1 Notes of Westbury-on-Trym Neighbourhood Forum 7:00pm Tuesday 1 st April 2014 at Venue 35, Stoke Lane. Present: Councillors: Cllr Alastair Watson & Cllr Geoff Gollop (part time) BCC Officers: Andrew McGrath, Area Coordinator. Avon & Somerset Police: PC Shaun Brean, PCSO Paula Perry. WoT Ward Representatives: Alan Aburrow (Meeting Chairman), David Mayer. Plus approximately 30 members of the public. Apologies: Sue Boyd, WoT Ward Representative & Cllr Geoff Gollop (part time) 1. Welcome and Introductions Alan Aburrow opened the meeting at 7:05pm and welcomed everyone in attendance and thanked them for coming. He then announced that there was no need to hold an election count because there were only two applications for the two vacant Ward Representative roles and therefore he and Sue Boyd were duly returned. He did confirm that there was an election-related item still to be considered at agenda item 9. He then confirmed the apologies see above. 2. Local Flood Risk Management Strategy Refer to supporting paper and map tabled at the last NP Meeting Attachment 1 (Page 8). Alan explained the background to the paper and encouraged everyone to submit their comments on the current Public Consultation to BCC via the link on the NP3 website: The closing date for comments on the consultation is 10 June Jill Kempshall asked why her house had been highlighted in red denoting Surface Water Flood Risk as she was unaware of any history of flooding in her road. Mike Blundell suggested that she referred to the Environmental Agency web site for more detail. 3. Actions arising from previous Forum (28 January 2014) Refer to supporting Paper - Attachment 2 (Page 14). Alan gave a brief summary of the points reported in the paper, under the headings of:- i. Pavement Grabbing on Westbury Road Alan confirmed that the process was still ongoing. Roger Smith did ask a question but it was referred to iv below. ii. Filton Airfield Developments, South Gloucestershire Alastair Watson confirmed that it is inevitable that the plan by South Gloucestershire Council to build 6,000 new houses on the Airfield and Cribbs Causeway will cause a whole range of problems for the residents in North Bristol. Alastair also confirmed that all the benefit funding from the development accruing from (a) Section 106, (b) Community Infrastructure Levy (CIL) and (c) the New Homes fund, totalling many millions of pounds, Page 1 of 26

2 will be paid to South Gloucestershire and none will be paid directly to Bristol City Council because the development is wholly sited within South Gloucestershire. He went on to confirm that several groups within BCC, including officers and Councillors, are trying to persuade their opposite numbers within South Gloucestershire that they had an obligation to fund the mitigation works resulting from their developments. Roger Smith asked if the Mayor was involved because we need to do something. Hilary Long said that we need to campaign for the Henbury Loop Rail Link to be brought forward, complete with adequate stations and parking, to reduce the traffic problems that will ensue. Alastair Watson said that we (BCC) need money from Central Government to fund this. Jill Kempshall provided an update on the status of the planning applications from the various developers involved. David Mayer encouraged everyone to get involved but emphasised that before we start a new pressure group(s) it is important to understand the efforts that are currently underway. David explained that whilst he was not an apologist for BCC officers, they had produced a comprehensive response (available on the BCC website) to the Strategic Planning Document (SPD) produced by South Gloucestershire. Additionally, BCC s Sustainable Development and Transport Scrutiny Commission have produced a list of priorities for the Mayor and the Cabinet. These priorities had been drawn together at a recent Public Meeting that had left the officers in no doubt as to what the Community required the Mayor and the Cabinet to deliver. Furthermore, the planning group at BS10 together with Councillor support from North Bristol - notably Mark Weston - were doing sterling work to deliver a co-ordinated and comprehensive response from the Community, i.e. on our behalf. Local passenger rail upgrades are planned but the Henbury Loop is second on the list, as the Portishead Line has been given priority and both are subject to Central Government funding. So if you want to get involved and do something, as suggested by Roger Smith above, your support is needed and will be welcomed. iii. Toilet in Canford Park David confirmed that the design had been finalised, the funding was in place and work would start as soon as a delivery team