Na spedbata na koja u~estvuvaa ppetsedatelot na ZELS Koce Tpajanovski, kako i potppetsedatelite Nevzat Bejta i Qubowip Janev, be{e potencipano deka ppocesot na decentpalizacija nappeduvai pokpaj ppoblewite so koi pealno se soo~uva, we u dpugoto i kako pezultat na podp{kata {to ZELS ja dobiva od Ppogpawata za pazvoj na Awepikanskata Vlada (YSAID). Vo wowentov ZELS pealizipa eden wnogu va`en ppoekt za op{tinite zaedno so YSAID-,,Baza na podatoci za kpeipawe na adekvatni i tewelni finansiski analizi,, so {to }e se dobie jasna slika za postoe~kiot sistew za finansipawe na op{tinite. Awbasadopot Rikep od svoja stpana izpazi zadovolstvo od faktot deka ZELS e isklu~itelen ppiwep kade vladee edinstvo nad paptiskite intepesi. Edinstvoto tpeeba da se istakne i pped gpa anite so cel tie da vidat deka ne se paboti za politi~ki poeni, tuku vo centapot na vniwanieto e gpa aninot i neegovite intepesi. Isto taka, na 14 noewvpi vo poseta na ZELS be{e i ppetsedatelot na Sobpanieto na RM, Tpajko Veqanovski. Spedbata na koja u~estvuva{e i pakovodstvoto na ZELS iwa{e za cel ppodlabo~uvawe na sopabotkata we u ovie dve institucii, osobeno otkako ZELS pokpena inicijativa do Sobpanieto da se fopwipa posebna Kowisija za lokalna sawouppava. Vedna{ po spedbata so ppetsedatelot Veqanovski, so Odluka objavena vo Slu`ben vesnik na RM,Kowisija e ve}e fopwipana, a }e iwa nadle`nost da pazgleduva Zakoni koi dipektno se odnesuvaat na lokalnata sawouppava vo Republikata za {to bi iwala kapaktep na wati~na Kowisija, dodeka vo site ostanati slu~ai, koga ostanatite Sobpaniski kowisii bi pazgleduvale ppopisi koi indipektno se odnesuvaat na ppa{awa povpzani so lokalnata sawouppava, kowisijata bi iwala kapaktep na zaintepesipana kowisija. Vo vtopiot slu~aj (koga ovaa kowisija }e se javi kako zaintepesipana ), }e wo`e da donesuva zaklu~oci koi potoa }e bidat pazgleduvani vo Sobpaniska pasppava i ppatenicite }e se zapoznaat so wisleweto po soodvetnoto ppa{awe i od wati~nata no i od zaintepesipanata kowisija. ZELS ovoj wesec zapo~na i edna nova kawpawa,, Akcija za bpi{ewe na gpafiti,, vo op{tinite niz Republikata, koja iwa za cel dosledno sppoveduvawe na Zakonot za `ivotna spedina i javna ~istota. Op{tinite se obvpzaa da postavat betonski panoa kade lepeweto plakati i cptaweto gpafiti }e bide dozvoleno. Na 20 noewvpi, 2008 godina, ZELS, vo sopabotka so ppoektot Bopba ppotiv kopupcijata za podobpo uppavuvawe na Ppogpawata za pazvoj na Obedinetite nacii - YNDP, ja zapo~naa kawpawata za ppowocija na Eti~kiot kodeks na lokalnite funkcionepi i po{ipoko infopwipawe na javnosta za postoeweto na eti~kite standapdi. Eti~kiot kodeks e usvoen od stpana na 70 op{tinski soveti,so {to lokalnite vlasti poka`uvaat deka sakaat da vospostavat ppincipi na eti~ko i ppofesionalno pabotewe. Na 23 i 24 oktowvpi, vo Tipana, Albanija, se odp`a ~etvptoto Lenepalno sobpanie na NALAS. Celiot nastan se sostoe{e od nekolku sesii, intepesni i fokusipani na potpebite na lokalnite vlasti vo pegionot. Ppvata be{e posvetena na globalnata finansiska kpiza i nejzinoto wo`no vlijanie na lokalnite sawouppavi vo pegionot, ppi {to be{e dadena ppepopaka do lokalnite vlasti da vniwavat ppi ppoektipawe na op{tinskite buxeti. Bea poso~eni i nekolku uspe{ni wodeli na sopabotka so donatopite, kako taa {to ja iwa SDC so ZELS i NALAS. Vo ova izdanie na vesnikot }e se zapoznaete i so finalizipaweto na uspe{no sppovedeniot ppoekt,,lidepski standapdi i najdobpi ppaktiki,, a na 17 dekewvi e najavena i zavp{nata konfepencija posvetena na Ppogpawite -,,Etika na lokalno nivo i Lidepski standapdi. Ovie i u{te wnogu dpugi infopwacii za aktivnostite na ZELS i op{tinite }e wo`ete da ppo~itate vo noewvpiskiot bpoj na Va{eto Llasilo So po~it Du{ica Peri{i} Izvr{en direktor Të nderuar, Më 19 nëntor, kryesia e BNJVL mbajti takim me Ambasadorin e SHBA në Republikën e Maqedonisë, E. I. Filip Riker. Në takim në të cilin morrën pjesë kryetari i BNJVL Koce Trajanovski, si dhe nlnkryetarët Nevzat Bejta dhe Ljubomir Janev, ishte potencuar që procesi i decentralizimit përparon edhe krahas propblemeve me te cilat ballafaqohet realisht, mes tjerash edhe si rezultat i përkrahjes të cilën BNJVL e fiton nga Programi për zhvillim të Qeverisë Amerikane (USAID). Për momentin BNJVL realizon një projekt me rëndërsi të madhe për komunat së bashku me USAID,,Baza e të dhënave për krijimin të analizave fianciare adekuate dhe themelore, me çka do të fitohet fotografi e qartë për sistemin egzistues për financim të komunave. Ambasadori Riker nga ana e tij shprehi kënaqësi nga fakti që BNJVL është shembull i veçantë ku mbretëron uniteti mbi interesat partiake. Uniteti duhet të thekoshet edhe para qytetarëve me qëllim që ata të shohin se nuk punohet për poenë politik, por në qendër të vëmendjes është qytetari dhe interesat e tij. Gjithashtu, më 14 nëntor në vizitë në BNJVL ishte kryetari i Kuvendit të RM, Trajko Veljanovski. Takimi në të cilën morri pjesë edhe kryesia e BNJVL kishte qëllimn që t a thellësojë bashkëpunimin mes këtyre dy institucioneve, veçanërisht pasi BNJVL ngriti iniciativë deri te Kuvendi të formohohet Komision i posaçëm për qeverisjen lokale. Menjëherë pas takimit me kryetarin Veljanovski, me Vendimin e paraqitur në Gazetën zyrtare të rm, Komisioni veç më u formua, e do të ketë komptenca të shqyrtojë Ligje të cilat në mënyrë direkte kanë të bëjnë me vetëqeverisjen lokale në Republikë me çka do të kishte karakter në Komisionin amë, derisa në të gjitha ndodhitë tjera, kur Komisionet tjera të Kuvendit do të shqyrtonin shkresa të cilat në mënyrë indirekte kanë të bëjnë me çështje lidhur me vetëqeverisjen lokale. Në rastin e dytë (kur ky komision do të paraqitet si i,,interesuar ), do të mund të marrë vendime të cilat pastaj do të shqyrtohen në diskutimin kuvendor dhe deputetët do të njihen me mendimin pas çështjes përkatëse dhe nga komisioni amë por edhe nga ai i interesuar. BNJVL këtë muaj rifilloi edhe një kampanjë të re,,akcioni për fshirjen e grafiteve në komunat rreth Republikës, i cili ka për qëllim zbatim konsekuent i Ligjit për mjedis jetësor dhe pastrim publik. Komunat u obliguan të vendosin pano betonike ku ngjitja dhe e pllakateve dhe vizatimi i grafiteve do të jetë i lejuar. Më 20 nëntor, viti 2008, BN- JVL në bashkëpunim me projektin,,luftë kundër korpocionit për menaxhim më të mirë të Programit për zhvillim të Kombeve të Bashkuara UNDP, e filluna kampanjën për promovim të Kodit etik të funkcionarëve lokal dhe më gjërë informim i publikut për egzisitimin e standardeve etike, kodi etik është miratuar nga ana e 70 këshillave komunale, me çka qeverisjet lokale tregojnë se dëshirëjnë të vëndojnë principe në punën etike dhe profesionale. Më 23 dhe 24 tetor, në Tiranë, Shqipëri, u mbajt Kuvendi i katërt gjeneral i NALAS. E tërë ngjarja ishte e përbëre nga disa sesione, interesante dhe të fokusuara në nevojat e qeverisjave lokale në rajon. E para i ishte kushtuar krizës fianciare globale dhe mundlsia e saj për të ndikuar në vetëqeverisjet lokale të rajonit, me çka ishte dhënë rekomandim deri te qeverisjet loakle të kenë kujdesë gjatë projektimit të buxheteve komunale. Ishin dhënë edhe disa modele të suksesshme në bashkëpunim me donatorët si atë që ka SDC me BNJVL dhe NALAS. Në këtë numër të gazetës do të njiheni edhe me fiancimin e projektit të zbatuar në mënyrë të suskesshme,,standarde lidere dhe praktika më të mira e më 17 dhjetor është paraqitur edhe konferenca përfundimtare dedikuar Programit,,Etika në nivel lokal dhe standardet lidere. Këto dhe shumë informacione tjera për aktivitetet e BNJVL dhe komunave do të mund t i lexoni në numrin e nëtorit të Gazetës Suaj. 3 GLASILO noemvri, ZELS i GTZ-RED Organizirana sredba na pretsedatelite na planskorazvojnite regioni Za prv pat vo organizacija na ZELS, vo oktomvri, vo Mavrovo, be{e organizirana dvodnevna sredba na rakovodstvoto na ZELS i na osumte pretsedatelite na plansko- razvojnite regioni od