Confirmation of Previous Minutes Minutes of 10 November 2018 were adopted as a true and correct record of the meeting. Moved: Jon Colclough Seconder: Alan Blake Jon advised that we now have a broad distribution of the agenda and minutes of meetings and the latest is always available on the web site. Consequently we will be reducing the paper copies at the Hall so people are asked to review minutes before attending the monthly meetings. In the future a copy of the agenda will be on the projector screen. 3. President s Report Jon advised the meeting of the following- Foreshore management The Association had received a curt letter taking issue with clearing of parts of the foreshore near the boat ramp and warning that Council will prosecute, if offenders can be identified. Palm frond collection points (5) have been established but it is only for fronds collected from the foreshore and specifically excludes anything from private land. Trails & Parks Council work is continuing with the marking of the walking trails and placement of seats. Council has committed to future mowing of the circuit track. Work has been done around Eric Coe Park, a lot of it in conjunction with the Garden group.

2 Poona turn-off A solar light has been installed and according to Bruce Saunders there will be a southbound slip lane in due course. The travellers rest area is to be generally refurbished and Council cannot explain the missing rubbish bins. These will be replaced. Poona Disaster Recovery Centre The recent Tinnanbar fires triggered the activation of the Hall as the recovery centre. Fortunately it was not ultimately used but it enabled a good trial run of the plans and all worked very well. Young at Heart This program has been well accepted in the community and Jon conveyed a special thanks to Jenny Mason, Sue Green and Lyn Corser for their great work in coordination. Working Bee A thanks to those that turned up and spruced up the Hall and precinct and a special thanks Pam & Allan Grant who loaned the portable scaffolding to make the job even easier. Committee vacancy Unfortunately for personal reasons Nancy McNamee has had to resign creating a vacancy. Jon spoke of Nancy s great work for the community in organising events etc. Meetings A representative of the Butchulla people will be coming to Poona with FCRC representatives and will walk the trails to identify any areas of significance to our traditional owners. It is envisaged that appropriate signs will be placed in relevant areas denoting the significance. Also the Planning subcommittee with be meeting with the FCRC regarding the Local Area Plan. Festive Season Events The Christmas Lights will be judged on Monday (10 th ) evening and winners announced at the Christmas party on the 14th. Christmas hampers tickets are selling well and the hampers will be drawn at the Christmas party on the 14 th. On Christmas Eve there will be the usual Santa and now looking for a volunteer Santa. New Year s Eve party is organised and work is being done in preparation for the next Tombola and Australia Day activities. Difibulator familiarisation In the new year we will be running a familiarisation session. Jenny Coombes suggested we have a look at the video currently on Facebook. Jenny will provide the link and John Hand will contact the owners with a view to including it on the community webpage. 2

3 4. Financial Reports Leonie tabled the financial statements noting our bank balance at month s end stands at $133,317. Motion: That the Treasurer s report be accepted. Moved: Leonie Meggitt Seconder: Cheryl Bayley 5. Fishing Competition Stan Ray gave an overview of where things are at and the suggestion was that we should concurrently work on broadening the event for more family associated activities. 6. Infrastructure planning and potential new boat ramp Planning FCRC s Gerard Carlyon, the new appointee to the Head of Community Engagement is scheduled to meet with the Planning sub-committee on 13 December. The subcommittee would like this meeting to be the catalyst to the engagement of an Urban Planner to assist the process. Boat Ramp In a recent discussion with TMR they have confirmed that the FCRC has been active with the Cultural and Environmental assessments and everything appears on track. Some further geotechnical work is to be done after Christmas and then hopefully we should get the results of Feasibility Study. 7. Community Garden Group & Environment Program CEP The PCPA has been liaising with Council regarding mynah bird control but the problem is widespread and all of Council traps are committed. The PCPA decided to fund the purchase of materials to build traps to plans and is presently calling on volunteer trap builder(s). As soon as ready they will be suitably placed and monitored in Poona. Community Garden Group Working bees have been held every week which have been well attended and socially very successful. Gardens are very productive; herb garden proving popular and people generally using the honesty box. The irrigation installation is progressing and the Orchard prepared for planting Another successful mulch drive is underway. Community Parks and Gardens Working bees have been held fortnightly and has seen- Gardens mulched in Market Alley Status of Market Alley raised, now eligible for more attention Council have installed a new path in Eric Coe Park and a slab laid for picnic table Enough plants on hand to keep the group busy planting for some time Paint ordered to renovate seats and tables in Market Alley Mike Hart outlined a proposal for the laying of 64 pavers to form an outdoor chess board in an area of Eric Coe Park where the grass is shaded and will not grow. 3

