2 Partnership Newsletter The Slovak Atlantic Commission in cooperation with the Embassy of the Slovak Republic in Belgrade and with the support of the Ministry of Foreign and European Affairs of the Slovak Republic regularly prepares a monthly summary of events in the form of a newsletter, concerning the relations of Serbia and NATO, NATO and the Western Balkan countries as well as the Slovak-Serbian bilateral relations. The aim of these publications is to inform the expert community and the general public about the activities in this cooperation, and to inform about the work of the Embassy of the Slovak Republic in Belgrade, which became the NATO Contact Point Embassy in Serbia for years The newsletter is written in English and in Serbian, and it is published on a monthly basis since March For previous issues of the newsletter, please visit: Bilten Partnerstvo Slovačka Atlantska Komisija u saradnji sa ambasadom Republike Slovačke u Beogradu, a uz podršku Ministarstva spoljnih i evropskih poslova Slovačke Republike redovno priprema mesečni sažetak događaja u obliku biltena, o odnosima Srbije i NATO-a, NATO-a i zemalja Zapadnog Balkana, kao i bilateralnim odnosima Slovačke i Srbije. Božena is another example of good cooperation between NATO and Slovakia. Božena is Slovakia made, remote controlled, selfpropelled, de-mining system produced by the Way Industry Company. It serves for mechanical de-mining of territories from anti-personal as well as anti-tank (antimaterial) mines and improvised explosive devices (IEDs). The system uses number of rotating steel flails to initiate explosion of a mine, or special rotating tiller from extra endurable materials. Remote control range 5 km and blast resistance (9 kg TNT) gives the system solid basis for safety operating. Except for flails system can attach wide range of accessories and attachments to fulfil different tasks/missions such as C-IED operations, field construction works and engineer unit support machine etc. Maximal working efficiency is from sq meters of cleared terrain per hour. The system is transportable (road, air, naval) and moves 9 km/h while clearing terrain. It works in different types of terrain and conditions (forests, mountains, also swamps and with different natural or artificial obstacles). It can also be utilized in zones with high-threat of contamination (NBC). The system is being produced, developed and improved for over 15 years already and has seen number of operational deployments along with the Slovak Armed Forces members in many countries around the globe including Iraq, Afghanistan and UN peace-keeping missions in Africa. System exists in number of technical variations most current Božena 4 and Božena 5 and special Božena RIOT - crowd control vehicle against violent demonstrations or football hooligans, designed to handle riots in urban environment. Božena system also represents the enhance cooperation between Slovakia and other NATO member as well as partner states. The system was for example introduced in Iraq (upon new Iraqi government request) as support for the NATO Demining Training Program in the country. Afterwards Iraq bought 28 pieces of the demining system Božena. One of the most recent examples of deployment of the system was completion of mechanical demining operation on the Turkish-Syrian border crossing terminal in Kargamish in Gaziantep region. More than 70 antipersonnel and anti-tank mines have been found and deactivated on sq meters territory in August Slovačka u NATO: Činjenice i brojke: Sistem za deminiranje Božena Božena je još jedan primer dobre saradnje između NATO i Slovačke. Božena je Slovački samohodni sistem za deminiranje, sa daljinskim upravljanjem, proizveden od strane putne industrijske kompanije. Ona služi za mehaničko deminiranje teritorija od anti - ličnih, kao i anti-tenkovskih (anti - materijalnih) mina i improvizovanih eksplozivnih naprava (IEDs). Sistem koristi niz rotirajucih čeličnih četki da pokrenu eksploziju mine, ili posebno rotirajuce kormilo od dodatnih izdržljivih materijala. Opseg Daljinskog upravljača od 5 km i otpor eksplozije( 9 kg TNT ) daje solidnu osnovu za sistem bezbednosti sa radom. Osim sistema četki moguće je priložiti širok spektar dodatne opreme i vezanosti za ispunjavanje različitih zadataka/misija - kao što su C-IED operacije, polja građevinskih radova i inženjerskih jedinica za podršku mašina itd. Maksimalna radna efikasnost je od kvadratnih metara očišcenog terena po satu. Sistem je prenosiv (drumski, vazdušni, pomorski i krece se 9 km/h, dok čisti teren. On radi u različitim vrstama terena i uslova (šume, planine, takođe močvara i sa različitim prirodnim ili veštačkim preprekama. Takođe se može koristiti u zonama sa visokim pretnjom zagađenja (NBC. Sistem se proizvodi, razvija i poboljšava više od 15 godina i vec je video broj operativnih raspoređivanja zajedno sa pripadnicima slovačke Vojske u mnogim zemljama širom sveta, uključujuci Irak, Avganistan i UN mirovne misije u Africi. Sistem postoji u određenom broju tehničkih varijacija - najaktuelnije Božena 4 i 5 i specijalna Božena Riot - kontrolno javno vozilo protiv nasilnih demonstracija fudbalskih huligana, dizajniran da se nosi sa neredima u urbanoj sredini. Božena sistem takođe predstavlja unapređenu saradnju između Slovačke i drugih članica NATO-a, kao i partnerskih država. Sistem je uveden na primer u Iraku (po novom zahtevu iračke vlade kao podršku za razminiranje Programa obuke NATO-a u zemlji. Nakon toga Irak je kupio 28 komada Božena sistema za razminiranje. Jedan od najsvežijih primera razmeštanja sistema bio je završetak mehaničke operacije uklanjanja mina na tursko - sirijskom graničnom prelazu terminala u Kargamišu u regionu Gaziantep. Više od 70 nagaznih i protivtenkovskih mina je pronađeno i deaktivirano na kvadratnih metara teritorije u avgustu 2011.

