9 Introduction Elderly persons in Kosovo 100+ years of age is the first survey of this kind in Kosovo. This survey represents some characteristics of this category of people as is the life expectancy, the way of living, feeding, demographic, health and social data, territorial scope as well as other characteristics. At the same time, this survey indicates the life expectancy by considering conditions and circumstances that elderly people of Kosovo lived and are living nowadays. In the lack of information about persons in this age in Kosovo from previous years, we were not able to make comparisons from the view of years flow and results. But the survey used some world data on life expectancy in order to make some comparisons with this part of population in Kosovo. The data on the survey were released by the family members of the elderly persons. Elderly persons were asked of their valid ID or any other ID document as a proof, they were registered in the list; the ID document or any other ID document was photocopied or photographed. Data were collected by using questionnaire form by direct interview with the elderly persons and their family members. Processing and analyzing of the data was conducted based on the administrative data, field work, the evidence and the statements (given by elderly persons themselves and/or relatives) provided by the SOK teams in the field. The implementation of this project faced some difficulties and also required some additional work in order to accomplish this initiative; working groups were established in order to identify persons, and collect, process and analyze the data. Project was developed in a voluntarily bases by the SOK staff without any financial support, stimulation resources, without sufficient and necessary logistic support to develop the activities of the survey and overtime work had to be applied including weekends - in order to finalize the survey. Despite these difficulties, the project ended successfully. Due to the lack of the advanced statistical system, and despite the engagement of the SOK staff and population awareness, there is a chance that it might be that some elder persons (100+ years of age) are not included in this survey therefore we apologize and ask for understanding and, at the same time, we appeal the public to inform us for such a persons in order to have a better statistical data for this population. 5

10 Kosovo s statistical system Statistical systems (statistical institutes), almost in all countries of the world, are constructed in a higher scale of the source of information (from population censuses, different registry books, from administrative or survey data) regarding the social-economic, demographic, educational, health, agriculture and other data. A pure authentic information system facilitates undertaking of the appropriate measures and establishes different social-economic policies in local and national level. Practically, it can be easily said that the developed countries do not draw or even undertake any development plan in the local level without any statistical data on that phenomenon while plans in the national level are not undertaken without detailed statistical data. The engagement of the staff and budgets is needed in order to develop such a system and to establish a sustainable statistical data base on development policies for social progress. The 21 century, by many researchers and scholars, is called the century of information. With its accurate, fast and easily approached information s, the statistics have its important place and role in the state therefore some states turned their statistical institutes into the government bodies - ministry. Kosovo still lacks such a statistical data base that would help the Kosovo s government itself, other governmental bodies, NGOs, scientists, researchers, international organizations, individuals, etc, in order to establish social-economic policies. Investments by the side of the Kosovo society towards establishing a statistical system is not sufficient yet. In this respect, Kosovo is still behind many countries in the region. Therefore, while these countries invest from 1-3 or even more Euros, in these last two years, Kosovo has invested only 0.24 Euros for head of inhabitant. By the European status, one (1) statistician is foreseen in up to inhabitants but in Kosovo this average is one (1) statistician in 18,650 inhabitants. This, by itself, means that Kosovo s statistical system has not had sufficient attention yet. In constructing the statistical system and in conducting surveys, Kosovo still is in disadvantage when you compare it with the regional countries (if you compare statistical surveys) and this due to the lacks in administration sources used by the SOK. Another fact or un-fortune is that the SOK faces also the lack of the interest by the Kosovo society on statistical data but at the same time, there is an orientation to be served with other information sources that, in many cases, use SOK data. Statistical Office of Kosovo (SOK) collects, processes, analyses and publishes statistical data on different fields, as, economic, population, social, agricultural, education, health, etc. The SOK is striving for a sustainable statistical system despite the difficulties faced so far. Despite the lack of budget and staff, with its actual capacities, the SOK has achieved to increase the quality of the data including the number of the surveys in a considerable measure. Thus, during this year, the SOK has organized three (3) new statistical surveys that were not on its annual plan. All these surveys had their cost of implementation. It has been evaluated that in order to conduct a new statistical survey (dependable from the volume of the survey), there are at least thousand Euros needed. 6

