4 2. Briefing of Last Meeting on 19 th October 2011 No amendments to the briefing have been notified. 3. Matters Arising Efficient Use of Medicines (Waste Medicine) The Efficient Use of Medicines group was set up following a presentation to the PPF Networking Group by Pat Murray (Director of Pharmacy) and Sandra McNaughton (Associate Director, Contracted Community Pharmacy Services & Community Health Partnership Development). In addition to acute, primary care and community co-ordinator pharmacists, the group has representatives from each of the PPFs and a representative from the Scottish Health Council also attends. A copy of the agenda from the last meeting was distributed to illustrate the range of topics that the public representatives were able to feed in to. The next meeting is to be held on 2 August at which there will be more discussion of specific items on the pharmacy team s workplan. A discussion was held and the following points were raised to be fed back to pharmacy leads on the Efficient Use of Medicines group. Up until now there has been no feedback from GPs or nurse prescribers; community pharmacists could be represented also, although it is important that continuity is maintained. Disappointment was expressed that waste medicines cannot be categorized for different medications to get a more accurate idea of costs. Need for a better baseline figure for medicine waste. Most prescribing is done by GPs but are paid for by NHS boards. Involving GPs in tackling this issue at an early stage is important and may lead to more effective solutions. Better discussion with patients, carers and relatives about their medication on discharge from hospital; also better communication with community staff and other people involved in ongoing care. It was noted that the North and South Edinburgh PPFs have contributed to a workshop on discharge planning Efficient use of medicines is a huge issue for NHS boards throughout Scotland with prescribing budget taking up a large portion of the overall, which is often overspent. Noted that the West Lothian prescribing budget is not normally overspent what are they doing differently. Suggested that this is a legacy from earlier prescribing patterns. Recognition must be made that some medical conditions require a level of trial and error with medication and this may lead to waste Telephone consultations may give rise to wasted prescriptions Group members stated that they felt the Efficient Use of Medicines group was an important way for the public to feed in their views on pharmacy issues. Recognition was given that this was an excellent output from the Public Partnership Forum Networking Group. It was noted that the Efficient Use of Medicines group is open to all PPFs and if other members of the PPFs which to attend they should be encouraged to do so. Action: This item will remain on the agenda for the next meeting. Points raised to be fed back to pharmacy leads on the Efficient Use of Medicines group Page 3 of 12

5 Public Partnership Forum Induction Pack All the PPFs contributed to development of this pack which provides a basic introduction for new members. The final copy has been sent to the PPF coordinators. For some PPFs this has also been distributed amongst existing members. The Induction Pack contains information about NHS Lothian and is designed to be supplemented by local information e.g. the one sent out in Midlothian also includes a copy of the Working Agreement. Action: Scottish Health Council to highlight to PPF coordinators that existing PPF members throughout Lothian may wish to view the Induction Pack. The Scottish Health Council Lothian office also has a copy which can be sent out on request. 4. Alternative to Direct Elections Billy Peacock gave an update from NHS Lothian board. Chief Executive, Professor James Barbour OBE has retired from his role at NHS Lothian. Mr Tim Davidson will take his place on an interim basis. A review into operational management of waiting times practices in NHS Lothian has been carried out on behalf of the Scottish Government and NHS Lothian has fully accepted the findings. Audit Scotland has been asked to conduct a more wide ranging review into the management of waiting times which will encompass all territorial NHS boards in Scotland. Over the course of 2012 NHS Lothian is looking for six new members to join its board. The closing date for these non-executive positions was Friday 2 March Three of the positions may also carry the additional responsibility of Chairing a Community Health Partnership. Billy Peacock and Shula Allen, both non-executive board members appointed through the alternate to Direct Elections to NHS boards pilot, have had their term of appointment extended for a further two years. An interim evaluation report on the pilot projects for expanding public participation in NHS board decision making is available using the link given below. Page 4 of 12