Makedonija. Sredbata be{e poddr`ana od GTZ-RED, a celta na ovoj sostanok be{e da se razmenat dosega{nite iskustvata i da se izgradat stavovi i strategii za ponatamo{no zaedni~ko dejstvuvawe i sproveduvawe na Zakonot za ramnomeren regionalen razvoj. Vo strukturiraweto na planskite regioni se vklu~eni golem broj donatori, koi im pomagaat na regionite vo nivnoto koncipirawe kako vo odnos na administracijata taka i vo odnos na izgotvuvaweto na potrebnite dokumenti i strategii za dejstvuvawe. Jugoisto~niot i isto~niot region zapo~naa so aktivnosti na ova pole u{te vo 2005 godina so poddr{ka i pomo{ od GTZ, {to e edna od pri~inite {to ovie regioni imaat golema prednost vo odnos na ostanatite. Iskustvata {to GTZ gi ima{e vo ovie dva regiona, ovaa godina zapo~na da gi prenesuva i vo Polo{kiot i Jugozapadniot region. Pelagoniskiot region go podr`uva PREDA, doma{na organizacija, finansirana od SDC, a Vardarskiot region dobiva pomo{ od UNDP. ZELS e vo postojani komunikacija so donatorite, obiduvaj}i se da iznajde podr{ka i za Skopskiot i Severoisto~niot region. Pretsedatelite na plansko razvojnite regioni vo Republika Makedonija na sredbata uka`aa deka zadol`itelno treba dosledno da se sproveduvaaat zakonskite odredbi, pri {to donesoa pove}e zaklu~oci. Itno da se donesat strate{kite dokumenti i podzakonskite akti za sproveduvawe na Zakonot za ramnomeren regionalen razvoj (RRR). [to poskoro da ZELS and GTZ-RED Meeting Organized for Presidents of the Planning and Development Regions In October this year, ZELS management and the presidents of the eight planning and development regions in Macedonia held a two-day meeting in Mavrovo, which was organized by ZELS for the first time. The meeting was supported by GTZ-RED, and was aimed at sharing previous experiences and building viewpoints and strategies for further joint action and implementation of the Law on Balanced Regional Development. The structuring of the planning regions involves a large number of donors, who are helping the regions in their conceptualization, both with regard to administration and in preparing the required documents and strategies for action. The South-East and East Regions started activities in this sphere as early as 2005, with the support and assistance from GTZ, which is one of the reasons why these regions have great advantage compared to the remaining ones. This year, GTZ started passing the experiences it had obtained in these two regions on to the Polog and South-East Regions. Pelagonia Region is supported by PREDA, a home organization financed by SDC, while the Vardar Region receives assistance from UNDP. ZELS communicates with the donors on a regular basis in an attempt to provide support for Skopje and North-East Regions as well. At the meeting, the presidents of the planning and development regions in the Republic of Macedonia pointed out that legal regulations should be implemented consistently and adopted a number of conclusions, including the following: strategic documents and bylaws on implementing the Law on Balanced Regional Development

Da se sostavi Lista na aktivnosti {to treba da se sprovedat soglasno so Zakonot za ramnomeren regionalen razvoj, so navedeni odgovorni institucii i strogo utvrdeni rokovi. Ponatamu be{e dogovoreno neiskoristenite sredstva izdvoeni za regionalen razvoj za 2008 godina (vo MLS i Biroto za regionalen razvoj) da se iskoristat i prenamenat za Centrite za razvoj na plansko razvojnite regioni. Raspredelbata da bide usoglasena so kriteriumite na ZELS. Centrite direktno da gi rasporeduvaat sredstvata spored nivoto na razvienost, namesto preku Biroto kako preodno re{enie za 2008 godina. Be{e potencirano deka treba da se napravi promena na predvideniot soodnos na sredstvata nameneti za Centrite od buxetot na MLS vo 2008 godina ( MKD namenet za plati i MKD namenet za materijalni sre- dstva) vo obraten soodnos. Treba da se naglasi, vo 2009 godina, celosno da se po~ituva Zakonot za RRR i vo Buxetot na RM da se predvidat site sredstva sogla- sno Zakonot (min. 1% od BDP). Komunikacijata pome u MLS - Sektor za regionalen razvoj i Sovetite za razvoj na plansko razvojnite regioni da bide direktna, a ne posredna preku drugi organizacii i da se podobri vertikalnata koordinacija vo oblasta na regionalniot razvoj (MLS Soveti za regionalen razvoj ELS). Vo Komisijata za izbor na proekti da ima ~len na pretstavnik od ZELS. Be{e konstatirano deka postoi generalno nedostatok od kapaciteti za regionalen razvoj, od {to proizleguva potrebata za gradewe na soodvetni kapaciteti i institucionalizacija na obukite za regionalen razvoj. ZELS ponudi institucionalizacijata na obukite za regionalen razvoj da bide vo ramkite na ZELS. (BRD) should be adopted urge- ntly; a meeting of the Council on Regional Development of RM should be summoned as soon as possible and such meetings should be organized on a more frequent basis; a list should be composed of activities that are to be conducted in line with the Law on Balanced Regional Development, stating the competent institutions and the strictly defined deadlines. It was also agreed that the unused funds allocated for regional development in 2008 (by the Ministry of Local Self-Government and the Regional Development Bureau) should be used and re-allocated to the Centres for Development of the Planning and Development Regions. Their re-allocation should be in line with the ZELS criteria. The Centres will have the funds at their direct disposal based on the level of development, instead of having to go through the Bureau as an interim solution applied in It was stressed that the envisaged ratio of funds allocated to the Centres from the 2008 Budget of the Ministry of Local Self-Government (900,000 MKD allocated for salaries and 300,000 MKD allocated for material assets) should be changed and should be inverse. It should be stressed that, in 2009, the Law on Balanced Regional Development should be abided by in full and the Budget of RM should envisage all funds in line with the Law (minimum 1 % of the GDP). Communication between the Local Government Ministry s Regional Development Sector and the Councils for Development of the Planning and Development Regions should be direct, and not with the mediation of other organizations. Vertical coordination in the sphere of regional development should improve (Ministry of Local Self-Government Regional Development Councils Local Governance Units). The Committee in charge of project selection should include a ZELS representative as its member. It was also concluded that there was a general lack of capacities for regional development, which created the need for building appropriate capacities and institutionalizing regional development trainings. ZELS offered that the institutionalization of regional development trainings be within its frameworks. 4 November,2008 NEWSLETTER

