2 Welcome to the Summer 2016 Parish Magazine Both Dobwalls and Trewidland Schools are hoping that you will join them in celebrating the Queen s Birthday on the 10 th June! Other articles focus on Trewidland Local History group; increasing focus on Neighbourhood Planning; details of the Parish in Bloom competition and problems over Dog fouling. We also start a new People of the Parish item which will introduce our current parish councillors. 3 Parish Council Meetings Members of the public are welcome to attend any council meeting and can speak to the council about an agenda item by giving the Clerk notice of their intention to do so prior to the meeting starting. Time for those wishing to speak will be allotted either at the start of the meeting or during the meeting at the Chair s discretion. Other items can be brought up under public participation which is usually towards the beginning of the meeting. If you have an issue that you feel the Parish Council should know about, please let us know. Parish Council Vacancies We are currently three Parish Councillors below strength and wish to coopt additional members. Despite the title 'Parish Council', this merely refers to the area of responsibility of the council (like a Town Council) and has no church links whatsoever. Being a Parish Councillor can be a very rewarding experience, immersing yourself in the local community and its functioning and helping shape its future. If you are interested, please watch out for notices in the local papers or contact the Parish Clerk direct at dobwallstrewpc@btinternet.com or at the address above. 3

4 Did you know that Dobwalls and Trewidland Parish is made up of two Wards? A B The map above shows the familiar boundary of the D&T Parish, however what may be less familiar is the dashed boundary which identifies the Wards of Dobwalls [A] and of Trewidland [B]. This new boundary was set in 2009 and follows the areas of the parish which are part of the Liskeard West and Dobwalls Cornwall Council Ward (A), represented by Cornwall Clr. Michael George ( ) and the Trewidland - Menheniot ward (B) represented until recently by Cornwall Clr. Bernie Ellis, and now represented by Councillor Phil Seeva. the Dobwalls area A has up to seven Parish Councillor the Trewidland area B has up to four Parish Councillors These changes were made to give clarity and proper representation to the urban and more populated Dobwalls settlement, and to the more rural areas of the parish to the south of Dobwalls stretching from Doublebois to Plashford. However it may be confusing if you live in Doublebois, to find that your ward is Trewidland! Obituary for Bernie Ellis We were very sorry to hear the news of the death, in February of Bernie Ellis who has been one of our Cornwall Councillors for the 4

5 Dobwalls and Trewidland Parish for many years. Mike George has kindly allowed us to print his reflections on his memories of Bernie. I first met Bernie in the days of District Council and quickly realised we both had something in common, our love of Cornwall. We would often sit and have a chin wag over a cup of tea and it didn t take me long to realise here was a man that had extensive knowledge of planning and he would quote case after case about somebody v somebody else ; some of them going back decades but still relevant. This made him a valued advisor at any planning meeting. He became chairman of Planning at Caradon from 2007 until the council wound up in This made him a perfect choice therefore to take on the role of Chairman in the newly formed Cornwall Council Planning East Committee. Meetings were split between Luxstowe and Camelford, and were fairly lengthy affairs, Bernie was content that all speakers should have their say. I remember burning the midnight oil; however Bernie had discovered a little watering hole between Camelford and home that would accommodate several weary councillors into the night. I had many a lengthy conversation with him and valued his knowledge. In recent years we shared responsibility at Dobwalls and Trewidland. In those 7 years he never lacked the passion as a Councillor, his life revolved around helping others. The last time we met which was shortly before he died, I asked him if there was anything I could do to help, (he was a great support to me when I lost my wife), No thanks Mike, he replied, I m alright. Alright in deed Bernie, you will be missed by all of us, your knowledge, your gravelly voice, your humour. God Bless. 8 A Neighbourhood Plan for Dobwalls and Trewidland? We that is the people of Dobwalls and Trewidland, and the Parish Council, need to consider whether we are going to try to construct a Neighbourhood Plan (N.P.) The advantage in doing so is that we can define where we want development in our two main settlements and what sort of development it should be. The disadvantage is that it takes lots of effort and expertise from everyone in the community not just members of the Parish Council (which some will say is a good thing!). Neighbourhood Plans must: Be permissive they cannot say that there is to be no development at all. Be about land use planning not just housing, but also economic development, jobs, green spaces and local facilities. Enable development but state how the Community wants development to go. Must be observed and taken into account by Cornwall Council s planning Committees. Be produced voluntarily by the people of the community. (We don t have to do it.) How to go about it: 1. The first step is to assemble group of people who are enthusiastic and concerned about defining how their community will grow. No number limit, but we will probably need at least 20 in the group. 2. Define the area to be embraced. 3. Collect information about a) The present situation b) The aims of the Community. c) The visions and options of how these aims can be achieved. 4. Go to everyone in the Community with meetings and questionnaires to find out what they think. 5. Produce a draft plan. 6. Put that plan out for consultation for at least 6 weeks. 7. Submit the plan to Cornwall Council for their comments 6 weeks. 8. Formal examination by Government. 9. A referendum of every voter in the community to say whether the plan is OK or not. Readers may have noticed some key points: It requires a lot of effort by a committed group of people It is very useful to have people in that group with expertise (but it s not essential). Costs are involved but grants are available and the final referendum cost is carried by Government. It is likely to take about 2 years 8

