1 KHANH HOA PROVINCE 1 Basic Information 1.1 Geography Khanh Hoa is a southern coastal province of Central Vietnam. It includes the Truong Sa archipelago and 200 islands at the eastern frontier. Khanhh Hoa lies in a strategic position in terms of national defence and international maritime transport. Khanh Hoa is 1,280 km from Hanoi. The province lies between Ho Chi Minh City (HCMC) (448 km to the south) and Da Nang City (510 km to the north), which are the key economic zones of Vietnam. The economic and cultural commuication with other provinces is favorable thanks to the network of raiway and national road (NR) no. 1A crossing the province lengthwise. Khanh Hoa has a beach of over 200 km in length and nearly 200 islands of various sizes togerther with many beautiful bays such as Cam Ranh, Van Phong, and Nha Trang, etc. The geographic position has a strategic meaning in national defence because the province is situated near the international maritime lines. Moreover, Khanh Hoa has Truong Sa Island District and Cam Ranh Port, the best site for submarine bases and also the gateway to the East Sea. There are three key economic development area in Khanh Hoa 2 + Cam Ranh Bay in the south assumes the most important position in terms of national defence and economic development. Cam Ranh Airport, located in the center of Cam Ranh Penisula, is one of the airports having large and long runways in Vietnam. It is going to be upgraded to become an international airport in the future. Simultaneously, Ba Ngoi Port is an important unit among the maritime port system in the central, creating favorabl confitions for business development between Khanh Hoa and other regions in Vietnam and other countries. + Van Phong Bay is 14 km from the international territorial waters, near the international maritime lines. It is a large bay of 41,000 ha of water surface, having a depth of m and being relatively out of the wind. The government has planned to build an international container entrepôt port and a synthesized multi-branch economic zone comprising trade, industry, and tourism in this bay. The development potential of Van Phong Port can reach the a capacity million TEU/year. + Nha Trang Bay is in the middle, recognized as the most beautiful in the world. Nha Trang is endowed with natural preferential conditions in location, landscape, climate, and its historical and human cultures. Khanh Hoa is the site of the last Nguyen Emperor Bao Dai s summer home, the Pasteur Institute of Nha Trang, the Institute of Oceanography, the Institute of Vaccines and Biological Substances. With temperate climate of average temperature of 26 o C and over 300 sunny days a year, the province becomes one of the large tourism centers of Vietnam. 1.2 Population 3 Please see Annex 1: Population of Khanh Hoa Province, 1995, , page 18 According to the Population Census on 1/4/2011, the population of Khanh Hoa is 1,174,100 with a population density of 225 inhabitants/km². The average population growth from

3 2009 is 1,1%. The numbers of urban and rural population are respectively 584,200 (accounting for 48.8% of provincial population) and 589,900 (51,2%.) The population distribution is uneven, concentrating in Nha Trang City (accouting for 30% of provincial population). High population density is recorded in Dien Khanh District and Cam Ranh City (nearly 400 people/km²). The population density in Ninh Hoa Town and districts in the plain is nearly equal to the that of the province (about 200 inhabitants/km²). The population density in mountainous area are relatively low: Khanh Son District: 62 people/km 2, Khanh Vinh (29 people/km²). The lowest density is in island district of Truong Sa (0,39 people/km²). However, Kinh people concentrate mostly in the plains, cities, town, and townlets. A part of Truong Sa District is under sovereignty dispute with other countries. 3

