Cllr Hancox informed the meeting that the presentation will be recorded. 79.Apologies Apologies were received and accepted from Cllr Williams and Cllr Wright. 80. Declaration from Anthony Bianco The Declaration from Anthony Bianco was received and he was welcomed onto the Council. 81. Declarations of Interest No declarations of interest were received. 82. Mr Adrian Hart and Ms Nicola Van der Hoven from Warwickshire County Council and Mr Adrian Taylor and Mr Andy Clark from Atkins Traffic Consultancy gave a presentation on traffic issues in and around Stoneleigh Standing Orders were suspended for the presentation at 19:06. Mr Hart introduced himself and colleagues from Warwickshire County Council, and colleagues from Atkins Traffic Consultants. Ms Van der Hoven introduced herself and showed the meeting the proposed layout for junction improvement works. (See addenda at page 144) These include a new bridge across A46. This will join with the other bridge to make a gyratory. The proposed plans are in place to resolve safety issues, and to plan ahead for potential growth in the area. The plans will also bring the A46 up to standard. The proposed plans are being put in place now to resolve some of the problems caused by HS2. The proposed plans are the same as the previous version but also have added cycle facilities. There is a foot cycle way on both sides of road and there will also be crossing facilities at the slip roads. This is the result of public feedback. Cllr Hancox asked about phase 2 and whether this would this include carriageway widening. Ms Van der Hoven confirmed that the plans with this layout are for future proofing the site. The Council are thinking about what the future may bring and what they may need to do in the next years. The Council have identified a potential for a link road to the A45 later on. Warwickshire County Council are already thinking about possible growth in the area including housing and employment. The areas shaded in orange on the map are areas of land which are being future proofed. Cllr Hancox asked whether WCC would plan to build a new bridge with the proposed new lane in it and Ms Van der Hoven confirmed that at the moment the lane has two lanes and a wide verge which will be eventually turned into an extra lane. Cllr Hancox asked about the 50mph speed limit. Ms Van der Hoven confirmed that this is the speed limit off the slip road onto the gyratory.
2 133 Cllr Bianco asked about the area off the top right-hand corner off the Dalehouse lane roundabout and wondered whether this is for futureproofing. Ms Van der Hoven confirmed that the blue rectangle shown on the map is the location of a new bridge which is wider than is needed at moment. (See addenda at page 144) Ms Van der Hoven confirmed that the planning application will undergo a formal consultation process and will be submitted in early December. The application will be determined by Spring next year. (In February or March). The Warwickshire County Council hope to be on site by summer 2018 with a completion date set for 2020 in time for HS2 constructions. Ms Van der Hoven stated that the County Council will be bringing a consultation on the issues and options to the public in the next few weeks or months. The consultation covers what the point of the improvements are and what the choices are. At the moment the idea of a link road is being explored as the best option. (See addenda at page 146) Ms Van der Hoven referred to page 4 of the presentation regarding the issues and options at end of this year. The consultation will open to the public in spring time. Funding applications will be submitted to the department of transport by summer next year. The County Council will keep the Parish Council updated. (See addenda at page 147) Cllr Bianco asked about the AP4 document from HS2 which states that they want to put traffic lights at the roundabout. Cllr Bianco suggested that this was not a particularly sensible idea and suggested that the County Council work with HS2 to amend this. Mr Adrian Hart confirmed that in AP4, HS2 had to make a planning case in WCC didn t have a plan. As WCC do have a plan in place, AP4 is there as a fall-back plan. There will therefore not be a need for HS2 to implement everything in their plan. Cllr Bianco also raised the issue of a proposed slip road and Mr Hart stated that this was a question for HS2. HS2 have said that there is still a question over the proposed temporary slip road and this may still be needed even if Warwickshire County Council complete the proposed scheme. Cllr Bianco asked about the proposed HS2 maintenance compound on the corner of the scheme. Mr Hart confirmed that the current proposition is that the compound is accessed from Birmingham Road. Warwickshire County Council would like to see an alternative to that. This is a matter between Stoneleigh Park and HS2. Warwickshire County Council are keen for this to be resolved. Cllr R Hancox asked a question on behalf of the resident who wanted to state that the new roundabout will not have any impact on the traffic along Stoneleigh Road or at the Dalehouse Lane roundabout. Even if there is a roundabout how will this get traffic away from the junction at Stoneleigh? Cllr Hart answered that the roundabout at the top of Gibbet Hill was changed by Coventry City Council from traffic lights to a roundabout. Mr Hart had reservations at the time and feels that this has caused delays. Phase 2 of the proposed plans will include a new route to Warwickshire University. This will be needed as the current roads going to the University are not suitable. The University has proposals in place in order to grow, so drastic changes will be needed with phase 2. The way that funding is provided with the Transport Department means that it takes time to provide solution. Mr Adrian Taylor and Mr Andy Clark from Atkins introduced themselves and showed the meeting a copy of their presentation. (Please note that the report is still in progress and subject to changes and will therefore not published in minutes or elsewhere until completion). The Stoneleigh Traffic Management study is in progress and is about two thirds of the way through. Atkins is working with Warwickshire County Council to investigate highway options in the area. The aim is to reduce traffic flows and improve the environment. Atkins will test options and weigh up the positive economic case and the impact on the environment.