6 The Health Boards (Membership and Elections) (Scotland) Act 2009 requires ministers to publish a report which will include an evaluation (carried out by an independent person) of I. The level of public participation in the Health Board elections II. Whether having elected members on Health Boards led to increased engagement with patients and other members of the public or improved local accountability of the Health Board in the specified Health Board areas, and III. The cost of holding the Health Board elections and the estimated cost of holding future Health Board elections in all Health Board areas. This report should be published at least 2 but no later than 5 years after the earliest Health Board election. The pilot scheme will terminate no later than 7 years after the earliest Health Board election but Ministers may elect to terminate the scheme earlier than this. PPFs are invited to contact Billy Peacock directly if they have any issues or concerns that they wish to bring to his attention. Action: PPF representatives present agreed for their contact details to be shared. Information about newly appointed board members to be sent out as it becomes available. 5. Scottish Health Council Update A briefing sheet has been produced outlining a summary of national and local workstreams that Scottish Health Council provides input to. The Participation Standard National Overview summarises the 22 assessment reports which described how each of the NHS Boards throughout Scotland performed against the Participation Standard in , and includes examples of good practice gathered from NHS Boards across the country. Review of Lothian Public Partnership Forum Networking Group A draft report on the review and associated action plan was discussed and points noted to feed in to the final report. Sharing of information with wider PPF It was noted by a number of representatives that this is not without difficulty. Issues raised were that although there was no attempt to withhold information about the PPFNG, PPF members already have a huge volume of paperwork sent out to them and outputs from the PPFNG just added to that. Other representatives would discuss issues raised at the PPFNG with their coordinator and bring up the items that were most relevant for their PPF. It was recognised that this might result in a bias towards a particular point of view. The briefing notes were made available to all members on request. In general, items from the PPFNG were discussed and reflected in minutes of PPF meetings throughout although not all items were fully shared. PPFs had a variety of mechanisms for providing feedback to their members. Page 5 of 12

7 Statistical information Where statistical references are included it needs to be clear what the statistics mean. Wider Networking It should be recorded that the existence of the PPFNG and Scottish Health Council s support to PPF representatives has fostered links that would not otherwise have been made although doubt was expressed that this was solely down to the existence of the PPFNG. Enhanced networking within the Lothian PPFs has certainly been achieved. Terms of Reference It is important that everyone is aware of their responsibilities as identified in the Terms of Reference. Action: The Report will be finalized and sent out together with a draft Action Plan for comment. 8. A.O.C.B Integration of Adult Health & Social Care consultation Some details on this are included in the Scottish Health Council Update Briefing sheet. Further information on the consultation events will be sent out as it becomes available. Transport Billy Peacock has been invited to chair the NHS Lothian s Transport committee. Communications Stuart Wilson, Head of Communications NHS Lothian, gave a presentation on NHS Lothian s new Communications strategy and changes in the field of communications taking place. The current Communications strategy was agreed in The pace of technological change in particular now means that this is very out of date. Stuart thanked PPF representatives for their comments given at a previous meeting in January 2012 which have been used to feed in to this strategy. PPF representatives were invited to give further comment on the strategy which can be sent directly to Stuart by to Stuart.Wilson3@nhs.net or to NHS Lothian, Waverley Gate, 2-4 Waterloo Place, Edinburgh, EH1 3EG. A separate strategy exists for internal communications and this can be sent out on request. This has been developed in conjunction with the Lothian Partnership Forum. This body contains staff, union and management representatives. The strategy for Internal Communications has been ratified by the Executive Management Team and an associated action plan also approved.. Page 6 of 12