11 One of the new surveys during this year is also Elderly persons in Kosovo 100+ years of age which is the first survey of this kind to be conducted in Kosovo. This kind of survey is foreseen to be conducted every 5 years. The goal of the survey The SOK has taken the initiative to conduct such a survey by having in mind the preliminary information s for the elderly persons in Kosovo 100+ years of age as well as the interest of the Kosovo society for this part of population. The goal of the survey is to raise the public awareness on life expectancy in Kosovo in nowadays conditions and circumstances, the impact of natural conditions, inheritress as well as social environment. Tabular part of this survey will facilitate and make able to different researchers to recognize the elderly persons in Kosovo, the way they live and the life expectancy reached by this group of population. Also, the survey has a purpose to raise institutional and government awareness on the way this category of population lives in order to take measures and create better living conditions for them. Also, other developed societies conducts such a surveys in order to have data for elderly persons 100+ years of age from the life expectancy view, as well as to conduct research and analysis from the social and health view. Some states (organizations and governments) during the year, organize special meetings with elderly persons 100+ years of age since they are treated as a social-health treasury ; they have their special media attention, receive special gifts, financial support, and other additional benefits. Therefore, we hope that our country as well will have a better approach and create better living conditions for them. We also propose that the Kosovo social institutions should organize an annual meeting with all the elderly persons 100+ years of age and support them in some aspects since they are persons under custody of their relatives. According to the field data received by the SOK field groups, better part of the elderly persons 100+ years of age are under custody of the family members with good living conditions while the other remaining part does not have so good living conditions, therefore, these persons need support from the society. 7

12 Methodology Several discussions were held on the way of implementation of this project by the SOK; the working methodology was approved and drafted; necessary tools, operational plan, in order to accomplish this survey by establishing field-working groups and selecting most experienced persons in conducting statistical surveys have been established. The SOK drafted statistical individual Questionnaire for elderly persons with the total of 15 questions by drafting brief Guidance to complete the questionnaire and the registration criteria for this population in the territory of Kosovo without gender, ethnicity, and color or religion distinction. Some preliminary data were collected form the Ministry of Internal Affairs (MIA), Ministry of Labour and Social Welfare (MLSW), from the registration offices (working under municipal administration) as well as information s from Kosovo regional statistical offices, including other interested groups and individuals. The rise of the public awareness was achieved through TV commercial in RTK and the SOK website. This awareness has positively impacted in finding the families with elderly persons of 100+ years of age. In the other hand, there were some families that declared that they have an elder person 100+ years of age but after the interview and the verification of the ID documents, it was certified that these persons do not fulfill criteria for the survey. Also, many persons that were signed as live persons (according to the SOK sources) were late since years ago. Another additional problem faced was the identification of the elderly persons in the field since the population in certain zones during the survey stated that they never heard of those persons stated in the SOK sources. Also the change of the living place (address) impacted in the duration of the project as planned. The SOK interviewers were obliged to identify the elderly persons 100+ years of age through any ID valid document stating the name, surname, date and the place of birth based on the statements of the elderly persons declaring their age or their relatives. It is worth mentioning that two (2) persons although they had valid ID documents on their age above 100 years of age, based on the statements of the relatives and their own statements, it was proofed that they do not have necessary age to be included in this survey. Than started the process of collection, classification, verification, the analyzing and the drawings of tables and maps of the data. 8

13 The time and duration of the accomplishment of the survey The project was executed during May November The duration of the work in the field, the visit to the elderly persons at their living places, the verification of all data provided from the different sources including the interview, took more time than overseen and planned, since the whole territory of Kosovo had to be covered. In the other hand, the SOK had its regular annual activities needed to be executed. Some data on the life expectancy in the world level The average life expectancy in the world is 67 years of age. Based on some surveys executed till nowadays by different scientists, it is believed that the period of early mankind had shorter life expectancy. Life expectancy depends on living conditions, the impact of climatic conditions, different diseases, clan wars and other factors occurred during different periods of time. Thus, the spice of Neanderthal lived in average of 20 years of age, old Paleolitu had average of life expectancy of 33 years of age, but then the average of life expectancy begins to decrease. But with the improvements of the life conditions, development of the society and of living standards, the average of life expectancy has increased during the different period of times. 15 These data indicate that the longer average life expectancy in the world is in Japan with 82.6 years of age. In the world level, Kosovo is in the rank of 118 regarding the average life expectancy from 69 years of age (males 67 and females 71) while Albania is in rank of 46 with the average life expectancy of 76.4 years of age (males 73 and females 79.7). Researchers and scientists of the 21 century dealing with the life expectancy of the human kind in the world of the, assessed that only one (1) person in 100 thousand inhabitants can live longer than 100 years of age while among them only one (1) can have more than 110 years of age and from total of elderly above 110 years of age only one (1) has possibility to live 120 years of age. According to the statistical data and health statistics, the person that lived longer in the world till nowadays is from France, called Jeanne Calmënt (female), born in February 21, 1875, and lived until 1997 (August, 4); she is estimated that lived for 122 years and 164 days of age. She is also signed in the Guinness world records as a person who lived the longest age in the world. She had five children and there of them are still alive: Irma and Hilda 81 years of age, and the son Anibal, 77 years of age. Emiliano Mercado Del Toro, from Puerto Rico, is recorded as the male who lived the longest age, 114 years of age. The most female elderly persons in 2007 are considered to be Edna Parker from the USA, born in April 20, 1893, and Maria de Jesus, born in September 10, 1893, in Portugal; they lived 114 years of age. The most male elderly person is considered to be (and still alive) Tomoji Tanabe from Japan, and he is 112 years of age (born in September 18, 1895). 