2 Colorado river Water Users Association The Colorado River Water Users Association (CRWUA) is an organization made up of nearly 1,000 members from throughout the Upper (Colorado, New Mexico, Utah and Wyoming) and Lower (Arizona, California and Nevada) Basins and serves as an annual forum for openly discussing important issues on the river. The cooperative efforts which emerge from these meetings reflect the successful history of CRWUA members working together to create solutions for Colorado River challenges.

3 Background Background CRWUA is a nonprofit, nonpartisan organization providing a forum for exchanging ideas and perspectives on Colorado River use and management with the intent of developing and advocating common objectives, initiatives and solutions. Mission CRWUA annually updates and adopts a comprehensive set of resolutions addressing the major issues affecting the sharing, use and further development of the Colorado River Basin s water supply. 4 President s Message It was my pleasure to serve as President during this 70th anniversary year of the Colorado River Water Users Association. This is the only volunteer-managed association of its caliber that I know of that is so highly functioning, and for that I would like to express my sincere gratitude to my fellow board members, officers, committee leaders, committee members, and association members for their tireless dedication and support. The year unfortunately added another to the historic drought plaguing the Basin states, but CRWUA continues to serve as a forum where we can openly discuss critical issues and work collaboratively to find solutions. It is a testament to the leaders and membership of this organization that CRWUA has endured for the better part of a century, and continues to be the most relevant conference for professionals focused on the Colorado River. As outgoing President of this remarkable and effectual organization I would like to acknowledge and thank the 39 incumbents who have held this position since our founding in It is an honor to join them, and all of you, in celebrating our 70th anniversary. 10 Reclamation Projects Colorado River Basin Hydrology The Colorado River Basin is experiencing its worst drought in recorded history. The period from 2000 through 2015 is the driest 16-year period in more than 100 years of record-keeping and one of the driest periods in the last 1,200 years. During this time, storage in Colorado River system reservoirs has declined from nearly full to about half of capacity. At the end of water year 2015, system storage stood at about 30.4 million acre-feet (maf), or about 51 percent of capacity. Lake Powell ended water year 2015 at about elevation of 3,606 feet with 12.4 maf in storage, or 51 percent of capacity. Based on projections in the August Month Study, Lake Powell will be operating in the Upper Elevation Balancing Tier in water year Consistent with the Upper Elevation Balancing Tier, Lake Powell would release 8.23 maf during the water year with the potential for an April adjustment to equalization or balancing releases. Based on current projections, an April adjustment to balancing releases is likely to occur, with a projected annual release of 9.0 maf in water year Due to hydrologic uncertainty, Lake Powell s annual release may range from 8.23 to 11.4 maf or greater in water year Although the elevation of Lake Mead declined below 1,075 feet briefly in June, this did not trigger in a shortage determination in the Lower Basin. A shortage determination in the Lower Basin is based on the projected elevation of Lake Mead on January 1 of the upcoming year, as reported in the August 24-Month Study. The August Month Study projects Lake Mead s January 1, 2016 elevation to be 1,082.3 feet, approximately 7 feet above the shortage determination elevation of 1,075 feet. Based on this projection, Lake Mead will be operating in Normal Conditions in calendar year 2016, and water users in the Lower Basin and Mexico will receive their full water orders in calendar year Reclamation Projects