5 GLASILO ZELS formira Komisija ZA RAMNOMEREN REGIONALEN RAZVOJ Na sredbata be{e potencirano deka ZELS }e ima zna~ajna uloga vo procesot na instituicionaliziraweto na site aspekti na vospostavuvaweto na ramnomeren regionalen razvoj vo zemjava. Be{e predlo`eno vo ramkite na ZELS da se formira posebna Komisija za regionalen razvoj, {to be{e sprovedeno na 13 sednica na Upravniot odbor na ZELS, so {to vo ramkite na ZELS sega postojat vkupno 12 Komisii. Ovaa Komisija ja so~inuvaat pretsedatelite na plansko- razvojnite regioni od Makedonija i ~lenovi na rakovodstvoto na ZELS. Na sredbata be{e pobarana podr{ka od GTZ RED za raboteweto na ovaa Komisija. Bidej}i be{e utvrdena potrebata od institucionalizacija na obukite za regionalen razvoj, pretstavnicite od ZELS predlo`ija deka e najadekvatno toa da se sproveduva vo ramkite na ZELS i ponudija podr{ka vo izrabotkata na plan za obuki. ZELS vo sledniot period }e ima va`na uloga i vo podobruvawe na horizonatalnata koordinacija na lokalno i regionalno nivo vo funkcija na regionalen ekonomski razvoj. ZELS forms Committee on Balanced Regional Development At the meeting, it was stressed that ZELS would play a significant role in the process of institutionalizing all aspects of establishing balanced regional development in the country. It was proposed to form a special Committee on Regional Development within the frameworks of ZELS, which was implemented on the session of the ZELS Managing Board. Thus, there are now a total of 12 ZELS Committees. This Committee is composed of the presidents of the planning and development regions of Macedonia and members of the ZELS management. At the meeting, GTZ RED support was requested for this Committee s activities. Since a need was established for institutionalization of the regional development training, ZELS representatives proposed as most adequate that the trainings be implemented within the frameworks of ZELS, and offered support in the preparation of the trainings plan. In the forthcoming period, ZELS will play an important role in the improvement of horizontal coordination at the local and regional levels as well, to the benefit of regional economic development. noemvri,2008 Op{tina Prilep podnese Proekt do IPA fondovite Proektot Pro~istitelna stanica za otpadni vodi e prv proekt so koj Op{tina Prilep konkurira pred Evropskata Komisija za sredstva od IPA fondovite. Proektot na po~etokot na mesec noemvri e podnesen vo Brisel od kade op{tinata ve} e dobila odgovor deka gi ispolnuva uslovite i e prifaten za natamo{no razgleduvawe. Stanuva zbor za proekt vreden okolu 20 milioni evra, od koi 17,5 milioni evra se predvideni za realizacija na prvata faza, a 2,5 milioni evra za vtorata faza. Proektot e rezultat na tripartiten dogovor me u Op{tina Prilep, Ministerstvoto za `ivotna sredina i prostorno planirawe i JP Vodovod i kanalizacija. Od ovoj Proekt okolu 7 milioni evra se o~ekuvaat kako sredstva od EU fondovite, a ostanatite sredstva za realizacija na proektot }e bidat od Buxetot na Vladata na R.Makedonija. Vo ramkite na ovoj proekt }e bide izgradena pro~istitelna stanica so koja }e bidat tretirani otpadnite vodi pred nivnoto ispu{tawe, a isto taka proektot opfa}a i izgradba na kanalizaciona mre`a, tretirawe na re~noto korito na gradskata reka. Se o~ekuva namaluvawe na zagadenosta, kako i podobruvawe i za{tita na `ivotnata sredina vo Op{tina Prilep i po{iroko. Po realizacijata na proektot Pro~istitelna stanica prilepskite zemjodelci }e gi ispolnat uslovite za proizvodstvo na zemjodelski kulturi spored ekolo{kite standardi so {to }e se otvori patot za plasman na pazarite vo zemjite ~lenki na EU. Prilep Municipality Project Applies for IPA Funds Wastewater Filtering Station is the first project that Prilep Municipality has submitted to the European Commission, applying for the IPA Funds. The Project was submitted in early November in Brussels, which has already sent a reply to the municipality confirming that the Project meets the conditions and has been accepted for further consideration. The Project is worth about Euro 20 million, of which Euro 17.5 million are envisaged for the realization of the first phase, and the remaining Euro 2.5 million will be used for the second phase. The Project is a result of a tri-partite agreement among Prilep Municipality, the Ministry of Environment and Spatial Planning and the Public Enterprise for Water Supply and Sewerage. About Euro 7 million of the funds required by this Project are expected from the EU Funds, while the remaining amount for the project s realization will come from the Budget of the Republic of Macedonia. The Project will build a filtering station to treat the wastewater before its release, and it also includes construction of a sewerage network, and treatment of the city riverbed. This is expected to reduce pollution and improve environmental protection in Prilep Municipality and beyond. After the realization of the Filtering Station Project, Prilep farmers will be able to meet the conditions for production of agricultural crops in line with the ecological standards, thus opening the path to their sale on the markets of the EU member states. 5

Op{tini Botola se pretstavi so proektot na industriskata abeni i hotel, op{tina Centar so Proektot do Mileniumski krst, a Op{tina Gostivar so Proektot Biznis Centar i sportski kompleks. Na Saemot bea pretstaveni proekti od vkupno 12 op{tini od Makedonija, me u koi Op{tina Aerodrom ima{e isprateno sedum proekti: Ubavi hoteli, Biznis i stamben kompleks, Prv oblakoder vo Makedonija, Trgovski Centar, Sportska, rekreativna i zabavna oblast, Unirvezite za Informati~ka tehnologija i Internacionalen trening i istr`uva~ki centar. Potoa Op{tina Radovi{ isprati proekt Trgovski Centar Pokrien pazar, Op{tina Vlandovo Stamben i biznis kompleks. Op{tina Ko~ani Industriska zona Lesna industrija i Termalen Akva park, Op{tina [tip u~estvuva{e so proektot Termalen spa kompleks Ke`ovica, Op{tina Kru{evo so proektot Ski centar Mu{ica, a Op{tina Ohrid so preoktot Bavarsko selo. Poradi konstatacijata deka odredeni op{tini nemaat utvrdeni kapacitet da ja sprovedat ovaa postapka, se realizira{e posebna sesija vo koja bea izneseni mo`nite na~ini za postavuvawe mehanizam na me uop{tinska sorabotka na ova pole.ekspertskiot tim koj rabote{e so pretstavnicite na op{tinskite administracii, po realizacijata na obukite zaklu~i deka okolu 50 procenti od vkupniot broj na B-ISKZ instalacii se rasporedeni vo nekolku op{tini: Veles, Bitola, Prilep, Ki~evo, Kumanovo i vo Grad Skopje. Soglasno zakonskite odredbi vo delot na ~ove~ki resursi, na nacionalno nivo, za izdavawe na B-dozvoli e potrebno vrabotuvawe / opredeluvawe na minimum 85 lica vo lokalnite administracii (84 op{tini i Gradot Skopje). Vo dene{ni uslovi, ova barawe pretstavuva seriozno optovaruvawe za pove} eto op{tinski administracii. Voedno, ~est e i slu~ajot koga vraboteno lice nadle`no za ISKZ vr{i i raznoviden obem na rabotni obvrski koi ne se vo direktna relacija so ISKZ. Ovoj problem rezultira so nesoodveten administrativen tretman na pra{awata povrzani so B-dozvolite. Od aspekt na nesoodvetna alokacij na ~ove~ki resursi, osobeno vo op{tini so mal i sreden broj instalacii (dve do pet) nema nazna~eno lice za ISKZ ili liceto e opredeleno no e optovareno i so drugi rabotni obvrski. Ovaa kategorija na op{tini imaat urgetna potreba od vospostavuvawe sorabotka so op{tini koi se vo ponapredna faza na sproveduvawe na re`imot na ISKZ. pretstavi proektite \avolski Yid i Spa turisti~ki centar a Op{tina Rosoman Centar za rehalibitacija. Pretstavnik od ZELS gi prezentira{e proektite na site op{tini, osoebeno na onie koi nemaa svoj pretstavnik, a isto taka na ovoj Saem be{e prezentirana Makedonija vo celost, kako pozitivno mesto za investirawe. Organizatorite na samot i posakaat oficijalno dobredojde na Makedonskata delegacija Na osmi oktomvri pokraj uspe{nite proekti so koi se prezentira{e Makedonija, be{e organiziran i koktel kade mo`e{e da se vkusi i makedonskoto vino. Koktelot go otvori zamenik ministerot za Lokalna samouprava Faruk Feratoski. Nasproti planot na vladata ELS so dvojno pogolema potreba od sadovi za smet Soglasno Zakonot za javna ~istota, koj stapi na sila na 22 septemvri, 2008 godina, Vladata na Republika Makedonija objavi tender za nabavka na okolu 22 iljadi sadovi za otpad, so postapka koja zavr{uva vo januari slednata godina. Za taa cel, ZELS gi sobra i gi sistematizira vo brojki potrebite od sadovi za otpad na edinicite na lokalnata samouprava vo zemjava. Na op{tinite vo Makedonija, vo momentov im se potrebni okolu pet iljadi plasti~ni i metalni kontejneri so zafatnina od 1100 do 5000 litri. Za potrebite na doma}instvata vo zemjava se potrebni okolu 34 iljadi kanti za otpad so volumen od 80 do 600 litri, a na gradovite im se potrebni okolu 12 iljadi urbani kanti so obem do 80 litri. Na ELS vo Makedonija zasega im se potrebni vkupno okolu 50 iljadi sadovi za smet {to e pove}e od dvojno od planiranata brojka na Vladata za pomo{ na op{tinite. Ostatokot op{tinite }e treba da nabavat od svojot buxet. Poradi administrativnata postavenost koja vklu~uva deset gradski ELS, Gradot Skopje e specifi~en primer na me uop{tinska sorabotka. Nadle`nostite vo vrska so re`imot na ISKZ se locirani vo gradskata administracija. Ovde, pak, e potrebno intenzivirawe na sorabotkata so gradskiot inspektorat vo procesot na analizirawe /procesirawe na barawata za B-dozvolite, osobeno pri kontrola na podatocite vklu~eni vo barawata. Ekspertite prepora~aa, vo slu~ajot na Grad Skopje, da se vospostavi regularna, institucionalno utvrdena sorabotka pome u edinicata za ISKZ pri Gradot Skopje i edinicite za `ivotna sredina pri op{tinite vo Gradot Skopje. Golema e va`nosta na procesot podnesuvawe barawe od instalaciite i izdavawe B-dozvola od strana na op{tinite. Za ilustracija, instalaciite od sektorite klanica, farma, mesara nema da mo`at da apliciraat vo svojot del od IPARD fondot dokolku ne poseduvaat B-dozvola. 