1 Bore Holes Report January 2016 The bore-holes were drilled with the Geographical area of Panyangara Catholic Parish. Panyangara Catholic Parish is in Kotido District. Kotido District is in the Northern region of Uganda. The population of Kotido District is 154, 604 (census 2014). Panyangara Catholic Parish comprises of Panyangara Sub-county and Nakapelimoru Sub-county. The combined population of Panyangara Sub-county and Nakapelimoru Sub-county is 67,392. The population of Panyangara sub-county is 46,250 and the population of Nakapelimoru sub-county is 21,142. Within this area there is no running People depend on water from bore-holes and shallow dams that people dig during dry season. There are also no permanent rivers. All rivers are seasonal. They fill up during rainy season and dry up during dry season. Consequently the problem of water is a perennial problem. The drilling team There were a lot of challenges faced with the drilling team. Communication with them was almost impossible. Whatever we agreed with them was never followed up. They hardly reported the progress of their work. There work was slow and haphazard. The area where they were working is vast. It would
5 have been helpful if they concentrate in one area and then move to a new area after finishing one area. They did not seem to have any programme that they follow. Political interference There were also some cases where the politician interfered with the work. They wanted to control the decision where the bore-holes are drilled so that they may claim that they are the ones who have drilled. However, the community resisted the political interference. Water office The Kotido water office was also not very helpful. They are supposed to guide with the government policy, but all that they are interested in is to collect money from the beneficiaries. They made it very difficult for us to collect the maintenance fees from the beneficiaries, because they also wanted the same money.
