1 INVERESK COMMUNITY COUNCIL. Minutes of Meeting held on Monday 21st h May 2018 at Inglis Memorial Hall, Edzell. 1. Present: Gus Leighton (Acting Chairperson), Alan Budge (attended later in meeting), Claire Wilson (Secretary), Emily MacSporran (Treasurer), Judith Gallacher, Lesley Anderson, Ann Johnson, Fiona Yates. In attendance: Cllr Kenny Braes, Cllr Gavin Nicol, Special Constable Martin, 2 members of the public. Apologies: Cllr Bob Myles, Patrick Ford (Planning Liaison), Ken Goddard. Gus Leighton stood in as Chairperson for this meeting as Alan Budge was delayed in attending. 2. The minutes of the last meeting - The minutes were approved and will now be posted on the website. Action: Claire Wilson 3. Outstanding issues from March Minutes not included in re-occurring items Gus confirmed that the RSPB and Wildlife and Environmental Officer for Police Scotland were aware of the Red Kite death and are investigating. 4. Police Report Special Constable Martin attended the meeting to update the Community Council on local issues. There had been 2 break-ins within Edzell recently. Two people were in custody for the recent breakins at Fettercairn. However, they were still looking for another person. PC Martin stated that good CCTV images had helped in the apprehension of the culprits. PC Martin would not confirm if the break-ins in Edzell and Fettercairn were linked. There continue to be reports of Hare Coursing in the area and the public are encouraged to report any suspicions or concerns to 101. The Neighbourhood Watch Schemes in the area continue to grow with approximately 200 people being involved in the local area. The residents of Little Brechin are to be contacted again to try to encourage the formation of a Neighbourhood Watch Scheme there. Dog Fouling is an issue within Edzell and the Dog Wardens will have foot patrols shortly. The Curling Pond on the Edzell Muir continues to have issues with youths using it as a shelter. Cllr Myles was to contact the Curling Club to ask them to secure the premises. Cllr Myles was not at the meeting to confirm if this had been done. Claire will contact Cllr Myles to enquire. Action: Claire There have been issues with the parking at Edzell School Police Scotland have spoken to some of the parents and are monitoring the situation. 5. Treasurers Report Opening bank balance Payment to Angus Council for Insurance for 2018/ Payment to C Wilson for secretarial fees Payment to Auditor (J Clark) Purchase of 50 SelectaDNA kits and signs Closing bank balance The accounts for 2017/2018 had been audited and submitted to Angus Council and have been approved.

2 6. Recurring items Removal of Payphones in area The Brechin Healthcare Group will take the suggestion of adopting the local phone boxes to house defibrillators to their next meeting (29 th May). Buskhead Bridge No update although the Working Group are looking into a body that could provide Public Liability Insurance for the Bridge. No contact yet from the Glenesk Trust following the meeting in April. Cllr Braes will look at what the previous situation was with Pirner s Brig and who has Public Liability for this. Action: Working Group/Cllr Braes Edzell Arch Planned start date of week commencing 4 th June with the road being closed to allow the repairs to be carried out. River Path Alan and the Angus Council engineer have still to speak. However, it is clear that the landowner of the land adjacent to the land slip is unwilling to allow the path to deviate onto his land or to allow his land to be disrupted whilst other repairs are done. Bridging over the landslip area would be too costly. Defibrillators Awaiting the cheque from the Golf Club towards the purchase of a defibrillator. There is a Scottish Government initiative in conjunction with Heartstart to provide grants towards the purchase of a defibrillator. Emily will investigate. Action: Emily Tarfside Campsite No update as Ken not at meeting. Ken will contact Angus Council again to ask them to re-instate the industrial bin or ask for more residential bins. Currently no signs in situ from Dalhousie Estates. Action: Ken Cattle Raik A letter has been sent to McRoberts and residents are waiting a reply. Some residents have been sent a letter to vacate the land however not all the residents have received this letter. The residents are planning to lodge a complaint against Angus Council and contact the Ombudsmen to investigate. Gannochy Bridge and Speeding No update. Alan will contact the 20 s Plenty Group and Craig Hudson (Angus Council) for ways to take forward traffic control of the area. Police Scotland continue to monitor the speed of traffic in the area when resources allow. Cllr Braes would support any reduction in traffic speed in the area. Action: Alan