7 GLASILO noemvri, EXPO REAL, 6-8 October 2008, Germany Macedonian municipalities take part in Expo Real in Germany again this year T hree Macedonian municipalities Centar, Gostivar and Bitola and the Kozhuv ski resort participated in the EXPO REAL Fair in Munich, Germany, in the period from 6 to 8 October This International Commercial Property Exhibition is attended by a large number of potential investors from all over the world, and this year, too, they were interested in discovering attractive projects and favourable investment conditions despite the ongoing global economic crisis. The presentation at the Fair was organized by GTZ (German Association for Technical Support) and the Foreign Investments Agency, Invest Macedonia. The Municipality of Bitola presented its project on the Zabeni industrial zone and a hotel; Centar Municipality took part with its project on Cable Railway to the Millennium Cross, and Gostivar Municipality with the project Business Centre and Sports Complex. Presented at the Fair were projects of a total of 12 municipalities from Macedonia, including Aerodrom Municipality, which had sent seven projects: Nice Hotels, Business and Residential Centre, First Skyscraper in Macedonia, Shopping Mall, Sports, Recreational and Entertainment Area, IT University and International Training and Research Centre. Radovis Municipality sent its project Trade Mall Closed Market ; Valandovo Municipality the project for Housing and Business Complex, Kocani Municipality the projects for Industrial Zone, Light Industry and Thermal Aqua Park. Stip Municipality took part with the project Kezovica Thermal Spa Complex ; Krusevo Municipality with the project Musica Ski Resort, and Ohrid Municipality with the project titled Bavarian village. The Municipality of Sveti Nikole presented its projects titled Devil s Wall and Spa Tourist Resort, and Rosoman Municipality presented its project titled Rehabilitation Centre. A ZELS representative presented the projects of all the municipalities, particularly those that did not have their own representatives attending. Also presented at this Fair was Macedonia as a whole, as the positive place for investment. The Fair s organizers welcomed the Macedonian delegation officially. On 8 October, in addition to the successful projects that presented Macedonia, a cocktail was organized as well, where the guests could taste the Macedonian wine. The cocktail was opened by the Deputy Minister of Local Self-Government, Faruk Feratoski. ZELS Project B-Integrated Ecological Permits Inter-municipal Cooperation Necessity in Issuing B-Integrated Pollution and Preventive Control Permits In the first stage of realization of the B-Integrated Ecological Permits Project, ZELS implemented eight trainings on the procedure of issuing and preparing B-Integrated Permits, which is under the municipalities competence. Due to the conclusion that certain municipalities do not have defined capacities to implement this procedure, a special session was held at which the possible manners of establishing a mechanism of inter-municipal cooperation in this field was presented. The team of experts that worked with the representatives of the municipal administrations, concluded after the realization of the trainings that about 50 per cent of the total number of B-Integrated Pollution and Preventive Control (IPPC) installations are deployed in several municipalities: Veles, Bitola, Prilep, Kicevo, Kumanovo and the City of Skopje. In line with the legal regulations referring to human resources at the national level, the issuance of B-permits requires employment/appointment of a minimum of 85 persons in the local administrations (84 municipalities and the City of Skopje). Under the current conditions, this requirement poses a serious burden on most of the municipal administrations. At the same time, it is frequently the case that an employed person in charge of IPPC also performs various other tasks that are not in direct relation to the IPPC. This problem results in an inappropriate administrative treatment of the issues related to B- Integrated Permits. From the aspect of inappropriate human resources appointment, particularly in the municipalities with a small or medium number of installations (two to five), there is no IPPC-designated official or an officer is designated but is also burdened with other tasks. This category of municipalities has an urgent need to establish cooperation with the municipalities that are in a Contrary to Government s Local Governance Units Have Twice Bigger Needs for Waste Containers In accordance with the Law on Public Hygiene, which came into force on 22 September 2008, the Government of the Republic of Macedonia has announced a bid for the procurement of about 22,000 garbage containers, through a procedure that is to be completed in January next year. For this purpose, ZELS has estimated gathered and systematized, in figures, the needs of the local governance units in the country for garbage containers. At the moment, the municipalities in Macedonia need about 5,000 plastic and metal containers, the size of 1,100 to 5000 liters. The households in the country need about 34,000 waste bins the size of 80 to 600 liters, and the cities need about 12,000 urban waste bins the size of 80 liters. For the time being, the local governance units in Macedonia need about 50,000 garbage containers, which is twice more than the figure planned by the Government to assist the municipalities. The municipalities will have to purchase the remaining quantities from their own budgets. more advanced phase of implementing the IPPC regime. Due to the administrative set-up that includes ten urban local governance units, the City of Skopje is a specific example of inter-municipal cooperation. The competences regarding the IPPC regime are located in the city administration. This, in turn, requires intensification of cooperation with the city inspectorate in the process of analyzing/processing the B- permit applications, particularly with regard to control of the application data. The experts recommended, in the case of Skopje City, to establish regular, institutionally established, cooperation between the IPPC unit of the City of Skopje and the environment units in the municipalities of the City of Skopje. The process of filing applications with the installations and the issuance of B-Permits on the part of the municipalities is of great importance. To illustrate, the installations concerning the sectors of slaughterhouse, farm and butchery will not be able to apply for the relevant parts of the IPARD Fund unless they have a B-Permit. And most of the existing B-IPPC installations belong to the following sectors: mineral industry, food processing and intense poultry and ham production farms.