3 Mr Hart interjected at this point that Warwickshire County Council are aware of resident s concerns regarding Birmingham Road. Because of significant growth at Warwick University, Stoneleigh Park, Kenilworth and Coventry there is now more traffic and congestion. Mr Clark from Atkins detailed the inputs into the technical study. Information has been received from HS2, and Atkins have looked at the Hybrid Bill and how to mitigate against these impacts. Atkins will also use a traffic model of Kenilworth and Stoneleigh to work out how the road network will react to different changes. Atkins have also had very useful discussions with Stoneleigh Park. They have also used a jobs growth model and the latest updated strategic economic plan. Atkins have also taken into account the building of Phase 1 of HS2. Construction starts from 2019 onwards and is due to be completed in The planned local improvements at the A46 junction are planned to be completed at the end of 2019 /2020. Atkins have proposed three options so far to address the traffic issues in Stoneleigh: 1. Closure of Birmingham Road 2. Bypass through Stoneleigh Park. This option will provide much reduced traffic flow and builds on the existing infrastructure for HS2. 3. Bypass south of Stoneleigh village Mr Taylor and Mr Clark showed the meeting the maps of the proposed routes, and confirmed that the next stage of the report will be to submit a technical report within 2 weeks. Once this report is submitted, Warwickshire County Council will carry out a public consultation on the proposals in Spring At this point Mr Hart pointed out that the study is still being undertaken and no decisions have been made at this point. Mr Hart wanted to make it clear that these options are not reflective of any Warwickshire County Council proposals or policies they are just options to consider. Mr Hart re- iterated that a possible bypass is still some time away and asked the Council and residents to bear this in mind. Mr Hart confirmed that the County Council are aware that traffic on the Birmingham Road is a real issue for residents, and that the Council are very keen to ask residents again in Spring what they would like to do with Birmingham Road. Mr Hart stated that it is very important to get an agreement locally, then the County Council can act with confidence that there is a consensus. WCC will do a local consultation with the final options, once the final report from Atkins has been received, within 6 8 weeks. Cllr Bianco stated that the option of a bypass is tremendous news. He also asked whether a northerly route, east of the village could be considered, off of the roundabout on the B4115 towards Finham. Cllr Bianco did also express his sincere thanks that a bypass is being considered. Mr Hart answered that an east and north option was considered but this is not possible with the existing topography, particularly on the road to Bubbenhall with the river crossing. The proposed routes for a bypass are easier to achieve. Mr Hart did state that the report will explain why this is not an option. Mr Hart also pointed out that any new roads being built will have to meet the construction standards of the County Council. Any route through Stoneleigh park, for example, would be public highway, which would have implications for Stoneleigh Park and would have to be built to standard with the correct level of street lighting and drainages. Cllr Hancox stated that he was of the opinion that most residents will prefer a bypass. However, he did point out that neither option caters for the residents of Coventry Road, and stated that it needed to be remembered that the traffic issue does not just affect Birmingham Road, but Coventry Road as well. This is about the parish of Stoneleigh as a whole. Cllr Hancox wondered whether there could be possible route changes to accommodate the residents on Coventry Road. Mr Hart answered that it would be rare to be able to solve all the traffic problems in the area. If the Council can do the bypass with options two and three they will still try and limit access to the village so that it is bypassed. If Birmingham Road is closed the residents of Coventry Road may still see traffic along this route, although Mr Hart is of the opinion that the traffic on Coventry road would reduce under some of these options. Mr Hart confirmed that they would be able to quantify this with the traffic report. 134