9 It may help to give an example of the sort of work involved. Suppose the whole group decides that we need more employment sites. A smaller working group would then consider what, and where they should be. Should it be more at Doublebois? Should it be more tourist accommodation? Should it be more solar energy? What about access? The working group might have to consult with existing businesses. Then report to the main N.P. group. So are you interested? The Parish Council will shepherd the Group but not control it. The Parish Council will also help to set it up. We need people who are interested in the future of Dobwalls and Trewidland to say that they will do their bit. 11 Liskeard and Looe Community Network Panel The Meeting of 24 th March 2016 at the Long Room, Liskeard Town Council, was attended by Hugh Francis and Tracey Kitto, representing Dobwalls and Trewidland Parish Council. The meeting was chaired by Roger Holmes. Bernie Ellis and John Bailey: Mike George had sent in a letter detailing the commitment that Bernie Ellis had given to the community and Derris Watson had sent in a letter regarding John Bailey. We stood and had a period of silence in memory of them both. Meeting Procedures Chairing Community Network Panel meetings We currently have no fixed Community Network Panel chair. There was a discussion regarding having a fixed chair and a vice chair. Having a fixed chair would make the meetings more consistent. This was agreed Voting at Community Network Panel meetings At the 2015 AGM the Panel agreed to: One vote per Cornwall Councillor at CNP meeting and One Vote per Parish Council - if a Parish Council (this can also be a clerk or member). The Agenda for the next meeting will discuss voting for a Chair this will give Parish Councils the chance to discuss. 11

12 David Read talked about the importance of improving feedback between Cornwall Councillors and the Network Area on all issues and set out the three top priorities agreed for the L&L C Network 1. Improvement of the A38 2. Tourism 3. Employment These will be the subject of group discussions at the start of the next Network meeting which will be chaired by Jim Candy. Parish Councils were asked to put forward any further ideas and send them as soon as possible to David Read. Guest Speaker Ffion Stanton from Cornwall Rural Community Charity (also works for Young People Organisation). CRCC can help with applications for funding by arranging workshops with community groups. Ffion talked about the areas that Cornwall Rural Community Charity covers. Carer Support Service and Carer's Contract tendering process Health Wellbeing team mental health is it working? Help with Energy are you on the right tariff? Localism (Devolution) - Community Development and Neighbourhood Plan Membership for village halls - self help- Vital Venues -Community Halls and Village Halls Local Devolution Fund Helping with assets funding for Libraries, Car parks etc. Young People Cornwall - Youth provision in the community Farmers suicide and Lonely's Act (elderly alone) The Your Way Team East Cornwall is involved in participatory work - young people are involved and their needs are top priority What do they want? What do they need? There is support for young people in the UK and encouragement for them to take part in the Youth Parliament which is for years old to enable them to have their say. 17 A chance to hear about Trewidland s Journey in Time We hope that Adrian Wilton will continue with his history of Dobwalls in future villager editions The Trewidland Local History Evening held in Trewidland Village Hall on the 18 th March set out much of the material which has been collected and collated by the History Group to allow local people to get a sense of the range of historical issues which are currently under investigation. This included historical periods: Prehistory - Cornwall s place in the settlement of western Europe, local prehistoric sites such as the rounds at Knilly Lane and Pensipple Medieval - Duchy of Cornwall, Manors, key local homesteads and farms dating from the 13 th Century to the Civil war 19 th Century - Tithe maps dates of local house building 20 th Century - Trewidland School, Hall, Chapels- key recent events and people 21 st Century - New matrix to record who lives where now and where they come from This opportunity to gather information together for these historical periods (in contrast to the approaches which have developed as a result of the three Local History Walks), provided a new way for us to think about the wide range of material that has been collected in relation to the proposed Trewidland Archive project Several local people brought photographs and there were opportunities to discuss these and to share tea and cake. 17 The rabbit catcher at Landlooe Bridge (thanks to the Woodman Family)