Dosega se organizirani seminarite za obrazovanie (vo maj godinava), seminar za finansii (vo mesec oktomvri) i vo noemvri, be{e seminarot na tema Urbanizmot - prepreki i predizvici za lokalnite vlasti. Posledniot vo ovaa godina }e se odr`i vo vtorata polovina na mesec dekemvri i }e bide od oblasta na ruralniot i Thematic seminars organized for the reporters Media receive first-hand information on ZELS problems and viewpoints On 21 and 22 November 2008, in Molika Hotel in Bitola, the Association of the Units of Local Self-Government of the Republic of Macedonia (ZELS) organized a seminar for the reporters who follow, on their media s behalf, the work of local self-government in the concrete area of urbanism. The Seminar was part of the Project ZELS Independence and Services (Phase 2), the component of Inter-municipal Cooperation (Communications). Four seminars for the reporters from the national and local media had been envisaged within the frameworks of this Project. So far, ZELS has organized the seminars on education (in May this year), finance (in October), and the seminar on Urbanism Obstacles and Challenges for the Local Authorities, in November The last seminar this year will be held in the second half of December, and will be devoted to rural and local economic development. The seminars are organized by the ZELS Committees, which present to the reporters their previous activities, the problems that the municipalities encounter in the relevant areas, the results achieved and the future courses of action. Actually, the goal of these seminars is to provide the reporters with firsthand information on ZELS work and activities, particularly in the spheres of great importance for the decentralization process in the entire country. In this way, the reporters will be able to inform the public in a better and more objective manner about the efforts and goals of the local governance units in these areas. In the area of finances, the representatives of the ZELS Finance Committee, i.e. the Mayor of Kisela Voda Municipality, Gjorgje Arsov, presented the Committee s work, the municipalities sources of finance and the ZELS viewpoints aimed at achieving greater financial independence for the municipalities. It was pointed out that ZELS was lobbying before the central government in favour of an increase of the VAT percentage share which now reaches 3 % to 6 %, and of the personal tax portion to a minimum of 30 %. On this occasion, a financial analysis of the municipalities in the countries of South-Eastern Europe was presented as well, showing that the Macedonian municipalities indeed have minimal funds at their dis- 8 NEWSLETTER November,2008

Sepak na seminarot be{e potencirano deka ZELS i ponatamu }e se zalaga grade`noto zemji{te, centralna vlast da go prefrli vo sopstvenost na op{tinite. The Seminar on Urbanism, titled Urbanism Obstacles and Challenges for the Local Authorities also provoked great interest among the media houses, which sent their representatives to attend. The President of the ZELS Committee on Urbanism, Mayor of Vasilevo Municipality Slave Hristov, spoke about the activities of his Committee. Presentations were held about the Law on Construction, Law on Construction Land, and the latest legal amendments that allocate to the municipalities 80 % of the amount obtained through sale of construction land on their territories. Yet, it was stressed at the Seminar that ZELS would continue to press the central government to transfer construction land into municipal ownership. Also presented was the prepared analysis ZELS Land Policies, adopted at the latest ZELS Managing Board. ZELS proposal on adopting a law on the illegally built constructions and informal settlements provoked particular interest among the present, especially with the suggestion that the illegal facilities built to date be legalized throughout the entire country, in case they are in line with the adopted Detailed Urban Plans. 10 ZELS i UNDP Zapo^na Kampawa za informirawe na javnosta za standardite na Eti^kiot kodeks Na 20 noemvri, 2008 godina, Zaednicata na edinicite na lokalnata samouprava ZELS, vo sorabotka so proektot Borba protiv korupcijata za podobro upravuvawe na Programata za razvoj na Obedinetite nacii - UNDP, ja zapo~naa kampawata za promocija na Eti~kiot kodeks na lokalnite funkcioneri i po{iroko informirawe na javnosta za postoeweto na eti~kite standardi. Preku TV spot, radio reklama, posteri, bro{uri i gostuvawa vo TV emisii, }e se informira celokupnata javnost za standardite na eti~koto odnesuvawe koi se propi{ani so Kodeksot. -,,Pove}e od 70 op{tinski soveti go usvoija Eti~kiot kodeks. Toa poka`uva deka lokalnite vlasti iskreno sakaat da vospostavat principi na profesionalno i ot~etno rabotewe. UNDP }e se gordee dokolku Eti~kiot kodeks za lokalnite funkcioneri bide uspe{no i efektivno implementiran vo praktika, za{to toa }e bide znak na dobro upravuvawe i razvoj na lokalnite zaednici, poso~i Maria Luiza Silva Mehijas, Postojan koordinatorna OON i Postojan pretstavnik na UNDP vo zemjava. Eti~kiot kodeks na lokalnite funkcioneri gi propi{uva zadol`itelnite standardi na odnesuvawe na lokalnite funkcioneri, kako {to se: transparentnosta, profesionalnosta, tolerantnosta, nekoruptivnosta, ot~etnosta i ovozmo`uvawe u~estvo na gra anite. ZELS and UNDP Public Information Campaign on Ethical Code Standards Begins On 20 November 2008, the Association of the Units of Local Self-Government (ZELS) and the United Nations Development Programme s Project Fighting Corruption to Improve Governance launched a campaign for promoting the Ethical Code of Conduct for Local Government Officials and for broader information of the public about the existence of ethical standards. By way of TV spots, radio ads, posters, brochures and TV appearances, the entire public will be informed about the standards of ethical conduct prescribed by the Code. More than 70 municipal councils have embraced the Ethical Code of Conduct. This shows that the local authorities sincerely want to establish principles of professional and responsible governance. We consider that this is the way to gaining citizens real confidence, because the goal of decentralization is bringing governance closer to the citizens and implementing better living conditions for all, ZELS President Koce Trajanovski underlined at the press conference organized on the occasion of the campaign s launch. He called on the citizens to be watchful controllers of the municipalities work in the forthcoming period and state in public how much each of the mayors and each of the municipalities are transparent, tolerant, have professional administration and are not corruptive, and how accountable and cooperative they are towards the citizens. We expect this campaign to bring the concept of Ethical Code of Conduct closer to the citizens. We hope that, at the forthcoming local elections, a broad-based discussion will be generated on the importance of the officials integrity, as well as on the citizens power to award ethical conduct with their votes. UNDP will be proud if the Ethical Code of Conduct for Local Government Officials is successfully and effectively implemented in practice, because this will be a sign of good governance and development of the local communities, pointed out Ms. Maria Luisa Silva Mejias, UN Resident Coordinator and UNDP Resident Representative in the country. The Ethical Code of Conduct for Local Government Officials prescribes the compulsory standards of conduct for the local government officials, such as: transparency, professionalism, tolerance, honesty, accountability and enabling citizen participation. The officials are obliged to respect the Code, and the campaign is aimed at informing the citizens, the media, the business community, the civil sector, as well as all other relevant social factors that are to influence actively the local government officials consistence with regard to the established ethical standards. 10 NEWSLETTER November, 2008

Ishte potencuar se në fillim komunat u ballafaquan me borxhe të trashëguara, me administratë të cilës i nevoiteshin trajnime për implementimin e kompetencave të reja, por ajo gradualisht tejkalohet, ndër të tjera edhe si rezultat i përkrahjes që BNJVL e merr nga Programi për zhvillim i Qeverisë Amerikane (USAID) dhe nga donatorë tjerë të pranishëm në vendin tonë. Ishte përmendur se BNJVL deri më tani arriti të ndikon që më shumë ndryshime ligjore, në dobi të implementimit më adekuat dhe zhvillimit të procesit të decentralizimit. Në rrjedhat e bisedimeve, kryetari i BNJVL-së dërgoi falenderim deri te Ambasadori Riker për përkrahjen që SHBA-të (Shtetet e Bashkuara të Amerikës), nëpërmjet USAID e japin në më shumë fusha, ndër të cilat për riafirmimin e aktiviteteve që BNJVL, që nga viti 2001, për shkallën e lartë te edukimit të administratës lokale për implementim të suksesshëm të procesit të decentralizimit, ndihmën në renovimin e shumë shkollave, sigurimin e fondit kreditor për detyrimin e komunave për projekte nga lëmia e efikasitetit energjetik, përgatitja dhe shtypja e shumë doracakëve, broshurave, librave në dobi për pushtetet lokale. Ishte përmendur se për momentin BNJVL realizon një project shumë të rëndësishëm për komunat sëbashku me Programin për vetëqeverisje lokale të USAID. Ajo është,,baza e të dhënave për krijimin e analizave financiare adekuate dhe bazore,, të cilat do të shërbejnë për krijimin e veglave me ndihmën e së cilës BNJVL do të fiton fotografi të dokumentuar dhe të qartë për sistemin ekzistues të financimit të komunave dhe do të mundet të propozon dhe teston propozime dhe zgjidhje për përmirësimin e saj. Ishte potencuar se uniteti që udhëheq në BNJVL është shembull ekskluziv në vendin tonë, ku mbizotërojnë intereset e komunave, respektivisht të qytetarëve, të cilat vendosen nën intereset partiake. Ky