3 Statement of the Slovak Foreign and European Affairs Ministry on the entry of the Stabilization and Association Agreement between the European Union and Serbia into force. September 01, 2013 Ministry of Foreign and European Affairs of the Slovak Republic welcomes the entry of the Stabilization and Association Agreement between the European Union and Serbia into force. The Agreement represents a new quality in the relations between the EU and Belgrade as it, at the same time, starts a close mutual cooperation in the political and economic area within the integration process of Serbia to the EU. The Ministry will continue intensively to support European perspective of Serbia, as well as pass on the authentic experiences from the Slovak integration path. Ministry of Foreign and European Affairs of the Slovak Republic believes that the Stabilization and Association Agreement between the European Union and Serbia in force will encourage the Serbian Government to fulfill pre-accession criteria and strengthen its endeavor for normalization of relations with Kosovo through the dialogue between Belgrade and Pristina. Serbian Ministry of Defense discussion on partnership goals September 05, 2013 Bilateral talks on the PARP draft of the assessment of partnership objectives in 2013 of the Republic of Serbia was held on September 4-5 at the Ministry of Defense. The aim of discussion was the harmonization of content for the purpose of preparing a draft assessment and partnership goals for Political and Partnership Committee, as well as multilateral consultations that will be held on October 8, 2013 in Brussels. The meeting was chaired by Assistant Minister for Defense Policy Miroslav Jovanović and Chief of the Strategic Planning Major General Prof. Mitar Kovač. The talks were attended by representatives of different departments of the Ministry of Defense and the Army of Serbia, which are responsible for partnership goals and also participantein their achievement within their jurisdiction. Izjava Slovačkog Ministarstva spoljnih i evropskih poslova za stupanje na snagu Sporazuma o stabilizaciji i pridruživanju između Evropske Unije i Srbije 01-i Septembar, 2013 Ministarstvo spoljnih i evropskih poslova Slovačke republike je pozdravilo stupanje Sporazuma o stabilizaciji i pridruživanju između Evropske unije i Srbije. Sporazum predstavlja novo unapređivanje odnosa između Evropske Unije i Beograda, i u isto vreme, počinje bliža zajednička saradnja u političkoj i ekonomskoj oblasti tokom integračnog procesa Srbije ka EU. Ministarstvo će intezivno nastaviti da podržava Evropsku perspektivu Srbije, kao i što će nastaviti da prenosi iskustva same Slovačke i njenog integračnog puta. Ministarstvo spoljnih i evropskih poslova Slovačke republike veruje da Sporazum o stabilizaciji i pridruživanju između Evropske Unije i Srbije će ohrabriti Srpsku vladu da ispuni pretpristupne kriterijume i da ojača svoj poduhvat za normalizaciju odnosa sa Kosovom kroz dijalog između Beograda i Prištine. Ministarstvo odbrane Srbije razgovalo o partnerskim ciljevima 05-i Septembar, 2013 Bilateralni razgovori o nacrtu PARP Procene i ciljevima partnerstva za godinu za Republiku Srbiju održani su 4. i 5. septembra u Ministarstvu odbrane. Cilj razgovora bilo je usaglašavanje sadržaja radi pripreme nacrta Procene i ciljeva partnerstva za Politički i partnerski komitet, kao i pripreme za multilateralne konsultacije koje će se održati 8. oktobra godine u Briselu. Sastankom su predsedavali pomoćnik ministra za politiku odbrane Miroslav Jovanović i načelnik Uprave za strategijsko planiranje general-major prof. dr Mitar Kovač. U Razgovorima su učestvovali predstavnici organizacionih jedinica Ministarstva odbrane i Vojske Srbije, kao nosioci ciljeva partnerstva i učesnici u njihovom dostizanju iz svoje nadležnosti. 2

4 Four-member NATO delegation was led by Frank Boland, Director of the Directorate of the NATO forces planning and talks were also attended by the head of the NATO Liaison Office in Belgrade Brigadier General Ornelo Baron. During the meeting, the content of the draft of Assessment and Partnership Goals for 2013 ware successfully agreed upon, which will soon be submitted for verification to the Serbian MoD. Major General Salvatore Farina took the position of new commander of KFOR September 06, 2013 The NATO Force in Kosovo (KFOR) changed the command at a ceremony attended by outgoing Major General Volker R. Halbauer and newly oppointed Major General Salvatore Farina at Camp Film City Priština, Kosovo. The ceremony was attended by many dignitaries including the