11 Based on the current inflow forecast, end of water year 2016 system storage for the Colorado River Basin is projected to be approximately maf, or 50 percent of capacity. The actual end of water year 2016 system storage may vary from this projection due to uncertainty regarding next season s snowpack and the resulting runoff and reservoir inflow. Drought Response Activities Underway In June 2013, Upper and Lower Colorado River Basin States were tasked by the Secretary of the Interior to develop drought contingency plans. Since that time, states in the two basins have been working separately but in coordination with Reclamation to develop these plans. Both Upper and Lower Basin plans include voluntary demand management by users. The Upper Basin Drought Contingency Plan is aimed at protecting power generation at Glen Canyon Dam and reducing the potential of a Colorado River Compact call. A situation where Lake Powell would drop to critical power generation elevation and require implementation of the Upper Basin Drought Contingency Plan has a low probability, but would have significant impacts. The Upper Basin Plan includes three major components: (1) extended operations of Colorado River Storage Project (CRSP) reservoirs wherein upper CRSP reservoirs (Flaming Gorge, Aspinall Units, Navajo) would move water down to Lake Powell should Lake Powell elevations be projected to approach critical levels, (2) voluntary demand management in the upper basin largely a longer term, states initiative to have users reduce depletions, and (3) augmentation involving cloud seeding. In Lower Basin Drought Contingency Planning, Reclamation is working with Arizona, California, and Nevada to identify proactive steps to lower the risk of reaching critical elevations at Lake Mead. A step forward was a Memorandum of Understanding (MOU) for Pilot Drought Response Actions signed by Reclamation and several water agencies in the Lower Basin States in December The MOU outlines a commitment by the parties to use best efforts to target between 1.5 and 3.0 maf of additional water in Lake Mead through Reclamation, Metropolitan Water of Southern California (MWD), Southern Nevada Water Authority (SNWA) and Central Arizona Water Conservation (CAWCD) have agreed to take first steps to generate maf of the additional water by the end of While the MOU is an important step forward, a more comprehensive drought plan is currently being discussed with key water agencies in the Lower Basin. In July 2014, an $11 million funding agreement establishing the Pilot System Conservation Program (PSCP) was executed among Reclamation, CAWCD, MWD, Denver Water (DW), and the SNWA (the Funding Partners). The purpose of the PSCP is to explore and learn about the effectiveness of voluntary measures that could be used, when needed, to help maintain critical water elevation levels in Lake Powell and Lake Mead. All water conserved as a result of the pilot program would be considered Colorado River system water. Proposals under the PSCP were received in 2015 from both Upper and Lower Basins participants with implementation of actions being executed later in 2015 and After the two-year funding cycle, the program will be evaluated and may be extended. Facility Upgrades Occurring at Lower Colorado River Dam Sites In cooperation with the Boulder Canyon Project power contractors, Reclamation is in the process of replacing five of Hoover Dam s 17 generating turbines with wide-head turbines; four have been installed with one more to be installed by the end of FY These new turbines can operate at a much wider range of reservoir levels, which will allow the Hoover powerplant to generate electricity more efficiently at lower Lake Mead levels. The cooling water system at Hoover Dam is also being updated to use water from below the dam to mitigate problems associated with quagga mussel infestation and reduce noise in the plant. At Parker Dam, an ultraviolet light system is being installed to help prevent quagga mussel colonization in water conveyance and power generation equipment CRWUA Annual Report 9

12 Successor Agreement to Minute 319 Underway Work is underway to develop a successor agreement with Mexico to Minute 319. The U.S. seeks extending the proactive management in Minute 319 to share and conserve water during both high and low reservoir conditions while also respecting the operational constraints and ecological health of the Colorado River Basin. Participation by the basin states and non-governmental organizations remains critical to successfully achieving an agreement. Representatives from the two countries, including Reclamation, will meet regularly during the course of the next year to develop the scope and term of the new agreement. Colorado River Basin Study Moving Forward Effort Continues In May 2013, Reclamation and Basin stakeholders initiated the Moving Forward effort to build on future considerations and next steps identified in the Colorado River Basin Study. The Moving Forward effort enhances the broad, inclusive stakeholder process demonstrated in the Basin Study with an ultimate goal of identifying actionable steps to address projected water supply and demand imbalances that have broad-based support and provide a wide range of benefits. The Moving Forward effort is being conducted in a phased approach. Phase 1 began with the formation of a Coordination Team and three multi-stakeholder workgroups that focus on water conservation, reuse and environmental and recreational flows. In May 2015 the Phase 1 Report was published. The Report documents the activities and outcomes of the workgroups during this phase and includes opportunities for potential future action. Phase 2, which will begin in 2015, signals the transition from study to action. In this phase, building from the Workgroup s proposed opportunities for future action; several pilot projects will be identified and implemented. The specifics of the pilot projects are unknown at this time but will be related to municipal/industrial and agricultural conservation and environmental and recreational flows. Navajo Generating Station Status Update In May 2014, Reclamation announced the initiation of the Environmental Impact Statement (EIS) process to extend Navajo Generating Station (NGS) and Kayenta Mine Complex (KMC) operations beyond The NGS participants have recently reached agreement with the Navajo Nation concerning the terms of an amendment to the site lease that would extend the lease through However, the terms of the plant site lease cannot be made final, and the renewal of other critical agreements that begin to expire in 2019 cannot be fulfilled until comprehensive federal environmental reviews are completed under the National Environmental Policy Act (NEPA), the National Historic Preservation Act, and the Endangered Species Act[DJE(1]. 10 Reclamation Projects