18 There were also opportunities to add to the recently developed Matrix of Who lived where? to cover the period of This will bring the Census analysis of (currently on display in the Trewidland Shop Exhibition) up to date. Nick Hoult made a short report on the activities of the Trewidland Local History Group over the past year, describing the monthly meetings of the group, either in members' homes, or on visits to the Cornwall Records Office and Liskeard Museum. Nikk reported on the most recent Local History Walk in July 2015, through Lake, Pensipple and Trewen, and mentioned that the next walk, in early Autumn 2016, is planned to include Skants, Northside, Holdencombe and Plashford. A recent application for funding, to the Cornwall Councillors Community Chest fund, has been successful and that this will support the development of Trewidland Archive by allowing the purchase of a laptop computer, scanner/printer, (to assist with the collection and storage of oral history from local villagers) a filing system, and other stationary to support the developing archive which will be located in the village hall. Plans for the coming year focus on interviewing older members of the local community to take advantage of their memories of the village in the 20 th Century. 25 Problems with Dog Mess The Parish Council has had several complaints about local dogowners allowing their dogs to foul pavements and green areas in the parish. This is an offence! Please report dog fouling to Cornwall Council Dog Wardens, who will be in a better position to take action if you can provide a full description of what happened, including date, time, location, what you witnessed, description of the dog/owner and as much information as possible about the incident - also any information regarding the offender - which could include name/address (if known), vehicle registration number or any other identifying feature (or photograph!).a Dog Fouling Report Form can be completed online at It is only when people get involved and report problems in their neighbourhoods that Cornwall Council will be able to solve problems and take enforcement action on issues such as dog fouling. Trewidland Potholes This winter has seen a significant increase in potholes in the lanes leading to Trewidland. Many of these have already been reported and dealt with, but the Parish Council is becoming frustrated with the length of time that it has taken for CORMAC Solutions Ltd, who are responsible to CC for this work, to fill the many holes that are making the road down to Trewidland into a cross country event. We have now recieved two visits from people drawing green lines around the same holes in the road, but no one arriving to fill them in! Numerous requests have been made by the PC to Cornwall Councill however we now seem to have reached a point where there is a need for all Trewidland residents to pester Cornwall Council about the state of the lanes at : hway_or_countryside_issue&tmpl=report_a_highways_issue We hope that our new Cornwall Councillor, Phil Seeva will be able to help improve the situation urgently. 25