President of Kosovo Atifete Jahjaga. "I am thrilled to have General Farina as the new commander of NATO forces in Kosovo, said General Breedlove. His extensive experience and sterling reputation place him in good stead for the challenges that lay ahead. KFOR has been in operation for 14 years now and the collective efforts to provide a safe and secure environment, which set the conditions for the current political dialogue, have been immense. "I know General Farina and his staff will continue in the same tradition and contribute to Kosovo s further security, he added. Members of KFOR farewell the outgoing commander Maj. Gen. Halbauer and welcomed their new commander. Halbouer stated: "Our contribution towards a peaceful and prosperous Kosovo was not achieved individually or by a single organization. It was a common task and also required a combined effort by all. I am proud to have led such a capable multi-national force. Četvoročlanu delegaciju NATO predvodio je Frenk Boland, direktor Direktorata za planiranje snaga u NATO, na razgovorima je prisustvovao i šef NATO kancelarije za vezu u Beogradu, sa saradnikom. Tokom razgovora, uspešno je usaglašen sadržaj nacrta Procene i ciljeva partnerstva za godinu, koji će Ministarstvu odbrane uskoro biti dostavljeni na verifikaciju. General Salvatore Farina je preuzeo poziciju novog komandira KFOR-a 06-i Septembar, 2013 NATO snage na Kosovu (KFOR su održale ceremonije povodom odlazka generala Volkera R. Halbauera i dolazka novog generala Salvatore Farina u kampu Filmski grad u Prištini, Kosovo. Ceremonija je bila posećena od strane mnogih velikodostojnika uključujući i predsednicu Kosova Atifete Jahjagu. Ja sam ushićen zbog činjenice da je general Farina novi komandir NATO snaga na Kosovu, izjavio je general Bredlove. Njegovo sveobuhvatno iskustvo i reputacija na zavidnom nivou su ga postavili na dobru poziciju, takođe kao i čoveka koji je spreman da se suoči sa izazovima koji ga čekaju. KFOR je učestvovao u operacijama 14 godina i zajednički napori u cilju da se obezbedi sigurno i bezbedno okruženje, koje je postavilo uslove za trenutni politički dijalog, su od ogromne važnosti. Ja znam da će general Farina i njegovo osoblje nastaviti sa istim ciljem i doprineti budućoj sigurnosti Kosova, dodao je. 5 Serbian Army gets laser shooting system - MILES September 13, 2013 Serbian Defense Minister Nebojša Rodić and the U.S. Ambassador Michael Kirby visited base South (Jug) in Bujanovac and attended the presentation of the Multiple Integrated Laser System (MILES) used in training of soldiers, preparing for the participation in peacekeeping missions abroad. The U.S. government delivered its donated equipment on September 9, The money for funding of the MILES system was provided by the U.S. Ministry of Foreign Affairs which, with the help of the Pentagon ensured the delivery of MILES to Serbia. The MILES system installed at the South base is worth USD 1.6 million and it can be used by 120 soldiers at a time. Minister Rodić also used the opportunity to announce a joint exercise of the Serbian Army and troops from partner countries next year, under the title Platinum Wolf 2014.Ambassador Kirby expressed satisfaction that the US is able to help Serbia on the path it opted for, to support peace via participation in peacekeeping missions abroad. He expressed gratitude to members of the Ohio National Guard, who are helping with the development of the base South. Cooperation of Serbia and NATO in area of the civilian protection in emergency situation. September 18, 2013 State secretary of the Ministry of Interior of Serbian Republic Vladimir Božović met on September 18, 2013 with representatives of the NATO Military Liaisson Office about possibilities of cooperation of Serbia with the Alliance in area of the civilian population protection in emergency cases trough possibilities of the Serbian Individual Partnership Program (IPAP). In his statement Božović during meeting with the Head of the NATO Liaison Office Brigadier General Ornelo Baron and his associate Tijanom Andrić underline that one of the most important priorities of Serbian Government is strong system of protection of citizens. He underlined that protection mainly refers to the emergency situations in cases of natural or technical disasters and underlined the need for strong regional and international cooperation in this issue. Vojska Srbije dobila sistem laserskog naružanja MILES 13-i Septembar, 2013 Srpski Ministar Odbrane Nebojša Rodić i Ambasador SAD Mihael Kirbi posetili su bazu Jug u Bujanovcu i u isto vreme bili su deo prezentacije