15 Arizona The Colorado River Basin is now in its fifteenth year of drought. The possibility of a shortage declaration on the Colorado River could occur as soon as 2017 and should that occur Arizona bears the brunt of the reductions, in particular the Central Arizona Project (CAP). Because operational agreements and policies have been in place for many years establishing priorities for the different Arizona Colorado River water use sectors, these conditions are not unexpected and are influential in Arizona s water resource management philosophy. For decades Arizona has been planning and is well prepared for these conditions. Arizona s 1980 Groundwater Management Act, the nation's most visionary groundwater management regulatory framework, requires that we prevent the overuse of groundwater in the state's most heavily populated areas. Since its implementation, Arizona has mandated conservation programs for most water users, ensured that new residential developments have a 100-year water supply, and has encouraged the underground storage of water for use in times of drought. Arizona s innovative water management programs and collaborative long-term planning has allowed for water providers and private entities to store nearly nine million acre-feet of water underground to be used in times of need, which is enough water to serve over 26 million households. Of that amount, 3.4 million acre-feet has been stored underground by the Arizona Water Banking Authority and Central Arizona Project in order to provide backup supplies for cities, industries and tribes in times of shortage on the Colorado River. Arizona, in collaboration with the other Colorado River Basin States, and the US Bureau of Reclamation, recognized that in order to improve the reliability of the Colorado River system, proactive and voluntary actions were needed to develop between 1.5 million to 3 million acre-feet of additional water for Lake Mead by the end of In December 2014, the Arizona Department of Water Resources, CAP, the US Bureau of Reclamation, the Colorado River Commission of Nevada, the Colorado River Board of California, Metropolitan Water of Southern California and the Southern Nevada Water Authority executed a Memorandum of Understanding to store water in Lake Mead in an effort to lessen the risk of Lake Mead falling to critical elevation levels. Through this agreement, Arizona agreed to store 345,000 acre-feet of CAP water in Lake Mead from In September 2015, the Arizona Department of Water Resources, CAP and City of Phoenix received Arizona Forward s Governor s Award for Arizona s Future for their collaborative efforts in response to possible Colorado River shortages and efforts to build resilience and execute water strategies to ensure dependable water supplies. Arizona continues moving forward with the nation s largest forest restoration program, the 2.4 million acre Four Forest Restoration Initiative (4FRI), aimed at reducing the threat and size of catastrophic wildfire through the commercial thinning of forests and prescribed burning. Arizona agriculture is a more than $17 billion industry and accounts for five percent of the state s workforce. In February 2015 the Yuma County Agriculture Water Coalition produced a report A Case Study in Efficiency Agriculture and Water Use in the Yuma Arizona Area. The report describes the unique characteristics of the Yuma area to tell the story of agricultural water use. According to the report Yuma area farmers use 15% less water than in 1990 and almost 20% less since On-farm irrigation efficiencies have improved due to investments in infrastructure and enhanced irrigation management techniques. Most Yuma growers use level furrow or basin systems that have resulted in average application efficiencies approaching 80-85%. Nearly 70% of the irrigable acres now support multi-crop production systems resulting in vegetable production acres that have increased five-fold. Yuma ranks in the top 0.1 percent among U.S. counties in vegetable and melon sales, the top 0.5 percent in sales of all crops and in the top 1 percent in sales of all crop and livestock products combined. Agriculture and agriculture related industries contributed to one in four jobs in Yuma County. These irrigation system efficiency improvements have been applied throughout Arizona. Agricultural customers in Central Arizona that receive their Colorado River water from the CAP have invested, on average, $3,600 per acre in similar irrigation water efficiency improvements such as laser leveling fields and drip irrigation CRWUA Annual Report 13

