1 World Tourism Organization (UN-WTO) (May 2014-April 2015) UN-WTO s support to the New Partnership for Africa s Development (NEPAD) 1. Introduction UNWTO, a specialized agency of the United Nations (UN) and the leading international organization in the field of tourism, serves as a global forum for tourism policy issues and a practical source of tourism know-how. This document gives a broad overview of UNWTO s contribution to NEPAD s (New Partnership for Africa's Development) vision and policy framework. 2. Collaboration with other UN Agencies in support of NEPAD Through its UNWTO Regional Programme for Africa, the organization supports and assists its African Member States (49) and other stakeholders from the region in their efforts to develop their tourism industry as a catalyst for sustainable economic and social development. It implements the UNWTO General Programme of work, reinforces the member relations, strengthens the Public-private partnership within the Africa region, and enhances the capacity building of the Africa s image and Tourism Branding. As an executing Agency, UNWTO works closely with UNDP, World Bank and other international institutions to finance projects on elaboration of Tourism Management Master Plans, as well as ST-EP (sustainable Tourism- Eliminating Poverty) Projects. UNWTO priorities and actions in Africa Promoting the competitiveness and sustainability of tourism in Africa, UNWTO actions are currently focused on several key areas which are: A. Promoting tourism as a tool for development: To realize its full potential tourism needs to be a priority in the development agendas of regional bodies and national governments. B. Connectivity: Almost half of the 56 million tourists that visit Africa travel by air and this trend is set to continue. Restrictive skies and disjointed policies between the aviation and tourism sectors continue to obstruct connectivity in Africa. The 56 th UNWTO Regional Commission Meeting for Africa, in Luanda (April 2014), addressed some of the critical issues related to bridging air transport and tourism policies, including the regulatory framework, taxation and travel facilitation. C. Sustainability: Biodiversity in Africa has been facing one of its greatest crises in decades. The poaching crisis places an important threat on wildlife, but also on the future of tourism in Africa. The survival of Africa s wildlife, its tourism sector and the millions living from the sector are endangered by the illegal killing and trade of wildlife. UNWTO is supporting international efforts to fight poaching and raise awareness of the need to strengthen anti-poaching measures. In the framework of UNWTO s Anti- Poaching Action, a survey on the value of Wildlife watching Tourism was

2 conducted in March 2014 among African countries. The survey aimed at gathering data and information on a broad range of topics to assess the economic value of wildlife and of nature reserves. D. Risk Management: UNWTO supported Tunisia, Kenya and Senegal in their tourism recovery activities by the signing of an agreement on crisis communications in tourism. This handbook serves as a practical guide for travel and tourism stakeholders, to effectively address the communications challenges posed by crises. The toolbox, which includes templates for press releases and other crisis communications formats, covers issues stretching from interviews and press conference to the use of social media. E. The Ebola virus disease outbreak in West Africa: On 8 August 2014, World Health Organization (WHO) declared the Ebola virus disease outbreak in West Africa a Public Health Emergency of International Concern (PHEIC). To support the global efforts to contain the disease and provide a coordinated international response for the travel and tourism sector, the heads of WHO, the International Civil Aviation Organization (ICAO), the World Tourism Organization (UNWTO), Airports Council International (ACI), International Air Transport Association (IATA) and the World Travel and Tourism Council (WTTC) activated a Travel and Transport Task Force to monitor the situation and provide timely information to the travel and tourism sector as well as to travellers. 3. UNWTO Institutional support to the NEPAD Secretariat The African Union (AU), through its NEPAD programme has developed a Tourism Action Plan that was adopted in The Tourism Action Plan seeks to optimise the role of tourism as an engine and catalyst for regional integration, economic development and growth in Africa through the establishment of a conducive environment, regional cooperation, advocacy and stakeholder participation. The Action Plan identifies eight priority areas of intervention that can assist in fulfilling this objective, particularly through harmonisation of policies and standards at national, sub-regional and continental levels. African tourism ministers who meet annually under the UNWTO Commission for Africa (CAF) provided political leadership in the development of the AU/NEPAD Tourism Action Plan. In the context of the 2004 AU Tourism Action Plan, the African Union is expected to develop a tourism policy and strategic framework for the accelerated development of tourism in Africa. This task is already in the programme of the AUC. In view of the on-going elaboration of the AU Agenda 2063, this would be the right time to put in place a continental policy and strategy that provides guidance to the short, medium and long-term aspirations of Africa in the tourism sector. The AUC would like to undertake this work by getting, at the outset, appropriate high level guidance from key policy makers in the continent as well as their continued involvement throughout the process. To that end, the AUC, in collaboration with the Government of the Republic of Seychelles, convened a two (2) day Ministerial Working Group to brainstorm on the requisite Tourism Policy and Strategy within the framework of the Agenda 2063, where UNWTO participated. The long-term objective of this policy and strategy is to enable Africa to develop its tourism industry to an appropriate level and maximise its benefits to the socio-economic development of the people of this continent.