was available. David advised that this is a problem because the latest round of BCC staff reductions has reduced capacity and other works already underway need to be completed. Alastair Watson confirmed that the works include provision of, not only underground sewage works but also surface water drainage that will put an end to the perennial flooding around the changing room entrance. iv. Pavement grabbing on Westbury Road (part 2) Parking on the Pavement Roger Smith requested (taken from i above) for Councillor support in bringing this issue to a conclusion. Cllr Alastair Watson and Alan Aburrow agreed to continue to drive this issue forward with council Officers. v. Fires in Village centre waste bins Gary Brentnall has elevated this issue within BCC and May Gurney but no one was available on the night to give an update on the current situation. 4. Promoting Westbury-on-Trym i. Westbury in Bloom (WIB) David said that he was presenting this item on the Agenda on behalf of Sue Boyd who is currently in hospital after being taken seriously ill at the beginning of March, necessitating a spell in intensive care. We understand that she continues to recover slowly. Page 2 of 26

3 A resident suggested that we have a whip-round for Sue and Ian Spokes provided a wine cooler for the collection. A total of was donated. David said that organisation of the annual floral displays by WIB (a sub group of WOTSOC) has been taken on by members of the WIB committee and donation (yellow) envelopes for residents and donation forms for businesses should be delivered shortly. Please donate promptly and give generously. ii. WoT Business Association Pat Rodway confirmed that the Business Association was planning to have two community events this year (a) 31 st July Summer fair and (b) 13 th December Christmas fair. Look out for details in the future. Mike Rodway confirmed that the report based on the Town Team Village Survey had been received recently and that the Committee were considering the findings. Mike said that it had not yet been studied in detail but early indications were very interesting. iii. Village Plan/Community Plan Alan confirmed that a draft Conservation Area Character Appraisal and Boundary Review has been compiled by officers in City Design Group, in consultation with the Westbury-on- Trym Society. All feedback and comments on the document s proposed extension to the Westbury Conservation Area are welcomed and should be submitted to BCC s Urban Design and Conservation Team. The closing date for comment is 30 April 2014 and the consultation document can be viewed online at: In May, WotSoc will be conducting further character assessments across the Ward, to support the Community Plan, with the help of volunteers. All are welcome to help and further details will be available at 5. Planning issues Refer to supporting Paper from WOTSOC - Attachment 3 (Page 19). i. 35 Passage Road Planning permission granted Hilary Long gave a brief summary of the planning history for this project and confirmed that she was pleased with the impact that WOTSOC had achieved on the scale and design, on behalf of the Community, but was disappointed that the Front Elevation was still rather bland and an opportunity had been lost. ii. Land to the East of Wesley College No further comment iii. Wessex Water Control Kiosks No further comment iv. Canford Park Tennis Court Floodlighting Proposals Alan confirmed that this is still a live application going through the planning process and that the time for submitting statements of support or objection to be considered by the planning officers has past. The next step is for the application to be heard by the planning committee in May and that statements to be considered by the Committee can still be submitted up to one working day before the Committee meeting. Following a question from a resident David confirmed that the funding from the LTA is still available, contrary to the statement of limited timescale for the availability of funding issued previously by BCC. 4 Mike Blundell gave a review of the application on behalf of the objectors. In summary his points were: - (a) The consultation was poor and inadequate (b) The decision will be taken by the planning committee in May (c) LED lights are much brighter and intense than traditional lights (d) This project is a pilot project for the use of LED lights as floodlights for tennis courts (e) There are no other reference tennis court sites i.e. this is an experiment (f) The lighting poles are 10m high (i.e. 32.8ft) (g) Lighting intensity will be 300 lux (h) The resulting light pollution, increased court use and damage to the visual amenity will be damaging to the local residents A