5 Provincial party Committee + Secretary Mr. Le Thanh Quang 2 Topography and climate 5 The west of Khanh Hoa touches the east of Truong Son mountain, followed by hills, plateaus and valleys, sometimes, rocky mountains running close to the sea. Consequently, the terrain is mostly mountainous and gradually slopes from west to east, with narrow plain of about 400 km 2, accounting under 1/10 of the provincial territory. The only large lowland area is located around Ninh Hoa Town. As a result of this, not much land is available for agriculture. Moreover, forests cover more than half of the provincial area. So, only 87,100 ha or 16.7% of Khanh Hoa's total area are used for farming, one of the lowest shares in the South Central Coast. The plain area is separated by mountains jutting into the sea. Passengers have to cross many mountain passes such as Ca, Co Ma, Chin Cum, Banh It, Ro, and Ru Ri to travel across Khanh Hoa Province. The continetal shelf of Khanh Hoa is narrow and reflects the continuity of terrain structure of mainland. Chains of Truong Son Range jutting into the seas are Phuoc Ha Son, Hon Kho, Hoang Nguu form capes such as Hon Thi, Khe Ga (Tortoise), Dong Ba, etc. and extend further to the sea. Consequently, the top of reefs emerging from the sea form islands such as Hon Tre, Hon Mieu, Hon Mun, etc. Shunken and relatively flat areas lie in-between rising and submerging islands, forming bays such as Van Phong, Nha Trang, and Cam Ranh. The provincial elevation is relatively high, reaching 60 m as of mean sea level. The highest peak is Vong Phu Mountain (2,051m) at the border to Darklak Province. In the north and northwest there are mountain ranges such as Tam Phong, consisting 3 peaks of Hon Giu (1,264 m), Hon Ngang (1,128 m), and Hon Giup (1,127 m) and Vong Phu Tam Phong extends for 60 km, creating a natural boder between Khanh Hoa and two provinces of Phu Yen and Darklak. Toward the south there is a vast expanse of mountain with peaks of over 1,500-2,000 m, including the highest of Khanh Vinh (2,062 m, Khanh Vinh District). The high mountains, deep valleys, and canyons cause serious constraints to communication. In addition, the O Kha valley is notorious for its danger to aviation. Climate The province enjoys a mild climate with an average annual temperature of 26.7 C. There are two distinct seasons: the rainy season lasts from April to December, with the other months being the dry season, except in Nha Trang where the rainy season lasts for just four months, from September to December. The rainfall in this period accounts for 50% of the total annual rainfall. The average sunny hour is 2,600 hours a year. The average relative humidity is 80.5%. The climate on the summit of Hon Ba Mountain (located 30 km from Nha Trang) features a climate like that of Da Lat and Sa Pa. The weather is fine in beginning months of the dry season, from C. However, it becomes hotter from May to August when the temperature may increase to 34 C (in Nha Trang) and C (in Cam Ranh) before decrease to C (in Nha Trang) and C (in Cam Ranh). There are less storms in Khanh Hoa. The storm frequency is low, only 0.82 storm/year as os 3.74 storms/a year in Vietnam coastline. Storms predicted to hit Khanh Hoa in recent years have changed their direction or subsided when they approached the coastline. However, due to sloping rivers and streams, the terrain is inundated when there are storms accompanied by heavy rains and increating tides which prevent water drainage to the seas. 5 and 5

6 3 Resources 3.1 Land resources 6 Khanh Hoa has the following soil groups. + Sandy soil group is distributed along the coastal of Cam Ranh, Nha Trang, Ninh Hoa, and Van Ninh. Total area is about 16,194 ha, making up 3.48% of provincial natural ground. On the group, there are Hai Trieu white sand area (Cam Ranh), Dam Mon yellow sand area (Van Ninh) having a large reserve and good quality for export. Annually, the province exports about million tons. + Alkaline soil group is 5,271 ha, accounting for 1.13% of provincial natural ground. It is distributed along the coasts of Ninh Hoa, Cam Ranh, Van Ninh and Nha Trang. The soil is suitable for salt field and fishery farming. + Alluvial soil group covers 5,271 ha, making up 1.13% of provincial natural ground. It is allocated along the coastal of Ninh Hoa, Dien Khanh, Van Ninh and Cam Ranh. The rich group is used to cultivate rice, cereal cops and short term industrial plants. + Gray soil group covers 27,640 ha, accounting for 5.95% of provincial natural ground. It is allocated along the low hills and hills in Cam Ranh, Khanh Vinh, Ninh Hoa, and Van Ninh. Much of the group, except for areas of planted forest, has been used to cultivate fruit trees and short-term industrial plants. + Reddish yellow soil group includes 319,417 ha, making up 68.74% of provincial natural ground. It is mainly distributed on steep mountains and hills. + Valley soil group covers 2,541 ha, going up to 0.55% of provincial natural ground. And eroded soil group with pebbles includes 8,533 ha, making up 1.84% of provincial