Message from the President of the Japanese National Committee of the IEC The Japanese Industrial Standards Committee (JISC), the Japanese National Committee of the IEC, is pleased to extend you a warm welcome to Tokyo for the 78 th IEC General Meeting in The theme for this IEC General Meeting is: Integration towards a Smarter World Co-existence and Sustainability The word "smarter" in this instance includes various meanings such as more intelligent, energy saving, environmentally friendly and safe. In order to realize a future smarter world, which should be spread globally, various new technologies should be integrated as a system. Coexistence and sustainability are also of utmost importance now and in the future. This theme, which is consistent with the concept of the IEC Masterplan 2011, will be shared among the IEC communities in order to work together. We hope that the IEC General Meeting in Tokyo will enable substantial progress to be made towards creating a smarter world. We anticipate many opportunities for participants to interact and engage in valuable exchanges of ideas and information at the technical and management meetings, as well as at the related events and activities. Tokyo is a thriving city with the most advanced technologies coexisting with a history of several hundred years. Tokyo is further developing in view of the Olympic and Paralympic Games to be held in We expect that all the participants will enjoy Japan s traditions and culture, as well as the official meetings and related events. Message from the President of the IEC We will soon be meeting in Tokyo, Japan, for the 78 th General Meeting, and I look forward to welcoming you in my home country, for my first General Meeting as IEC President. Smart is the latest buzzword. Everything is to become smarter: from grids, to cities, to transportation and manufacturing. But what does this really mean and what impact will it have on our work? A key element to becoming smarter will be the gathering and processing of data something that is impossible without electricity and electronics. But adding smartness is not only about data collection, it is also about systems within systems and their added complexity. As you know first-hand, cooperation and consensus are important parts of our work. With emerging and converging technologies, we will need to work increasingly with organizations with whom we have never worked before.collaboration will be the key to being smart. Let me take the example of Smart Cities. There is little doubt that no single organization will be able to develop, on its own, all the standards that are needed to move cities in that direction. Having said that, I believe that the IEC has a unique role to play in making many systems smarter; we probably have the broadest know-how and global expertise in energy, electricity and electronics. The systems approach is a major departure from how we worked in the past, and I look to all of you to help us make this a reality. Over the past months the IEC has put in place the SEG (System Evaluation Group) Smart City, which is evaluating the boundaries of this system and is identifying all the stakeholders who need to be involved in related standardization activities. Today, the IEC provides a global, neutral and independent platform where all relevant organizations can contribute as equal partners to improving the lives of millions of city dwellers. I therefore ask you to please spread the word. In this context I would like to draw your attention to the latest White Paper on Smart Cities by the MSB that is scheduled to be published at the Tokyo General Meeting and the Open Session that will address the topic of Integration towards a Smarter World. General Information About the Host The Japanese National Committee of the IEC is pleased to be hosting the IEC General Meeting in 2014, which was last held in Japan in The Japanese National Committee of the IEC has 24 IEC Technical Committees Secretariats and participates in almost all of the IEC Technical Committees and Subcommittees. The Japanese Industrial Standards Committee (JISC) consists of many national committees and plays a central role in standardization activities in Japan. The JISC's tasks are: the establishment and maintenance of Japanese Industrial Standards (JIS), the administration of accreditation and certification, the participation in and contribution to international standardization activities, and the development of measurement standards and technical infrastructures for standardization Meeting Dates and Locations The 78 th General Meeting of the IEC, hosted by the Japanese National Committee of the IEC and the Japanese Industrial Standards Committee, will take place in Tokyo, Japan, from 10 to 14 November Technical Committee and Subcommittee meetings will start on 4 November and continue until 15 November. 6 Participation Participation in the 2014 IEC General Meeting is open to delegates registered in the IEC Expert Management System (EMS) and to representatives of invited international organizations. Printed programmes will not be issued in Tokyo. It is therefore recommended that delegates bring their copy to the meeting. 7

