18 1 AL FAHIM STAGE 21 ST FEBRUARY 2018 AL FAHIM STAGE 1 Stage 1 is entirely in the desert. The first and last sections, each of approximately 45km, are on straight, wide roads in the desert. After the first intermediate sprint at Liwa, the road continues in the desert with a series of undulations to be tackled twice thanks to a U-turn at Boa, resulting in a significant total difference in altitude. Following a second passage at Liwa, there is a brief loop up and back down through the sand dunes. The third passage at Liwa will mark the second intermediate sprint before the straight 45km return section, which leads the riders towards the finish at Madinat Zayed. 22 1 AL FAHIM STAGE ROADBOOK Where the desert meets the sea, Al Dhafra makes up over two thirds of Abu Dhabi emirate. Along its hundreds of kilometres of coastline are stunning beaches and islands, which are gradually being developed for visitors. Prepare for the UAE s most adventurous off-road driving and some of its most incredible scenery. Al Dhafra s history is encompassed in the myriad of ancient forts, which dot the landscape, and together present a snapshot of this region s fascinating history - all set against dramatic landscapes. 1 MADINAT ZAYED (BAYNOUNAH INSTITUTE OF SCIENCE AND TECHNOLOGY) Top class education complex with four-storey buildings to accommodate more than 3,000 students. In addition to classrooms, laboratories and lecture halls dedicated for each educational institution, the complex includes a 1,200 seat auditorium, libraries for boys and girls and sport facilities. 2 MADINAT ZAYED 189 KM TO FINISH LINE 189 KM TO FINISH LINE Madinat Zayed, the administrative centre of the Al Gharbia region with 29,000 inhabitants, was founded in 1968 by Sheikh Zayed bin Sultan Al Nahyan. The main tourist attraction of the town is its camel racing track. 4 LIWA OASIS KM TO FINISH LINE A historical oasis at the outskirts of the legendary Rub Al Khali (Empty Quarter), in the Al Gharbia region. Liwa is famous for its vast desert sand plains and high dunes. It features a large date palm plantation of over 100,000 trees-an ecosystem that has been officially recognized by the Food and Agriculture Organization of the United Nations (FAO), as it is a valuable mine of genetic resources and biodiversity, and a site of great cultural heritage. 5 QASR AL SARAB 112 KM TO FINISH LINE Almost a fairytale from 1001 nights, this magnificent resort seems to spring out of nowhere, a luxurious oasis in the midst of the mystic Liwa Desert. Set in the middle of the Rub al Khali or Empty Quarter, the largest uninterrupted sand mass in the world, Qasr Al Sarab Desert Resort by Anantara is isolated from the outside world, yet is less than 200km away from Abu Dhabi. The resort brings the mysticism of this eminent location to life, inviting you to discover the unique appeal of its surroundings. The parabolic trough mirror system of solar collectors concentrates the sun s rays that are then transformed in electric power through a turbine. 23 2 YAS ISLAND STAGE 22 ND FEBRUARY 2018 YAS ISLAND STAGE 2 The route of Stage 2 is predominantly through in the eastern part of the city. After the start, it runs through Reem Island with a first passage along the Corniche heading south on wide roads and passing the Grand Mosque, from where the course leads towards Shakhbout City, which features several roundabouts and the intermediate sprint. Then, still on wide and straight roads, it goes through Al Shamaha and Al Bahya (second intermediate sprint) before returning to Yas Island where the route continues along Sheikh bin Zayed Highway until it comes back to the Corniche and the finish. The whole course is on wide roads but riders must pay attention to the cat s eyes that divide the lanes. 27 2 YAS ISLAND STAGE ROADBOOK 1 YAS MALL 154 KM TO FINISH LINE A Prime Destination for Shopping, Dining and Entertainment, Yas Mall is the capital s biggest and the UAE s second largest shopping centre. The mall provides a vibrant getaway shopping experience for tourists, international guests and local residents. Yas Mall brings a variety of unique and exclusive stores, including the Capital s only Apple store and TRYANO the luxury department store from Chalhoub Group with a range of shoes, bags and children s clothing; in addition to the region s largest stores from some of the most prominent brands such as Zara, Nike and Adidas, amongst many more. 2 EMIRATES PARK ZOO 140 KM TO FINISH LINE With over 1,700 animals, including a majestic pair of white tigers, a 32-year old, 300kg Siberian bear, lions, cheetahs and dozens of zebras housed in the zoo s Predators and Wild Animals enclosures, the Emirates Park Zoo in Al Bahia, a north-east suburb of the UAE capital features a park-wide misting system which keeps animals and patrons cool in the summer months. Connected to the zoo, the Emirates Park Resort features air-conditioned accommodation with balconies overlooking the zoo, cave or garden. 