The Councillors were asked to put forward a person for the post of Chairman as the current Chairman had, when he was awarded the post stated that he would only stand for a year. The Councillors Working With You, For You asked Cllr J Tobin to be Chairman. She agreed and Cllr Pacey proposed her and Cllr Gough seconded her. All Councillors in favour. 2. The same occurred for the post of Vice-Chairman. Cllr Donger was nominated and this was proposed by Cllr Wright and seconded by Cllr Bayman. All in favour. 3. 3 Public Open Session A resident gave congratulations on becoming Chairman offered to Cllr Tobin. She thanked him. A resident asked for a copy of the minutes of the previous meeting? Advised they would be given to him at the end of the meeting. Regarding Planning Applications and in particular 16/00128/DIS Landscaping of 38 Belvoir Road. He proposed that the revised application with the new proposed planting was not acceptable as the planting would cover the pavement due to the small gap in which the planting is taking place. He asked the PC to support his complaint that it is not acceptable. Cllr Smith to look at it all and suggest plants which grow up rather than out. Would the Council update us on the Neighbourhood Plan Steering Group and interpretation boards. This would be done at the next meeting and an update would also be given then. A resident who lives opposite the station where the road has been resurfaced states that a lot of pot holes have been left. This is being dealt with by Cllr Gough. The rule is 150mm they should cut back to that line. He has already contacted Melton BC and they will contact him to discuss it further and get it resolved. Cllr Bayman said that from Market Street and outside the clay pigeon shooting along to the level crossing the road surface was poor and dangerous. Clerk to contact Highways Department. ( sent 11 May 2016) Cllr Bayman another sign has been knocked down and this is the signage to the tip Bottesford. Clerk to contact MBC Highways Dept. ( sent 11 May 2016) Regarding the public open space play area on Howitts Road, there is an electric cable which runs down the fence towards the garage on Howitts Estate. It used to be used to light up the show home and needs to be checked that it is now live. Clerk to contact Ian Smith Electrical to check the cable ( sent 11 May 2016) A resident wanted to express his gratitude to Mr A Roper for his prompt attention in updating the website etc and also to congratulate all the Councillors on their appointments as Lead Members. Absent In Attendance : Councillor J Goodson : The Clerk and 15 members of the public. The meeting was held at Old School Grantham Road Bottesford and started at 8.00pm Declarations of Interest 10. No declarations given. Minutes of the previous meeting held on 11 April Resolved : That the minutes of the previous meeting held on 11 April 2016 be received and confirmed as a true record. 09. Matters arising None 11. External Reports Final Recommendations on the new electoral arrangements. The report was passed around the Councillors and an explanation given by Cllr Tobin of its meaning. Resolved : To accept the report. Seen and approved. Proposed by Cllr Wright, seconded by Cllr Tobin. All in favour. MBC Councillor Chandler s Report Regarding the new electoral arrangements she said following a consultation period which began last summer there have been some changes to the wards within the Melton Borough. Asfordby is to become Melton Wolds as it is now to cover Buckminster, Wymondham and

5 several small villages and hamlets previously within the Belvoir Ward. The aim of the exercise was to try and equalize the number of electors in each Ward. Belvoir Ward had become larger than the other Melton Wards. The Planning Application at Easthorpe Lodge had been approved along with officer s recommendations. Of the statutory consultees 8 had no objection, the Parish Council being the one objector. Members visited the site and whilst aware of the Parish Council s comment that the development would be out of character with the area, felt that when the reserved matter application came forward this was the time to raise this issue. Personally, I was disappointed that the Parish Council was the only Parish not to put forward a speaker at the Meeting to back their case. At the same meeting outline approval was granted for 520 houses to the south of Melton. A section 106 legal agreement has been attached to the approval which will commit the developer to a 4.5 million contribution towards the ring road/bypass around Melton, and a commitment to 44% of the development as affordable. The agent who put forward the application stated he anticipated that the houses would be built over a year period. A meeting of the Local Plan Working Group is due to take place the following evening, when Officers from the County Council Highways Department will be in attendance to disclose the projected route of the relief road around Melton. Grant money is still slow coming through, whether it is from LEP or other bodies. The Local Football Club whilst being informed that they have been successful in their quest for monies, from both Sport England and the Football Foundation, they are still awaiting final notification of when they can begin building. The Leicester Housing Market Assessment have recently commissioned the preparation of a new Housing and Economic Development Needs Assessment. Its findings are not expected until October 2016, however, draft findings are expected in advance of consideration of our own draft submission, which we hope to go to Full Council in September. However, if HEDNA is delayed or indicates substantially different needs for the Borough our draft will have to be amended accordingly. It is therefore essential that we make provision for additional or reserve sites which can be allocated if the need arises. Our 5 year Land Supply is still causing concern and it is being recommended that more smallmedium sites be allocated across the Borough, as smaller sites are nearly always shovel ready. The results of the consultation regarding settlement roles reveal that within the Borough 90 people answered that they support Bottesford being recommended as a Primary Rural Service Centre, 14 objected whilst 345 did not answer the question. Leicester City Council have stated that they do not have land within the City for house building, and there is still uncertainty which neighbouring authorities they will look to, to take their share. I attended a course on Tackling Child Exploitation, which all members are being asked to attend. At the invitation of the Governors of Belvoir High School I attended a consultation event to discuss the recommendation from the Trustees and Directors of the Belvoir and Melton