8 NHS Lothian has a well respected, award winning communications team. That does not mean there is no room for improvement and that combined with budget pressures provides a significant challenge for the future. NHS Lothian s website has now been redesigned with the aim of making things easier to find. NHS Lothian was the first NHS board in Scotland to launch an iphone application (app) which is designed to encourage people to sign up for the national register for organ donation. NHS Lothian was also the first NHS board in Scotland to have a presence on twitter and Facebook. Up until now these have mainly been used as an extension of their website however it needs to be recognised that these are two way methods of communication. Other changes that have already taken place include changing the staff communications magazine from paper based to an electronic copy. The cost savings as a result of this change allow it to be produced more frequently thus providing more timely details of initiatives and recognition of staff successes. All staff have access to NHS Lothian s intranet and can see this from there. It was noted that Connections is not only read by staff but by members of the public as if can be picked up at various locations in hospitals and other sites, although it was recognised that there are overlaps between this and the quarterly public newspaper, Healthlink One public facing change that may take place in the near future is the removal of regional editions of Healthlink, which would provide significant savings. It was noted that following the staff magazine route in going to an electronic copy only may mean that large numbers of elderly or vulnerable people miss out on the information contained therein. It was felt that this information should not be electronic based only as often people are accessing this at GP surgeries or at hospital departments. It was raised that NHS Lothian should be liaising with 3 rd sector organisations for help with spreading messages in accessible formats for those unable to access mainstream communications channels. It has been noted that distribution problems have sometimes lead to the wrong editions of Healthlink being sent to a particular area or on occasions a lack of copies being available. It is hoped that should a single edition be produced in future, that would lead to elimination of these problems. Representatives asked about support from the Communications team to promote the existence of PPFs and what they do. Some of the PPFs have their own leaflets which have been passed by NHS Lothian s Communications department. Doubt was expressed as to how effective this type of communication was in increasing the Public Partnership Forums visibility and promoting membership. The Clinical Information for Patients (CLIP) group contains public representatives and it may be worth considering increasing the level of public representation. In addition it may be that this group can look at other public information. Stuart stated that the communications team would be reviewing the remit of this group to consider if this should be altered in any way. Action: Presentation to be sent out, together with Stuart Wilson s contact details. Representatives can forward comments on the draft Communications Strategy directly to Stuart Page 7 of 12

9 10. A. O. C. B. Scottish Health Council is part of Healthcare Improvement Scotland but has its own distinct identity and committee which is responsible for agreeing the overall strategic direction of the organisation. Details of the Scottish Health Council committee membership can be found using the link below. Further information about Healthcare Improvement Scotland can be found on their website Action: Representatives to send in details of any leave planned to enable forward planning of future meetings. Action Plans of each of the PPFs to be shared amongst representatives. Page 8 of 12

10 Sharing Experiences Across Lothian Information on what the Public Partnership Forums are doing in your area and future meeting dates of each Public Partnership Forum in 2011 and North Edinburgh Public Partnership Forum (NEPPF) Members of the North Edinburgh PPF give input to and are represented on a range of groups and committees amongst which are the Scottish Ambulance Service Involving People Group and an Equalities group. The North Edinburgh Public Partnership Forum is also actively engaged to ensure that they are able to contribute to the Integration of Adult Health & Social Care consultation which will run from 8 th May 2012 until 31 st July Jim Brown, PPF rep on the Community Health Partnership (CHP) committee, has been invited to meet to discuss the CHP financial plan and give input to the priorities. Members of the North Edinburgh PPF have also been pleased to visit the new hospital at Chalmers Street. Future meeting dates of North Edinburgh Public Partnership Forum DAY/DATE TIME VENUE Tuesday 24 July am pm Waverley Gate Tuesday 25 September am pm Waverley Gate Tuesday 27 November am pm Waverley Gate South Edinburgh Public Partnership Forum (SEPPF) At their meeting in March South Edinburgh PPF had a presentation from Dick Fitzpatrick, Project Manager for the redevelopment of the Royal Edinburgh Hospital/Astley Ainslie Hospital giving an update on progress. The Royal Edinburgh Hospital (REH) provides mental health and learning disability inpatient services but it is not a modern facility and it requires a lot of maintenance. Some of the buildings on the REH site will be refurbished as they are listed but there will also be some new build to create a campus style environment. The changes to take place will occur in phases and are not likely to be complete before Because of the range of services based at this site there are a wide range of stakeholders and the aim will be to consult with appropriate stakeholders on a service by service basis as the phases emerge. South Edinburgh PPF members made a number of points to be considered for the redevelopment. An article on the REH/AAH redevelopment is planned for the next issue of Healthlink. Page 9 of 12

