The latest BIMCO study stipulates a shortfall of Officers and Engineers of about in the year But there is not only a demand in numbers but also in enhancing the qualification of the candidates selected for a seagoing career and of course existing staff. Speaking for the cruise industry the vessels entering the market are bigger than ever, involving costs of up to 1 billion USD per unit. In addition the ships of the new generation go with their complexity far beyond the current outfit of merchant vessels. They are built to carry several thousands of passengers and crew and thus require highly skilled experts for the various systems on one side and perfect managers with excellent leadership qualities on the other. The European Cruise Academy is an educational academy founded by AIDA Cruises for the purpose of planning, preparing, and implementing education programmes for the cruise industry. It is an enterprise located in Rostock. The academic course content is being developed and implemented in cooperation with Wismar University of Technology, Business and Design within the framework of a Public Private Partnership. INTRODUCTION In the nowadays industry the human element has developed to a key factor for the success of organisations. Often the employees are considered as human capital because of their increasing value upon the productivity of companies. Brainwork has replaced the classical industry workflow with repetitive jobs in the production. Having recognized that, it has as a consequence become more and more important to develop skills and knowledge of employees. With the fast changing industry towards automation, computer programs and management systems it is no longer sufficient to build up experience in the job environment, but same has to be supplemented with lifelong learning. Only education and training are able to adequately and permanently enhance competencies. The education and training concept as presented in this paper, seeks to fulfill the mentioned requirements. 2. THE REQUIREMENT OF MARITIME EDUCATION AND TRAINING IN THE CRUISE INDUSTRY 2.1. The Worldwide Demand Of Officers And Engineers The rapid growth of the maritime industry challenges the recruitment of qualified seagoing personnel. The latest BIMCO study stipulates a worldwide shortfall of officers and engineers of about in the year 2005 or about 2% of the total workforce. Considering a modest increase in the number of commercial fleet 125
2 vessels by an average 1% per annum, the shortfall is expected to raise to 5,9 % in the year And there is another remarkable observation: The world fleet continues to rely heavily on officers from Europe, North America, Japan and other OECD countries. However, over 25 % of these are over 50 years old, and well over 50 % are over 40. Most are in senior positions such as Masters or Chief Engineers. The impact of their retirement, without adequate numbers of well trained and experienced replacements, could be severe. BIMCO (2005) 2.2. The Special Requirements of the Cruise Industry No other industry has been growing so rapidly in the past years as the cruise ship industry. Just for the last four years all leading cruise lines have almost doubled their fleets and number of employees. New cruise ships are still coming online at the average rate of 10 per year. Close to a million more cruises are taken every year than the one before. And ships get bigger. Ten years ago the largest cruise ship was below 100,000 gross tons, now the majority of ships on order are over 100,000 gross tons, many of them well over. In late 2009 we will cross the 200,000 gross tons threshold with the first cruise ship of the Oasis class of RCCL coming into service. Started by the late Ted Arison, the company began operation in 1972 with a boatload of vision, a single second hand ship and just enough fuel to make a one-way trip from Miami to San Juan. Headquartered in Miami, Florida, U.S.A. and London, England, Carnival operates now a fleet of 88 ships, with another 18 ships scheduled for delivery between now and With approximately 160,000 guests and 65,000 shipboard employees, there are more than 225,000 people sailing aboard the Carnival fleet at any given time. Traded on both the New York and London Stock Exchanges, Carnival Corporation & plc are the only group in the world to be included in both the S&P 500 and the FTSE 100 indices. Carnival has a portfolio of the world s most widely recognized cruise brands, which complement each other by geography, serve nearly every segment of the cruise industry The cruise lines within the portfolio include the top two most-recognized brands in North America and the United Kingdom, and the single mostrecognized brands in Germany, Italy, France and Spain areas that account for 85 percent of the world s cruise passengers. Together, these brands operate 88 ships totaling more than 167,000 lower berths with 18 new ships scheduled to be delivered between October 2008 and June (Carnival Corporation, 2008) AIDA Cruises as German brand is located at Rostock. It currently operates five ships. Starting in 1996 with the new Club concept, AIDA has revolutionized the German cruise market. The latest generation of ships, the Sphinx class, shows the commitment to innovation and quality. Developed and built together with the team at Meyer shipyard Papenburg, the ships represent a new era in design and technology. 126