3 KHALIFA PORT 50 KM TO FINISH LINE Abu Dhabi s Khalifa Port ranks amongst the most modern, technologically advanced ports in the region, and was recognised in 2016 as the second fastest growing port in the world. Inaugurated by His Highness Sheikh Khalifa Bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi on 12 December, 2012, Khalifa Port is the first semi-automated port in the region. The port island, which includes the region s only semi-automated container terminal, is 2.7 km2 (1.05 square miles) and is situated some 5 km (3.12 miles) offshore. It is a flagship, deepwater port built to accommodate the largest ships at sea. It is a state-of-the art gateway to Abu Dhabi and handles all of the emirate s container traffic. Khalifa Port has a Phase 1 capacity of 2.5 million TEUs and 12 million tonnes of general cargo a year and an expected capacity of 15 million TEUs and 35 million tonnes of general cargo by KIZAD 50 KM TO FINISH LINE Since the launch in 2010, Khalifa Industrial Zone Abu Dhabi (KIZAD) has continued to reach new heights year on year. Starting from signing the first Musataha agreement in 2011 to having 14.1 million square metres of land leased in 2016,KIZAD has steadily proven its unique value to investors looking for outstanding access to markets via excellent transport networks, facilitated by the adjacent Khalifa Port and connections to major air, sea, and future rail. KIZAD s success was further amplified with the introduction of the new Khalifa Port Free Trade Zone (Khalifa Port FTZ) last year, the future hub for trade, logistics and manufacturing, with a total free zone area of 100 square kilometres. Within a gross area of 100 sq km in total (across Areas A & B), the wide portfolio of investments in Khalifa Port FTZ include Aluminium, Packaging, Engineered Metals, Port Logistics, Food Processing, Pharmaceuticals and Polymer. 5 YAS ISLAND KM TO FINISH LINE An emerging entertainment destination within a 30 minute drive from downtown Abu Dhabi, Yas Island is home to the state-of-the-art Yas Marina Circuit host to the annual F1 Etihad Airways Abu Dhabi Grand Prix. Get to grips with Yas Marina Circuit through a series of track day packages, including Driver Experiences, Passenger Experiences, Private Driving Tuition programmes and Racing License Courses. At the circuit s centrepiece is Yas Viceroy Abu Dhabi, a five star, iconic hotel the only one in the world to straddle an F1 race track being breathtakingly built half on land and half over water. Set on Yas Island s tranquil southern shores, Yas Beach is the island s only stretch of beach. Open daily from 10am 7pm, it is a great spot to relax and enjoy sun, sea, sand, food and drinks, and there s plenty of car parking available. Admission, which includes beach towel and sun lounger, is AED 50 (US$ 13.60) for adults and AED 25 (US$ 6.80) for children aged 8-16 during the week, and AED 100 (US$ 27.25) for adults and AED 50 (US$ 13.60) for children during weekend. Children under 8 enter for free. Saturday is half-price for ladies. Guests staying at Yas Plaza hotels have complimentary beach access on presentation of their room card or hotel voucher. Set to open in 2018 on Yas Island, Warner Bros. Visitors to this this futuristic waterpark will be able to try the 238-metre long, world s first, and largest hydromagnetic-powered, six-person tornado waterslide. For adrenaline seekers there are three-meter high waves on Bubble s Barrel, which has the world s largest surfable sheet wave for flowboards and bodyboards. The Bandit Bomber, a 550 meter coaster, is the first with onboard water and laser effects. Riders can shoot jets of water at targets, drop water bombs and trigger special effects, while people below can spray them with water as they pass. A true full day experience, the park draws on Abu Dhabi s heritage and has The Lost Pearl as its theme. It also features a souk, pearl-diving exhibits and restaurants. 