3 Stracathro School The closure of Stracathro School has been removed from the Public Consultations Agenda. Pirners Brig On-going problems continue with dumping of rubbish at the bins, although some think there has been a reduction in this recently. Appropriate action to be taken as discussed at the meeting and potential removal of all the bins if situation does not improve. Action: Alan Glenesk Bus Although the Glenesk Shoppers Bus has been removed it has been agreed that the residents can utilise the school bus service. Meeting with Kirstene Hair Gus and Lesley had attended a meeting with Kirstene Hair (Local MSP) and all the Community Councils in the area were invited to send a representative. They took the situation of Stracathro School, Cattle Raik, Removal of Glenesk Bus and Rural Police cover to the Forum. It was agreed that the forum had been useful and Kirstene planned to meet again with the Community Councils in October Meeting regarding Inglis Hall The planned meeting regarding the residents of Edzell taking over the running of the Inglis Hall in Edzell has been postponed due to illness within the Communities Team of Angus Council. Contact will be made with the ICC when the team is back to full strength. 7. Planning and CNP Report Gus highlighted various points from the Planning and CNP Report circulated to ICC members by Patrick before the meeting (see Attachment 1: copies of the Report were also distributed at the meeting. There were 6 new applications submitted for the area. An application for erection of essential workers house at Forthill had been already circulated to the Committee and due to the time constraints, it was agreed to submit neutral comment prior to the meeting (Attachment 2). It was agreed that the other 5 applications required no comments. Judith asked about the Angus Development Plan which planned 50 houses to be built in Duriehill Road area in Edzell however there was no update on these plans. Proposed Glendye Wind Farm ( Patrick was not at the meeting of the ICC as he was attending the Communities Liaison Group meeting. An update of this meeting will be given at the June meeting of the ICC. CNP Patrick will attend the meeting of the AoCC and Planning Representatives Network on the 27 th June at Grantown on Spey. Edzell and area as Eastern Gateway to the Cairngorm National Park (CNP) The meeting took place on 11 th April 2018 with local business members A group of 3 attendees are eager to take the project forward. 8. Ward Councillors Report

4 Cllr Nicol had attended a ceremony in Durham which had involved the burial of 17 th century Scottish soldiers who were dumped in a mass grave during the Civil Wars of the time. They have now been given a proper funeral and burial. Cllr Braes is the Angus species and habitat champion for the brown hare. He supports all the work Police Scotland have done to try to reduce Hare Coursing in the area. He also encourages everyone to participate in the littering campaign of filling a bag every time they were out to reduce the litter being discarded within the local community. Members of the Committee asked about the situation with Cllr Myles within the Council - he will remain as the Head of the Council until June when he will then stand down. 9. Correspondence Nothing to report. 10. AOCB HGV traffic within Edzell village Judith stated that it had been brought to her attention that there was an increase in HGV traffic travelling through the village. She thought this was due to the A90 junction at Northwater Bridge after its recent upgrade. There has also been recent construction and crop harvesting within the area, so it was agreed that ICC Council members will monitor to see if the situation has improved due to the completion of these. To be reviewed at the next meeting. Culvert collapse at end of Edzell Strait Angus Council has inspected the culvert and a decision has been taken to renew the whole culvert this will require the road to be shut from the 4 th June for several days however the Edzell Arch will also be repaired during this time to prevent a further closure of the road. Meeting at Inchbare Hall It was requested that the ICC re-commence holding a meeting within the Inchbare Hall. There was a discussion that the hall had become too expensive in the past and that is why the meetings were stopped. Lesley will investigate the pricing of the Hall and bring the information to the next meeting. There was discussion also that the all hall costs could be re-imbursed by the Council. Emily will investigate this. Action: Emily Rural Policing Alan had attended a charity event recently and spoken to Liam Kerr (Conservatives spokesperson for Justice in the Scottish Parliament) to discuss the lack of Policing in the Rural areas. Criminals are aware of the lack of Police and are targeting rural communities (2 recent robberies in Edzell). The situation has been highlighted in the Scottish Parliament. Next Meeting: Monday 18 th June 2018 at 1930hrs in Lethnot Hall.

Aberdeenshire Council: Glendye Wind Farm Proposal Meeting of Community Liaison Group (CLG) (planning issues) fixed for Monday 21 May 2018, 1915 at Strachan Village Hall; Agenda attached; PJF to attend Further Communities of Interest meeting (community benefit issues) provisionally fixed for 20 February 2018 postponed; no date yet fixed for rescheduled meeting Scottish Planning System Review Planning (Scotland) Bill published 4th December 2017, proposing changes to Scottish planning system: for progress of Bill see Attachment 2 INVERESK COMMUNITY COUNCIL Planning Application 18/00312/FULL Field at Forthill Farm, Menmuir, Brechin Erection of Essential Worker s Dwellinghouse and Garage The Inveresk Community Council (ICC) neither objects to nor supports this application but submits the following comments, which it is hoped will be helpful:

Location: The proposed site is on the south face of the White Caterthun, a popular visitor attraction, and is visible from various points on the approach roads from the south to the Caterthuns car park. We suggest that the visual impact of the proposed new buildings would be reduced by moving the site closer to the existing farmhouse and farm buildings to the west. They would then form part of that existing visual mass rather than presenting as an isolated unit half-way between those buildings and the existing residential property to the east. 2. House design : We would encourage adjustments to the proposed south elevation of the dwellinghouse and to the proposed mix of materials to maximise compatibility with the traditional design of the existing farmhouse. 3. Essential worker criteria: It is suggested that as a matter of principle ongoing respect for the essential worker criteria (Angus Local Development Plan Countryside Housing Supplementary Guidance (2016), pp10, 11), in respect of both the dwellinghouse and the garage, should be secured by a section 75 agreement, as offered by the applicants.
