1 Minutes of the Saltash Area Road Safety Committee meeting held on Monday 10 th October 2016 at the Guildhall, Saltash Present: Apologies: Derek Holley (DH), John Robinson (JR), Rosemary Savery (RS), Adrian Foss (AF), Mandy Fleckney (MF), Grant Taylor (GT), Malcolm Batten (MB), Bob Austin (BA) and Helen Moram (HM) Hilary Franks (HF), Gerry Stevenson (GS), Alan Hodge (AH), Graham MacKeen (GM) and Saltash PCSOs. 1. The minutes of the meeting held on 4 th July 2016 were agreed as an accurate record. 2. Speed Watch report. a) AF reported that no local Speedwatch operations have taken place since the last meeting due to various reasons; however one is planned for the near future. b) In September AF attended a meeting at Torpoint Police State with Torpoint, Sheviock, Downderry and Saltash CSW volunteers. c) AF attended an awards presentation for SW Regional Special Constabulary Police support volunteers at the Hilton Hotel, Bournemouth. Winner of Regional award was Christopher Still from Torpoint, Community Watch Hub Office Manager. d) AF has spoken to Assistant Chief Constable Middleton regarding the length of time the process is for processing Speedwatch volunteers. Action: DH agreed to write to Assistant Chief Constable Middleton. e) A request was made for a Speedwatch to take place on Liskeard Road outbound towards Latchbrook roundabout. Action: AF to make request to team. f) Request for Speedwatch at Wearde Road coming off Liskeard Road problem around beginning and end of school day. AF informed the meeting that this area isn t a Speedwatch area and would need to assess. Action: AF to take to liaison officer. g) JR requested a Speedwatch on the A388 by the Cardinals at Hatt; however this is outside the remit of Speedwatch. This site will be kept on the traffic Slowdown operation list, unfortunately the number of these operations have been cut due to lack of funding. h) Polbathic village is on the list for a Speedwatch to take place in the morning. i) MF asked if a Speedwatch could take place at Bethany the police cannot authority this because it is not a restricted area. Also at Bag Lane which connects Tideford to St Germans, AF informed MF that this road is outside of the remit of Speedwatch has it is not a restricted area. j) MF stated that Tideford village is the only local village which doesn t have either a flashing speed sign or no crossing or sign to ask traffic to slow down and remember the speed limit. MF asked if the speed limit through the village could be extended each side of the village. k) DH and BD meet regularly with the local MP and continuously bring the issue of the speeding through Tideford, the pollution problems and the need for a bypass. MF to pass this to the Parish Council. Action: Tideford Parish Council to write to local MP. l) JR informed that group that the Parish Council had written to request a convert camera at Hatt Roundabout, to date no reply had been received. JR requested a Speedwatch in Hatt village; AF confirmed that this is an agreed Speedwatch area. JR requested a Speedwatch 1

2 between the 30mph sign and the roundabout. DH asked if AF could just have a look and give an opinion on whether it would be suitable and report back at the next SARS meeting. Action: AF to look at requested area. DH asked if the Parish Council had asked for a speed advisory sign, JR not sure but will check and let DH/HM know. Action: DH will write to support the request when it is made. m) DH to write to Elaine Hartley to see whether the piece of road between the Latchbrook roundabout and the Pillmere roundabout which goes through the industrial estate can be monitored due to the high level of traffic now using the road. n) Residents a Janeva Court area facing difficulties crossing Liskeard Road to get to the bus stop. BA requires up to date data evidence of speeding traffic in this area in order to get a central reservation. BA informed that Elaine Hartley would have the data AF can for information. o) MB stated that there is still a speeding problem on Callington Road and Pillmere roundabout. AF confirmed that this area has been assessed and a Speedwatch will take place in due course. 3. Carkeel roundabout. Work on the roundabout is on target and it should be finished by June 2017, the traffic light installation will take place shortly after and the project should be finished by the end of Landrake village. Access to the playing field is via a small gate on Pillaton lane and there is a larger gate near Blunts which is kept locked but children still using this entrance. DH suggested that Parish Council meet to see how they can dissuade children using this. Landrake village entrance problems with vehicles coming out to cross the road. Parish Council to continue to raise their concerns with Highways, the traffic speed is causing problems and pollution. 5. Parent parking situation around schools in the area. It was not possible to consider this full due to the absence of a PCSO. DH has received a complaint from a resident at Beatrice Gardens which comes off Beatrice Avenue, traffic problem increasing at the school gate on Broadwalk. The school has put up signs that no parent cars are allowed on the site at this time. Therefore parents are parking elsewhere. DH asked if the school has looked at a one way system through the school. GT stated that the DfE want the school to increase to a 300 pupil PAN per year pupil, in order for this to take place additional facilities would be required and the road would be looked at around this time. DH asked GT to speak to Head Teacher for SARS and asked about future plans for traffic management. BA has spoken to the Head Teacher and Deputy Head Teacher about 6 months ago, Highways is still waiting to hear from the school. DH stated that the consultation with regard to road markings at St Stephens school starts next week, once consultation finished the work will commence quickly if no issues are raised from consultation. 2

