7 May 4, 2016 The Honorable Anthony R. Foxx Secretary of Transportation 1200 New Jersey Avenue SE Washington, DC RE: American Airlines Los Angeles-Haneda Application: Docket DOT-OST Dear Secretary Foxx: On behalf of the Greater Phoenix Chamber of Commerce, Arizona s largest and most established business organization, I write to urge the Department of Transportation to support American Airlines application to serve Tokyo s Haneda Airport ( Haneda ) from Los Angeles International Airport (LAX) for service during daytime operating hours. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department to maximize consumer benefits is to grant American s proposal is to offer service Los Angeles and Haneda. For the people of [Arizona/Phoenix/Tucson] this means convenient one-stop access to the heart of downtown Tokyo. American operates 10 daily flights between Phoenix and LAX and three daily flights between Tucson and LAX. This service means American s customers in Arizona will have easy connections through LAX when traveling to Tokyo for business. Arizona is home to many Japanese businesses and the region enjoys strong cultural ties that underscore the need for American s service to Haneda. The potential for our state s economic partnerships and growth with only be strengthened with the approval of this service. American continues to make substantial investments at LAX. By June, American will complete two new gates at LAX to support more than 20 new daily flights to nine new year-round and seasonal destinations and added frequencies to existing domestic markets. When the new flights begin June 2, American will operate more than 220 daily flights at LAX with service to more than 70 destinations around the world. Greater Phoenix Chamber of Commerce (602) N. Central Ave., 27th Floor, Phoenix, AZ 85004

Foxx May 4, 2016 Page Two American s application for nonstop service between LAX and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between the Southwestern United States and Japan. 14 May 10, 2016 The Honorable Anthony R. Foxx Secretary of Transportation 1200 New Jersey Avenue SE Washington, DC RE: American Airlines Los Angeles-Haneda Application: Docket DOT-OST Dear Secretary Foxx: With the breakthrough agreement between the United States and Japan allowing U.S. carriers daytime slot pairs at Haneda Airport, I encourage the Department of Transportation to support American Airlines application. American Airlines offers the best frequency of connections for travelers from Arizona and across the Southwest to conveniently and efficiently take advantage of the proposed flights to Tokyo Haneda Airport ( Haneda ). In the immediate term, American is proposing access for our market with one-stop at Los Angeles International Airport (LAX). Long-term, we see great value in the future opportunity for American to expand service with direct flights to Tokyo from Phoenix Sky Harbor International Airport (PHX). Arizona s opportunities with Japan are strengthened by a history of business, education and visitation. Japanese visitors contribute nearly $500 million to the state economy. Eight Arizona colleges or universities offer Japan studies programs. And, an estimated $1.7 billion in goods and services exports to Japan annually. In addition, Arizona is home to 50 Japanese majority-owned businesses. Our region s strong business and cultural ties underscore the need for access, and support for American Airline s service to Haneda. We urge you to approve American s application and strengthen the economic relationship between the Southwestern United States and Japan.