unitet duhet të vazhdon dhe të potencohet para qytetarëve, dhe veçanërisht është i rëndësishëm të theksohet edhe para zgjedhjeve lokale me qëllim që qytetarët të shikojnë se nuk bëhet fjalë për poena politikë por në qendrën e kujdesit është vendosur qytetari, theksoi ambasadori Riker. Ai më tutje u interesua edhe për bashkëpunimin e BNJVL-së me Qeverinë, ndërsa të pranishmit i informoi edhe për vizitat e tij, që deri më tani i ka bërë në më shumë komuna nga vendi. So toa }e se obezbedi povisok stepen na sopabotka we u lokalnata vlast i zakonodavniot dow, {to }e bide vo nasoka na donesuvawe na kvalitetni i ppak- Thellim të bashkëpunimit të BNJVL-së me Kuvendin e Republikës së Maqedonisë Kryetari Veljanovski vizitoi BNJVL-në Kryetari i BNJVL-së, Koce Trajanovski dhe nënkryetari Nevzat Bejta më 14 nëntor, 2008, në hapësirat e BNJVL-së u takuan me Kryetarin e Kuvendit të Republikës së Maqedonisë Trajkvo Velanovski. Takimi u mbajt me qëllim thellimin e bashkëpunimit ndërmjet Kuvendit të Republikës së Maqedonisë, dhe BNJVL-së, dhe veçanërisht për shkak të interesit të madh të BNJVL-së për mundësimin e kyqjes aktive në proceset e sjelljes së ligjeve me rëndësi për zhvillimin e sistemit të vetëqeverisjes lokale në R.M. Në të vërtetë në atë drejtim BNJVL para pak kohësh ngriti iniciativë deri te Kuvendi, në suazat e tij të formohet Komision i veçantë për vetëqeverisje lokale. Në takim, kryetari i BNJVL-së, Koce Trajanovski e propozoi iniciativën e BNJVL-së për formimin e këtij komisioni, i cila tha duhet të paraqet institucionalizim të bashkëpunimit të suksesshëm të deritanishëm të BNJVL-së dhe Kuvendit të R.M-së. -,,Ideja jonë është që ai të jetë komision amë i vetëqeverisjes lokale, ku përfaqësuesit e pushtetit lokal do të kenë mundësi të shprehen për ligjet që janë me rëndësi për decentralizimin e pushtetit në vend. Me atë do të sigurohet shkallë më e lartë bashkëpunimi ndërmjet pushtetit lokal dhe legjislativ, që do të jetë në drejtim të sjelljes së ligjeve të zbatueshme më kualitative dhe praktike, theksoi Trajanovski dhe shtoi se duke ju falenderuar bashkëpunimit të suksesshëm me Qeverinë e R.M-së deri më tash janë sjellur më shumë ligje me dobi të madhe për implementimin e procesit të decentralizimit të pushtetit në vend. Ai i përmendi ndryshimet e Ligjit për taksa komunale, Ligjit për përbërësit mineral, ndërsa potencoi edhe sjelljen e Ligjit për tokë ndërtimore, të gjitha në dobi të sigurimit të stabilitetit më të madh financiar të komunave. Kryetari i Kuvendit të R.M-së, informoi për procesin e implementimit të Rregullores së re të Kuvendit të R.M-së, dhe veçanërisht për punën e trupeve të caktuara kuvendore. Veçanërisht u bisedua për modelin e funksionimit të ardhshëm të Komisionit për vetëqeverisje lokale si trup ekzistues kuvendor. Ky komision do të kishte komptencë të shqyrton Ligje të cilat drejpërdrejt kanë të bëjnë me vetëqeverisjen lokale në Republikë me çka do të kishin karatkter të Komisionit amë, derisa në të gjitha rastet tjera, kur Komisonet e tjera kuvendore do të shqyrtonin rregulla të cilat në mënyrë indirekte kanë të bëjnë me çështje të lidhura me vetëqeverisjen lokale, komisioni do të kishte karakter të komisionit të interesuar. Në rastin e dytë (kur ky komision do të paraqitet si interesues ), do të mundet të sjell konkludime të cilat më pas do të jenë të shqyrtuara në diskutim Kuvendor dhe deputetët do të njoftohen me mendimin sipas çëshjtes përkatëse edhe nga ai amë por edhe nga komisioni i interesuar. -,,Iniciativa e BNJVL-së për formimin e Komisionit për vetëqeverisje lokale në suazat e pushtetit ligjdhënës shkaktoi simpati dhe përmirësim tek të gjitha subjektet politike. Shpresoj se deri në fund të këtij viti Kuvendi do të sjell vendim për ndryshim dhe plotësim të vendimit për organizimin e fushëveprimit të trupeve të Kuvendit dhe do ta formojmë këtë Komision për vetëqev-

Pas takimit, kryetarët u përgjigjën në shumë pyetje të gazetarëve të cilat bënin fjalë për implementimin e mëtejmë të decentarlizimit të pushtetit në vend, për problemet dhe sfidat me të cilat ballafaqohen komunat dhe mënyrat për zgjidhjen e tyre. U formua Komisioni kuvendor për vetëqeverisje lokale Menjëherë pas takimit, në Gazetën zyrtare të R.M-së, nr. 144 nga 18 nëntori, 2008 ishte shpallur Vendim kuvendor për ndryshim dhe plotësim të Vendimit për themelimin e trupeve punuese të përhershme të Kuvendit të R.M-së, me çka formohet komision i ri Komision për vetëqeverisje lokale. 14 Nëntor, 2008 Është përcaktuar se Komisioni do të ketë kryetar dhe 12 anëtarë dhe zëvendës të tyre, dhe do t i shqyrton çështjet që kanë të bëjnë me: -vetëqeverisjen lokale, -organizimin territorial të vetëqeverisjes lokale të R.Msë, -përcjelljen e zhvillimit dhe masat e avancimit të vetëqeverisjes lokale, - përcjellja e gjendjeve të organizimit territorial dhe të standardeve për madhësinë, - popullatën dhe nevojat e vetëqeverisjes lokale, - përcjellje të sistemit, politika, masat dhe instrumentet për realizimin e zhvillimit të barabartë regjional dhe përcjellja e realizimit dhe shfrytëzimi i mjeteve të dedikuara për zhvillim të barabartë regjional. Za realizacijata i sledeweto na akcijata se formira koordinativno telo, sostaveno od pretstavnici od op{tinite i od ZELS. Po akcijata, soglasno Zakonot za javna ~istota, sekoj prekr{itel vo odnos na crtaweto nadvor od odredenite povr{ini }e bide sankcioniran od strana na komunalnite inspektori. 15 Graffiti Erasing Campaign for Removing Indecent Writings Begins Graffiti Erasing Campaign was conducted successfully in some thirty municipalities on 19 November The initiative for this campaign came from the ZELS presidency as a result of the frequent remarks of the municipalities that there was a large number of vulgar and politically motivated graffiti in their environments, which created bad impression about their surroundings. The campaign was conducted as part of the consistent implementation of the Law on Environment and the Law on Public Hygiene. A coordinative body was formed out of municipal and ZELS representative for monitoring the realization of the campaign, which will continue in the future until the all indecent messages are erased from the walls of the public facilities in all municipalities. The campaign is not aimed at erasing graffiti that represent some kind of artistic expression, but at erasing the ugly picture in our municipalities, stated ZELS President and Mayor of Gazi Baba Municipality Koce Trajanovski on the day of the campaign, which took active part in this action side by side with the large number of citizens, NGO representatives, school and kindergarten employees. The campaign includes three key points: cleaning the ugly picture existing in our environments; raising public awareness about healthy and clean environment and, third, indicating locations on the part of the competent authorities in each municipality where concrete walls of certain dimensions will be installed for the wall-art lovers, so that they could freely show their artistic affinities. These same walls will be used for placing posters during political and other campaigns. An example of this already exists in Gazi Baba Municipality. After the campaign, in line with the Law on Public Hygiene, the communal inspectors will sanction every offender who will be caught drawing outside the designated areas.

Celiot nastan se sostoe{e od nekolku sesii, interesni i fokusirani na potrebite na lokalnite vlasti vo regionot. Prvata be{e posvetena na globalnata finansiska kriza i nejzinoto mo`no vlijanie na lokalnite samoupravi vo regionot, pri {to be{e dadena preporaka do lokalnite vlasti da vnimavat pri proektirawe na op{tinskite buxeti, odnosno tie da bidat konsolidirani i umereni i be{e dadena preporaka pretpazlivo da se pristapi kon pobaruvawe na krediti i revidirawe na ve}e zemenite krediti. NALAS holds its fourth general assembly NALAS held its fourth General Assembly in Tirana, Albania, on 23 and 24 October The entire event consisted of several sessions, interesting and focused on the needs of the local authorities in the region. The first session was devoted to the global financial crisis and its possible influence on the local self-governments in the region, and a recommendation was sent to the local authorities to be careful when projecting their municipal budgets, which should be consolidated and moderate. It was also recommended to approach with caution the application for new loans and the review of the loans that had already been taken. The second session was dedicated to discussion with the donors. The representatives of the associations had an opportunity to share their thoughts with the donors that are most present in the region. In this, several successful models of cooperation with the donors were indicated, such as the one SDC has with ZELS and NALAS. 17 GLASILO noemvri, 2008 NALAS - Mre`a na asocijacii na lokalni vlasti od Jugoisto~na Evropa Fiskalnata decentralizacija, ekonomskiot i urban razvoj - aktuelni zaedni~ki aktivnosti na asocijaciite na lokalni vlasti od regionot ZELS e ~lenka na NALAS-Mre`a na Asocijacii na lokalni vlasti od Jugoisto~na Evropa, od samoto nejzino osnovawe. Mre`ata ja so~inuvaat 13 ~lenki - nacionalni asocijacii koi pokrivaat pove}e od 4000 edinici na lokalna vlast ili pove}e od 80 milioni gra ani. Idejata za vospostavuvawe na vakva Mre`a be{e iznesena na prviot Forum na gradovi i regioni na Jugoisto~na Evropa odr`an vo Skopje vo noemvri, 2000 godina. Ova be{e prosledeno so Rezolucija usvoena od Kongresot na lokalni i regionalni vlasti na Evropa za vreme na Plenarnata sesija vo Strazburg, vo 2001 godina, kade be{e promovirana idejata deka asocijaciite na lokalni vlasti }e ja jaknat lokalnata demokratija vo Jugoisto~na Evropa. Vo mre`ata ~lenuvaat i nekolku pridru`ni ~lenki. 