6 Academy Trust that B.H.S and M.V 16 are separated and that each joins a Multi-Academy Trust to secure the long term future of each centre. The consultation runs for a 6 week period ending 27 May It is recommended that B.H.S joins the Priory Federation of Academies Trust who already run 3 academies in Lincoln and one in Grantham. They have proved their financial viability. Sadly the link with MV16 at Melton had not worked out, I know this from colleagues at Melton who have always been puzzled by the link in the first place. MBC Councillor Wright s report 83 million have been estimated (as per MBC Chandler s report) For the past four consecutive years the Borough Council Social Housing has met the Decent Homes Standard. Melton Borough Council s Annual meeting is on Tuesday 17 May MBC Councillor Wright will stand down as Chairman of the Community and Social Affairs Committee owing to being Mayor Elect. Councillor Bayman The decision on Easthorpe is regrettable MBC Cllr Chandler said they lost the decision as it was out of character was behind the current stock. Areas of separation have become vaguer and need preserving. Easthorpe/Bottesford gap needs preserving. MBC Cllr Chandler said that a site visit and the Head of Planning looked at more backland development and that garden has no effect on the separation. Cllr Pacey stated that others are in the pipeline which will do the same. MBC Cllr Chandler stated that they cannot pre-judge what might happen but that they are conscious of appeals but Government is telling them to vote that way. Cllr Wright stated there are two areas of separation which came in between Green Lane, Easthorpe and in between Bottesford and Normanton. Cllr Bayman said that further behind everyone is of concern. He feels the report says that because they were technically incorrect. The PC has to be protective of land around it and protect the character whether large or small developments. MBC Cllr Chandler said that Bottesford was the only Parish Council not to attend to make representations and that if more than 8 houses are being built then it goes to committee and Parish Councils are invited to cross question District Councillors. Again, Bottesford did not make any representations. Cllr Bayman asked if there was vulnerability around funding for the football club. MBC Cllr Chander said it won t be lost just going at a snail s pace due to one blaming the other. Releasing the money was the obstacle. 12. Internal Audit

7 The accounts prepared by David Slight were sent to all the Councillors for inspection. Accept annual accounts proposed by Cllr Wright, seconded Cllr Bayman. All in favour. Section one and two of Grant Thornton form signed in front of everyone by Chairman and Clerk. 13. Planning 16/00254/FULHH 5 Albert Street Bottesford. Single storey extension to rear of property, construction of first floor bedroom above existing garage, to include dormer windows and flat room extension to the kitchen with glazed lantern and roof lights. This had been brought to the council before and none of the councillors had any objections. Decisions 16/00228/NONMAT Mulberry House, 53 Station Road Bottesford minor amendments to width of building to accommodate staircase this had been approved before this meeting took place. 16/00256/TCA Danby House 4 Devon Lane Bottesford to remove Leylandii tree and removal of a stump of a dead cherry approved. 16/0040/FULHH 15 Silverwood Road Two storey side extension to include single storey garage and front porch approved. 15/01016/OUT Easthorpe Lodge Manor Road Easthorpe demolition of domestic outbuildings and the erection of 9 dwellings, garage block and associated infrastructure. All matters reserved except for access from Manor Road and Green Lane. Awaiting a decision 16/00074/NONMAT Evergreen House 22 Pinfold Lane change windlw style of the existing garage 16/00114/FUL Eastcote 91 Grantham Road Bottesford new garage 16/00131/FUL Jubilee Cottages 2 The Green Muston domestic garage 16/00121/FUL proposed development of 4 new buildings and all associated works to the rear of Daybell Barns 16/00128/DIS Discharge of landscaping Scheme (15/00542/FULHH 38 Belvoir Road Bottesford 14. Update on Allotments There are two repairs which need doing: a) Gate post renewal clerk to organise.