Višestrukog integrisanog laserskog sistema (MILES) koji se koristi u treniranju vojnika kako bi učestvovali u mirovnim operacijama širom sveta. Američka Vlada je isporučila doniranu opremu 09-og Septembra Novac za finansiranje MILES Sistema, je obezbeđen od strane Američkog Ministartstva Spoljnih poslova, koji je uz pomoć Pentagona, obezbedio dostavu MILES-a Srbiji. MILES system instaliran na Južnoj bazi je vredan 1.6 miliona dolara i trenutno može da ga koristi 120 vojnika. Ministar Rodić, je takođe najavio zajedničku vežbu Srpske vojske I trupa iz ostalih zemalja, sledeće godine, pod imenom Platinumski vuk Ambasador Kirbi je izrazio zadovoljstvo, zbog mogućnosti SAD da pomogne Srbiji na putu za koji se odlučila, a to je da pomogne miru u svetu učešćem u mirovnim operacijama. Takođe je izrazio zadovoljstvo članovima Ohajove Nacionalne garde koja je puno pomogla bazi Jug da postigne značajan napredak. Saradnja Srbije i NATO u zaštiti građana u vanrednim situacijama 18-i Septembar, 2013 Državni sekretar Ministarstva unutrašnjih poslova Vlade Republike Srbije Vladimir Božović se 18-og Septembra 2013, sastao sa predstavnicima NATO kancelarije za vezu u Srbiji o mogućnostima saradnje Srbije i NATO-a u oblasti zaštite građana u vanrednim situacijama kroz Individualni program partnerstva. Izjava Božovića tokom sastanka sa rukovodiocem NATO kancelarije za vezu brigadnim generalom Ornelom Baronom i njegovim saradnikom Tijanom Andrić istakao da je jedan od najvažnijih prioriteta Vlade Srbije snažan sistem zaštite građana. On je naglasio da se to posebno odnosi na hitne slučajeve i vanredne situacije i dodao da je za to neophodna čvrsta regionalna i međunarodna saradnja. 4

6 Božović meet Baron in his capacity of a member of the Republican Staff for Emergencies, which is presided by the Prime Minister and Interior Minister Ivica Dačić, but also with tasks of Sector for emergency situation of the Serbian Interior Ministry. The Republican Staff for Emergencies, possess experience, but still do not have necessary equipment for work and necessary working force. At the meeting Mr. Božović introduced to his host also the role of the Serbian police in international police peacekeeping mission under the UN flag in Cyprus, Haiti, and in Liberia. Baron highlighted that the cooperation between NATO and Serbian ministry of interior in area of civilian protection in emergency cases, is of a big importance and he suggested this topic to be incorporated into the Action Plan for implementation of the IPAP, which will define bilateral cooperation of Serbia and NATO in this specific area. One of the conclusions of the meeting then was that this Action plan enabling the implementation of series of seminars, courses and trainings in the field of civilian protection in emergency situations, should be signed as soon as possible. After accepting this document Serbia can benefit from opportunities envisaged in the Action Plan such as: training of employees, equipment acquirement and other support. Belgrade Security Forum 2013 September 19 22, 2013 Third Belgrade Security Forum (BSF) in row was organized on September 19 22, 2013 in Belgrade, Serbia. As was the case also in previous years, the BSF managed to gather most prominent political representatives and experts from all around the region of the Western Balkans and beyond. The biggest security Forum in the region of the South-Eastern Europe was again organized by the consortium of organizers Belgrade Fund for Political Excellence, Belgrade Center for Security Policy and the European Movement Serbia. The BSF 2013 was preceded by the Academic pre-event and Transatlantic Trends Report presentation. The main topics of the Forum itself were: state building and European integration, OSCE 40 years after the Helsinki conference, gender and the security sector reform, cyber-security, energy security, Serbia and Kosovo relations, corruption and fight against it. 5 Božović je upoznao Barona sa radom Republičkog štaba za vanredne situacije, kojem predsedava predsednik Vlade i ministar unutrašnjih poslova Ivica Dačić, kao i sa poslovima Sektora za vanredne situacije MUP-a Srbije. Republički štab za vandredne situacije, poseduje iskustvo, ali još uvek nema potrebnu opremu za rad i potrebnu radnu snagu. Na sastanku, gospodin Božović, je upoznao svog gosta sa ulogom Srpske policije u međunarodnim policijskim mirovnim misijama, pod UN zastavom na Kipru, Hajiti i Liberija. Baron je istakao da saradnja između NATO-a i Ministarstva unutrašnjih polova u oblasti zaštite građana u vanrednim situacijama, je od velikog značaja, i