7 FERRARI WORLD, ABU DHABI KM TO FINISH LINE It s fast and furious fun for all ages at Ferrari World Abu Dhabi - the world s first Ferrari-branded theme park. After the start, wide roads head towards the Grand Mosque where the course diverts towards the Al Wathba Camel Track, site of the first intermediate sprint. It then leads back to Yas Island through Al Falah, where the riders find the second intermediate sprint note there are also several roundabouts and speed bumps in this area. After Yas Island the race continues on Sheikh bin Zayed Highway, along the Abu Dhabi Corniche and towards the finish. The architectural design and construction of Al Ain Palace is typical of historical buildings of the UAE. It features the characteristic ventilation structures that are designed to keep the buildings cool in the summer. Locally sourced and environmentally friendly building materials were used, including clay, adobe and plaster stones, as well as palm tree elements for roofing rooms, ceilings, doors and windows. The use of teak was later introduced in the renovation of the buildings. The Al Ain Zoo is home to over 4,000 animals, with at least 30% of its 180 species considered endangered. Conservation efforts have been strengthened by partnerships with San Diego Zoo, the Fairchild Tropical Botanical Garden in Miami, and the World Association of Zoos & Aquariums. The Zoo also includes the Al Ain Safari experience. Magnificently positioned against the imposing backdrop of Jebel Hafeet, Al Ain Safari has been carefully crafted out of the desert environment. The race director, subject to prior notification to the UCI technical delegate (if present) and to the chief commissaire, can change the timetables and/or itineraries, if need be, giving prior notice to the interested parties. ART. 2 TYPE OF RACE The race is reserved to Men Elite Category and points will be awarded for the Individual UCI World Ranking and WorldTour Classifications, according to the provisions set out in Articles / of the UCI regulations. To the first 60 Riders will be awarded the following points : 300, 250, 215, 175, 120, 115, 95, 75, 60, 50, 40, 35, 30, 25, from 15 th to 20th 20, from 21 th to 30 th 12, from 31 th to 50 th 5, from 51 th to 55 th 2, from 56 th to 60 th 1. ART. 3 ENROLLMENT According to Article of the UCI regulations, the race is reserved to: UCI WorldTeams - UCI Professional Continental Teams - National Team of the host country. In compliance with Article of the UCI Regulations, the number of Riders per team shall be 7 (seven). In any case, the Organization, so as to safeguard the image and the reputation of its race, reserves the right to reject, up to the start, the Riders or the Teams which, by their acts or statements, would prove to neglect the principles of sport fair play and the undertaken commitments as set forth in Article of the UCI regulations. Furthermore, in the event the Riders or the Team should fail during the race in complying with the principles set out in the foregoing paragraph, the Organization shall also reserve the right to expel them from the race at any time, in compliance with the Article bis ART. 4 GENERAL PROVISIONS The subjects listed hereunder are liable for the enforcement of the present regulations and for all that is not regulated under the present ruling of the current regulations issued by the International Cycling Union: - the titular race Riders; - the Sports Directors and the Teams Staff; - all the Race s followers duly accredited by the Organizers in a recognized and acknowledged official position. Only the persons notified upon getting the identification badge by the owners of the authorized vehicles are entitled to follow the race. Each and every change or addition shall be notified to the Organization Manager. The cars and motorcycles drivers shall comply not only with the enforced rules of the Highway Code, but also with the provisions issued by the Organization Manager and his staff. Persons without any function acknowledged by the Organizers or relevant to the race s services as well as under-aged persons are not allowed to follow the race. In the event of non-compliance about the circulation during the race will apply to the articles of the Chapter 2, paragraph 4, UCI regulations. The Organizing Society shall not be accountable for any damage caused by accidents or incidents before, during and after the race to spectators or people in general, even if not involved in the race itself, because of actions that have not been performed by the Organization itself. 