3 4. Advocacy work by UNWTO in support of Africa s development * Activities provided below focus primarily on area (iv). Financial figures have not been provided at this stage. Cabo Verde International Conference on Sustainable Tourism Development and Creative Economies in Africa. Participation in tourism exhibition (EXPOTUR) Formulation of the Strategic Plan for Tourism Development in Cabo Verde May 2014 Participation in the international conference and to support the country in their tourism development efforts September 2014 The main objective of the plan is to formulate a detailed work program for the development of an integrated tourism strategic plan for Cabo Verde and to advise on the formation of a Technical Committee, which would oversee and lead all activities with regard to the project. Tunisia Training Workshop UNWTO on branding, e-marketing and ommunication May 2014 The objective of the proposed workshop is to provide a training session to the staff of the Ministry of Tourism of Tunisia on the following themes: Branding, E-marketing and Crisis Communication UGANDA Improving Policies and Regulations to Support Following the effects of the Jasmine revolution in 2011, Tunisia s political, social and economic transformation process is still ongoing, and has significantly affected tourism growth because of misperception of the actual situation in the country. Tunisia s travel and tourism sector recovered in 2012, with inbound tourism recording strong growth. While tourism numbers are improving, the industry has not recovered its pre-revolution levels. To overcome the misperception and to stimulate demand for tourism, the workshop will provide the Ministry of Tourism of Tunisia with the appropriate training on building a recovery programme and image campaign to enhance the country s capacity to reinforce its image and to build on diversification of products and preparedness for effective future crisis management, using in particularly new media. 27 September 2014 Elaboration of a Tourism Policy and Master Plan that provides a detailed overview of the tourism sector in Uganda; defines the Government s development objectives in the area of

4 Mauritius Tourism in Uganda National Statistical Capacity- Building Programme (NSCBP) to RETOSA Members 7 th Regional Workshop Togo Tourism Development and Management Master Plan of Togo Mozambique New Strategic Tourism Development Plan for Mozambique United States of America Casa África Conference on Investment and Tourism in Africa, New York, USA tourism; provides a vision for tourism in Uganda in 2024; and guidance on how to achieve the vision and national development objectives in areas such as management and regulation, planning, product development and diversification, infrastructure development, protection and preservation of natural and cultural heritage, tourism markets and marketing, skills and training, and, financing of tourism activities June 2014 The workshop aimed to continue providing capacity building to RETOSA Member States in the compilation of the various tables which comprise a TSA. Delegations made detailed presentations on the progress made in strengthening their respective national tourism statistical systems. 30 July 2014 Tourism development activities are part of the Togolese Government priorities. In this regard, UNWTO and the Government have signed in March 2013 a working agreement for the implementation of the Tourism Master Plan which aims to define a Tourism policy and an action plan to be implemented in the framework of the relaunch of the tourism development in Togo. The Master Plan was jointly elaborated by international Consultants and Officials from the Togolese Tourism Administration, under the supervision of UNWTO, in its capacity as UN executing agency together with the Government of Togo. The elaboration of the Master Plan was conducted in two phases: (PI) a diagnostic of the current situation of the tourism sector and the provisional strategic orientations was done and (P2) was dedicated to the preparation of a long term strategy and the programme of actions to be implemented within 5 years. The validation seminar of the Tourism Development and Management Master Plan took place on 30 July September 2014 The project will provide a tourism strategy and implementation plan aimed at developing the tourism sector as a key catalyst for economic growth and job creation. Following the presentation of the Plan last September, as series of capacity building seminars will be organized on the implementation of the Plan. The new Strategic Plan will also provide guidance for the implementation of ST-EP projects in Inhambane and Maputo on human resources and SME development. 8 September 2014 To strengthen the collaboration with Casa África, active partner in the organization of INVESTOUR and to support tourism investment in Africa together with the Spanish Ministry of Foreign Affairs. The Seminar on Investment and Tourism in Africa is an event organized by the Spanish Permanent Mission to the UN together with Casa África, Spain s main public diplomacy institution dedicated to the African continent, and Real Instituto Elcano, one of the most 4