natural land. 3.2 Water resources + Sea 7 Khanh Hoa is one of provinces having beautiful beaches in Vietnam. The provincial coastline spreads from Dai Lanh Commune to the end of Cam Ranh Bay, with a total length of coastline of 385 km featuring numerous creek mouths, lagoons, river mouths, and hundreds of islands, islets, and 100 km of white sand beach. There are about 200 coastal islands of various sizes and peninsulars and large wind-tight bays of Nha Trang, Nha Phu, Van Phong, Cam Ranh, in which Nha Trang is one of the 29 most beautiful bays in the world. Among them, Cam Ranh Bay has a length of 16 km, a width of 32 km, and an average depth of m, connecting with the sea by a 1.6 km-width strait. With an area of around 200 km², Cam Ranh bay is encompassed by a mountain range and regarded as one of three best natural seaports in the world. Hon Doi Cliff (Mũi Hòn Đôi) on the Hon Gom Peninsula, Van Ninh District is the easternmost tip of Vietnam's mainland and 6

7 Aside from beautiful beaches, islands, Khanh Hoa holds an abundant oceanic species system of Hon Tre, Hon Tam, Hon Mun and Hon Thi, etc. attracting lots of visitors. The natural advantages make it possible for Khanh Hoa to become one of the ten big and perspective tourist centers in the country. Khanh Hoa tourism becomes more and more diversified. It includes tours - mud and hot mineral water treatment, oceanic tours, forest tours, and tours of conferences and workshops, etc. The province also administers large territorial waters. The Truong Sa Islands (Spratly Archipelago) are part of Truong Sa District. Besides rocky islands along the coast, there are coral island in Truong Sa District with about 100 shoals and reefs, covering a water territory from 160,000 to 180,000 km 2. They include 23 to 25 frequently emerged islands and shoals having an area of 10 km 2. The largest island in Spratly Archipelago is Ba Binh, covering only 0.65 km 2. The largest shoal of Thuyen Chai, extends 30 km in length and 3 km in width is submerged during hight tide. Fishery catches in Khanh Hoa waters approximate 150,000 tons annually, consisting mostly of upper surface feeders (70%). Permitted annual catch is about 70,000 tons. Besides fish, squids and mollusks, Khanh Hoa is also home to swallows yielding annually 2,000 kg of saliva nests, a culinary delicacy Khanh Hoa sea water has high salinity therefore salt mining and processing of industrial salt are propitious. It is the precious speciality that other provinces barely hold. It not only contributes to products for export, but also is a precious raw material for high-grade drink processing. Khanh Hoa sea has a high salty concentration that is convenient to make common salt, after-salt products and industrial salt. + Rivers 8 There are about 40 rivers having length over 10 km. Majority of them is short and steep, forming a relatively dense network of waterways. The rivers originate from the west mountainous areas and flow to the east. There are esturaries along the provincial coast at intervals of 5 7 km. Despite the basic flowing direction is west east, some rivers bend toward different directions before emtying into the sea, especially the To Hap River. It originates from the western mountain of Khanh Son District, crossing communes of Son Trung, Son Binh, Son Hiep, Son Lam, Thanh Son, and then to Ninh Thuan Province. This is the only river in Khanh Hoa that flows to the west. Two largest rivers are Cai and Dinh. The former is 79 km in length, originating from Gia Le at an elevation of 1,812 km, flowing through Khanh Vinh, Dien Khanh, Nha Trang before emptying into Be estuary and Lon estuary. The latter originates from Chu H Mu Peak (2,051 m) of the Vong Phu Range, having a basin area of 985 km 2, flowing through Ninh Hoa Town and emptying into Nha Phu Lagoon. The small and narrow plains together with separation by mountain ranges do not create favorable conditions for alluvial sedimentation. In general, Khanh Hoa is not suitable for agriculture development. Large plains comprises Nha Trang Dien Khanh, stretching along the Cai River, with an area of 135 km 2, Ninh Hoa, being formed by alluvial sedimentation of the Dinh River, 100 km 2. Besides, there are two narrow plains of Van Ninh and Cam Ranh along the coast, together with a small cultivation area in the valleys of two mountainous districts of Khanh Son and Khanh Vinh