predložio je da ova tema bude uključena u Akcioni plan za implementaciju IPAP dokumenta (akcionog plana za sprovođenje Individualnog programa partnerstva, kojim će se definisati bilateralna saradnja Srbije i NATO u ovoj oblasti. Jedan od zaključaka na sastanku je bio da Akcioni plan omogućava realizovanje niza seminara, kurseva, vežbi iz oblasti zaštite građana u vanrednim okolnostima, koji treba uskoroda bude potpisan. Srbija će nakon usvajanja ovog dokumenta moći da koristi benefite koje on pruža usavršavanje zaposlenih, nabavku opreme i kao i druge oblike pomoći. Beogradski Bezbednosni Forum Septembar 2013 Trec i Beogradski bezbednosni forum (BSF) po redu je organizovan septembra 2013 u Beogradu, Srbija. Kao što je bio slučaj prethodnih godina, Beogradski bezbednosni forum uspeo je da okupi najistaknutije političke predstavnike i stručnjake iz celog regiona Zapadnog Balkana i šire. Najveci bezbednosni forum u regionu jugoistočne Evrope je ponovo organizovao konzorcijum organizatora Beogradskog fonda za političku izuzetnost, Beogradskog centara za bezbednosnu politiku i Evropskog pokreta u Srbiji. Beogradskom bezbednosnim forumom 2013 prethodio je akademski događaj kao i prezentacija Transatlantskih Trendova. Glavne teme samog Foruma bili su: izgradnja države i evropske integracije, OEBS 40 godina nakon Helsinške konferencije, rod i reforma sektora bezbednosti, sajber - bezbednost, energetska bezbednost, odnos Srbije i Kosova, korupcija i borba protiv nje.

7 The Slovak Atlantic Commission was a strategic partner of the BSF 2013, as it was the case also in previous years and it assisted with organizing two side-event panels, first: NATO Facing unpredictable Challenges: Is New Security Architecture Transformed Enough? chaired by Barbora Maronkova from the NATO PDD, with Tomas Valasek, the new ambassador of Slovakia to NATO; Selmo Cikotić, dean of the American School of Government in BIH, Erik Baktai, Security Policy Department, Ministry of Foreign Affairs of Hungary and Arjan Dymishi, head of the European and Security Affairs Department, Institute for Democracy and Mediation, Tirana. This panel was organized in cooperation with the Slovak Embassy to Belgrade/NATO Contact Point Embassy in Serbia. Second panel was entitled: The Visegrad Group: Exploring the new synergies with the Western Balkans and was chaired by Milan Nič, senior fellow from the Central European Policy Instituted with Ms. Ivana Hlavsová, director of the Department of South and South East Europe Department of the Ministry of Foreign Affairs of the Czech Republic; Roman Hlobeň, director of the South-East European States and Turkey Department of the Ministry of Foreign and European Affairs of the Slovak Republic; Amb. Imre Varga, former Hungarian Ambassador and Tomasz Žornaczuk, Western Balkans specialists of the Polish Institute of International Affairs. The discussion revolved around V4 s priorities in the region of the Western Balkans and potential for further cooperation between two neighboring regions. Slovačka Atlantska Komisija je bila strateški partner Beogradskog bezbednosnog foruma 2013, kao što je bio slučaj i u prethodnim godinama i to uz organizaciju dva - panela događaja, prvo: "NATO Suočavanje nepredvidivih izazova: Da li je nova bezbednosna arhitektura dovoljno transformisana?" vođena od strane Barbore Maronkove iz NATO PDD, uz Tomasa Valaseka, novog ambasadora Slovačke u NATO; Selmo Cikotica, dekana američke škole za vlasti u BiH, Erik Baktai, Odeljenje za politiku bezbednosti, Ministarstva spoljnih poslova Mađarske i Arjan Dimiši, šef Odeljenja za Evropske i bezbednosne poslove, Instituta za demokratiju i medijaciju iz Tirane. Ovaj panel je organizovan u saradnji sa slovačkom ambasadom u Beogradu / NATO kontakt ambasada u Srbiji. Drugi panel je održan pod nazivom: "Višegradska grupa: Istraživanje nove sinergije za Zapadni Balkan" kojim je predsedavao Milan Nič, viši saradnik iz Centra za evropske politike pokrenut sa Ivanom Hlavsovim, direktorom Odeljenja za Južnu i Jugoistočnu Evrope Odeljenje Ministarstva spoljnih poslova Češke Republike, Roman Hloben, direktor odeljenja država jugoistočne Evrope i Turske Ministarstva spoljnih i evropskih poslova Republike Slovačke, ambasador Imre Varga, bivši mađarski ambasador i Tomaš Žornačuk, specijalista Zapadnog Balkana iz Poljskog Instituta za međunarodne odnose. Diskusija se ticala prioriteta V4 u regionu Zapadnog Balkana i potencijala za dalju saradnju između dva susedna regiona. Strategic Communication: Evaluating Serbia's Perception of the Euro-Atlantic Integration September 19, 2013 On September 19 