1 Page 1 PABB01209 MINUTES Bloomfield Borough Council June 5, 2012 Bloomfield Borough Council met this evening in regular session in the Bloomfield Borough Council Chambers with the following Council members present: President Pierce L. Clouser, Jr., Vice President John M. Long, Leroy J. Weller, Edwin G. Robinson, John J. Patterson, V., Malinda C. Anderson and Patricia A. McCarty. Also present: Mayor Arlis Krammes, Borough Secretary Nancy Pote, Assistant Borough Secretary Alycia Pote, Borough Enforcement Officer Frank Freeland, Planning Commission Representative Melanie Rowlands, Administration Technician Karl Cless, Dale Beaston, Tom Burd, Noelle Barrett (Perry County Times) and Kevin McCarty. President Clouser called the meeting to order at 7:00 p.m. MEETING OPENING Recording of the Meeting President Clouser advised the attendees that the meeting was being recorded by the Council for the accuracy of the minutes and stated that side conversations should be conducted in the hallway so as to not disrupt the meeting or its recording and reminded everyone that talking when someone else is speaking also disrupts the meeting and affects the recording. President Clouser further requested that those individuals in the audience desiring to speak identify themselves prior to speaking. Approval of Minutes Councilman Patterson made a motion, seconded by Vice President Long, to approve the minutes of the May 1, 2012 meeting as reviewed. Motion carried. Approval of Financial Report Councilman Patterson made a motion, seconded by Councilman Robinson, to approve the financial report for May 2012 as presented. Motion carried. BID OPENINGS Borough Building Front Window Installation President Clouser proceeded to open the following bids for the replacement of the windows in the Borough Office and the Council Chambers: Weller Brothers $17, Barnett Street New Bloomfield, PA Hershocks, Inc. $17, North Sixth Street Harrisburg, PA Mitchell Eby $18, P.O. Box 402 New Bloomfield, PA Vice President Long made a motion, seconded by Councilman Patterson, to accept the bid of Hershocks, Inc. in the amount of $17, Motion carried.

2 Page 2 PABB01210 PUBLIC COMMENTS President Clouser stated that anyone not on the agenda can have three minutes for their presentation and requested if anyone desired to discuss any matter at this time New Bloomfield Fire Company Report (NBFC) Tom Burd, New Bloomfield Fire Company, presented Council with copies of the 2011 NBFC Report and stated that that a representative of the NBFC will be available to answer questions at a future meeting of Council if there are any questions that might arise upon the review of this document. Solicitor s Report ENFORCEMENT Spring Lake Development Court Order/Orrstown Bank President Clouser reported that he spoke with John Knutelsky at Orrstown Bank to discuss the need for their designated attorney to prepare a deed for Lot 30 that houses the lift station, transferring ownership from Orrstown Bank to Bloomfield Borough, with no right-of-way and the bank will give the Borough 1 ½ truckloads of topsoil from the property. President Clouser further stated that we must wait for the proper deed to be prepared and recorded. Borough Enforcement Officer s Report Monthly Report - BEO Freeland reported in May he had 6 skateboard complaints, 8 incidents, 5 car matters, 7 code violations and 9 telephone calls. Pedestrian Safety President Clouser stated that no parking signs are ordered for the North side of West High Street between Apple and Chestnut Streets. Announcements and Correspondence ADMINISTRATIVE Ballfield Tractor President Clouser reported that the New Bloomfield Firemen s Club informed the Borough that it will not maintain or want their tractor that was used to drag the ballfield; therefore, the Borough has taken over that tractor and its maintenance and is looking into a possible replacement. Mayor s Report West Main Street Mayor Krammes reported that she has talked with the realtor for West Main Street and they are cleaning up the yard, pond and house and will keep the property tidy. Signs on Monument Mayor Krammes stated she continues to remind people or organizations that have posted signs on the monument itself that this is prohibited; however, signs are permitted on the side grass areas. Borough Parking Enforcement Officer s (PEO) Report Mayor Krammes reported that PEO Nichols is doing a good job and in May she issued 9 tickets and 1 remains unpaid. President Clouser further stated that her payroll form has been revised and provided to her.

