8 Development of a W-E road axis through Northern Romania An international Conference regarding the importance and possibility to extend the M49 road through Romania and Moldavia to Ukraine was held between 31 March-1 April 2006 in Nyiregyhaza, Hungary The participants included representatives of the following counties: Szabolcs-Szatmar-Bereg (Hungary), Satu Mare, Maramures, Suceava, Botosani, Iasi (Romania), Chisinau (Moldavia), Odessa (Ukraine)

9 Development of a W-E road axis through Northern Romania The Conference outcome was: The signing of a joint Hungarian-Romanian- Moldavian-Ukrainian Letter of Intent regarding the extension of the M49 expressway; The signing of a Recommendation regarding the connection of this new road to the 6 th axis of Corridor V of EU leading towards the Baltic Area via East Slovakia and Poland.

10 Development of a N-S road axis connecting the Baltic Sea with the Black Sea The Conference The development of the Baltic Sea and the Black Sea region s transport cooperation was held between March 2007 in Nyiregyhaza, Hungary A route for a new freeway was suggested: Gdansk Lublin Rzeszow Mihajlovce - Kralovsky- Chlmek Zahony - Satu Mare (fork to Baia Mare Suceava Chisinau - Odessa) - Cluj Napoca - Bucharest (fork to Constanta) Sofia - Varna

12 Development of a N-S road axis connecting the Baltic Sea with the Black Sea The Participants : Parliaments members and presidents of bordering counties from Poland, Slovakia, Romania, Moldavia and Ukraine have signed a common declaration stating their agreement to support the development of the new road axis.

13 Future Road Connections for Maramures The Romanian government and the local authorities have taken within the last year active, concrete steps in promoting high speed road projects in the northwestern part of Romania Feasibility study for the Petea Baia Mare 2x2 Expressway is finalized and construction is planned to start in spring 2008 (financing from the Investment Development Fund) Feasibility study for the Baia Mare Zalău 2x1 Expressway is ongoing, and construction will start in spring 2008 (financing from the European Regional Development Fund) Construction is ongoing at the Transylvania Borş Cluj Braşov Bucharest 2x2 Motorway

Petea Baia Mare expressway Project idea for Vaja (Nyiregyhaza) expressway appeared in 2002 Feasibility study was elaborated for Satu Mare / Maramures County Councils in Project was declared of national interest and taken over by the National Company for Motorways and National Roads In 2007, the Feasibility Study will be revised to national standards, and technical project and expropriations will be started Construction period /2012

Petea Baia Mare expressway: 75 km long Technical description Estimated construction cost: 526 million Euro 2x2 expressway with motorway characteristics: Full control of access The alignment is completely new Design speed km/h Cross Platform of 20,50 m (1.5 m median area, 2 x 2 x 3.5 m traffic lanes, 2 x 2.5 non-paved emergency lane) Will be built so that it can be upgraded into a motorway (3m median area, 3.75 m traffic lanes, paved emergency lanes) when traffic requires

Baia Mare Zalău 2x1 expressway Project idea for the connection between the Vaja Baia Mare expressway and the Transylvania motorway exists since 2004 Feasibility study was elaborated for the rehabilitation of the existing road in 2005 Feasibility study is currently being modified for the reconstruction of the road as an expressway The project will be financed through the European Regional Development Fund as part of the Regional Operational Plan Construction period March 2008 March 2010

Baia Mare Zalău 2x1 expressway: 51 km long Technical description Estimated construction cost approx. 120 million Euro 2x1 expressway: Partly uses the existing road Bypasses all settlements Partial access control Design speed 100 km/h Cross Platform of 11 m (2 x 3.5 m traffic lanes, 2 x 2 m shoulders, of which 2 x 1.5 m paved) Will be built so that it can be upgraded into an 2 x 2 expressway with median and full access control

19 3. Transylvania 2x2 Motorway Construction started in 2004 at the Borş Zalău Cluj Braşov Motorway (416 km), first segments will be finalized in late 2008 or early 2009

21 Conclusions In order to take the eastern EU border out of isolation it is highly necessary to construct a network of roads ensuring connection with the Pan-European corridors This will have an important economic, social and cultural impact contributing to the elimination of the disparities between the northern Romanian counties and the more developed European regions The regional actions should be supported also at national level in order to convince the European Commission of the necessity to extend the Pan- European corridors towards this area