3 Traffic is being held up outside of St Stephens School due to the Lollipop lady taking individuals across to the school rather than waiting for groups of children/people to take across. Lollipop lady to be asked to take groups. 6. St Stephens Road, Saltash. DH still chasing this and will speak to Adrian Drake when next in Saltash and visit the site. AF requested painted lines by pavement to keep traffic away from pavement. Action: DH to write to Adrian Drake chasing the painted lines. DH requested GT to send an to DH/HM regarding concern on this road where the hump and road narrows. BA suggested that the pavement could be removed, lines painted and the speed reduced to 20mph and cobble the road. 7. Taylor Road, Saltash. Mr South spoke to DH about the problem and counted 47 cars driving through this DH to write to Angela Crow. 8. Rose cottage, Botus Fleming. Update from M Wells at next meeting. 9. Zigzag lines outside schools. Still with County Highways regarding enforcement. 10. Cycle Way. One million pounds is being spend around Saltash, routes are being planned including the link up with Latchbrook. Stoke Climsland and St Mellion Parish Council Clerk is pushing for a cycle route from St Mellion to Saltash. 11. On the A38 outside Saltash on the Liskeard route where the two lanes merge to one. An from Gerry Stevenson was read out which listed the problems which take place regularly on this road. GS suggested that a Merge in Turn sign where the road is about to come down to one lane plus a Use Both Lanes sign at Carkeel roundabout to encourage drivers to make full use of the lanes. DH to write to Highways requesting the signs suggested in Gerry s DH has written again to Will Glassup chasing up the gates (south west entrance to Longstone Park and gates opposite Warfelton Terrace). 13. Landrake junction to Blunts and Home Park there is a lack of parking for visitors and carers. Poor parking is causing traffic problems. RS has contacted the Post Office and their vans are how parking further up the road. RS also contacted Council who now park their vans elsewhere. 14. The proposed removal of the School Crossing Patrol at Oaklands Drive. BA meeting tomorrow to discuss a way forward with Head of Burraton School. There had been a near miss near the school; November is the deadline to stop Cornwall Council taking away the Lollipop patrol. BA writing to Paul Allen (copy DH to keep on SARS records). Oaklands Drive is the main problem area. 3

4 15. Item will be discussed at next meeting due to GS being unable to attend and no PSCO being present. GS identified road safety issues Homeleigh Cottages and white lanes another near accident in May faced with car on wrong side of road. Fighting for approximately 4 years to extend the double white lines. Met a couple of weeks ago with Adrian Drake and local Cornwall Councillor on site. Adrian Drake stated that it is peoples bad driving and his position is that nothing will be done as line markings are to the regulations. GS stated that Cornwall Council can use their discretion on this but CC is unwilling to do so. Adrian Roberts to be contact GS stated that Highways say it is a Police issue Police say Highways issue. No one will take responsibility and it won t be put into any plan. DH stated that unfortunately only 2 accidents have been reported in 4 years according to crash map at co.uk DH agrees that this is a problem but not sure what else can be done. 16. Saltash.net access road off Wearde Road. Cornwall Council own the road but haven t adopted the road therefore the school isn t legally allow to install lines however GT stated that the school salts the road. Action: DH to write letter to road adoption department. School caretaker now monitors the road. New Headteacher from 1 st January 2017 GT to see if the new HT will come to meet this group. Any Other Business 17. Rita Wasley a resident near the Fire Station has raised concerns about volume of traffic outside her home, Will Glassup visited and doesn t feel that anything could be done and has written to the resident. Action: DH has written to Rita Wasley. 18. Missing barrier at the bottom of Fore Street Adrian Drake wants to remove all the barriers from corner of pavements. Action: DH to bring to Town Council. 19. School Children walking to Landulph from Hatt. DH has been dealing with this issue and has driven the route and has written an appeal letter on behalf of a parent at Hatt stating that the back roads are unsuitable and dangerous for children to walk. Road is regularly used by large farm vehicles. GT stated that Saltash.net pick up from Landulph School to bring pupils to school and suggested that perhaps the bus could pick up juniors from Hatt in principal GT will find out if junior age pupils travel on secondary pupil bus. 20. Queuing at recycling centre by Waitrose, DH has already written to Cory about this problem. Road layout will be changed within the next few months and yellow lines installed. 21. AF requested that minutes were sent out earlier to remind people of any actions they need to take. HM stated that this is possible, DH concerned that members would forget meeting. HM suggested that the minutes to be sent out within 3 weeks of the meeting taking place and that the Agenda would be sent out two weeks before the next meeting. 22. DH asked MB about Lorries around Pillmere roundabout MB not a problem currently. 23. DH currently talking to Adrian Drake about North Road being used as a rat run from the Tamar Bridge. 4

MF stated that the Parish Council had received a letter recently from a resident complaining about the lack of a pedestrian crossing at Tideford by the bus stops which would allow pedestrians to cross in safety. DH stated that the Parish Council must write to request a flashing light and keep pushing for a crossing. MF stated that there are problems by the butchers caused by cars parking to go into the butchers for pasties. DH asked that the Parish Council monitor and make a record of traffic issues. 25. Future Meeting Dates Monday 9 th January 2017 All meetings take place at Saltash Guildhall starting at 7.30pm. 5
