Foxx Secretary of Transportation 1200 New Jersey Avenue SE Washington, DC RE: American Airlines Los Angeles-Haneda Application: Docket DOT-OST Dear Secretary Foxx: I write to urge the Department of Transportation to support American Airlines application to retain its existing slot pair to serve Tokyo s Haneda Airport ( Haneda ) from Los Angeles International Airport ( LAX ) for service during daytime operating hours. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department to maximize consumer benefits is to grant American s proposal is to offer service between Los Angeles and Haneda. American Airlines has a rich history as Southern California s premier airline to domestic and international destinations alike. American continues to make substantial investments at LAX. By June, American will complete two new gates at LAX to support more than 20 new daily flights to nine new year-round and seasonal destinations and added frequencies to existing domestic markets. When the new flights begin June 2, American will operate more than 220 daily flights at LAX with service to more than 70 destinations around the world. Los Angeles and Southern California are also home to many Japanese businesses and the area enjoys strong cultural ties that underscore the need for American s service to Haneda. A recent survey showed that 17 Japanese businesses in Southern California had annual revenue surpassing $1 billion, and 62 had annual revenue surpassing $100 million. In addition, the 453 Japanese businesses that responded to the survey created approximately 50,000 jobs in Southern California. American s application for nonstop service between LAX and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between California and Japan. This service means American s customers in Arizona will have easy connections through LAX when traveling to Tokyo for business. Arizona is home to many Japanese businesses and the region enjoys strong cultural ties that underscore the need for American s service to Haneda. The potential for our state s economic partnerships and growth with only be strengthened with the approval of this service. American continues to make substantial investments at LAX. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. Right now, the only service to Haneda is from the west coast, depriving one of the most vibrant economic engines (TX and North TX) of a flight. Dallas/Fort Worth is the largest hub for the world s largest airline, with more than 800 daily flights to nearly 200 destinations in 27 countries. DFW is the ideal Central U.S. gateway to Haneda. Through DFW, American s customers will have one-stop service from Haneda to important international business hubs such as London, Paris, Madrid and Frankfurt in Europe, as well as Mexico City, Bogota, Lima, Santiago, Buenos Aires, Sao Paulo and dozens of other cities in Latin America. The Dallas/Fort Worth area is home to many Japanese businesses and the region enjoys strong cultural ties that underscore the need for American s service to Haneda. Currently more than 150 Japan-based companies have operations in North Texas, and since 2003, Japanese projects in Dallas/Fort Worth have accounted for more than $19 billion in investment. Toyota is moving its U.S. headquarters from California to Plano, Texas, and is building a $300 million campus in Plano that will employ nearly 4,000 people beginning in Kubota Corp. is investing $51 million to move its headquarters and roughly 350 jobs from California to Grapevine, Texas, and Trend Micro recently relocated its headquarters from California to Irving, Texas, and now employs roughly 220 people in Irving. American s application for nonstop service between DFW and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between Texas and Japan.