7 4. Timetable at a Glance Unless otherwise decided by the chairman of the committee concerned, meeting hours will be from 09:00 to 12:00 and from 14:00 to 17:30. Please note that Management Meetings (SMB, CAB, CB and Council) will start at 08:30. Coffee or tea breaks are scheduled twice a day: between 10:30 and 10:45 and between 15:15 and 15:30 approximately. If you do not have a username/password, please contact your National Committee. 13 7. Travel and Transportation Entering Japan Visas All foreign visitors entering Japan must have a valid passport. Visitors from countries whose citizens must have visas should apply to a Japanese consular office or diplomatic mission in their respective country well in advance. On Arrival Registration The IEC Information and Registration desk will be located on the B1F floor of the Tokyo International Forum (TIF) from 08:00 to 18:00 every day from Tuesday, 4 November 2014 (from 07:30 to 18:00 only on the first day, Tuesday, 4 November 2014). When registering, delegates will receive: - an identification badge - invitations to social events - information on events, technical visits and tours - updates and general information to assist them during their stay Identification Badges The following colour codes are used for identification badges: - White: Delegates - Yellow: Accompanying persons - Blue: IEC Officers and staff - Red: Event management company staff - Orange: Organizer staff - Green: Young Professionals All delegates are requested to wear their identification badge throughout the General Meeting, including all meetings, receptions and social functions. Business Centre Opening hours are 08:00-17:30 daily. A Business Centre will be available to delegates at TIF, equipped with several PCs, connection points for laptops, printers and a scanner. PCs will have standard software pre-installed (Microsoft Office, Adobe Acrobat Reader, WinZip and Internet Browser). You will need a fully installed/configured LAN card to connect to the local area network (TCP/IP protocol) with your laptop using a WiFi-enabled system. 17

For more information, please visit the website: information 10. Tips and General Information Business and Shopping Hours Business hours in Japan tend to be between 8:30 to 17:00. Banks are open from 9:00 to 15:00, Monday through Friday. Post offices and public offices are generally open from 9:00 to 17:00, Monday to Friday. Most department stores and retail stores are open from 10:00 to 20:00 every day. Most convenience store such as 7-Eleven, Lawson, and FamilyMart are open 24 hours, every day. Climate and Clothing The weather in Tokyo in November is generally cool and dry, but sometimes it rains. The average daily temperature ranges between 8 C and 18 C. Light coats, sweaters or jackets are best for everyday wear. Credit Cards Major credit cards such as VISA, Mastercard, JCB, American Express and Diners Club, are widely accepted. 18

18 Currency Exchange The Japanese currency is the yen. Japanese bank notes come in 1,000, 2,000, 5,000, and 10,000 yen dominations. Coins come in 1, 5, 10, 50, 100 and 500 yen dominations. Major foreign currencies such as Euro and US dollars can be exchanged at banks, post offices, in some of the larger hotels and a handful of licensed money changers found especially at international airports. The exchange rate is approximately 1USD = JPY, 1EUR = JPY as of March 10, Delegates should check the latest exchange rate. Electricity Supply The electric supply in Japan is 100 volts. The frequency is 50 Hz in eastern Japan including Tokyo, and 60 Hz in western Japan including Kyoto and Osaka. Flat 2-pin plugs. We recommend that you bring along an appropriate adapter and converter. Vaccinations No vaccinations are required for entry to Japan. Health insurance is recommended. Internet Connections Free high-speed WiFi Internet access is guaranteed to all delegates within the General Meeting Business Centre and all General Meeting locations (meeting rooms). Wired internet connections or WiFi internet access will be available in major hotels in Tokyo for free or on a chargeable basis. Language Japanese is the official language of Japan. Many Japanese people in Tokyo are able to understand English to a certain extent. 19

19 Meal Facilities There are many restaurants near TIF and your hotels which are convenient and offer a variety of fare. Tokyo is famous as a great gourmet city. You can enjoy not only Japanese cuisine such as sushi, tempura, and ramen, but also any other countries cuisine such as Chinese, French, and Italian at restaurants within walking distance of the venue and your hotels. Smoking Smoking is prohibited in most public areas and in the streets of downtown area. However, there are some facilities with smoking areas. Taxes Consumption tax of 8 percent is added on products and services purchased. Tourists from abroad can make tax-free purchases at department stores and shops where duty-free services are available. Telephones All regular telephone numbers consist of 10 or 11 digits in Japan. To call outside Japan, dial 010 before the country code. For calls from the hotel, please check the information provided by the hotel. In case of emergency, the Police can be contacted by dialing 110 and ambulance services by dialing 119. Time Zone The time zone for Japan is Greenwich Mean Time (GMT) + 9 hours. This difference remains throughout the year. Tipping In Japan, tips are not necessary, even at hotels and restaurants.