11 The Astley Ainslie buildings are not fit for purpose and some of them are also listed. Some trees on the site also have tree preservation orders. There is some local anxiety about the future of the site should the land be sold to a developer. Future meeting dates of South Edinburgh Public Partnership Forum DAY/DATE TIME VENUE Thursday 26 th July 11 am 1pm Waverley Gate Thursday 27 th September 11 am 1pm Waverley Gate Thursday 29 th November 11 am 1pm Waverley Gate East Lothian Health Network (ELPPF) East Lothian Health Network held an away day in March at which they considered their Action Plan. The issues that were agreed as a priority for the PPF for the coming year were To encourage support for early years intervention Changes to physiotherapy services Access to information about health services for those without internet access Looking at other approaches to healthcare. East Lothian Health Network is represented on the Edington Hospital Forum and the Belhaven Hospital Group both of which are well loved local hospitals in North Berwick and Dunbar respectively. The Belhaven hospital currently provides NHS continuing care beds, nursing home, GP beds and a minor injuries unit. As part of East Lothian s Older People s Strategy the future of care provision in these hospitals was being considered. A meeting is to be held to discuss the various options for Belhaven hospital at which the PPF will be represented. East Lothian Health Network has been invited by the Scottish Government to talk about the proposals for Integration of Health and Social Care. They are hosting an open meeting on 28 June at which a representative of Scottish Government will give a presentation on the proposals and answer questions. 12 Midlothian Public Partnership Forum for Health (MLPPFH) An issue raised with the PPF by one of their members was the provision of care in the community for people who have had a stroke. This was agreed as a priority issue for the PPF in April The Stroke Managed Clinical Network leads have been invited to the May Community Health Partnership sub-committee and PPF representatives have met with them in advance of this meeting to put forward the issues. It is possible that there may be some issues which are common throughout the Lothian region. Transport is a recurring issue in Midlothian that may also have commonality for the other PPFs. Members on Midlothian PPF for Health are regularly invited to bring any issues with Patient Transport to the Chair to be put to NHS Lothian Transport and Access Group (TAG). Billy Peacock has now been appointed Chair of this Group but his role there is to represent NHS Lothian board and not the PPF although he can raise matters that have been brought to his attention by PPF members as it is not considered that this is a conflict of interests. Clarification from TAG has been sought about missed appointments through delays in transport arrangements and how this is handled. Midlothian PPF for Health will be reviewing their Action Plan in May. Future meeting dates of Midlothian Public Partnership Forum for Health DAY/DATE TIME VENUE Thursday 19 th July 2-4 pm Midlothian Community Hospital Thursday 20 th September 2-4 pm Midlothian Community Hospital Thursday 22 nd November 2-4pm Midlothian Community Hospital West Lothian Public Partnership Forum for Health & Care (WLPPF) There has been considerable local interest over the last few months around the subject of paediatrics at St John s Hospital. The PPF for Health & Care has been working hard to ensure that they are kept informed of all developments and to ensure that all communications are sent out to the wider PPFHC members, Community Councils and community groups in an effort to make sure that everyone is kept apprised of the situation in a timely fashion. A working group has been set up to look at updating the PPFHC Action Plan which is due to be updated this year, along with the Working Agreement. Their discussions will be written up and presented at the next meeting of the steering group, before submission to the CHCP sub-committee for their endorsement. The West Lothian Mental Health Forum (on which the PPF is represented) has a range of issues relating to the conduct/arrangements for Fit to Work Interviews carried out on behalf of the Department for Work and Pensions. The Mental Health Forum has agreed to write formally stating their complaints. Page 11 of 12