54 REGULATIONS REGULATIONS ART. 5 - RIGHTS AND DUTIES OF RIDERS All registered Riders have the right, in compliance with the regulations in force, to compete in all the classifications i.e. stage classification, general and special classifications inscribed in the race program. They are required to maintain a responsible race behavior and to refrain from promoting or supporting any mass demostration susceptible to assume the character of either fraudolent agreements prejudicing other Competitors, or to appear as a protest against the Organizing Society or the Commissaires Panel or other official followers whatsoever. Morevoer, the titular Riders are requested: A) to carry a frame number and two body numbers duly provided by the Organization. These numbers cannot be modified as far as their size is concerned. During time trial stage only one identification number will be required. B) to carry on all the stages a transponder supplied by the Organization and to be affixed on the frame of the bicycle, for the automatic reading of their passage position on the finish line and in some other segments determined by the Organization. However, the crossing of the finish line will be the final reference for the stage classification. Failure in complying with such obligation shall be considered as an infringement equivalent to the absence of body number and consequenlty punished in accordante with Article point 5 of the U.C.I. C) to wear the jersey corresponding to their relevant team as well as the World Championship, Continental or National Championship jerseys; in order of priority in compliance of the Article D) the leaders of the General Classification, the Points Classification, the Best Young Rider Classification, the Intermediate Sprints Classification, shall respectively wear the Red jersey, the Green jersey, the White jersey, the Black jersey, all of them duly provided by the Organizing Society. This order also features the priority between the different leader s distinctive jerseys, so that in the case a Rider should be leading more than one classification, he would wear the distinctive jersey having a priority in the above mentioned order. The remaining jerseys would be put on, at an honorific title, by the next following Riders in the ranking of the respective classifications, provided that they are not already entitled to a different classification (Article ). The jersey-holder is required to wear his distinctive garment beginning from the signature procedure until to the prize-giving ceremony and during any possible press conference; E) to refrain from answering to interviews during the race; F) to quickly leave the left side of the road free for motorcycles and vehicles authorized to overtake the peloton; G) in case of drop-out in the course of the race, to remit the body number to a Commissaire or to the Broom wagon. H) to refrain after having crossed the finish line from crossing the line a second time while still wearing his body number, and thus until the finish judge or the finish Commissaire in charge authorize the crossing (Article ); I) The General Classification leader and the stage winner shall show up at the press room for a press conference with the accredited journalists (Article ). J) to undergo the Anti-Doping procedure, the convened Riders shall go to the premises indicated by the Organizer. ART. 6 RACE HEADQUARTERS The official accreditations and preliminary operations will take place in ABU DHABI on the premises of the YAS Marina circuit media center, YAS Island (ABU DHABI), U.A.E. from 10:00 to 19:00 on Monday 20th February The confirmation of the starting Riders and the collection of the race numbers by the Sports Directors is set at the Race Headquarters from 14:00 to 15:45, subsequently at 16:00 at the Race Headquarters is due to take place the Meeting with the Organization Management, the Commissaires Panel, the Sports Directors and with the presence of UCI technical advisor, according to the provisions set out in Articles / of the UCI regulations. At 16:30 the meeting with the Photographers, the TV Cameramen and the Highway Police is due to take place, see Article bis of the UCI regulations. ART. 7 PRELIMINARY OPERATIONS AT THE START For each stage Riders shall assemble at the place mentioned in the Technical Guide. As far as road race stages are concerned, the presence of the Riders at the Podium where the starting sheet is to be signed is duly requested (Article ). Then, Riders will gather for the group transfert towards the actual start place. In addition, for the first stage, the Organizer will set the team order for team presentation and to sign the starting sheet. This order list will be communicate during the preliminary operations. 