8 3.3 Mineral resources There are mineral resources in Khanh Hoa such as peat, kaolin, clay, mineral water, fire clay, sand, coral, granite, etc. However, these mineral resources have been exploited and processed by the small scale, creating a very low economic efficiency. Cam Ranh glass white sand with reserves of 52.3 million m 3 is the most noticeable since its quality is good and meets requirements on production of high-grade optical glass, crystal glass. In addition, there is yellow sand with reserves of 553 million m 3 in Hon Gom (Van Ninh), inmenhite 26,000 tons, granite 2 billion tons (excluding its reserves in islands). Apart from the mineral resources, there is mineral water. Total flow volume is about 40 liters/s, and capacity of exploitation is 3,400-3,500m 3 /day. Currently, the mineral water is industrially exploited to supply markets labels of Danh Thang mineral water (57 million liters/year), Tu Bong mineral water (25 million liters/year), and Truong Xuan mineral water (30 million liters/year). Especially, hot mineral water springs of Vinh Phuong, Khanh Vinh have been invested to serve tourism and hot mineral water treatment. 3.4 Forest resources The current forest, by statistics from Khanh Hoa Province, is 180,500 ha, with wood reserve of 18.5 million m 3, comprising production forest (116,964 ha, 64.8%), protection forest (61,370 ha, 34%, dense forests distributed on high mountains in districts of Khanh Vinh, Khanh Son, and Ninh Hoa Town), and the rest is for special use (2,166 ha, 1.2%). The forest covers 38.5 % of the total area; wood reserve is 18.5 million m 3. In addition, there are about 104 ha of mangrove forest distributed along the coast of Van Phong Bay, Nha Cu Lagoon, Vinh Truong River estuary, Thuy Trieu Lagoon, Cam Ranh Bay, with 34 species of mangrove such as Rhizophora apiculata, Sonneratia alba, Rhizophora mucronata, Avicennia alba, Avicennia marina, etc. 3.5 Tourism resources 9 Khanh Hoa has been deeply marked by the strong ancient culture of the Cham. Until today, Champa Kingdom has left an invaluable inheritance of ruins and historical sites to visit. Khanh Hoa is endowed with beautiful natural sites and sand beaches. Visitors will enjoy the group of five or six islands situated close to each other. The largest of the islands is Hon Tre, which is located 3 km from Nha Trang. The city of Nha Trang has long been renowned for being a sea resort with plenty of historical vestiges and wonderful sceneries: Cham Po Nagar Towers, Long Son Pagoda, Dien Khanh Old Citadel, relics of Scholar Alexander Yersin, Ba Vu Mausoleum, Bao Dai Palace, Hon Chong, Hon Yen, Tri Nguyen Fish Pond, Bai Tru, Suoi Tien, Dai Lanh Beach, and many islets offshore. + Van Phong Bay: The biggest, with an area of 503 km 2 and an average depth of 10 km, the deepest is about 30 km. This is the natural wonder with warm weather, beautiful beaches, corals, mountain chain, and abundant seafood. + Nha Trang Bay: The second biggest, with an area of 400 km 2, surrounded by chain of islands. Hon Tre which has 30 kilometers is the biggest island in Nha Trang bay. The beautiful beaches are Bai Tru, Bai Tre. 9 + Cam Ranh Bay: It has an area of 185 km 2, with a length of 60 km and a depth of km, surrounded by mountain chain. Cam Ranh has Ba Ngoi Port, Da Bac Port and a military port. There are 40 scientific and tecnological research units and over 20,500 staff of university and college graduation, and over 200 staff of post-graduate education in Khanh Hoa. The proportion of trained laborer is over 25%. 4 Education and health care Education Khanh Hoa is one of the most important educational centers in Vietnam. It is home to Nha Trang University (formerly Nha Trang Fishery University), a multidisciplinary university; the Naval Academy; the Air Force Officer Academy; a Normal College; a Kindergarten Teacher's 10 Investment Promotion For The Central Coastal Region of Vietnam, 21-22/3/2011, Da Nang