17 NALAS - Network of National Associations of the Local Authorities in Southeast Europe Fiscal Decentralization, Economic and Urban Development Current Common Activities of the Associations of Local Authorities in the Region ZELS is a member of NALAS, the Network of National Associations of the Local Authorities in Southeast Europe, ever since its foundation. The Network has 13 members national associations that cover more than 4000 local governance units or more than 80 million citizens. The idea to establish such a Network was presented at the first Forum of Towns and Regions of Southeast Europe which was held in Skopje in November This was followed by a Resolution that was adopted at the Congress of Local and Regional Authorities of Europe during the Plenary Session in Strasbourg in 2001, where the idea was promoted that the associations of local authorities would promote local democracy in Southeast Europe. The support and connection between the Congress and NALAS is maintained to date, when NALAS is already standing on its own feet, with the formation of the NALAS Secretariat, with Mr. Kelmend Zajazi as its Executive Director, who, together with several young professionals in the Secretariat, is at the service of the NALAS Members all the time, to answer their requests. The Secretariat s Headquarters is located in Skopje, in the ZELS Premises the House of Municipalities. The Associations Network is supported by the Swiss Agency for Development and Cooperation (SDC), the German Agency for Technical Cooperation (GTZ) and the Initiative for Local Democracy of the Open Society Institute (LGI). As of recently, NALAS has also started cooperating very closely with various important factors involved in the local democracy of Southeast Europe, such as the Council of European Municipalities and Regions (CEMER), the Association of Local Democracy Agencies (ALDA), the Centre for Expertise on Local Reforms at the Council of Europe, and the Association of Cities and Towns of Austria. The Network s successful functioning is also a result of the similar problems that its members encounter in building the local governance systems within each state in particular: similarities in their systems of public administration inherited from the socialist period; the started process of decentralization of competences from the central to the local levels, virtually at the same time in each of them, supplemented with the process of transition of the political system, as well as the process of EU integration of each of these countries. Na primer, nekoi zemji naprednale vo administrirawe na danokot na imot, nekoi drugi vo izrabotka na formuli za transferi na namenski dotacii i drugo. Toa sozdava odli~na osnova za razmena na iskustva pome u ~lenkite na NALAS. Sekoja ~lenka mo`e da nau~i od drugite iskustva nezavisno od toa kolku taa zemja ima unapreden sistem na lokalna vlast vo celina. Asocijacijata na op{tini od Republika Bugarija (NAMRB) go predvodi ovoj prv proekt na NALAS. Vtor prioritet na Mre`ata se ekonomskiot i urban razvoj na zaednicite vo regionot. Procesot na urbano planirawe se odviva pozabeveno vo odnos na potrebata i potencijalot za razvoj. Pra{awata okolu imotnopravnite odnosi na zemji{teto se ne re{eni ili ektstremno centralizirani. Lokalnata vlast ne e vo mo`nost da go vodi procesot na urbanisti~kiot razvoj. Zatoa rezvojot e nekontroliran, spontan i neodr`liv. NALAS zapo~na so aktivnosti vo ova nasoka. Najprvin se raboti na procesot na integrirawe na neformalnite naselbi, vo soglasnost so preporakite na Vienskata deklaracija. Zapo~nat e pilot proekti vo Albanija i Republika Srpska. Slovene~kata Asocijacija (SOS) obezbeduva vrvni eksperti od sverata na urbanizmot, kako {to e Zoran Vitorovi}, Rakovoditel na Sektor na Urbanizm vo Dom`ale. Preku ovie i mnogu drugi tekovni i idni proekti, NALAS sistematski }e ja dokumentira sostojbata vo Jugoisto~na Evropa, }e prepoznava dobri modeli i re{enija na problemite, }e nudi preporaki i instrukcii za asocijaciite na lokalni samoupravi i za lokalnite avtoriteti, }e razviva stavovi i argument za zakonodavstvoto i }e razviva drugi produkti koi zaedno }e ja so~inuvaat Bazata na znaewa na NALAS, dostapna na veb stranata: Similarities among the NALAS members are also based on the great support that they all receive from the international community in promoting certain areas of the local governance system. This has led to establishing good operational models in certain areas that can be found all around the region. For instance, some countries have advanced in the administration of the property tax, others in the preparation of earmarked subsidies transfer forms, etc. This creates an excellent basis for exchanging experiences among the NALAS members. Each member can learn from the experiences of the others regardless of how much the system of local governance of that country is advanced as a whole. There is a great possibility that, in the above context, a good model that comes from one NA- LAS member may easily be replicated in another NALAS member country. That is precisely why NALAS is in a phase of developing a network of experts in various spheres related to local governance. Five working groups have been formed, covering the following spheres: fiscal decentralization, urban planning, solid waste management, energy efficiency and associations development. Each working group is led by a NALAS member. ZELS runs the working group for development of associations. Katica Dimovska-Talevska, Krste Andonovski, Zika Stojanovski, Viktor Arnaudov and Vene Tasev are a few of the experts from Macedonia who are included in the working groups. In the focus of NALAS activities is fiscal decentralization. This is a priority for virtually all NALAS members, which manifest a significant gap between the scope of competences assigned to local governance and the finances at the local government s disposal. Therefore, one of the first activities that are in the final phase of realization is the exchange of experiences among the members with regard to building fiscal policy, and particularly the role of the local authorities association in the negotiations with the Ministry of Finance. The Association of the Municipalities of the Republic of Bulgaria (NAMRB) is running this first NALAS Project. The second priority of the Network is economic and urban development of the communities in the region. The process of urban planning progresses slower compared to the need and potential for development. The property and legal status of the land is either unresolved or extremely centralized. Local governance is not in a position to run the process of urban development. Therefore, this development is uncontrolled, spontaneous and non-sustainable. NALAS has started activities in this sphere as well. First, it is working on the process of integrating the informal settlements, in line with the recommendations of the Vienna Declaration. Pilot projects have commenced in Albania and Republika Srpska. The Slovenian Association, SOS, provides top experts in the sphere of urbanism, one of them being Zoran Vitorovic, Head of the Sector for Urbanism in Domzale. The next steps will include prevention of informal constructions and spontaneous development. Efforts will also be devoted to building an efficient planning process, using economic and statistical indicators and pubic participation in the planning process. Through these and many other current and future projects, NALAS will be systematically documenting the situation in Southeast Europe, recognizing good models and solutions to the problems, offering recommendations and instructions to the local governance associations and local authorities, developing standpoints and arguments for the legislature, and developing other products that will create together the NALAS Base of Knowledge, available on the following web site: 18 NEWSLETTER November, 2008

Vo uslovi na kriza, op{tina bi trebalo da ima prethodno razraboteno pove}e planovi za dejstvuvawe vo kriza, odnosno bi bilo polezno prethodno da gi predvidi i proektira oblastite vo koi op{tinata bi bila najranliva i lesna meta za mediumski napad. Be{e potencirano deka od posebno zna~ewe e navremenoto formirawe na krizen {tab, so imenuvani ~lenovi, koi }e gi imaat informaciite, }e ja podgotvuvaat strategijata za dejstvuvawe i }e upravuvaat so krizata. Anga`iraniot media ekspertot osobeno potencira deka sekoja kriza treba da bide iskoristena vo sopstvena polza, odnosno pozitivnoto spra- vuvawe so krizata mo`e samo da dade pozitivni poeni za op{tinata, a ne da se do`ivee fijasko i da ima negativni posledici za op{tinata. Pri toa bea izneseni i odredeni prakti~ni primeri kade prisutnite rabotea na poleto na sovladuvawe na nametnati primeri na kriza. Na rabotilnicata, ~lenovite na Mre`ata na lica za odnosi so javnost na op{tinite, formirana pri ZELS, isto taka, razmenija i informacii za aktivnosti vo svoite op{tini, za problemite so koi se soo~uvaat vo raboteweto, pobaraa soveti od svoite kolegi za nadminuvawe na odredeni sostojbi. Bea izneseni i idei za ponatamo{nata rabota na Mre`ata i za neophodnosta od nadograduvawe na licata za odnosi so javnost koi rabotat vo op{tinite. Tie istaknaa deka tokmu PR-ite, koi treba da pretstavuvaat ogledalo na op{tinata pred mediumite, odnosno pred javnosta, ne posetuvaat re~isi nikakvi obuki. Pri toa izrazija golemo zadovolstvo od aktivnostite {to ZELS gi prezema na ova pole. ZELS organizes Workshop on Municipal PR Positive Crisis Management a Score for the Municipality Crisis communication, strategy and action was the main topic of the Workshop held for the members of the Municipal Public Relations Officers Network, which ZELS organized in Mavrovo. This was the third of the four workshops envisaged in the sphere of communications as part of the ZELS Independence and Services (Phase 2) Project, which is supported by the Swiss Agency for