4 135 Cllr Hancox stated that there are already lots of distractions in the village such as the bridge which should prevent people coming through already, however this clearly does not work as there is so much traffic already Mr Hart agreed but did state that if it becomes harder to go through Stoneleigh then this will help. He also pointed out that that the proposed bypass will be a single carriageway road as at the moment the plan is just to deal with the existing issues, and the County Council does not want to attract more traffic on a larger road. The County Council recognises that Stoneleigh is in a unique situation and just wants to deal with the current issues. Mr Taylor from Atkins commented that the traffic model will show different proposed routes so that they can directly compare the impact on traffic. Mrs Crofts commented that she supports the Chairman in that the Coventry Road is often forgotten. Mrs Crofts lives on the Coventry Road and trying to get to and from the University and Stoneleigh Park is very difficult. The traffic builds up and comes across the bridge to Stoneleigh Park. These problems are not factored into the current proposed solutions. Mrs Crofts feels that option two, the bypass through Stoneleigh Park, is an attractive option because Stoneleigh Park is already affected by HS2. This seems the most sensible option since many people are going to work at Stoneleigh Park or Abbey Park, and anything that keeps traffic flowing away from the village is a good option. Mr Hart agreed that the County Council would reflect on every issue raised and take them into account. The final report will include the outcome of the traffic modelling work and it will be interesting to see what traffic model tells us. Mr Hart re-iterated that the Coventry Road would not be forgotten about but that the County Council are just trying to address the majority of issues. Mr Vaughan declared a very negative attitude to option 3, the bypass going through the village. The nearest property to the bypass in the village belongs to Mr Vaughan and his friend Mr Hatfield. The proposed route of the road goes through the back of the field which Mr Vaughan owns. Mr Vaughan wanted to know whether any consideration had been given to the landscape value of the fields beyond the village boundary. Mr Vaughan feels that the proposed route is far too close to the village and will have a huge impact on the village, his and his neighbour s houses, the orchard area and the properties on Birmingham road. Mr Vaughan also asked about the traffic along Coventry Road, through the village and over the bridge. Cllr Hancox answered that if there was a bypass there would be nowhere for traffic to go. Mr Vaughan asked why and Cllr Hancox answered that the traffic model will show where the traffic might go. Mr Taylor from Atkins stated that as part of the technical assessment Atkins will look at the impact on the environment. Mr Hart stated that the County Council will have to look at all of the options before anything is taken forward. Mr Vaughan commented that once the map is on the plans, this will be taken notice of by everyone and may affect the value of people s houses. Mr Hart answered that this is not an official document created by the Council, it is just a list of possible options and apologised if it has upset anyone. Cllr Hancox reiterated Mr Hart s comments and commented that the village have asked the County Council to look at options because something needs to happen with the traffic through the village. He suggested that these are just ideas, but that if a majority of the village is happy with the plans the County Council will have to go with the chosen plan, and this cannot be based on individual plans. Cllr Jack asked about option 2, the bypass going through Stoneleigh Park and wondered what are the views of people working at Stoneleigh Park. Colin Hooper from Stoneleigh Park answered that the Park is in support of the proposal as it provides the park with road frontage. Colin Hooper confirmed that three weeks ago he had a meeting with Chris Grayling regarding this, and Stoneleigh Park have asked HS2 Ltd to consider canting the southern bridge to 45 degrees. Stoneleigh Park would like HS2 Ltd to build both bridges to highway standards and provide a new entrance. Chris Grayling has instructed his advisors to have a look at the feasibility of this. Mr Hooper and his colleagues at Stoneleigh Park are concerned about use of the Ashow road for HS2 related HGVs. They have asked HS2 Ltd to consider directing their contractors to use an existing farm track and not the Ashow Road. HS2 advisors will consider this but this is outside the Hybrid Bill and