th 2013, Slovak Atlantic Commission (SAC) and the Balkan Security Agenda (BSA) jointly organized the event in form of working breakfast entitled: Strategic Communication: Evaluating Serbia's Perception of the Euro-Atlantic Integration, in the premises of the Orient Express Restaurant of the hotel Balkan in Belgrade. The goal of the event was to identify and summarize most common perceptions of the Serbian public about the NATO, based on the experience of the invited experts. "Strateška komunikacija : Procena srpske percepcije o evroatlantskim integracijama" 19-i septembar 2013 Slovačka Atlantska komisija (SAC i Balkanska bezbednosna agenda (BSA zajednički su organizovali ovaj događaj u formi radnog doručka pod nazivom: "Strateška komunikacija: Procena srpske percepcije o evroatlantskim integracijama," u restoranu Orijent ekspres hotela Balkan u Beogradu. Dogadjaj je imao za cilj identifikacije i sumiranje najčešcih percepcija srpske javnosti o NATO-u, na osnovu iskustva pozvanih stručnjaka. 6

8 During the discussion was identified, that the global overview of the Serbian perception about the NATO have mostly negative connotation, because of the 1999 NATO s bombing campaign and the current situation concerning Kosovo. Another common perception is that the NATO is a tool of America s influence in the region, which is in opposition with the Serbian cooperation with Russia. One part of the population accepts that the NATO is significantly present in the Western Balkans region. During the discussion about opinion shapers in Serbia, participants pointed out, that television creates public opinion in 75% cases and the social media come right after it. Inputs and views of experts, which attended the event helped to understand better extending of knowledge and the perceptions of the Serbian population about the NATO and the whole transatlantic partnership. The activity was organized with kind support of the Slovak Embassy in Belgrade, which is the actual NATO Contact Point Embassy for Serbia in years (This article has been kindly contributed by the Balkan Security Agenda). Tokom diskusije je identifikovano, da globalni pregled srpske percepcije o NATO ima uglavnom negativnu konotaciju, zbog NATO bombardovanja 1999 i trenutne situacije u vezi sa Kosovom. Još jedna zajednička percepcija je da NATO predstavlja instrument uticaja Amerike u regionu, što je u suprotnosti sa srpsko-rusko saradnjom. Jedan deo stanovništva prihvata, da je NATO značajno prisutan u regionu Zapadnog Balkana. Tokom diskusije o kreatorima javnog mnjenja u Srbiji, učesnici su istakl, da televizija stvara javno mnjenje u 75 % slučajeva, a društveni mediji dolaze nakon njega. Doprinosi i stavovi stručnjaka, koji su prisustvovali događaju pomogli su da se bolje razumeju i prošire znanja i vizija srpskog stanovništva o NATO-u i celom transatlantskom partnerstvu. NATO: Ready, Robust, Rebalanced September 19, 2013 The NATO Secretary General Anders Fogh Rasmussen outlined in his speech at the Carnegie Europe Event that the NATO is still relevant and it can response to any crises. According to his assessment what makes NATO unique are: common political consultations, common standards and procedures, military command, control structures but also common experiences in combat and in peace-keeping on three continents. 9 It means the Allies stand ready to act and if they act, they can be more effective. Today, in many parts of the world, Allies are acting under the NATO s command and control often with partner nations to safeguard security at home and also to help bring stability and safety to troubled areas of the world like in Afghanistan or Kosovo, in the Mediterranean and off the Horn of Africa, over the Baltic states and at Turkey s border with Syria. And this clearly demonstrates that NATO remains an essential source of stability in an unpredictable world. Together, the Allies form a unique community of values, committed to individual liberty, democracy, human rights and the rule of law. On the other side it also should be mentioned that world will change, threats are changing and will change, but our values should not ever change. So the NATO must always ensure that it has the military capabilities to protect those values and the political will to do so. According to Rasmussen it is hard and even impossible to predict what NATO s next mission will be. But whatever the next challenge is, NATO needs to remain ready to face it. To do that, he sees three priorities. First, to maintain robust defence and deterrence. Collective defence and deterrence is the greatest responsibility