Resident said she played tennis at Redland on floodlit courts and the residents had never objected. Alastair Watson said that at the planning committee meeting the committee members will only concern themselves with issues of planning legislation and as a result the only grounds that the objectors need to demonstrate are: - (a) Pollution will the project cause either light or noise pollution that is unreasonable? Provide evidence not conjecture, or it will be dismissed. Is there evidence to show that LED lighting is safe in this application? (b) Intensity of use will the project change the nature of the park from recreational to sports to an unreasonable scale? Will it increase parking problems? Will it increase anti-social behaviour? Is there adequate toilet and welfare facilities? Provide evidence not conjecture, or it will be dismissed (c) Visual amenity Will the visual amenity be damaged irreparably? Will it impact negatively on the Park s Green Flag Award? Is it in accordance with the Management Plan for the Park? Is it in accordance with the Green Spaces Strategy for the Park? Provide evidence not conjecture, or it will be dismissed (d) Other Do the residents want it? Do the residents need it? Are there adequate alternatives for Paid For courts locally? Are there alternative free courts available? Will the LTA restrict access to the courts? Provide evidence not conjecture, as that will be dismissed i.e. number of objections from locals? How many letters of support are from locals? Also, why has the process been extended to accept further letters of support? A Resident said that there were floodlights at Coombe Dingle Sports Centre and it did not emit any lighting pollution and no one objected about them. David challenged this assertion on the basis that he lived on the boundary of Coombe Dingle Sports Centre and that the intensity, directional focus and timing of when the floodlights are switched off are a constant source of nuisance to the community. A Resident said that one of the advantages of LED lighting is that it is more energyefficient. Hilary Long said that this application had been mired with deliberate deception and was outrageous and, for example, the consultation process was not fit for purpose. She thanked Alastair Watson for calling this application in so that it would be decided by the Planning Committee and not an Officer. She confirmed that anyone wanting more info should contact her on wotsoconhil@gmail.com David encouraged as many objectors as possible to submit a new statement of objection to democratic.services@bristol.gov.uk and if possible attend the meeting, to balance the anticipated letters of support. 5 6. Police feedback PC Shaun Brean delivered the police report because he is standing in for PC Paula Donnelly while she is on temporary secondment to Avonmouth, in the role of Sergeant. i. Theft of Motor Vehicles, 1 this period, was 1 in the last period ii. Theft from Motor Vehicles, 27 this period, was 30 in the last period This remains high because owners are not locking their vehicles on their driveways and continue to leave valuables on display A prolific offender has been arrested and admitted to 50 offences. He is currently on remand in prison awaiting sentence Two further offenders were arrested and are due to appear before Bristol Magistrates Court. They have been given strict bail conditions iii. Burglaries from Dwellings, 10 this period, was 6 in the last period This is an increase of 4 from the last report; the perpetrators of these crimes are often well known to the police and an increase in crime rate often coincides with their release from prison. The Police will continue to monitor this whole situation closely iv. Commercial Burglaries, 1 this period, was 3 in the last period v. Shed Breaks, 4 in this period, was 22 in the last period vi. Distraction Burglaries, zero in this period and zero in the last period vii. Robberies, zero in the period viii. Shoplifting, 31 in this period, 29 in the last period A dedicated team has been set up to deal with persistent offenders. This crime is often the symptom of a drug problem and offenders are engaged with a drug referral agency prior to release from prison to seek to break the cycle ix. Hate Crime, Zero in the period. But may be subject to under-reporting because of the perceived social stigma x. Anti Social Behaviour, there has been an increase of low level ASB matters and reported incidents. Extra patrols will be put in place in Canford Park to deal with the expected increase of people using the Park during the lighter evenings and weekends. There have been reports of a male acting suspiciously in Canford Park and residents are asked to report any sightings of suspicious behaviour so that this male can be identified. xi. Drug Warrants, A class A warrant was conducted during the period in Westbury, where two residents were arrested on suspicion of Possession with Intent to Supply. 