55 REGULATIONS REGULATIONS ART. 9 TIMEKEEPING The Timekeepers Service, with the assistance of the finish judge, will be in charge of recording the official time. The service will be guarantee by EBD Spa. Riders will be provided with a trasponder, for the automatic reading of their time, to be affixed on the frame of the bicycle compulsarily. ART. 10 TIME BONUSES Time Bonus valid for the General Individual Classification are envisaged in each stage. According to the Article UCI regulations, the time bonuses will be as follows: - for each Intermediate sprint the time bonuses for the first three riders crossing the line will be respectively 3, 2 and 1 ; - upon finishing each stage respectively 10, 6 and 4 time bonuses will be assigned to the first three riders crossing the line. In individual time trial stages, no time bonus will be awarded. ART. 11 FEEDING Refreshments shall be supplied according to the provisions set out in Articles / 26 / 27 of the UCI Regulations. The feeding zones will be mentioned on the route maps and in the time schedules as well as signposted along the race route. Organization is committed to collect all the waste refferred to the race and invites all the suiveurs to behave in way respectful of environment safeguard. ART. 12 TECHNICAL ASSISTANCE The technical assistance service is provided for by 3 vehicles of the SHIMANO company. ART. 13 MEDICAL SERVICE The Medical Service appointed by the Race Manager, is provided by an adequate number of Doctors and Paramedics; the service is operative during the race and available before the start and after the finish of the race. In case of need, following ambulances coordinated by the race Doctors will take the Riders to the hospitals mentioned in the Technical Guide. ART. 14 STAGE FINISHES Stage finishes shall be announced in advance by a red triangle located one kilometre from the finish line and by an arch reading FINISH in coincidence with the time keeping and photo finish line. It is mandatory for all vehicles to perform a detour from the race route where indicated by the Organizer, in order not to cross the finish line, exception for of the Race Direction, the Commissaires Panel and the official Doctor In the case of a crash, puncture or mechanical incident beyond the signpost indicating the finish within three kilometres, the rider(s) affected shall be credited with the time of the group in whose company he was (they were) when the accident occurred, in compliance with Article of the UCI Regulations. The rule does not apply to time trial stages (4th) and to stages featuring a summit finish (5th). For all that is not regulated under this ruling, the irrevocable decision taken by the Commissaires Panel in consultation with the Organization Management shall apply. ART. 15 TIME TRIAL STAGE Riders can use bicycles falling within the scope of parameters and measurements set forth by UCI regulations, and that shall be verified according to the provision set forth by the Commisaires Panel. At the start the Riders shall be supported by Judges in charge appointed by the Commissaires Panel. Each Rider will be followed by a car. The vehicle shall follow the Rider at not less than 10 meters and shall in no way draw up level with the Rider, whenever a Rider is reached by another competitor, the same shall move to the right side of the road and remain there until the other Rider is at least 25 meters aheafd ohf him. The starting order shall be determined by the Rider s position on the General Individual Classification at the end of the previous stage, so the last placed in the ranking will start first as second so on until the first best-placed who will be the last Rider to start. Riders shall set off at identical intervals between 1 to 3. The Race Directors by common consent with the President of the Commissaires Panel could increased the starting interval for the last 15 starting Riders. ART. 16 FINISHING TIME LIMIT In order to determine the finishing time limit, the stages have been divided into two categories depending on the different nature of their route: - A category: stages presenting no particular difficulty (Stage 1, 2 and 3) - B category: stages presenting difficulty (Stage 5) - C category: time trial stages (Stage 4) Consequenlty, the time limit has been set out as follows: - for the A category the winner s time plus: 8% if the average speed is less than or equal to 40 Km/h. 9% if the average speed is between 40 and 45 Km/h 11% if the average speed is over 45 Km/h - for the B category the winner s time plus: 15% if the average speed is less than or equal to 37 km/h 16% if the average speed is between 37 and 41 km/h 17% if the average speed is over 41 km/h 108 ABU DHABI TOUR 2018 ABU DHABI TOUR