5 is therefore simply a case of negotiation with the contractors. Mr Hooper also suggested that the bypass be closer to the railway line to minimise the land take. Mr Adrian Hart was pleased to received positive feedback from Stoneleigh Park. Cllr Jack stated that everybody seemed pleased with the route suggested by option 2, and asked whether it was necessary to consider option 3. Mr Hart answered that there is a need to consider all of the options, as the County Council need to show that they have complied with government requirements and looked at range of options. Once the Council have chosen the final options these will be looked into further. Mr Hooper did point out that all of the bypass options take land out of Stoneleigh park. Mr Hart commented that the County Council will share the final report with the Parish Council either through the website or directly in either late December or early January. Cllr Hancox thanked Mr Hart, Ms Van der Hoven, Mr Taylor and Mr Clark for attending. 8 Matters Arising a) HS2 - To consider an application to the HS2 Community Fund Cllr Hancox stated that Becki Combe has working very hard on lots of exciting projects for the parish and has the support of the Parish Council. The Parish Council would like to thank Becki for her hard work on behalf of the village. The Stoneleigh Village Hall Committee is also looking to bid for funds. The Village Club and Village Hall Committee are considering working together as a village to upgrade the village club facilities anyway. Cllr Jack asked whether the Village Club was a non-profit making organisation and Cllr Bianco replied that it was a company limited by guarantee. b) Local Plan To consider the Judicial Review against the Coventry Local Plan and consider pledging a contribution to the Review under Section 137 of the Local Government Act 1972 Cllr Hancox informed the meeting that he has not heard anything regarding the proposed Judicial Review and Cllr P Redford confirmed that as far as she knew the plans for the Judicial Review had fallen through as the latest barrister in charge of the case felt that there was no case. The Keep our Green Belt Green group are looking to query at this stage the Coventry Local Plan. c) Neighbourhood Plan The Clerk and Chairman now have copies of the Stoneleigh village plan and the Ashow Village plan. The Ashow village plan is out of date and both will need updating. d) Community Infrastructure Levy update Cllr Foster confirmed that the Parish Council can get more funds from the CIL for infrastructure so we need to encourage residents to start a Local Plan. The clerk suggested a possible Community Day where all of the clubs and societies in the parish come together to ensure that residents are informed about what is happening in the local area. Cllr P Redford confirmed that the CIL is not yet formally adopted but this will hopefully happen at the end of November or the beginning of December. The District Council will create a full list of CIL charges and let the Parish Council know. Cllr Foster confirmed that the Parish is in the high value area and so the applicable charge will be 195 per square metre. The charges for the Kings Hill development is 55 per square metre. This does not include private houses or single dwellings. Cllr P Redford also confirmed that warehousing is not included in the CIL charges. e) Community Speed Watch It was confirmed that six people are needed in order for a training event to be held. It was confirmed that the volunteers so far are: Mr Innocent, Cllr Astle, Cllr Hancox, Cllr Foster, Cllr Bianco, and possibly some other residents of Stoneleigh. Cllr Hancox will contact some possible volunteers and the clerk will contact the police to arrange the training. 85. To consider amending the Standing Orders to allow the Clerk to send the agenda to Councillors via . It was unanimously agreed to amend the Standing Orders to allow the agenda to be sent to the Councillors by each month. The updated Standing Orders will be placed on the Parish Council website.