25 wraps of class A were retrieved and both suspects are currently on bail. The Drugs Warrant and arrest reported at the last Forum has resulted in a female resident being sentenced to 3 years in prison. A lot of intelligence is generated by the local community. The Police will corroborate the information which, if robust, will lead to a warrant being sworn out at court and executed. xii. Community Speed Watch No update but this matter is now being managed by PCSO Claire Fisher based in Stoke Bishop. Our focus will remain to support victims of these crimes and to prevent offences occurring by spreading our crime prevention message as widely as possible. Since the last Forum we have held 13 beat surgeries, with an attendance of over 220 people receiving targeted crime prevention advice. 6 PCSO Paula Perry reported that:- i. Shopwatch was very active in the area to deal with shoplifters and forms for shops to request a photographic gallery of known offenders were available. Mike Rodway asked if this was available for small shops as well as large shops. Paula said that she would confirm. ii. Parking compliance was being actioned by her in conjunction with another PCSO and this included outside schools, supported by the schools identifying car registration numbers for naming and shaming. This has resulted in PCSOs visiting offenders at their home. Paula confirmed that parking in Downs Cote Drive (reported at the last Forum) was now ok but Lampeter Road remained a problem. However, this should be resolved by the proposal to install double yellow lines. Roger Smith challenged the statement that parking on Downs Cote Drive was resolved because the residents are still parking on the pavement. Paula confirmed that when cars park on pavements, it is only an offence if they cause an obstruction; and the test applied by the Avon and Somerset Constabulary is maintenance of the space required for a double buggy or a wheelchair to pass between the car and the back of the pavement. Roger Smith said he was not aware of this test. iii. Beat surgeries to promote the immobiliser system to protect valuables are being held at (a) the Co-op in Canford Lane on 10 th April 2014 and (b) the Co-op in Stoke Lane on 30 th May 2014 iv. Nottingham Knockers continue to target North Bristol. Please advise any approach to the Police, as these people need a Peddlers Licence to trade door to door v. Rouge traders continue to target vulnerable people in the community and trick them by offering cheap services on the doorstep and then conning them into paying over the odds. Ensure that they only give work to reputable contractors and always get at least 3 quotes vi. NP Working Groups updates Refer to supporting Paper- Attachment 4 (Page 20). Alan Aburrow gave a brief summary of the points reported in the paper under the headings of:- i. Working Group for Older People Pete Taplin Vice Chairman Bristol Older Persons Forum advised that the latest LinkAid poster is not clear in its message that Older Persons, i.e. over 55, can attend at any venue advertised and not just the one in their locality. ii. Young Peoples Working Group Andrew McGrath confirmed that the data base for youth provision in NP3 is still in production. iii. Local Community Small Grants (Well Being Fund) Andrew McGrath confirmed that 30k has been allocated ( 10k per Ward) for the coming year, 2014/15. iv. Transport Working Group No further comment v. Environment Working Group No further comment vi. Communications Working Group No further comment vii. Governance Working Group No further comment Page 6 of 26

7 8. Neighbourhood - Working Initiatives Andrew McGrath presented a report on behalf of Hayley Ash (refer to Supporting Paper, Attachment 5, Page 24). He summarised the table of priorities and highlighted the request by Hayley in row 6.2 under the heading of Tasks ; Hayley needs residents to request posters from Keep Britain Tidy (www2.keepbritaintidy.org/ordermaterials/default.aspx) promoting dog owners to bag up dog mess and put it in a bin. These posters are supplied free to residents but BCC has to pay. Andrew said that he would arrange collection from residents that receive posters. 