8 b) Small gate metal catch is rough and needs smoothing off to stop injury clerk to organise. c) Mowing needs to be done where the new allotments have been formed and around the Garden Association Huts clerk to organise. d) Richard Hopkins needs to clear away old rugs which he was supposed to have already done clerk to organise. The majority of allotments now have their numbers displayed but a few still need to comply. There are one or two allotments which still need to be tidied up. Final to be sent. We still have a waiting list for allotments but once the soil tests have been done and the results known then they will be let. The cost of the three soil tests will be between HS to action. Proposed by Cllr Wright, seconded Cllr Smith. All in favour. The vast majority of the allotments look in good order. A water pipe was repaired on the Easthorpe Road site. To finish, there have been some really nice, positive comments from the allotment holders. 100 vouchers to be ordered for the judging of the allotments clerk to organise. Cllr Tobin thanked them for all their work and help. 15. Update on lighting of the beacon for the Queens 90 th birthday. Cllr Tobin stated that the event went really well. Everyone had a good time. Next time it was suggested that union jack flags are displayed on the walk up to the beacon. 16. Correspondence received. 1. Free dog chipping on 28 April through Dogs Trust (had been displayed on notice boards). 2. Bottom stone nearest the hand gate on the church path at the end of Church Lane has been pushed out. Referred to Ken Kennedy who was unable to do the work so passed to Chris Greasley. 3. Wired pathway bolt holes had become enlarged and the wood path was moving. Referred to Ken Kennedy who was unable to do the work so passed to Chris Greasley. 4. LCC Shire Community Grants for energy efficiency. 5. Tesco Bags of Help Grant Programme from the money people spent purchasing bags for their shopping. Deadline 3 June.

9 6. I Markings Stable Court form to be sent by LCC for work to be done. Clerk to chase. 7. WWI event 7 November They are providing stewards and other security measures which will be covered by our insurance upon renewal. Event to be held in Old School. 8. Thank you letter from Dan, James and Lynda Cooke to Cllr Tobin for her time and help with organising and facilitating the YPC meetings. The boys have enjoyed it and learnt a lot about local government and the issues affecting the parish. They are looking forward to it resuming in the Autumn. 9. Bottesford Sewage Pumping Station. STWA notified residents of the work they intended to do and a resident complained direct to them and asked the PC to support him because he felt it was going to make it look like an industrial area. The A. Clerk wrote to STWA, NMC and the resident asking for them all to meet to discuss the matter and to try and resolve it amicably. This has now been done and all parties are happy. 10. Pre-School Grant we had a thank you letter. 11. RCC sent a letter requesting annual subscription 50 put into folder to agree payment. 12. Melton BC supplied details about a footpath diversion F78 Elm Farm Bottesford Elm Farm Normanton nr Bottesford Public Path Diversion Order No Noted 13. One resident had written many s to the Parish Council with a few questions and many remarks and he was told that his correspondence would always be read out at the meetings and a formal reply stating this would be sent by the Clerk. 17. Update on Skate Park Cllrs Bayman and Wright The skate park is loved by the village. The committee is also nearly defunct. Five or six residents and parents are keen to volunteer but won t until the personal liability element is removed. The Parish Council are to ask for legal advice for this such as a disclaimer and this will then be written into a form that is acceptable in order that volunteers can deal with all skate park matters. Clerk to write to lawyer. Cllr Wright stated that he had had an from JP who was going to investigate this. Ian Wright is struggling and talking about repaying the loan to the skate park for 309 which indicates that the bank problem is resolved. Some of the equipment is in a dangerous state. Clerk to discuss financial situation with IW. 18. Funding request Bottesford Youth Club submitted a funding request for 2500 to cover the Youth Club s rent.