16 California The record drought in California extended into its fourth year in 2015, prompting Gov. Jerry Brown in April to order cities and towns across the state to reduce water use by 25 percent as part of a sweeping set of first-ever mandatory restrictions. California faced unmatched drought conditions in 2015 after recording the hottest year on record in 2014 and the driest year ever recorded in As a result, supplies from the Colorado River were more important than ever. The Metropolitan Water of Southern California supported the governor s edict by restricting deliveries to its 26 member public agencies to help save water and stretch available supplies. Metropolitan s supply cutback amounted to a 15 percent reduction and included stiff surcharges for agencies that go over their allocation. Metropolitan also initiated the nation s largest turf removal and water conservation program that over the next decade is expected to generate enough water savings to nearly fill the region s largest reservoir Diamond Valley Lake. In May, Metropolitan increased the district s conservation budget to a new total of $450 million over two years. Together with local rebate programs of more than $50 million, the total regional investment will be more than half a billion dollars and using existing revenues will be done without impacting water rates. To boost available supplies and reduce draws on the region s water reserves in the drought, Metropolitan paid the Southern Nevada Water Authority nearly $45 million to store a portion of Nevada's Colorado River water in Under amendments to a modified groundbreaking interstate storage agreement executed in October, Metropolitan secured access to 150,000 acre-feet of Colorado River water apportioned but not used by SNWA and will return the water to Southern Nevada in a future year. Many of Metropolitan's member agencies also have taken actions to reduce imported water supplies within Southern California, including the San Diego County Water Authority. Near the end of 2015 the Carlsbad Desalination Project neared completion, as the privately developed seawater desalination plant started delivering up to 50 million gallons a day of drought-proof water as a core water supply for the region. The Water Authority also successfully shepherded several noteworthy bills through the California Legislature, 14 California

17 including a bill signed into law that allows homeowners within common interest developments to save water by installing artificial turf. Imperial Irrigation continued to pursue its petition before the State Water Resources Control Board for a modification of revised order to address restoration efforts at the Salton Sea and uphold the district ag-to-urban water conservation and transfer agreement with San Diego County Water Authority. During the year, IID issued a framework document outlining a phased approach to sea restoration that provides supply reliability for coastal Southern California, protects public health, preserves the sea as one of the key stopping points on the Pacific Flyway and generates renewable energy to power California into the next century. The state subsequently formed a Salton Sea Task Force and created a new state position to facilitate California s restoration efforts. Conservation continued to be a priority for the Imperial Irrigation as the agency moved forward on system conservation projects; and participation in on-farm conservation continues to increase as IID edges out of land fallowing. Under an equitable distribution system of apportionment, Imperial Valley farmers met their water conservation and transfer goals, helping California stay within its entitlement. As part of Reclamation s pilot system conservation program for the Colorado River, Coachella Valley Water plans to use $1 million in grant money to issue rebates to growers who convert the irrigation of permanent crops, such as date trees, from flood/furrow to drip. Ultimately, 667 acres will be converted from flood to drip irrigation, saving about 2,000 acre-feet of water annually. For the first five years of the program, half of the conserved water will stay in Lake Mead permanently, instead of being delivered to the valley. CVWD s conserved share will be used for groundwater replenishment to balance aquifer overdraft in the district s service area. Progress continues on the expansion of CVWD s delivery system in the Oasis area to improve customer service and make 32,000 additional acre-feet of imported water available so local growers using groundwater could convert to the use of Colorado River water to irrigate CRWUA Annual Report 15

18 Colorado Progress continued on the final version of Colorado s first statewide Water Plan, which is due to the Governor in December. The Plan reflects agreement from water interests statewide on broad, near-term actions needed to secure Colorado s water future. The plan outlines how the state will approach water planning and an impending gap between water supplies and water demands. The actions identified include continued efforts to conserve water, additional reuse and recycling of water; more options to avoid continued permanent dry-up of our irrigated farmland; and an efficient and effective path forward for additional infrastructure that will create benefits for basins that provide water. Colorado s Water Plan will be a dynamic document that will be updated as necessary. The Colorado legislature addressed water issues again during its 2015 session. It passed SB 008 directing the Department of Local Affairs to provide training programs to assist local governments land-use departments in best practices regarding integration of water demand management, water efficiency and water conservation for land-use planning and decision-making. Passage of SB 212 provides local storm water management agencies with clarification regarding permitting requirements related to water detention facilities and other storm water control infrastructure. Generally, storm water detention ponds will not be required to obtain a water right or permits for water storage in these ponds. This represents significant time and cost savings to local governments responsible for storm water control. The feature-length documentary, The Great Divide was released in August 2015 by Havey Productions. The film traces the history of the water in Colorado, from the ancient irrigation systems of Mesa Verde to the modern engineering marvels such as the Colorado-Big Thompson and Fryingpan-Arkansas projects that move water from Colorado s West Slope to the East Slope underneath the Continental Divide. The documentary also describes many of the critical issues facing the state today, a state that currently is home to 5.3 million people. The Great Divide discusses the future gap in water supplies identified in Colorado Water Plan and options the state has to meet the needs of nearly 10 million residents by Colorado