10 Training College; and an Arts and Tourism College, 2 professional secondary schools, 3 technical high schools. Total number of teachers, students in universities and colleges is respective 617 and 28, Health care Please see Annex 2: Health data , page 19 There are 184 health establishments in Khanh Hoa Province; of which are 10 hospitals, 17 regional polyclinics, 1 sanatorium and rehabilitation hospital and 137 medicial service units in communes,precincts. Total number of patient beds is 2,152. Total number of health staff is 2,109; of which 555 doctors, 607 assistant physicians, 653 nurses and 294 midwives. Total number of pharmaceutical staff: 189; of which: 27 high degree pharmacists, 96 middle degree pharmacists and 66 assistant pharmacists. 5 Infrastructure Transportation Khanh Hoa transport network includes ways of road, rail, air, and water. The province is located along Vietnam's main north-south transport corridors. All Reunification Express trains as well as some local trains stop at Nha Trang Railway Station. + Roads The infrastructure is relatively developped. Lying on the main axis of coastal communication are NR no. 1A running along the coast from Ca Pass to Da Bac Fall, linking northern with southern provinces, NR no. 26 links Ninh Hoa with Darklak and Highland provinces, NR 27 and Road 723 (from Nha Trang to Da Lat), and the planned North-South Expressway crosses Khanh Hoa. There are 12 railway stations distributed in all districts except two mountainous districts of Khanh Son, Khanh Vinh and one maritime district of Truong Sa, of which Nha Trang is used to carry goods and passengers from Lam Dong, Buon Ma Thuot to northern and southern province. + Waterways As a coastal province featuring several natural deep water bays along the 370-km coastline, Khanh Hoa has what is needed to develop its deep-water seaports. The sea port system comprises * Ba Ngoi Seaport, located at Cam Ranh Bay, with a berth of 182 m long, 15 m wide, and an average depth alogside berth of 8.5 m. The port can accomodate vessels of 10,000 DWT and achieve a yearly throughput of 1,200,000 tons. 11 * Nha Trang Port is used as a multi-functional port providing tourism and transport services for both passengers and commodities. The port has a berth of 172 m in length, 20 m in width, and alongside berth depth of 8.5 m. It can accomodate cargo vessels up to 20,000 DWT, passenger ships of 60,780 GRT, and provide handling services with a throughput of 1,200,000 tons a year. * Hon Khoi Port is located in Hon Khoi Peninsular to the south of Van Phong Bay, Ninh Hoa District. It has a double function of serving salt shipment and commodity handling, with a capacity of about 10,000 tons a year. The port has a 70 m x 10 m wharf, with a depth of 3.2 m, hosting only small vessels under 1,000 tons such as barge, LASH vessels, etc. Hon Khoi Port will be upgrades into a multi-purpose port to receive vessels over 2,000 tonnage and also a port for transporting export goods.. * Dam Mon Port (Van Ninh District), the deepest port in Central and South Viet Nam, is used to export sand to Japan. It is located in Dam Mon Bay of Van Ninh District and can receive 30,000 - ton vessels. * Domestic waterway includes piers in Districts of Van Ninh and Ninh Hoa. * Doc Let Port (a shipbuilding and logistics port) * Van Phong Port, located at Da Mon. A megaproject intended to be developed in Van Phong Bay by a consortium of Japanese corporations (Sumitomo as the leading investor) with an estimated investment of 15 billion US$ is in progress. The total port area of 11 ha will be constructed by a surface area of 1,680 m x 550 m. On completion, this deep sea port will be capable of handling ships up to 100,000 tons and of 100 million tons of cargo per annum. + Airways Cam Ranh Airport is located in the northern Cam Ranh peninsular, 30 km away from Nha Trang City, and has come into operation since It was upgraded in August 2007 to facilitate the domestic and international communication of Khanh Hoa as well as the south of central coastal provinces. In 2008, the airport served 683,000 passengers, an increase of 36.3% as of 2007, becoming the 4 th largest airport in Vietnam in terms of passenger arrival. On average, there are 9-12 domestic flights and 1-2 international flights arriving at Cam Ranh Airport a week from Hanoi, HCMC, Da Nang, and other international airports. It is projected to enlarge and modernize the airport to serve 5.5 million passengers and 100,000 tons of cargo in Outbound flights will be established to connect Cam Ranh with Thailand, Singapore, Malaysia, South Korea, Japan, and China. 5.2 Electricity and Water 15 + Electricity The province is linked with the national grid of 220 KV, backed up by a reserve of thermal electricity. All communes are now using power from the grid. + Water supply Nha Trang City water supply plant provides 70,000 m 3 in 24 hours. Moreover, districts, townships have also benefited from pipe water investment for civil and industrial uses