Private Public Partnership Models Public-private partnership (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. These schemes are sometimes referred to as PPP or P3. (Wikipedia, 2008) PPP means cooperation among individuals and organizations in the public and private sectors for mutual benefit. Such cooperation has two dimensions: the policy dimension, in which the goal of the community is articulated, and the operational dimension, in which those goals are pursued. The purpose of PPP is to link these dimensions in such a way that the participants contribute to the benefit of the broader community while promoting their own individual or organizational interests (Holland, 1984) The model of a PPP is not yet very popular in the educational sector in Europe, in Germany there are only a few similar projects. However the approach of the EU countries with the Bologna protocol to unify educational standards and academic degrees opens up new and unexplored opportunities of such constructions. The advantages are obvious: The profound expertise of the industry combined with knowledge in education and training on university level form the fundament for the development and delivery of first class tailor-made and practice-oriented educational and training programmes on high academic standard The Participating Organizations The European Cruise Academy is an educational academy founded by AIDA Cruises for the purpose of planning, preparing, and implementing education and training programmes for the cruise-ship industry. It is a limited company and is located in Rostock. Two directors have been appointed. The academic course content is being developed and implemented in cooperation with Wismar University of Technology, Business and Design within the framework of a public-private partnership. The Wismar University of Technology, Business and Design is a highly competitive, innovative, and recognised educational and research institution with a long academic tradition. At present three faculties offer 27 programmes of study. Approximately 5,000 students were registered at Wismar University in The Department of Maritime Studies, located in Warnemünde, currently has 550 students in three programmes of study, and has a long tradition. The Wismar University is member of the International Association of Maritime Universities. AIDA Cruises, part of the Carnival Corporation, leads the German cruise industry in both gross revenue and passenger numbers. The fleet currently consists of five clubships: AIDAcara, AIDAvita, AIDAaura, AIDAdiva and AIDAbella. By 2012 it will be much larger. Four more ships of a new AIDA generation are on order from the Meyer shipyard in Papenburg. The ships of the AIDA fleet are operated in accord with the highest international quality, environmental, and safety standards. The company s highest priority is the safety of passengers and the environment. AIDA Cruises utilizes professional 127
4 quality-control systems in order to ensure the satisfaction of their guests and the highest quality of the product Cooperation Agreement and Distribution of Responsibilities The European Cruise Academy and Wismar University have signed a cooperation agreement for the development and delivery of educational programmes for the marine sector. In it the framework of the public private partnership is manifested and the responsibilities are laid down. The cooperation agreement was signed last 05 th May 2008 under the presence of two federal ministers. The Advisory Board, together with top executives of international industry, watches over the course content. It convenes regularly and has an active influence on the quality of education. Members of the board are the Rector of the Wismar University, the President of AIDA Cruises, the Chairman of the German Shipping Council, the Chairman of Germanischer Lloyd, an official from the federal government and the Directors of the European Cruise Academy. The European Cruise Academy is mainly responsible for the organization, administration, marketing and acquisition, whereas the Wismar University is responsible for the accreditation of the courses, the appointment and confirmation of lecturers, the examination board and procedures, certification and quality assurance. The course content is developed together whereby the experiences and competencies of the cooperating partners in their relevant field are equally considered. 128

Facilities and Location The European Cruise Academy is located in Rostock. Classes are held in own classrooms and lecture halls in the Technology Centre in Warnemünde, right beside the existing campus of the Wismar University. The programme takes advantage of the ship handling simulator and also laboratories and library. Classrooms are equipped with the latest technology. A separate computer room allows training on simulation software Development and Products The European Cruise Academy will accept its first students in autumn Classes begin on 15th September with the advanced training courses of the master s programme International Cruise Ship Management. Under development is a programme for the education of Environmental Officers. Starting in autumn 2009, three bachelor programmes will be added: Bachelor s programmes in nautical science, engineering, and electrical engineering. In 2010 it is planned to start with the bachelor s programme in tourism and hospitality in cooperation with a university specialized in that field. Besides the university programmes the European Cruise Academy is actively involved in the vocational training of engine and deck ratings. 129