9 To confirm positions within the Council including Stoneleigh Almshouses, Leigh Educational Trust, Stoneleigh United Charities and the Stoneleigh Hall Village Committee. It was unanimously agreed that Sue Crofts will remain the representative of the Almshouses on behalf of the Parish Council. It was unanimously agreed that Cllr Williams will become the representative of the Almshouses on behalf of the Parish Council, in place of former Councillor Mackenzie. The clerk is to write to the Foundation to confirm. It was unanimously agreed that Cllr Hancox will remain the representative of the Stoneleigh United Charities on behalf of the Parish Council. It was unanimously agreed that Cllr Hancox will remain the representative of the Stoneleigh Hall Village Committee on behalf of the Parish Council. 87. To receive reports from: - a) Police Report The newsletter is not available for this month but will be circulated once received. The Clerk informed the meeting that PC Wendy Burrows is retiring, so PC Ed King will the main contact for the Parish Council. A meeting is planned for 21st November to discuss policing issues in the village. The Clerk is to place a notice on the noticeboard and an article in the parish magazine to advertise the meeting. b) County Councillor Cubbington Cllr W Redford Cllr W Redford wanted to pass his thanks to Adrian Hart who has given the Parish Council lots of support with traffic problems in Stoneleigh. There is a proposed 30mph speed limit for some roads in Ashow which is now out for consultation. Residents can object and the closing date of the consultation is 1 st December. Cllr Hancox asked whether there was police support for the new speed limit and Cllr W Redford answered that he had not heard anything from the police. Cllr Hancox asked whether the County Council is happy to impose the speed limit, and Cllr W Redford confirmed this was the case. Cllr W Redford informed the Parish Council that the Warwick Rural East Community Forum has 8000 to spend on community initiatives, and asked the Parish Council to put the message out to all local clubs and associations. Applications need to be with Cllr W Redford by mid-january. The form is online, along with guidance. Cllr Hancox asked whether the Forum would consider an induction loop for people who are hard of hearing or a projector. Cllr W Redford confirmed that this would be considered as there are clear benefits for the community. Cllr Foster thanked Cllr W Redford for his efforts regarding the 30mph speed limit through Ashow. c) District Councillor Stoneleigh & Cubbington - Cllr P Redford Cllr P Redford informed the Parish Council that she has reported the alleyway between Hall close and Birmingham Road and asked whether it had been cleared. Cllr Hancox confirmed that the path has not been cleared and Cllr P Redford confirmed that she will chase this up. Cllr P Redford informed the Parish Council that on 21 st November she is meeting with Gareth Epps the HS2 Commissioner. Mr Epps is coming to have a look around and is visiting Burton Green and the HS2 line area through Stoneleigh. Cllr R Redford informed the meeting that she will be raising the lack of communication from HS2 with Mr Epps. HS2 are having drop in sessions at Cubbington but have only just informed people at very short notice. Cllr Redford is going to ask about this and enquire as to why there are no planned drop in sessions in Stoneleigh.
10 141 The proposed drop in dates in Cubbington are: 1-3 pm on 11 th January, 1-3pm on 8 th February, 1-3 pm on 8 th March, 1-3 pm on 12 th April. Cllr Bianco confirmed that he is also meeting Gareth Epps and will raise lots of issues with him including the Stoneleigh bridge, the prospect of 400 lorries per day on country lanes and any other issues. Cllr P Redford also wishes to raise the issue of dust from planned construction works, as this is a health and safety issue. Cllr P Redford also informed the meeting that with immediate effect there will be overnight accommodation provided for rough sleepers in Leamington and Warwick every night that the temperature is zero or below. Previously this was only provided once the temperature was below zero for three consecutive nights. Cllr P Redford expressed concern regarding this as all of the surrounding districts still have the three- night rule so there may be an issue with rough sleepers coming to this area. Cllr Hancox asked Cllr P Redford whether Warwick District Council have privatised Newbold Comyn and St Nicholas sports centres, as the rates for private hire at the sports halls has increased hugely. Cllr P Redford will raise this issue on behalf of the Parish Council. 88. Cllr Foster informed the meeting that there may be enough surplus to do a third noticeboard in Ashow and asked whether this was acceptable. It was unanimously agreed that a third noticeboard could be purchased with any surplus funds. e) There is 300 left in the budget for charitable donations and it was agreed that the Parish Council would decide whether to make any further charitable donations in March. 89. Correspondence No correspondence was received this month. 90. Public Session Standing orders were suspended at 21:17 pm for the public session. Mrs Blagburn asked whether the proposed meeting on 21 st November regarding police issues has been widely publicised. Cllr Hancox answered that he will do an to the village group and ask Mike Elliot Higgot to do same for Ashow. He will also ask whether a noticeboard could be put up in the village club. The clerk will put a notice on the 3 village noticeboards. Standing orders were re-instated at 21:18 pm. 91. Questions to Chairman Cllr Bianco asked whether HS2 Ltd could attend the January Parish Council meeting to give a traffic update. The clerk will ask HS2 Ltd again whether they can attend a meeting. 92. Meetings The Ordinary Parish Council Meeting will be held on Thursday 14 th December at Ashow Village Club. 93.