Development (SDC). The topic caused great interest among the PR Network s members, who underlined that it would be of great benefit to them in conditions where the media ruthlessly sought information and attacked a large number of municipalities, particularly with regard to their financial operations and transparency. It was pointed out that each municipality should have a PR officer, as envisaged by the regulations concerning municipalities staffing system and established by the Agency for Public Servants. In crisis conditions, the municipalities should have previously elaborated plans for action in a situation of crisis, i.e. it would be useful to predict in advance the spheres in which they would be most vulnerable and easy targets for media attacks. It was stressed that timely formation of crisis headquarters was of particular importance, with appointed members who will have the information, prepare the strategy for action and manage the crisis. The media expert engaged at the Workshop underlined that the municipalities should use each crisis to their own benefit, i.e. the positive crisis management may only bring positive scores to the municipalities and save them from a fiasco or negative consequences. Also presented on this occasion were some practical examples, which the participants used to exercise dealing with imposed crisis cases. At the Workshop, the members of the Municipal Public Relations Officers Network, formed at ZELS, also exchanged information on the activities in their municipalities and the problems they encountered in their work, and sought advice from their colleagues on overcoming certain situations. Also presented were some ideas for the Network s further action and the need for building the skills of the PR officers working in the municipalities. The participants stressed that the PR officers, who actually represented the municipalities before the media, i.e. the public, were virtually not attending any training. In this, they expressed great pleasure with the activities that ZELS was taking up in this regard. The discussions resulted in the conclusion that a small number of municipalities devote attention to upgrading and training of their PR officers. The PR work is really complex, keeps changing all the time, and seeks from the PR officers to constantly follow the changes and advanced accomplishments in this domain. This requires continuous upgrading of the skills and knowledge related to public relations, as well as exchange of experiences among the counterparts, both from the municipalities in the country and those of the municipalities in the counties of Europe and the region. 19

Na po~etokot na mesec noemvri } e bide organizirana i vtorata rabotilnica na tema Definirawe na IKT proekti i prezentirawe na mo`ni idei i re{enija. ]e se govori za potrebata od kreirawe na lokalni IKT strategii i podgotovka na proekt za zdru`uvawe na op{tinite za zaedni~ko nudewe na E-uslugi i sorabotka kako i za strategijata za razvoj na {irokopojasen internet na nivo na celata zemja. Od prvata rabotilnica proizlego pove}e predlozi na koi } e bidat dodadeni i predlozite {to }e proizlezat od vtorata rabotilnica. Potoa site zaedno }e bidat prezentirani na komisijata za E-Op{tini. Se o~ekuva da se definiraat realni zaklu~oci, vrz osnova na koi ZELS }e go naso~i i intenzivira deluvaweto vo IKT oblasta, za ZELS organizes Workshops for IT Municipal Employees On November 2008, in Bitola, ZELS organized, as part of the Project for ZELS Independence and Services (Phase 2), the first Workshop in the sphere of Information Technology and its implementation in the municipalities. The Workshop was titled Perceiving the Municipal ITC-Related Needs, and was attended by representatives from the IT departments of about a dozen municipalities, as well as representatives of the Ministries of Transport and Communications and Information Society. The Workshop was opened by the Mayor of Probistip Municipality, Dusko Jovanovski, Member of the ZELS Committee on e-municipalities. A second workshop will be organized in early December on the topic Defining ICT Projects and Presentation of Possible Ideas and Solutions. The participants will be discussing the need for creating local ITC strategies and preparation of a project on municipal association for joint offer of e-services and cooperation, as well as the strategy for development of broadband Internet at the level of the entire country. The first Workshop produced a number of proposals, to which the proposals resulting from the second Workshop will be added. Then, they will all be presented to the ZELS Committee on e-municipalities. It is expected to define realistic conclusions, on the basis of which ZELS will focus and intensify its action in the ICT sphere in NEWSLETTER November, 2008

Celta na posetata be{e neposredno zapoznavawe so politi~kata i institucionalnata ramka na upravuvawe so ruralniot razvoj na zemjite od regionot, vo slu~ajov, zemja ~lenka na EU, kade akcentot be{e staven na procesite za zajaknuvawe na lokalnite kapaciteti na ruralnite edinici. ^lenovite na Komisijata dobija informacii za upravuvawe so ruralniot razvoj vo Slovenija, soznanija za toa kako Slovene~kite ruralni op{tini gi koristat Evropskite i drugite fondovi. Bea poseteni dve ruralni op{tini Kungota i Benedikt koi naedno bea i doma}ini na makedonskite pretstavnici. Toa se ruralni op{tini vo neposredna blizina na Maribor, vo [taerska oblast, koja se grani~i so Avstrija. ^lenovite od Komisijata za ruralen razvoj se zdobija so iskustva okolu iskoristuvaweto na Evropskite fondovi od strana na Slovene~kite op{tini kako poedine~no taka i kako regioni, na~inite na aplicirawe na proekti koi naj~esto bile od oblasta na proizvodstvo na vino, turizam, sto~arstvo i infrastrukturni proekti, {to pak samoto so sebe pridonesuva za zgolemuvawe na brojot na `iteli vo pomalite slovene~ki op{tini. Members of Rural Development Committee Pay Study Visit to Slovenia In the period from 19 to 22 November 2008, four mayors, members of the ZELS Committee on Rural Development Stojan Lazarev, Chairman of the Committee and Mayor of Konce Municipality; Boris Gavrilov, Mayor of Karbinci Municipality; Vasil Radinovski, Mayor of Vevcani Municipality, and Vlaste Dimkovic, Mayor of Staro Nagoricane Municipality paid a study visit to Slovenia. The goal of the visit was to obtain first-hand information about the political and institutional frameworks of rural development management in the countries of the region in this case an EU member country with an accent on the processes of strengthening the local capacities of the rural units. The members of the Committee obtained information on rural development management in Slovenia, as well as knowledge on how the Slovenian rural municipalities use the EU and other funds. They visited two rural municipalities, Kungota and Benedikt, which were also their hosts. These are rural municipalities in the vicinity of Maribor, Staerska region, which borders Austria. The members of the Committee on Rural Development learned about the experiences of using the EU funds on the part of the Slovenian municipalities, both individually and as regions and the manners of applying for projects that were most often in the sphere of wine production, tourism, stock-breeding and infrastructure, which in itself contributes to increasing the number of residents in the smaller Slovenian municipalities. At the same time, the host mayors pointed out the current trend or interest in Slovenia of the people from the urban environments who more and more often decide to live in the smaller rural areas. The two Slovenian mayors accepted with pleasure the invitation for a return visit to Macedonia. The trip was organized by ZELS, with the financial support from the Macedonian Centre for International Cooperation (MCIC), in coordination with the Association of Municipalities of the Republic of Slovenia (SOS).

Me,,dyer të hapura komunat e shpërblyera i këmbyen praktikat e tyre më të mira Gjashtë komunat e shpërblyera nga Programi Standarde lidere dhe praktika më të mira Dollnenë, Ohër, Strumicë, Veles, Vevçanë dhe Bosillovë, Vasilevë dhe Novo Sellë, në rrjedhat e tetorit dhe nëntorit me sukses realizuan dhe implementuan aktivitetin e parashikuar të,,ditëve të hapura. Secila komunë fituese e çmimit, në ditët e caktuara paraprake ftoi tek ata të gjitha komunat e interesuara nga vendi dhe u a prezantuan praktikat e implementuara në komunë, për të cilat u shpërblyen nga ky programë. Mysafirët pjesëmarrës, kryetarët e komunave, përfaqësues nga administrata komunale patën mundësi të njoftohen me mënyrat dhe funksionimin e shembujve më të mire, zbatimin e tyre praktik, por edhe të mësojnë se si praktika e mirë me sukses të implementohet edhe në rrethet e tyre. Njëkohësisht të gjitha gjashtë komunat të pranishmëve ju shpërndanë fletushka dhe cd, me shpjegim se si u paraqit praktika dhe cilat kanë qenë mënyrat dhe procedurat gjatë realizimit të tyre. Në takim ishin potencuar edhe problemet me të cilat komunat e shpërblyera u ballafaquan gjatë implementimit të tyre. Me përfundimin e ditëve të hapura, finalizohet Programi për praktika më të mira. Subjektet e njëjta janë burim i informacioneve dhe dokumenteve. Sipas modelit të zgjedhjes së ndërsjelltë shfrytëzues është burim, LOGIN baza në ditë plotësohet me dokumente me interes për komunat. Shfrytëzuesit e informacioneve nga LOGIN baza janë edhe nurime kryesore të të dhënave shfrytëzuese. Ajo nënkupton se në pjesë të madhe suksesi i LOGIN bazës varet nga aktivitetet e njësive të vetëqeverisjes lokale sikur shfrytëzues të së njëjtës. Secila komunë ndaras ka mundësi për interaksion aktiv me tjetër nga vendi ose regjioni nëpërmjet LOGIN zgjedhësit me dorëzimin e informacioneve për aktivitetet e veta, nevoja, akte juridike me të cilat do të plotësohej LOGIN baza.