4 A motion was moved by Mike Hart for the approval of $300 to purchase the pavers and seconded by Edna Ray. The motion received unanimous support. 8. Young at Heart Jenny Mason provided an overview of developments noting- there have been two meetings to date with a 53 and 35 at the event, respectively currently organising allied health professionals to present on various topics to assist the group and also looking at the prospect of trips to places such as the Brolga Theatre and to visit other communities a presentation was made earlier in the week to the FCRC s Community Builders Forum with a view to $1000 as seed funding for the initiative and the committee is reasonably confident we will be successful a dedicated sub-committee is being formed to continue the work 9. Current Matters Hall renovations Alan Blake on behalf of the group considering the requirements for hall renovations explained in detail their thoughts that suggested- A second roof extend outwards from the existing outdoor area and fitted out with both electric heating and oscillating fans Pavers to remain as they are but the existing grassed area which would be under roof will be concreted rubbish bins to be relocated adjacent to the pump shed The hedge may go but slimline water tanks will be positioned in their place providing a wind break and afternoon sun protection The kitchen servery be extended out as a wider bench but with provision for the BBQ to be stored below the bench Existing outdoor tables are too uncomfortable and will be moved to the open and replaced by outdoor tables with seating. Existing hall chairs will be used at these tables. Issues were raised regarding a ramp for those with disability and this is to be incorporated into any planning. Jon thanked Alan and the group for all their work and the committee will now consider their proposals and come up with some plans for the community to consider and vote on. This work will occur ahead of the next General Meeting in February. Review of post General Meeting refreshments The 3 month trial period had concluded and Jon again outlined the purpose behind the post meeting refreshments and informed the meeting that attendance is up an average 56% to last year. The food has been bring a plate and the costs associated with the refreshments are in the range of $32 to $36 a meeting. Jon highlighted that there are a lot of people less inclined to speak at a meeting but more comfortable in the relaxed post meeting session. A good example were the roof repairs which were thought to be a significant cost but a plumber in the post meeting offered to inspect the roof and subsequently undertook the repairs with volunteers and the overall cost was about $200. The meeting unanimously supported the continuation of the refreshments and the associated costs. 10. General Business Rural Fire Brigade Service Kate Hind, on behalf of the Rural Fire Brigade Service, passed on the thanks for the recent donation from the Association to help with the funding of the pump. 4

5 The positioning of a Fire Danger Boards as you enter the town was addressed and the meeting was advised that a formal request needs to go through the overarching body. The Committee will look at this aspect further. Kate, given the experience of the recent Tinnanbar fires said they need some supporters (volunteers) to assist with a range of tasks such as preparing their equipment for the following day and also with things like catering. This would help the actual fire personnel to get some added rest. This is only a backup in emergency situations. Jon on behalf of the Poona Community moved a vote of thanks to all in the brigade for their wonderful and dedicated work in the recent fires. Friday Bar Jon said the trial of opening 1 hour earlier seemed quite well received and the general view was that it eased the pressure on the kitchen staff come 6 pm. There was a more orderly approach to placing meal orders. Further it was proposed that in continuing that early opening we should donate $1 for every drink sold between 5 and 6 pm to the Sandy Straits Rural Fire Brigade. A motion to that effect was put to the meeting with unanimous support. Funeral services in parks and reserves Sue Hart addressed the prospect of people being able to hold closed casket funeral services in parks and advised that the Council has the matter open for public comment. For Poona, Market Alley is nominated as a possible site. Bottle/can collection to help a local family Craig Whittaker, without naming the relevant family, asked if people could donate their bottles and cans to a good cause. He will take the bottles and cans to the recycling centre and the proceeds will go to the cause. Contact should be made directly to Craig. Hall Standards A number of people have raised the issue of dress standards and general behaviour at the Hall. Jon said that hopefully we do not need to be prescriptive but called on everyone to dress to an appropriate standard and to also be mindful of foul language. 11.