12 5.4 Communications Khanh Hoa use a modern electronic switchboard system, will all districts obtaining digital swithchboards. The telephone network has covered all communes. Mobile phones are widely used in Nha Trang and all districts and towns, enabling direct communications with other provinces nationwide and almost all countries in the world. Services such as ADSL, data transfer (DDN, xdsl, Frame relay, Leaseline, etc) and express mail such as Fedex, DHL, EMS, CPN, etc. are available. 6 Economy Khanh Hoa is one of 5 provicnes having the highest average per capita income in Vietnam. Paddy is the predominant crop planted in 2 plains of Ninh Hoa and Dien Khanh. Short-term industrial plants comprise sugar-cane, peanut, and food crops are manioc and corn. Corn planting has yielded high economic value for the ethnic groups in Khanh Vinh District. The fishery potential is abundant with an estimated 150,000 tons/year for an exploiting capacity of 40-50,000 tons/year. There are 600 maritime species identified by scientists in Khanh Hoa, comprising 50 species of high economic value. 15 6.4 Tourism Thanks to its beaches of over 200 km and 200 islands of various sizes, beautiful bays such as Nha Trang, Van Phong, and Cam Ranh, etc., and many famous beautiful landscapes, the tourism services have developped strongly, attracting 1.6 admissions of tourists in Tourism forms are diverse, comprising eco-tourism at islands, sight-seeing, and cultural tourism. 6.5 Industry 20 Khanh Hoa Province is among major industrial centers of the Central and the Central Highlands of Vietnam. The primary industries include shipbuilding, seafood processing, construction material, and garment production, etc. Morever the province possesses a great number of mineral resources. There were about 72 mineral mines detected for registration sites in Total industrial production value reached 14,095 billion VND in Khanh Hoa has some large scale industrial parks such as Suoi Dau, Ninh Hoa, and North and South Nha Trang. Together with good sea port facilities, Khanh Hoa became one of the tenth provinces achieving considerable economic growth. At present, Khanh Hoa has 10 companies majoring in textile and garment production with total output of 12,000 tons of cotton per year. They produce about 10 million m of fabric, 3,000 tons of knitted fabric and 20 million m of zipper. Khanh Hoa is planning for bulding a textile majoring center which covers the whole region of south central. Other yearly industrial products include 500 million packs of cigarette, 50 million litters of beer, 20,000 cubic metters of wood, 200,000 tons of food and 60,000 tons of fruits (e.g. banana, coconut, mango and pineapple). Khanh Hoa Province currently has 2 ship building firms, including Hyundai Vinashin Shipyard Co., Ltd., Nha Trang Ship Building Factory. The province plans to build other shipyard of Cam Ranh Ship Building Factory. They build tens of vessels, earning about 350 million US$ in turnover and delivering thousands of billion VND to the State budget. The Hyundai Vinashin is capable of building 400,000 ton vessels and oil rigs. 6.7 Investment + Domestic investment N/A + Foreign Direct Investment (FDI) 21 Over the past years, Khanh Hoa has been famous for being one of the leading localities in Vietnam in terms of investment attraction. The province has licensed between five and seven more foreign direct investment (FDI) projects per annum in recent years. In the first nine months of 2009, the province licensed five FDI projects worth 48 million US$ including two tourism projects in Bai Dai and Cam Lam areas, one in Suoi Dau industrial park, one in Van Phong economic zone and one in Nha Trang City. Former FDI projects had raised registered capital by 27 million US$ in total during the period, bringing the total FDI investment in the Jan-Sept to 75 million US$, down 87.4 % from a year earlier, which is scheduled to be completed in the first quarter of and

16 Vietnam National Shipping Lines (Vinalines) started building two ports under the Van Phong international ports in late October, 2009, which can receive 9,000-TEU ships. In addition, investors are speeding procedures to invest in two big projects including Van Phong power centre and petrochemical-oil refining plant. Investors are negotiating to set up a joint venture to carry out the petrochemical-oil refining project that is estimated to cost between 4.4 billion US$ and 4.8 billion US$ and will seek approval from the government as well as compile environmental impact reports.