3 Page 3 PABB01211 New Bloomfield Elementary School (NBES) Mayor Krammes reported that she went to the NBES to ask them not to mow grass onto the streets and also asked them to take care of the sidewalk that belongs to no one that was installed by the Borough for pedestrian traffic to and from school and is located along Chestnut Street from West High Street to a private alley. Mayor Krammes stated she left a message in the office and anticipates a favorable reply. Travel Trailer Karl Cless reported he researched the parking of a travel trailer on a Borough Street because of a complaint by a resident and found it to be prohibited to some degree. Upon further discussion, President Clouser stated the ordinance referred to is under mobile homes and mobile home parks and he is referring the interpretation of this ordinance to Solicitor Wagner for his review and findings. Bloomfield Borough Water Authority (BBWA) Report President Clouser stated that at the May BBWA meeting, J. Bruce Miller resigned effective immediately from the Bloomfield Borough Water Authority. Councilman Weller made a motion, seconded by Councilman Patterson, to accept the resignation of J. Bruce Miller from the BBWA with a term expiring December 31, Motion carried. President Clouser stated the name of S. Carl Pote was submitted as a replacement for the unexpired term of J. Bruce Miller. Councilman Weller made a motion, seconded by Councilwoman Anderson, to accept the appointment of S. Carl Pote to the BBWA with a term expiring December 31, Motion carried. Bloomfield Borough Planning Commission s (BBPC) Report - BBPC Member Melanie Rowlands reported that the BBPC met on May 21, 2012 for final review and approval of the zoning map that is street and parcel # specific. BBPC Member Rowlands further reported that the map is posted on line. Administration Technician (AT) Report Energy Savings Rebate AT Cless reported that the $728 rebate check from PPL for the lighting upgrade project was received. Borough Office/Council Chambers Heating/Air Conditioning AT Cless reported that the air conditioning unit installation by James E. Swenson, Inc. has been completed and paid for. AT Cless further reported that an energy incentive rebate application to PPL has been completed and mailed relative to the AC installation for reimbursement in the amount of $600. Grass AT Cless reported he applied weed and feed fertilizer to the front lawn of the Borough Building and Post Office. At Cless further reported that he pulled weeds from flower/shrub beds and sprayed weed killer to open areas. Roof Repair AT Cless reported that he purchased materials at a cost of $40 to repair the vertical parapet wall on the Borough Building roof. Sylvester s Garbage Contract Vice President Long stated that he personally has a problem with conditions being put on us when the bid was awarded and these conditions did not exist. Upon recommendation by Councilman Patterson, President Clouser requested the Administrative Committee review the bid guidelines and meet with someone from Sylvester s Services to discuss the contract. Grants ARLE Councilman Patterson reported that AT Cless completed and mailed the ARLE grant follow up paperwork to PennDOT for the traffic control signage reimbursement in the amount of $4,100.

4 Page 4 PABB01212 DCED Block Grant Councilman Patterson stated that the Borough did not qualify for the block grant because of the financial (low income) requirements. Perry County Boroughs Association (PCBA) Vice President Long reported that he was notified by that the PCBA intends to meet quarterly and this will require a change in their bylaws. Aesthetic Committee Report AESTHETIC Historical Markers Councilwoman Anderson stated that Councilman Weller and she personally delivered the two markers to Jay W. Smith and he will repair them at no cost. Councilwoman Anderson further stated that the finial that was missing was found by Mr. Graham. Councilwoman Anderson stated that the two signs will be done by the end of July and installation will take place prior to the New Bloomfield Street Fair that is scheduled for the second Saturday of September. Councilwoman Anderson stated that the placement of the markers will be one at the farmers market (square) and one at the Borough Building. Shade Tree Commission - Councilwoman Anderson stated that two trees were removed and replaced at 108 Barnett Street. Councilwoman Anderson reported that the three trees that were removed at 103 Church Street must be replaced and she will make contact with the property owner. Secretary Pote stated that today the County was in the process of replacing the trees on North Carlisle Street beside the Courthouse West Main Street Councilwoman Anderson reported that a tree has been planted at West Main Street. PERSONNEL Personnel Committee Report President Clouser stated that the Committee met and determined that there will be discussion sessions with all Borough employees. RIGHTS OF WAY AND UTILITIES SBR BOD Problem Councilman Patterson stated that an emergency situation occurred last month which necessitated the Borough to bring in G.R. Sponaugle to repair a broken pipe on the digester. Councilman Patterson further stated that steps have been taken to remedy a potential problem on a similar system by putting in new stainless steel brackets to hold the pipe in place. WWTP Expansion Study Councilman Patterson reported that our engineering firm, Buchart Horn, Inc., was here to help us plan a sludge basin for our plant and also to determine what is needed by 2014 to make us Chesapeake Bay Tributary Strategy compliant and their fees to do this is estimated at $12, Councilman Patterson stated that the Rights of Way and Utilities Committee needs to meet to review this, get questions answered and to determine other avenues available other than what was proposed. Councilman Patterson further stated that we are not in a position to sign this contract at this time. West McClure Street Sewer Line Replacement Councilman Robinson stated that the sewer line is in and the project is done. Councilman Patterson stated that there is some paperwork that needs further review prior to discussion. Councilman Weller stated that a change order was approved for paving to the curb in the amount of $4, and this amount will be used from the grant.

5 Page 5 PABB01213 East McClure Street Paving Councilman Patterson reported that they have been in contact with Rogele, Inc. and the project is expected to begin the latter part of next week and No Parking Signs will be posted when it is deemed necessary. North Carlisle Street Patching Councilman Robinson stated he will meet with Kitner Brothers to obtain a cost to patch North Carlisle Street where needed and get back to Council next month. Walkway Ramps Councilman Weller reported that Lloyd Geesaman completed the masonry job that now makes the ramps in front of the Borough Building ADA compliant. Administration Technician (AT) Report ADMINISTRATIVE Handicap Ramp AT Cless reported that the handicap ramp to the lower level of the Borough Building needs attention and this needs to be considered for the 2013 budget. There being no further business upon motion by councilman Weller, seconded by Councilwoman McCarty, meeting adjourned at 7:43 p.m. to meet on Tuesday, July 3, Motion carried.