56 REGULATIONS REGULATIONS - for the C category the winner s time plus 30% According to Article of the UCI regulations, in case of special weather conditions, or other exceptional curcumstances, confirmed accidents or incidents, the Commissaires Panel, after consultation with the Organization Manager, may readmit in the race any Rider finishing in a time exceeding the time limit, by increasing the latter by a maximum of 30% of the time set out in this Article. The time limit, established on the basis of the winner s time expressed in minute seconds, shall be futher rounded off to the successive superior minute. In case, for those Riders readmitted, all points awarded in the general classification and in the various secondary classifications shall be withdrawn. ART. 17 PENALTIES Infringements will be sanctioned according to UCI Rules and to the scale of penalties ( ). ART. 18 PRIZE-GIVING PROTOCOL After every stage finish, the stage winner, the leader of the General Classification who receives the red jersey, the leader of the General Classification by Points who receives the green jersey, the leader of the Best Young Rider Classification who receives the white jersey and the leader of the Intermediate Sprints Classification who receives the black jersey shall attend the prize-giving ceremony. Moreover, the stage winner and the leader of the General Classification shall participate in the press conference for the accredited journalists. (Articles /113 and bis) All the Teams, with all their Riders and two Team Managers and/or Sports Directors shall take part in the opening and teams presentation ceremony Tuesday 20th February ART. 19 ANTI-DOPING Anti-Doping control, in compliance with the UCI Part 14 anti-doping regulations and procedures, the applicable Law in the hosting country, will be made on the dedicated premises by the finish area. ART. 20 GENERAL INDIVIDUAL CLASSIFICATION BY TIME The Leader of the General Individual Classification will wear the Red jersey. In compliance with the provisions set out in Article of the UCI regulations, the General Individual Classification is established by adding together the times achieved by each rider in each stage. Time bonuses and penalties are considered for this classification. In the event of a tie in the general ranking, the first discriminating criterium is given by the fractions of a second registered during the individual time trial shall be added back into the total time, as the second resort by the places achieved for each stage are added up and, as a last resort, the place obtained in the final stage is counted (Article ). ART. 21 GENERAL INDIVIDUAL CLASSIFICATION BY POINTS The sum of the points will determine an individual ranking and every day its Leader will wear the Green jersey. The individual points ranking is obtained by adding together the points recorded in each of the five stages and the sum of the points assigned in all the Intermediate Sprints. 57 REGULATIONS REGULATIONS According to the provisions set out in Article of the UCI regulations, in the event of a tie in the General Classification by Points the following criteria will be applied: 1. number of stage victories 2. number of Intermediate Sprint victories 3. General Individual Classification To receive the prizes of the final General Classification Riders will have to complete the Race. ART. 22 BEST YOUNG RIDER The Best Young Classification is reserved to Riders born after 1st January 1993 and is determined by the General individual Classification. The Leader will wear the White jersey. ART. 23 INTERMEDIATE SPRINT JERSEY CLASSIFICATION A special Intermediate Sprint Classification has been set up, at each Intermediate Sprint points are awarded as follows: 1 st 8 points 2 nd 5 points 3 rd 3 points 4 th 1 point The general ranking is established by the sum of the points obtained; the Leader of the Intermediate Sprint Classification shall wear the Black jersey. In the event of a tie in the general individual classification, the following discriminating criteria will be applied: number of Intermediate Sprint victories general individual classification To receive the prizes of the final General Classification Riders will have to complete the Race. ART. 24 TEAM CLASSIFICATION According to the provisions set out in Article of the UCI regulations, the team classification is established on the basis of the sum of the three best individual times from each team, including any time penalties. In the event of a tie the teams shall be separated by the sum of the places acquired by their three best times in the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification. The team general classification shall be calculated on the basis of the three best individual times from each team in each stage ridden. In the event of a tie the following criteria shall be applied in order until the teams are separated: number of first places in the daily team classifications; number of second places in the daily team classifications; etc. If there is still a draw, the teams shall be separated by the placing of their best rider in the general individual classification. Any team reduced to fewer that three riders shall be eliminated from the general team classification.
