Welcome and Introductions Apologies received from:- Aidan Ryrie, Derby City Council David Poxon, Leicester City Council Greville Burgess, Lincolnshire County Council Pam Shaw, Notts County Council Scott Talbot, Nottingham City Council Tish Barnwell, Rutland County Council Julie Brown, Northants County Council 2. Minutes of the Previous Meeting No 3 item 9 RC asked NH about the bid that Leicestershire CC put in NH confirmed that this was for improved infrastructure for cycling and buses. Not heard if bid successful yet, should hear in June. No 4 meeting in Shrewsbury on 21 st March was cancelled so no feedback from Tish. Noted that next Policy & Management Meeting no lunch will be provided. No 4 Public Health CAPT seminar - MP attended and thought it was quite useful. PCT successors: Leicestershire community health have a draft of their structures, but other areas are not as well advanced. Community Health will have 2 road traffic casualty indicators, but there are 85 indicators in total, so risks getting lost. It will be 6 months before set up is near complete. MP to circulate seminar notes out when available. DBDA to produce DVD resources for their Traffic Club which will reduce the costs. DBDA will do marketing for RoSPA. No 5 Group Feedback EM retires on 23 October 2012 no replacement at yet. EM suggested that it would be nice if a replacement from the East Midlands could be found through P & M. This will be raised through the SCP group. A discussion took place around the number of school crossing patrols each authority has:-
2 Derbyshire County Council have 318 sites Notts City only have 9 sites most now light controlled crossings Notts County have around 120 sites some toucans to be put in place Derby City have 75 sites Leicester have 120 sites Lincolnshire have 86 school crossing patrols with 15 vacancies, a total of 101 approved sites National meeting held twice a year that EM attends. Bare Bones Steven Cross won an award for his work on Bare Bones using MAST. 3. Policy & Management Feedback There has been a rotating chair for this East Midlands Regional meeting for a while but it was felt that a regular representative form the East Midlands to the P&M was needed. Matt Pickard volunteered to be the representative to P&M for 1 year. All parties present agreed to MP, the venue and chair will still rotate. The dates of the meetings were set as follows:- London P & M 12 June 2012 Tuesday Lincs Regional 29 June 2012 Friday London P & M 18 Sept 2012 Tuesday Notts City Regional 5 October 2012 Friday London P & M 11 Dec 2012 Tuesday Derby City Regional 14 Dec 2012 Friday Update: Lincs. and Derby City have agreed the above so these are the confirmed future dates and venues. RSGB Website Public Health guidance being drawn up but no timescale. Member s area has lots of useful info added members were asked to use. Regional views put on website. Knowledge centre with 150 words max for debate. People asked to respond to items put on as appropriate. Website to be refreshed on 1 st April with like or dislike key. Human comments wanted not just stats. Manchester is continuing with the move of RS work to school teachers, but no further details. Representative from Road Safety at Cheshire stated that the Cheshire Fire & Rescue Service have published an Integrated Risk Management Plan which includes the aim to support the national lobby to transfer road safety work from the Local Authority to the Fire Service. Mike Ashworth raised with CFOA (Chief Fire Officers Association) at a national meeting and they were not aware. Legislation would have to be changed so could take many years. NH stated that the Fire & Rescue Service in Leicester are very proactive with schools.
3 MP stated that each Fire Station has its own Station Officer and all have their own ideas. Fire and Police as organisations suffer from no longevity for staff and ideas, as officers move around. Consultation on business transformation. before the deadline. Look on website and respond ALL IRSO/RSGB proposed merger not much discussed. It is currently out for consultation with IRSO members, who will reply by the end of July. RSGB will then consult. General feeling that IRSO might end. East Midlands IRSO is individual membership, and probable that many will not renew. EN stated that in-house training can be done but still good to share best practices. KS thought that all services under one umbrella is better. MP said this would enable a single voice which is more useful. EM stated that RSGB is more open and barriers have come down. RSGB is in the initial stage of working towards becoming a BTEC accredited training organisation. The 2011 RSGB conference delivered a surplus of 3,300, planning for the 2012 conference is well advanced and on schedule. P & M wanted members to advise RSGB secretary if they are representing RSGB when going to meetings. Let them know who is talking on their behalf. Also check RSGB contacts and up-date on website. MP asked ALL members to check their own details before 12 June 2012 which is the next meeting. ALL P&M received an update on website stats, which shows encouraging growth and increased sponsorship to maintain the site despite current financial restrictions. Online shop informal discussions have taken place with DBDA for them to manage the shop. Road safety observatory should be launched in June/July. MP to circulate stats from P & M. 4. Group Feeback MP Shiny Side Up (SSUP) Hastings Direct sponsorship not continuing but 7-9,000 to come into the partnership still. SSUP will run a new TV advert on Sky Sports Superbikes. NH added that Sheila Ormerod is to be congratulated on this as end result very good. Bare Bones to continue the training resource and to be available electronically. Not likely to be free, but could be sold through RSGB. National Advisors EM update from Home Office Circular re Uniform continue to work towards new uniform. Uniform to be two-tone red & yellow. KS stated that Notts City use Green & Yellow.