27 Trewidland Community Group Update April 2016 Since their appointment at the village meeting on 22nd January the Trewidland Community Group Trustees have been meeting very regularly. We have set up a website specifically to provide open access to information about our activities. The Minutes of all of our meetings are available for you to read if you visit: We have also been very busy working on our feasibility study and have now started a door to door survey of Trewidland residents. If you haven t had a visit from one of us yet you soon will. The purpose of the survey is to gather information about what the local community would like the new hall to provide in terms of facilities and activities. So when we call on you we will ask you to complete a short questionnaire. The information that we gather in the course of the survey will provide essential evidence to underpin any applications that we make to major funders such as Viridor or the Big Lottery. Any successful project application has to demonstrate that it will meet social need and improve access to local facilities and activities to promote health and well being within the local community. Not only will the responses to the questionnaire be important but so too will unity of purpose amongst the village community. That is why we will also be encouraging you all to join the Trewidland Community Group. Our membership has been growing steadily since the inaugural meeting in January and we have admitted new members at all of our Trustee meetings to date. As well as thinking about a new hall we have been working on arranging more social activities in the Village. Many of you may already be aware that there will be a Barn Dance at the Village Hall on 8th October 2016 with a live ceilidh band, food, and also a licensed bar! It should be a great night for all of the family. But before that we, in conjunction with Trewidland School, will be organising a birthday tea party for the Queen at the Village Hall on Friday 10th June. 28 DOBWALLS MEMORIAL HALL UPDATE Since Christmas the Committee have been concentrating on applying for small grants to update the current facilities and are planning fundraising events for later in the year. The members of the Committee continue to work hard to ensure the hall runs successfully, but would welcome new members or volunteers that could spare a few hours to lend a hand. We have now simplified the booking process. Please contact the caretaker on or make contact through our facebook page. By return, we will forward a booking form for completion. The Committee continues to welcome suggestions on how to improve the facilities. Please contact us via our facebook page Dobwalls Hall. Featured Hall User The Dobwalls Short Mat Bowling Club has been running successfully for over 20 years and has several members who have achieved success in county and inter-county competitions. They meet on Thursdays and Sundays in the hall from 7.30pm to 10pm. The club would welcome new members of all ages and abilities. Please come along and have a go! "Dobwalls Football Club needs you! Supporting or volunteering, become part of a friendly, community based football club. Whether it be cheering on the team or being more involved, join us. 29 Leading a Learning Powered School: As the new head teacher of Dobwalls CP School I was delighted to be asked to write an article for the Villager Magazine. However, I've never been too good at writing about myself so I thought this would be an ideal opportunity tell you all about the exciting journey we've embarked on since September at Dobwalls CP School. Joining the school I was lucky to inherit an experienced staff team committed and open to initiatives that would maintain and develop the schools excellent reputation within the community. Since then I haven't looked back and neither have the staff! Our focus has been on becoming a Building Learning Power school with a flourishing learning culture at its heart. So, what is Building Learning Power? In short, it is an approach to education that permeates learning across the school and its community. It does not revolve around preparing for tests or squeezing as much knowledge into children as possible. Instead it focuses on the acquisition of lifelong learning habits. It is an approach to learning that promotes inquisitive, confident and reflective learners who are better prepared for the challenges ahead of them (including SATs tests!) no matter what career they embark on in life. Perhaps most importantly it's an approach to learning that requires staff to challenge themselves and act as learning role models. Indeed, it goes beyond the school gates and into the local and wider community. So if you think you could help out or would like to be part of our learning journey we would be delighted to hear from you! 30 People of the Parish Hi and welcome to a new feature in The Villager. Over the next few issues we will be providing pen pictures of all the Parish Council members to help you get to know them better, starting with myself Peter Scott, the current Chairman. Council Chair Peter Scott Our family moved into Dobwalls in 2004, taking over the convenience store Heads or Tales in the village, relocating from Hampshire. While myself, Denise and our youngest daughter are still resident in Dobwalls, our eldest daughter now lives with her own young family in Pengover Green. By profession I am a Chartered Engineer, having spent 30+ years in the defence electronics business with two international companies, managing multi million pound development and production contracts. As owners of the shop, we try to provide a service to the village community and being on the Parish Council is an extension of this for me. There are many issues within the village which the Parish council gets involved with and it is my aim for us to resolve these in an acceptable way to everyone, although this can be a real challenge sometimes! Currently the main issue in Dobwalls is the continuing expansion of the village and trying to ensure that the infrastructure can support this. The development of a Neighbourhood Plan for the whole Parish is one vehicle which can help and is under serious consideration, albeit a major task. Peter Scott Councillor Davina Finch Dobwalls has always been home for my family and me. My mum lives in the village and has done for over 40 years. Many of my husband s family have also lived or live here as well. My husband, Nigel, and I lived here until we were married at Dobwalls Chapel and then moved to Liskeard. We have always wanted to move back to Dobwalls and are now so pleased that we have finally achieved our dream. Our daughter Hannah, her fiancée, Shane and their son Cody also live in the village. Hannah is busy being mum to a very lively 1 year old and Shane works as a chef at the Highwayman. Being back in the village is everything and more than what we ever dreamed it would be. My full time job is as a Registered Nurse at Derriford Hospital and I have been a governor at 30

31 Liskeard School and Community College for the last 14 years, 8 of which has been as chair of the governing body. I became a member of Dobwalls Memorial Hall in 2014 around the same time as joining the parish council. Growing up in Dobwalls were some of the best years of my life, I have extremely fond memories of our carnivals and community days. My best friends today are my childhood friends and/or their wives! It saddens me that I now feel that Dobwalls has lost some of that closeness that I experienced when I was growing up. 34 St Neot - World Smite Championships! SUMMER early days yet but for some, no Summer in Cornwall is complete without the World Smite Championships... Now...a word of explanation...smite is a skittles based game combining the skill of boules with the cunning of croquet. It was launched in 2005 by ex Dobwalls School teacher Roger Daniel and his wife Sue. Because of its tactical and addictive nature the game has spread all over U.K. and throughout Europe... ANYWAY, every year the World Smite Champs are held in St Neot and numbers have grown from around 50 at first to a massive 450 players! Smite has featured on Trans World Sports (watch on Youtube) as well as The Chris Evans radio 2 show. Also comedian Dave Gorman wrote a whole chapter about his efforts to become World Smite Champ!
