it. Funding for such an installation would of course be a matter for debate, and as such the Clerk will write to Councillor White in the first instance for SCC to take this matter forward with the Transport Department and the bus company.

4 St Werburgh s Churchyard: - No issues to report. 79/17 Community Buses The Parish Clerk informed the Parish Councillors that the Burton Mail had published an article reporting that the Consolidated Charity of Burton on Trent had stepped in to provide funding for the Needwood Connect dial-a-ride bus that serves Hanbury, for a further year. However, the need for a long term solution has not gone away. Councillor White is taking a personal interest in this matter, and has asked any Parishioner who has a view on the service, the route, the frequency etc to contact him direct with their suggestions. The Parish Clerk was asked to create an article for the Parish Magazine, and a poster for the Noticeboards, emphasising the seriousness of this matter, and the fact that the lack of responses to recent questionnaires (5 out of 26 registered users) had led Mobility Link to reach the conclusion that there was almost no interest in public transport in Hanbury at all. A Andrew was also requested to send a letter to the Consolidated Charity of Burton, thanking them for the provision of funding, on behalf of the Parish Council. 80/17 First World War 100 Years Commemorative Beacon Councillor Iball advised that Dick Hall, the owner of the field behind the Cock Inn, is likely to agree to the building of a beacon to commemorate the 100 th anniversary of the end of the First World War, in November This location will be most visible from around the Dove Valley. The beacon must be properly constructed from wood, and with no nails, unlike the last one which took a considerable effort to clear up. Mr Hall has not confirmed yet, but a volunteer will be required to organise the materials and construction etc. 81/17 Planning Matters There have been TWO planning applications for consideration for the period 12 th July to 4 th September Erection of a car port, at Hanbury Grange, Wood Lane, Hanbury Additional storage/warehouse at British Gypsum Fauld Mine, Fauld. 82/17 Correspondence No correspondence received.

5 83/17 Matters for the Next Meeting Community Buses The Common report from meeting with SCC The Village Green report from Councillor White regarding damage Broadband dish installation on the flag pole in the Churchyard. Update on World War One commemorative beacon. 84/17 Date of Next Meeting The next meeting of the Parish Council will take place on Monday 2 nd October 2017 at Hanbury Memorial Hall.