of the Alliance. And it will always be a transatlantic task. Because the security of Europe and the security of North America are indivisible. The nature of collective defence is not the same as it was when NATO was founded in The threats are not the same, and neither are the means to address them. To be frank, some of the capabilities NATO has, we don t need anymore, suggested Rasmussen. And some of the capabilities we need, we don t have, he continued. Today s threats - and tomorrow s often come from the other side of the world, even from cyber space. And they come in many forms and guises. NATO also needs to strengthen the connection among its forces through more joint exercises, education and trainingand to reinforce the NATO Response Force, to be able to defend any Ally, to deploy its troops anywhere needed and to deter against any threat. Second, to reaffirm the bond between Europe and North America and rebalance the Transatlantic relationship. North America and Europe remains each other s partner of choice and they can only be fully effective by working together. That s why they all have to continue to invest in the Alliance. And that is also why they all must shoulder a fair share of the burden, just as they all share in the benefits. The engagement of the United States in European security remains strong and it is keeping up with the security challenges. Europeans are making important contributions to NATO, for instance, by deploying forces on NATO operations in Afghanistan, Kosovo, the Mediterranean, and in the Indian Ocean. But the NATO Secretary General believes that European nations can, and should, do more, to match America s commitment. Because a strong NATO needs a strong Europe with strong capabilities, strong defence industries and strong political commitment. To deliver a strong Europe it also needs a strong European defence industrial base. So far, the European defence industry remains too national and too fragmented. This is why he welcomes the European Commission s proposals to enhance the industry s efficiency and competitiveness and to help it to fund research and development of new military technologies. Finally, a strong Europe will require strong political will. To increase defence spending when our economies start to recover, as they will. To develop long-term procurement and investment programmes and to assume more security responsibilities in Europe s neighborhood. And third, to bolster NATO s global perspective and remain ready to work with partners and protect its values in its region and beyond. Rasmussen welcomed the increased attention which the United States is paying to the Asia-Pacific region. This is also in Europe s best interest. Slovak and Czech Republic signed defense agreement September 20, 2013 Slovak Minster of Defense Martin Glváč together with Czech Minister of Defense Vlastimil Picek signed in Ostrava intergovernmental agreement about development of cooperation in the sphere of defense. According to the agreement, the two countries will forge co-operation in such areas as defence planning, military education, armaments, logistics, medical service, operations, exercises, and in further development of armed forces. The framework agreement between the Slovak and Czech Republics was drafted on the basis of talks held between the Slovak and Czech governments in Trenčín and Uherské Hradiště in October 2012 and built on the previous co-operation agreements and the results of the Slovak-Czech working groups in 2012.Among the successes of the hitherto co-operation between the countries is the engagement of the Czech-Slovak Military Police Unit in Afghanistan, which successfully completed its mission after a sixmonth deployment in March u Evropi i blagostanju. Slovačka i Češka republika potpisale sporazum o odbrani 20 i Septembar, 2013 Slovački ministar odbrane Martin Glváč je zajedno sa Češkim Ministrom odbrane Vlastimilom Picekom potpisao u Ostravi međuvladuini sporazum o razvoju saradnje u oblasti odbrane. Prema sporazumu, dve države će pojačati saradnju u oblastima kao što su: planiranje u odbrani, vojno obrazovanje, naoružanje, logistika, medicinska služba, operacije, vežbe kao i u budućem razvoju vojinih snaga. Okvir sporazuma između Slovačke i Češke republike je kreiran na osnovu pregovora između Slovačke i Češke vlade u Trenčinu i Uherske Hradište u oktobru 2012, i izgrađen na osnovu prethodnih ugovora o saradnji, kao i rezultat Slovačko- Češke radne grupe u Između uspeha dosadašnje saradnje između ove dve zemlje je angažovanje jedinice Češko Slovačke vojne policije u Afganistanu, koja je uspešno završila svoju misiju nakon šestmesečnog angažovanja u Martu 2013 godine. 10