4 EM stated that advisors asked for assessment on routes to school and this has been done and given to P & M - written report shown to members present. NH reported at the last meeting that Fleet driver training would be undertaken in March and this was done last week. Leicestershire now accredited to run internal courses with JAUPT. Drivers get certificate of competence, this is for passenger vehicles over 3.5 tonnes and goods vehicles over 7.5 tonnes. Courses to be run for 1 year. Certificate of Professional Competence received after 35 hours training over 5 week period (5 days training). Photo shown to members present of drivers in classroom. Fuel consumption of vehicles has improved by 5%. Next course is 11 April. NH raised the offer of free Evaluit training regional training can be arranged. MP offered a computer training suite at Ripley for which holds 12 people. ALL members to supply names for this and these to be given to MP who will relay back. ALL NH Road Safety Partnership bids proviso scheme is put through Evaluit. ZO Young Driver Event recently held. 20 Students took part from 2 schools and event filled easily. Feedback very good and it is hoped that 2 more events will take place in the summer. Need a better location and looking at Bilsthorpe. Pre-drivers aged between invited charged per head with voucher given for driving instructor at end of day. This was only for this event. NH stated that they charge a head but real cost is per head so is subsidised slightly. KS said she would be happy to join up with ZO on Young Driver Events. NH offered any member to attend their Young Driver Event to gather ideas and information. They are running 12 this year on a circuit all on Tuesdays. There will be 42 students on the first course. ZO - Speed campaign advert placed on fuel pumps with gravestone picture only trouble is that strip on bottom is green not good when placed on diesel pump! Comms & PR problem. ZO - Digital media used facebook now has 800,000 hits banked in 3 weeks cost for 6 week to 2 months. Radius of 40 km used and adverts thought to go to 2.2 million people. Casualty mapping and road signs used have reduced speed by 2% and 6mph difference. Will keep road signs up for 3 months but will monitor if they lose their effect after 1 month. Gravestone picture on yellow background very effective especially when placed low down to the ground as looks real. ZO to re-evaluate after the event with speed gun. KS nothing much to report mostly inhouse events taking place quizzes, cycling, education wants to gather experience from other members on outside events.
5 MP DCC has staff sickness problems. Fire Service are expanding on Young Driver workshops. RC Road Safety Officer training taking place in September. Problem area schools to be targeted and RSO to be more proactive and backed up by Theatre in Education and resources sent out. New collision analysis system (AccsMap) system has been live since November. A recent resident s survey was sent out and this showed that Road Safety was an important issue for residents. NH - running community speed watch through Parish Council with volunteers writing down car number plates. This has caused problems that number plates can be incorrect and letters sent to the wrong people. Person then concerned then thinks their car has been cloned!! Looking at installing video cameras on street lights to catch rear number plate but volunteers would not be able to view, would have to go to Police. Police supportive of these initiatives. KS want to do engagement events in Sherwood with 20 is plenty but wasn t sure how to enforce this so community speed watch would be a way forward. KS to speak to Leicestershire CC. Regional Young Drivers Tish represented on 24/02/12. Various stats for year given and Young Drivers to continue regionally and nationally. 2 reports submitted The Fast & The Curious and Young Drivers Road Risk & Rurality. RSGB Young Driver Group. The update from Tish was given, having considered members casualty statistics, confirming that young drivers were a regional problem. The group had asked if any further funding would be available and if there were any specific young driver issues to be looked at. The groups requests were discussed, a number of people who had attended the Young Driver Group gave their views (including AR who had ed his). It was felt that the NMLW website had run its course as a number of authorities were unable to support it, and others who had used it previously no longer felt it delivered benefits and it would not get support to revamp it. Additionally in view of the reductions all authorities have experienced most felt it was no longer viable to continue to support the group as staff time and resources were so limited. It was therefore agreed that the group would cease and that the website should be wound up. There remained the issue of what was needed to do to wind up the website, as well as the 4952 which was still in the Young Driver Groups funds. It was agreed that at the final Young Driver Group mtg on 21st May the Group should action the website wind up and decide an appropriate return of the funds, which could be used for a later regional campaign or returned to the original funding authorities.
6 The meeting acknowledged the efforts and achievements of the Young Driver Group and also the importance of the original concept. The meeting agreed that work for this particularly vulnerable road user group should be ongoing, but by means consistent with Authorities current priorities and resources. 5.