19 New Mexico New Mexico continues to develop its Colorado River Basin water resources and interests in the Gila and San Juan basin. Tom Blaine was appointed as the New Mexico State Engineer by Governor Susanne Martinez. Mr. Blaine brings over 28 years of civil and transportation engineering experience from both the private and public sector. The Interstate Stream Commission is currently working on the Regional Water Planning updates for all 16 regions in the state. All drafts were completed and submitted to the Interstate Stream Commission for review by June As the drafts are reviewed by the Interstate Stream Commission, they will be sent back to the region for final review and acceptance before final publication. Hydrologic conditions for the water year 2015 started out extremely dry and then positive sea surface temperatures appeared and El Nino and the region has seen a considerable amount of precipitation. The Navajo Reservoir pool elevation is at 86% of capacity the beginning of August More precipitation is in the forecast for the fall and winter. The San Juan River Basin recovery program respond to the challenge of water management by working with local, state, federal, and tribal agencies to meet the needs of people and endangered fish. The programs goal is to achieve full recovery (delisting) of the endangered fishes, not just to avoid jeopardy (offset impacts of water project depletions) under the Endangered Species Act (ESA). The recovery programs provide ESA compliance for water development and management activities for federal, tribal, and non-federal water users. The recovery programs currently provide ESA compliance for 23 water projects depleting more than 653,758 acre-feet per year. To date, no lawsuits have been filed on ESA compliance for any of these water projects. On August 5, 2015 approximately three million gallons of contaminated water were discharged from the Gold King Mine in Silverton, Colorado, into the upper portions of Cement Creek, a tributary of which connects to the Upper Animas River Watershed. The Gold King Mine wastewater contained high levels of heavy metals, including aluminum, arsenic, cadmium, cobalt, copper, iron, lead, manganese, mercury, molybdenum, nickel and zinc. The contaminated water was carried by the Animas River into New Mexico and impacted the water supplies for drinking and other domestic use, agriculture, recreation, and wildlife. New Mexico s Governor declared a state of emergency for San Juan County, NM to handle necessary resources to assist local efforts to minimize economic or physical harm and to take the action necessary to protect public health, safety, welfare and of property of the citizen of San Juan County CRWUA Annual Report 17

20 Southern Nevada has forged a variety of innovative and collaborative initiatives with its Colorado River Basin partners to mitigate the effects of reduced flows along the river and declining Lake Mead levels. The Southern Nevada Water Authority Board of Directors approved an updated Water Resource Plan, which provides a comprehensive overview of projected water demands in Southern Nevada as well as the resources available to meet those demands through 2065, including permanent, temporary and future water resources. This scenario-based planning approach to water-resource management includes over 1.7 million acre-feet of banked water as the result of agreements with Arizona and California as well as storage in Lake Mead through Intentionally Created Surplus. These types of collaborative, demand-management strategies continue to be explored with our partners along the Colorado River. The SNWA is continuing to work with the BOR, Colorado, Arizona and California to fund approximately $14 million in conservation proposals as part of a System Conservation Pilot Program designed to keep water levels in Lakes Mead and Powell above critically low elevations as well as enhance flows in areas upstream of the reservoirs. Locally, the SNWA began construction on a low lake level pumping station capable of drawing water from below 1,000 feet. The pumping station, which will connect with the recently completed Third Intake at Lake Mead, will secure access to this critical water supply even if lake levels continue to decline. The drought-protection project was recommended by a citizens advisory committee as well as a community charge to fund the project, approved by the SNWA Board in The SNWA continues to manage some of the nation s most successful water conservation programs. The SNWA s conservation and water reuse programs helped Southern Nevadans reduce net per capita water use by the more than 40 percent from 2002 to 2014, while the population has grown by more than 30 percent during that span. Nearly all of Southern Nevada s treated wastewater is returned and recycled for a variety of industrial and community use. The Water Smart Landscapes program continues to be the cornerstone of conservation programming. Since the program s inception in 1999, more than 174 million square feet of turf has been removed, saving more than 88 billion gallons of water. 18 Nevada