10 Initially it was decided to let the new Funding Committee meet separately and discuss the request and then report back at the next meeting. It was then proposed that it is not deferred but instead a decision is made on funding tonight in front of the new Lead Members who are Cllr Bayman, Tobin, Gough and Smith. They had all seen the application well before this meeting. Proposed by Cllr Gough, seconded Cllr Smith. All in favour. When the Funding Members wanted to vote on the request and agreed to fund the application in full. Cllr Smith was in favour of supporting YC and the future of the PC and felt that by involving YC that they would support us in the future. The meeting was also told that the YC would match the amount by them fund raising. Cllr Gough said that the application is for funding for the rent but that they are also trying to raise funds for a lift for a disabled person and that David Wilson Homes are to give them a free kitchen. Cllr Tobin stated that David and Amanda Bishop are doing an excellent job with the Youth Club. Cllr Wright abstained from the vote because, he stated the Funding Committee should review the application and make a recommendation to Full Council at the next Parish Council meeting, if not what is the point of having a Funding Committee? There was a vote to allow funding of 2500 to Bottesford Youth club. Proposed by Cllr Tobin, seconded Cllr Smith, Cllr Wright abstained but the rest were all in favour. Clerk to organise payment. 19. To discuss whether to move to a new website provided by 2Commune or to look at alternative bespoke website. Cllr Donger is away, the Acting Clerk has written to other parish councils to establish which websites they use, how easy they are to update, approx. costing. A couple of replies have been received. The PC thought they were not in a position to make a decision so this was deferred until the June meeting with a view to a recommendation being made to leave sufficient time for the information to be transferred over by September when the old website will end. 20. To discuss and consider quotations for supply and erect fencing and gate for adult gym equipment on Grantham Road. In December a Health and Safety officer came to the site and immediately said that we were breaking the law without correct signage and fencing which needs doing urgently. There will only be one access off Grantham Road.

11 Quote A (bespoke made by hand) Quote B The firms giving the quotes were given the same spec although we require the fencing round topped not pointed and a metre high is fine for compliance. The Parish Council require a personal trainer to encourage the correct and regular use of the equipment. Please contact the clerk if you are interested in this voluntary post. Proposed Cllr Wright for acceptance of quote B, seconded Cllr Pacey. Cllr Bayman abstained but rest were all in favour. As the site needs to be DDA complaint then the gate needs to be wide enough for a wheelchair, the fencing needs to have rounded tops and a suitable gradient for DDA. If these changes still meet Quote B cost then this would remain the preferred option. Accept Quote B subject to the caveats proposed by Cllr Bayman, seconded by Cllr Shephard. All in favour. 21. Update on Parish Council May Day Event. For the May Day Event we had a large marquee which was decorated. We welcomed everyone who visited the stall. The Lions created a wonderful day. Good fun was had by all and we look forward to next year. 22. Finance. B) The bank balance@ 22 April 2016 stands at for account 7565 and for account D) The Clerk was asked to query some payments. Proposed by Cllr Sheppard, seconded Cllr Wright. All in favour. 23. Utilities and street lighting. The list has been wrong in the past. It needs sorting out once and for all. Cllrs Gough and Shephard will sort the matter out in time for the July meeting. Cllr Tobin extended thanks to them both for their work and dedication. 24. Update on projector purchase. Cllr Donger is on vacation but has ed a list of projectors to Cllr Wright. He recommended EVX 31 which costs nearly 300. Cllr Wright wants to discuss the matter further with Cllr Donger and make a final decision.

12 Proposed by Cllr Tobin, seconded Cllr Gough. All in favour. A request was made that the projector be shared with all groups to make maximum use of it and make it inclusive. All Councillors were in favour of this idea. 25. Cllr Tobin made a closing statement. Meeting closed 9.45pm Outside of the meeting: The Acting Clerk was approached at the end of the meeting by a resident who asked about the position with the yard and was told a formal letter would be sent. A member of the public reiterated that they want the Parish Council s support regarding the bad planting Planning Application where the new application still had the wrong type of plants being used. They wanted the correct type of plants to be suggested to MBC.