9. Election David confirmed that, under our Terms of Reference, Ward Representatives can only apply to be elected in the Ward in which they reside. However, Wards can co-opt members who live outside the Ward that have an interest or special skill that the Ward finds helpful or useful. These Co-opted members join the NP but do not have a vote. Graham Donald claims an affinity for Westbury-on-Trym but lives in Stoke Bishop and has asked to be co-opted. David asked Graham to make a short presentation explaining why he wanted to be co-opted. Graham confirmed his interest and why he felt he qualified to be co-opted. Peter Taplin proposed that Graham should be co-opted and Gill Brown seconded the motion. A vote was taken and there were three abstentions, zero objections and the remainder in favour. David confirmed that this decision would be taken to the NP Meeting in June for ratification. 10. Any other business i. Geoff Gollop reported on the Cabinet Meeting earlier that night (a) The proposal to sell the Port Land at Avonmouth was approved (b) The proposal to contract-out the renewal of new bus shelters was approved. This will result in fewer bus shelters. It was also confirmed that the practice of building pedestrian waiting areas out into the road will cease henceforth. ii. Consultation for Sewer work in Stoke Lane A Resident claimed that they had not been notified about the forthcoming sewer work in Stoke Lane. It was explained that because Wessex are a utility, they are not required to consult but they do usually notify residents that could be affected (Secretary s Note: the work in Stoke Lane is currently scheduled to take place between 29 September and 28 January and will involve temporary signals between Back Stoke Lane and Abbey Road). iii. Dangerous wall on Henbury Hill Roger Smith asked if Alastair Watson would investigate the dangerous wall on Henbury Hill iv. Lord Mayor s medal Pete Taplin requested that the assembled company congratulate Alan Aburrow on recently being awarded the Lord Mayor s medal for his services to the local community over many years. 11. 19 Attachment 3 35 Passage Road The Westbury-on-Trym Society SUMMARY OF CURRENT MAJOR PLANNING ISSUES March 2014 The site at the corner of Shipley Road was subject to many re-development proposals between 2005 and 2008, none of which succeeded until the last (on appeal) for 8 flats. This did not proceed but the recent application 13/04796/F (2013) by a new developer was accepted this month following a "community consultation" (by law), with residents and the Society's planning group. Plans were substantially revised following discussions, to include: a reduction from 11 to 9 flats, underground parking, garden space and a more pleasing design overall. We were disappointed however that a more imaginative elevation, fronting the important view from the High Street, was not finally achieved, despite comment from Urban Design, City Conservation committee and our own suggestions. The North planning committee did not show any interest in achieving a finer frontal design for this elevated site, a point we took trouble to emphasize in our commentaries. Land to the East of Wesley College At the former Wesley College Site on Henbury Hill, plans for conversion of the former College into a private Care Home (13/01263/F) were granted in June last year and work is underway. However, plans to build 11 detached four-bedroom dwellings on the college s former playing field (Application 13/02361/F) were refused at a Planning Committee Meeting last December. The Officer s recommendation for refusal was mainly on the grounds that the land was a protected green space in the Bristol Local Plan. Since then, this status has been removed in proposed revisions to the Local Plan and so it remains to be seen if the developer will appeal against the refusal, or come back with a new plan. Wessex Water Control Kiosks In January 2014, Chock Lane was closed completely to through traffic to enable Wessex Water to undertake major work on a sewer chamber at the Trym Road/Chock Lane junction. Wessex Water is required by changes in EU legislation to improve the filtration of water that overflows from sewers into waterways at times of overload, ie during periods of heavy rain. This all happens out of sight below our feet but the new mechanical filters, located in enlarged chambers below ground, require electrical power and controls which are enclosed in new control panels located in kiosks at the road side. In total, there are six locations within Westbury where these improvements will be undertaken - each with its associated control kiosk. Each kiosk is subject to a formal Planning Application. A small group, made up from Local Councillors, The Westbury on Trym Society and the Neighbourhood Partnership, has been working behind the scenes to optimise the location of these kiosks and to minimise their visual impact. Canford Park Tennis Courts Floodlighting Proposals Bristol City Council has submitted a Planning Application (13/05887/FB) for the provision of a new floodlighting system for four of the eight existing tennis courts in Canford Park. Lighting proposals were originally developed and consulted on in 2008 and However, the scheme was not progressed due to a lack of available funding. A funding offer was made by Sport England in December 2013, with a deadline for work to be undertaken by March There have been many objections from local residents and the Application will be considered by the Planning Committee in April. 