5 Senegal Technical assistance for the development of the national statistical system in Senegal and the development of a Tourism Satellite Account (TSA) Morocco Establishment of a New System of Tourism Hotel Classification in Morocco prestigious think tanks October 2014 The main objective of the mission is to evaluate the current situation of the national statistical system and the establishment of a TSA, thereby to obtain a realistic view of the institutional structure of the tourism sector for the collection and data compilation October 2014 The project aims to consolidate a system of quality services for the Moroccan accommodation establishments which will enable them to compete at the international level and further develop a culture of quality. Algeria Technical assistance for the development of a national statistical system in Algeria and the development of a Tourism Satellite Account Assessment and recommendations on quality standards in tourist accommodation facilities in Algeria To date, the project has completed the following activities: review of the existing hotel classification system and first draft of revised classification criteria; training of 90 Inspectors of the Ministry of Tourism on the proposed criteria and the impact that these will have on the inspection process; and, organization of a national seminar to raise awareness of the proposed revisions to the hotel criteria. A pilot testing of the mystery guest programme was conducted in October November 2014 The main objective of the mission was the evaluation of the current situation of the national statistical system and the establishment of a TSA, thereby to obtain a realistic view of the institutional structure of the tourism sector for the collection and data compilation. In accordance with the objectives of the mission: to assist the Ministry of Tourism and Handicrafts to improve the tourism statistics system (collection, investigation, processing, analysis and publication of statistics) and to provide an opportunity for the development of a CST in the future November 2014 In this specific area UNWTO supported the Ministry of Tourism for the analysis of the current classification system in relation to the various stakeholders. UNWTO presented recommendations to the Ministry of Tourism to improve the existing quality criteria, their deployment and implementation procedures. Spain 6 th edition of INVESTOUR 29 January 2015 The Forum s main objective was to promote the development of sustainable tourism in Africa, while encouraging exchanges on investment and business opportunities in Africa. Each new edition of INVESTOUR has been an opportunity to introduce a certain number of innovations. Initially open to representatives of African national tourism administrations, the Spanish Government and Spanish private-sector actors, the Forum was expanded last year by 5

6 Morocco Atlantic Initiative for Tourism 2015 welcoming the participation of Portuguese private-sector actors. For its 6 th edition, INVESTOUR was opened to international institutions and companies. The two-session structure of this important event has been maintained: (SI) devoted to round tables, offered participants the opportunity to discuss and exchange views on investment in human capital and the impact of Africa s brand image on foreign direct investment (FDI) in the tourism sector and (S2) devoted to business-to-business (B2B) meetings, which constitutes a strategic platform that puts African tourism project leaders and potential international partners in direct contact with one another March 2015 The objectives and the results expected of the conference are: Strengthening of the partnership among the countries on both sides of the Atlantic Sharing of experiences in the tourism sector Creation of a multi-party roadmap for the development of tourism on both sides of the Atlantic Ocean (Rabat Declaration). Zimbabwe Capacity Building Course on E- marketing technical training in Zimbabwe Democratic Republic of Congo (DRC) Capacity Building Workshop on Tourism Policy and Strategy This declaration, which is to be adopted at this event, is expected to promote mutual understanding and the exchange of experiences and best practices for harmonious and sustainable development of tourism in the countries on both sides of the Atlantic. It should also make it possible to build and strengthen ties of cooperation, particularly to increase the flow of tourists among the countries concerned March 2015 The objective of this 5-day course is to provide participants with knowledge, skills, tools and a forum for discussion about key current issues and practices in emarketing strategy. More specifically, the objective of this course is to provide participants with: An understanding of key concepts in emarketing and its processes Hands-on experience in the use and application of tools and techniques Practical experience in matching local needs with the UNWTO approaches and methodologies A network for support and cooperation for the design and implementation of an emarketing strategy International best practice case studies relevant to the topics of this course April 2015 The objective of this capacity building activity is to provide participants with knowledge, skills, tools and a forum for discussion and reflection on tourism policy and strategy, for participants to be able to elaborate a tourism strategy on a designated territory, based on the National Policy. 6