Minister Lajčák assured Mr. Vučić that the Slovak Republic is still an active promoter of the European perspective of Serbia and will continue in transferring its expertise from the accession process. It is in our interest that the accession process motivates Serbia and the country modernizes, said the Slovak Minister. Having the sincere interests in the future of this country at heart, I m pleased that the Serbian political scene is dominated by issues related to the future of this country," he said. The head of the Slovak diplomacy was received also by the President of Serbia Mr. Tomislav Nikolić on September 20, in their talks dominated the topic of Belgrade-Pristina relations. With regard to November s local elections in Kosovo, Minister Lajčák appreciated that Belgrade took a very constructive attitude and recommended the Kosovo Serbs to take part in the elections. In this context, the head of the Slovak diplomacy stated, that it is very important that the elections are fair, free and orderly. Minister Lajčák spoke also about the integration ambitions of Belgrade with the chief negotiator in the EU membership talks Ms. Tanja Miščević. Ministar Lajčak na Beogradskom Sigurnosnom Forumu 20-i Septembar, og Septembra 2013, zamenik premijera i ministar spoljnih i evropskih poslova Slovačke Republike Miroslav Lajčak se sastao sa zamenikom premijera Srbije Aleksandrom Vučićem kao deo njegove posete Republici Srbiji. 13 Minister Lajčak held talks also with the Prime Minister Mr. Ivica Dačić and his counterpart, Foreign Affairs Minister Mr. Ivan Mrkić. Lajčák discussed with them primarily the EU integration ambitions of Serbia.Both foreign affairs ministers also touched on the development of the Slovak-Serbian relations and current international policy issues, especially developments in Syria. Minister Lajčák also gave an address at the 3rd Belgrade Security Forum within the opening panel entitled: State Building and European Integration Mutually Reinforcing or Contradicting Processes? Minister Lajčák focused mostly on the integration ambitions of the Western Balkans countries. In this regard, he said that they have the support of Slovakia, as well as the EU. However, it is firstly up to them to meet the required criteria. The Belgrade Security Forum belongs among the most important international security conferences in South- East Europe. This annual event is regularly attended by influential politicians, experts, academics, journalists, representatives of the third sector and other renowned experts in the field. NATO Secretary General held high-level talks with Serbia. Septembar 26, 2013 NATO Secretary General Anders Fogh Rasmussen held meeting with the Serbian President Tomislav Nikolić. During the meeting, Mr. Fogh Rasmussen commeded Mr. Nikolić and his government for their commitment to the Belgrade/Pristina agreement, this will contribute to stability and security in the region. He thanked President Nikolic for his positive words about the KFOR's role as a guarantor for peace in the Western Balkans and reaffirmed NATO's and KFOR s commitment to do their part to support the agreement, and maintain a safe and secure environment in Kosovo. The Secretary General stated that NATO is ready to expand practical cooperation and political dialogue with Serbia step by step. Meeting also included talks about the fact that it will not come to the reduction of units of KFOR in Kosovo, but also that Individual Partnership Action Plan (IPAP) improves the cooperation of both sides. The main goal is modernization of the Serbian Army and rising the number of its memebers in international peacekeeping missions. NATO has also intrest to increase the number of Kosovo Serbs in the framework of Kosovo secutity structures. Ministar Lajčak je takođe održao razgovore sa premijerom Ivicom Dačićom i njegovim kolegom, Ministrom spoljnih poslova Ivanom Mrkićem. Lajčak je sa njima razgovarao uglavnom o EU integračnim ambicijama Srbije. Oba ministra spoljnih poslova su se takođe dotakli temu koja se odnosi na razvoj Slovačko- Srpskih odnosa i aktuelna međunarodna pitanja politike, naručito događajima u Siriji. Ministar Lajčak je učestvovao na trećom prestižnom Beogradskom sigurnosnom forumu u penalu otvaranja pod nazivom Izgradnja države i Evropska integracijameđusobno pojačavanje ili kontradiktorni procesi?. Ministar Lajčak, se fokusiarao na integračne ambicije država Zapadnog Balkana. U skladu sa tim, on je izjavio da imaju podržku Slovačke, kao i EU.