20 Attachment 4 Neighbourhood Partnership Westbury on Trym Neighbourhood Forum, 1 April Working Group for Older People (WGOP) Working Group Reports This Working Group aims to promote the health, wellbeing and quality of life of older people within the NP area. Sue Boyd is our Ward Rep on this Group and is also its current Chairman. The WGOP, in conjunction with LinkAge, are producing booklet giving information and contact details about many of the activities for people over 60 years of age living in the area of Henleaze, Westbury-on-Trym and Stoke Bishop. This project is in line with the WGOP s main aim to encourage those older people who have difficulty using public transport to get out and join in with local activities. It is also felt that it would assist older people moving into the area. The booklet contains details of some 42 activities for people of this age group and also further information about other groups and organisations in this area. Unfortunately, it has taken far longer than predicted to collect and verify all this information and the Committee have been working very hard to get it ready for printing by the end of February, ready for a launch in March. LinkAge has managed to get sponsorship for the printing of 1,000 copies from Wilshire Farm Foods and it is intended that it will be published three times a year. The booklets will be distributed to specifically targeted individuals and groups. Pick Me Up Activities: Our next trip is planned for 7 May to Woodford Lodge, Chew Valley. This will be confirmed after a pre-run assessment. The WGOP welcomes volunteers who may be willing to help with this group in any way. Please contact Sue Boyd, Val Bishop, Glenise Morgan, Gay Huggins or Wendy Hull through Andrew McGrath, NP Area Coordinator on Tel Young Peoples Working Group Currently this Group is not active but being developed by Simon Tomlinson, one of the Henleaze Ward s NP Reps. At the last Neighbourhood Partnership in December, the Partnership received a verbal presentation about Youth Work in the NP3 area which highlighted the requirement to assess the level of need in each Ward and to increase the numbers of young people coming forward as volunteers to further its work regarding the North Area Youth Forum. A mapping document outlining areas of need will be circulated to members of the Neighbourhood Partnership via the Area Coordinator. The Partnership Members would also provide the Youth Team with links to known providers/organisers of youth facilities, such as church youth groups. 3. Local Community Small Grants (Previously referred to as Well Being Grants) Alan Aburrow and Sue Boyd are our Ward Reps for this Group During the previous three years, 2010/11, 2011/12 and 2012/13, we have funded 30 projects with a total value of 48, During the current financial year, 2013/14, we have agreed to fund a further 22 projects with a total value of 38, as detailed in the following table: Page 20 of 26

Transport Working Group The last Working Group Meeting was held on 21 January. Alan Aburrow is the Ward s Representative on this Group (and is also its current Chairman). The majority of the work approved by the NP in June 2010 and March 2011, for implementation in 2010/11 and 2011/12 respectively, has been completed. The Highways and Traffic Team has confirmed that it is their intention to complete all schemes sanctioned by the NP for delivery in 2012/13 by the end of the current (2013/14) Financial Year. Significant transport issues that affect the Westbury Ward, directly or indirectly, are: City-wide 20mph Rollout Scheme - The 20mph Rollout Team s proposals for our area were formally presented to the NP last September and the details subsequently debated at all three of the NP3 Neighbourhood Forums last October. The Informal Consultation for the NP3 area (Phase 3) closed last October and the feedback was included in draft proposals which have now been published on the Council s website: and these will form the basis of the requisite Speed Limit Order (SLO). As part of the SLO process, a further formal consultation period is required, which is planned to commence in April. This will be the last chance to challenge the consultation process, or the final proposals. Greater Bristol Bus Network (GBBN) - The debate has continued as to the efficacy of the GBBN bus lane on the approach to the White Tree Roundabout. A letter from the Mayor, George Ferguson, regarding Page 21 of 26