16 Elderly persons in Kosovo 100+ years of age The average life expect in Kosovo is assessed to be around 69 years of age - for males 67 and for females 71 years of age. Preliminary data were surprisingly regarding the number of persons above 100 years of age, according to the SOK sources. After the verification of the data in the field it appears that Kosovo had a lower number comparing them with the preliminary lists but, in the other hand, if it is compared with the life expectancy in the world level showing that in 100 thousand inhabitants only one (1) persons lives above 100 years of age (or in 1 million inhabitants live 10 persons above this age), in Kosovo, according to the data, the life expectantly is higher than the average of the world. This finding appears to be reliable and true since, as it was said before, the valid ID document and the direct statement of the interviewers (by elderly persons themselves and relatives) was one of the main criteria of the survey. After analyzing the data provided from the different sources, it appears that Kosovo has considerable number of population that passed the age of 100 years and above. According to these data, we have one (1) elderly person with 100+ years of age in every 34,250 inhabitants in Kosovo. 17 Territorial scope of elderly persons by municipality From the total of 30 municipalities in Kosovo, there were no elderly persons 100+ years of age in nine (9) of them: Leposaviq, Shtërpcë, Zubin Potok, Zveçan, Istog, Novobërdë, Obiliq, Rahovec and Viti. 24 Elderly persons by sea-altitude of the place of living The GIS section of the SOK has also drawn sea-altitude of the place of living that these persons live currently (by permanent residency). Better part of elderly persons has lived in other places but they have changed the place of living due to the conditions in those places. In the sea-altitude m, live 63%, in the sea-latitude of live 23.3%, in the seaaltitude of live 9,6% and in the sea-latitude of 1201 and more live 4.1% of the elderly persons of Kosovo. Data show that the larger number of elderly persons in Kosovo is made up by females with 57 or 78.1%, and males with 16 or 21.9%. 25 Elderly persons by marital status 1 From the majority part of the elderly persons, 72 persons or 98.6% were married once or twice during their life. It is worth and interesting to mention that only one (1) person, male, has never been married. Once married during their life are 54 persons or 75% - from them 66.7 %are males and 77.2% are females. Twice married are 14 persons or 19.4% - from them 13.3% are males and 21.1% are females. Three times or more married are 4 persons or 5.6% - from them 20% are males and 1.7% are females. During the interviews, no couple has been meet that was above 100 years of age. But data indicated that not all of them leave successors. From the total of 73 above 100 years of age, 11 persons or 15.1% do not have successors. The average of the successors for the married persons is around 46.1 persons for everyone. Elderly persons by occupation Based on the period of time that they lived, the better part of the elderly persons by occupation were housewives or farmers. Of them, 80,0% of the male group by occupation were farmers while the other part, 20%, coal-miners. For females, 96.4% were housewives and 3.6% were handicraft. It is peculiar to mention that even though there (3) of them were coal-miners by occupation (estimated to be a heavy work-job), they passed the age of 100 years of age. 26 Elderly persons and tobacco smoking At the time the interviews were held, it was noted that 84.9% have never smoked tobaccos while 15.1% did. From the total of 11 tobacco consumers, 3 or 27.3% are males and 8 or 72.7% are females. 29 Statistical Office of Kosovo a brief description The Statistical Office of Kosovo, Is a professional office operating since 1948, which passed through some of the historic phases; it has been structured by the state rule of that time. The Statistical Office of Kosovo restarted its work on August 2, 1999, as an independent and professional office in the frames of the Ministry of Public Services. The SOK is financed by the Kosovo Consolidated Budget and donors for various projects. The Statistical Office of Kosovo acts pursuant the Regulation 2001/14, which entered into force on July 2, A medium-term Master Plan is being developed for the statistical system of Kosovo compatible with the European Statistics. SOK Organization Structure; Composes of: four productive departments (Department of Economic Statistics and National Accounts, Department of Population Statistics, Department of Social Statistics and Department of Agricultural and Environment Statistics), seven Regional Offices (located in Gjakova, Gjilan, Mitrovica, Peja, Prizren, Pristina and Ferizaj), two support departments (Department of Methodology and Information Technology and Department of Administration), as well as the Office of the Census. Total employees are 134, of them 96 (71.6%) within the SOK offices whilst 38 (28.4%) in regional offices. There is also a support and cooperation with the international institutions. Statistics Office of Kosovo covers Kosovo entirely. For implementation of the surveys in the field, the SOK uses appropriate sampling and methodology. During the collection of the reports from the reporting units, the SOK engages professionals, technicians, administrators and civilians form the local offices, and regional field registrations.