22 UTAH Utah maintains its ranking as one of the nation s fastest growing states in terms of both population and economic growth. During the last decade ( ), the state added more than 540,000 residents, 220,000 jobs and 14,000 businesses. Current projections anticipate the state s population will double by 2060 requiring state and local leaders to proactively prepare water resources to meet future demand. In 2014, a Statewide Water Infrastructure Plan was prepared by the state and its largest water conservancy districts that calls for a $33 billion investment in repair and replacement ($18 billion) and new infrastructure development ($15 billion) through Legislators passed a bill (SB 281) issuing a revolving loan fund for repair and replacement costs as well as designating financing for two of the state s largest projects: Bear River Development and Lake Powell Pipeline. In addition to maintaining and developing additional infrastructure, the state remains focused on a wide variety of conservation efforts and is positioned to exceed Governor Gary Herbert s request to reduce water use 25 percent by UTah

23 Ongoing conservation initiatives include an extensive public education campaign, advanced metering infrastructure, tiered conservation rate structures, wastewater recycling, landscape ordinances and secondary water metering. Weber Basin Water Conservancy, the state s largest provider of secondary water, launched a pilot secondary water metering program in The district has installed approximately 3,000 meters to date at an average cost of $960 per meter. The program does not change users annual billing, but monthly statements are distributed noting actual versus needed water use based on evapotranspiration and landscaped areas. Preliminary numbers indicate a 28 percent reduction in water use since the program s launch. Notable state activities specific to the Colorado River include participation in water development and conservation projects in five of the seven counties within Utah s Colorado River drainage, involvement in the Pilot System Water Conservation Program with the other Colorado River Basin states and continued efforts to settle reserved water rights for the Ute Indian Tribe and Navajo Nation CRWUA Annual Report 21

24 WYoming Two long anticipated reports involving Wyoming s water were released this past year. The Weather Modification Pilot Program s draft executive summary was released in mid-december and Governor Mead s, Wyoming Water Strategy report was finalized and published in early After diligently examining the science behind quantifying winter orographic cloud seeding; the State of Wyoming was able to review the results and conclusions of the Weather Modification Pilot Program. This report combined the results from the previous physical, modeling and statistical studies to accumulate evidence so that the effects of cloud seeding could be objectively quantified and scientifically defendable. The resulting evidence support a positive orographic seeding effect, over an entire winter season, of between 5 and 15 percent. Determining the resulting increases to stream flow involves more variables; but in general, the increase ranged from 30 to 80 percent of the targeted watershed. For Wyoming, the report validates cloud seeding as a technology to augment water supplies. To that end; the Wyoming Legislature funded the continuation of seeding operations in the Wind River Range and funded additional feasibility studies in the Big Horn and Laramie Ranges. The State is also pursuing the design and permitting of seeding generators in the Sierra Madre and Medicine Bow Mountains. Another significant water report that was released last year was the Wyoming Water Strategy. This report outlined four strategic initiatives that are meant to protect, plan for and utilize water to the highest benefit for the citizens of Wyoming. The themes of these initiatives are Water Management, Water Development, Water Conservation/Protection and Watershed Restoration. One of the specific projects of interest to the Colorado River Basin involves the planning, permitting and collaborative agreements necessary to extend the interior dam face armoring, rip rap, on Fontenelle Dam. Another component of the Water Development Initiative identified ten small water storage projects that can be completed soon; several of them are within the Green River Basin. 22 WYoming

25 Ten Tribes Partnership There are 29 tribal reservations within the seven Colorado River Basin States with vested water rights in excess of 2,900,000 acre feet to the Colorado River. Typically, those tribes have senior water rights on the river. Since 1992, the Ten Tribes have worked with the seven basin states, the United States, and CRWUA to develop and promote solutions to areas of mutual concern. A major area of coordination of state and tribal efforts concerns the impact caused by the federal implementation of the Endangered Species Act on the use of Colorado River water rights. In addition, the Ten Tribes have actively participated in the ongoing business of CRWUA, serving on various committees and assisting in the development of CRWUA resolutions. The Ten Tribes believe the future management of Colorado River water resources will necessarily involve changes in policy and use that will be significantly different from past practices. As demand increase, members say, the need for greater flexibility in expanding the economic uses of the water supplies will require new ways of using this unique and valuable resource by all the parties on the river. The tribes believe their involvement in CRWUA, one of the most respected water user organizations in the Colorado River Basin, will assure a more beneficial and profitable utilization of Colorado River water resources for all parties CRWUA Annual Report 23