22 removal/redesign of this bus lane has been received, following an enquiry from the Partnership. The Mayor s response identified that the post-scheme traffic counts have not yet been completed and remain to be undertaken by the Highways Team. David Mayer has requested, as NP3 Chairman, that the Terms of Reference for the traffic survey should be submitted to the NP for its approval before implementation. Chock Lane Traffic-calming - A report from the Council s Highways Team, detailing all practical traffic-calming options, was presented to last January s Transport WG Meeting, for discussion. Subsequently, a local presentation was held for the benefit of local residents and other interested parties. The Final Report, with costed proposals for chicanes and other pedestrian safety features, was presented to the March NP for information. At the same NP Meeting, funding totally 7,500 was also secured to part-fund some of the recommended improvements (see Item 3, above). Additional funding of up to 20k will be required to complete all the recommended improvements. Stoke Lane Parking Review This includes sections of adjacent roads (eg Abbey Road, Briarwood, Great Brockeridge, Lampeter Road, and Abbey Gate). The Public Consultation closed on 12 January and the results will be evaluated, prior to formal consultation for the requisite Traffic Regulation Order (TRO). The public response had been very good, with residents of Lampeter Road asking for the inclusion of double yellow lines down one side of their street! Eastfield Road (at the top of Waters Lane) A preliminary redesign of the junction layout has been completed by the Council s Highway Engineers. The first phase of the proposed improvements will be the provision of dropped kerbs for a new pedestrian crossing point. The second phase, to include improvements to the footway will be subject to funding and prioritisation by the Transport WG. Cribbs/Patchway New Neighbourhood (CPNN) As part of BCC s response to proposals by South Glos to redevelop the area around Filton airfield (including the provision of up to 6,000 new houses), our Highways engineers are assessing the impact on the major routes into Bristol, including the A4018 and B4056 corridors. Junctions in our area to be considered for improvements are Southmead Road/ Henleaze Road/Eastfield Road; Falcondale Road/Greystoke Avenue; Falcondale Road/Westbury Road and all the light-controlled junctions on Falcondale Road. Environment Working Group Alan Aburrow, Sue Boyd and David Mayer are the Ward Reps on this Group, which last met on Thursday 7 November 2013 and the following issues were discussed:- a. To agree the recommended allocation of the section 106 funds from the Hiatt Baker Development, i. Pathway to Stoke Lodge Parkland. ii. Canford Park Toilet. iii. Quarry Park new entrance. b. The Zip Wire in Canford Park has still not been returned. c. Update on Town or Village Green Application for Stoke Lodge d. Failure by Enforcement Officers to insist on compliance with the planning conditions relating to planting around the perimeter of the Gas Installation at the NE corner of Stoke Lodge Parkland. e. Update on Community Payback ongoing provision and process requested. f. Repair to sign post at the end of Roman Way requested. g. The Litter bin at the bus stop on Shirehampton Road has been re-signed to include dog mess. h. The provision of a Commemorative Gateway into Canford Park utilising the remaining LST funding. i. Confusion regarding future tree budgets across the City. j. Hayley Ash requested details of hot spots for littering and dog fouling. k. Meeting gave hearty congratulations to Alan Aburrow on being awarded a Lord Mayor s Medal for service to the community over many years. 23 6. Communications Working Group The Ward is represented here by Alan Aburrow and David Mayer. The last Communications Working Group meeting was held on 10 th February 2014 and the issues discussed included: a. The design of two pull-up banners to promote the NP at future events. b. Notification and promotion of the forthcoming election of Ward Representatives to be held in April. c. Website improvements were discussed again and Andrew was charged with raising this with the Knowle West Media Centre. d. A short discussion was held on the use of social media including Twitter and Facebook. It was agreed that this group needed help on this topic to bring expertise and knowledge, where none currently exists.
