9 RIVERS AND LAKES Being located at the confluence of the rivers Ganga & Brahmaputra, Bangladesh is a littoral, riverine, flood plain and deltaic country having more than 700 rivers crisscrossing the mostly flat territories of the country. They include hundreds of brooks and a good number of big ones. The largest rivers are Padma, Jamuna, Meghna & Brahmaputra.

But the establishment of ISSA Inland Ship Safety Administration as per Inland Shipping Ordinance is under progress. 2. No Inland Shipping Office. 3. No Ship s Personnel Welfare Office. 4. Deck And Engine Personnel Training Centre.

19 ONGOING ACTIVITIES ON INLAND SHIP SAFETY Increase number of surveyor and inspector to develop and make the management system more effective. Increase the number of regional offices for the surveyors and other staffs involved. Increase the number of inspectorate offices. Skilled and trained professionals appointment in the department of shipping for standard ship design to ensure ship safety. Compulsory inclusion of reversible gear to the small vessels/ferry to ensure safer shipping. A project has been taken to make a database for all ships and a pilot project has been implemented in order to ensure ship safety.

24 Inland waterways and ships of Bangladesh At this stage the country's population and economic activities have been increased considerably compared to the previous situation resulting the volume of waterways transportation of passengers and goods have increased reasonably/remarkably. Over the last few years several tragic passenger ship accident has taken place which is not acceptable at all at the national level. Furthermore, this kind of repeated accident has tarnished the image of Bangladesh in international maritime shipping premises.

25 Inland waterways and ships of Bangladesh Considering all these factors and issues it is inevitably important for us to develop an immediate integrated maritime transport management system which will ensure the modern maritime safety at large.

30 Cause of the Ship Accident Other reasons Lack of safety equipment(lsa and FFA) and marine traffic management; Standard fitness of the vessel does not maintain by the owner/master all the year round; Vessels plying without registration; Lack of carefulness as well as unwillingness towards compliance of maritime rules and regulations, policies, guidelines, circulars etc.

39 SUNKEN DECK VESSEL MV Shathil 1 (Length : 25 m) MV Pinak-6 (Length : m) It is not possible to develop these oldest designed ships by modification. Dept. encourages the owners for the replacement by the latest and big size passenger ships.

41 One Engine, 2½ Decker Vessel MV Miraj-4 (Length: 36 Meter) Most of the passenger vessels of m length was made before Surfaces weight is more due to its extra superstructure. It is likely to heel very easily due to high winds and even it sinks. These vessel has to be replaced by high-quality vessels. However, as short-term measures to prevent the unwanted accident the extra superstructure can be discarded.

42 1 Engine, 2½ Decker Vessel This type of about 125 vessels are plying on various routes in inland waterways of Bangladesh. 1) Dhaka MV Miraj-4 (Length: 36 Meter)

43 Inland Ship Safety Proposal in accordance with terms Sl. No Vessel accident prevention measures 1. Operation closing of the Sketchy designed vessel Short Term (06 months to 01 Year) 1. In disastrous weather and foggy conditions the movement of the sunken deck vessel can be completely off. Action: BIWTA 2. Length up to 50 meters with one engine, two and halfstory vessel may be cut off on the 3rd floor. Action: DOS & Passenger Carrier Owner s Association Middle Term (02 Years to 03 Years) 1. Sunken Deck vessels can be replaced by the 40m length improved passenger vessels. Action: DOS & Passenger Carrier Owner s Association 2. Length up to 50 meters with one engine, two and halfstory vessel can be replaced by the improved passenger vessels.. Action: DOS & Passenger carrier owner association Middle Term (03 Years to 05 Years) Comments In case of replacement by advanced passenger vessels low-interest loans or foreign grants can be arranged.

Vessel traffic control in adverse weather Short Term (06 months to 01 Year) 1. With the current resources and capacities of the BIWTA, at least in busiest river ports overcrowding can be strictly prevented by introducing ticketing system. Action: BIWTA The vessels movement in adverse weather conditions may be strictly controlled by the BIWTA staff Action: BIWTA Middle Term (02 Years to 03 Years) 1. By increasing the resources and capacities of BIWTA, at least 03 inspectors to be assigned on fulltime as shifting duty to each river port, the load of additional passenger / cargo can be prevented. Action: BIWTA By establishing communication device in all vessels, the movement of vessels can be controlled/restricted in adverse weather condition. Middle Term (03 Years to 05 Years) Comments

Vessels fitness confirmation Short Term (06 months to 01 Year) 1. The number of students of crew training institutions run by BIWTA can be increased and the quality of training could be improved. Action: BIWTA The ship's annual survey responsibility may be given to the Class Surveyors which is under process is to assess its feasibility Action: DOS & Passenger Carrier Middle Term (02 Years to 03 Years) 1. From 2016, examination as well as training certificate may be required for competency certificate. Action: DOS & Ships Crew Association The approval of proposed manpower structure by the Department of Shipping is underway to increase the number of surveyors and inspectors. Middle Term (03 Years to 05 Years) Comments

Stopping the vessels plying Illegally or without survey and registration Short Term (06 months to 01 Year) 1. Radar, GPS, Echo-Sounder, hydraulic steering and VHF installation in ships may be made mandatory. Action: DOS & Passenger Carrier Owner s Association The districts, which do not have survey offices, registration will be done by opening the registration offices on temporary basis in all those areas. Action: DOS Middle Term (02 Years to 03 Years) 1. A project can be taken to install Vessel Traffic Management System (VTMS) in the busiest ports only. Action: BIWTA In order to do the registration and survey activities as per law new surveys and registration offices will be set up upon approval of proposed manpower structure of DOS. Action: DOS Middle Term (03 Years to 05 Years) 1. A project can be taken to install central VTMS. Action: BIWTA Comm ents