It is a perfect approach to educate specialists for the new generation of engines and systems which nowadays consist to a high degree of electronic components. The different MET concepts allow an integral and sustaining system of personal development in the marine area. A secondary objective is to offer universal career opportunities to young potentials. This makes it attractive for them to join, stay and grow with the cruise company. The variety of career options allows a much broader approach. 7 4. THE MASTER S PROGRAMME INTERNATIONAL CRUISE SHIP MANAGEMENT 4.1. Objectives and Demand The graduate programme International Cruise Ship Management was developed especially for experienced officers from the nautical / technical departments who are interested in management positions with leadership responsibility in the cruise-ship industry. This includes nautical officers and engineers as well as electrical engineers, electronics engineers, communications officers, and environmental officers. The ships coming onto the market are getting bigger all the time even today they represent investments of up to a thousand million US dollars per ship and constantly increasing ship size increases the responsibilities of the ship s management. At the same time the complexity of the modern cruise ship is increasing rapidly and demands the deployment of exceptionally qualified specialists with very well developed managerial qualities. The programme is practice-oriented and its close association with industry ensures its great practical relevance. A network of cooperation agreements with the supply and cruise-ship industries guarantees the practical aspect and high qualifications. The appointment of international experts from universities and companies as lecturers ensures the high quality of education. The Master s programme is taught entirely in English. The student body is international. Tuition fees are charged 2,000 per semester Qualifications and Competencies The International Cruise Ship Management Master s programme offers the opportunity to extend knowledge in the field of many components of modern cruise-ship operation in an international context, including those concerned with logistics, operational and human resources management, legal components and those related to system technology. Building on students previous qualifications and professional experience, the programme aims to give participating students extensive knowledge that is practice-oriented and is based on current international expertise and regulations, supplemented by management skills and well-developed process-oriented thinking. The programme will not only give graduates greater competence in their field but also increase their opportunities for promotion in the company hierarchy on board and ashore. Their newly acquired skills, 131
8 methodical, technical, and social, will enable them to take on demanding tasks in the future, including leadership roles. With the qualifications offered, graduates of the programme will have mastery of specific systems and processes typical of modern cruise-ship operation and they will be in a position to apply this knowledge safely in complex surroundings. Course Registration and Admission Requirements The programme is intended for people with a Bachelor s degree in engineering sciences and with experience in the field. To qualify for the Master s programme applicants must have completed a university programme (Bachelor s or diploma) in engineering / technology or in natural science, with a mark of at least 2.5*, and have two years of relevant experience on board ships OR proof of the Certificate of Competency either as Navigational Officer or Engineer (at least Operational Level) and at least one year of practical experience aboard and have sufficient knowledge of English, proven by - passing the TOEFL test, or - an equivalent certificate *A total of up to two years of work on board above the required minimum can raise your final mark by 0.1 points for each 6-months period of travel The Modules All together 16 modules are offered; taken together, with their wide variety they offer a balanced platform for achieving the programme s learning goals. 10 4.5. The Academic Model The programme was developed as a part-time model. Two semesters of on-campus instruction are followed by professional periods, during which the student can be placed in his normal function on board. Examinations and Certification Examinations can be taken in written or oral form. There is also the possibility of using alternative forms of testing, such as Evidence of achievement associated with the programme (case studies, reports, projects, presentations, oral examinations, written examinations, certificates) Practical examination Colloquium Examination organisation is taken care of by the European Cruise Academy. Upon successful completion an official certificate of attendance is issued by the Wismar University Scope of the Curriculum A semester covers 18 weeks. The number of semester hours per week (SWH) is equivalent to 24 instructional units. The modules are divided among the semesters as shown in the table. 134

The courses can be attended during extended vacation periods, for seagoing personnel within a regular rotation planning. 135
12 The modules will be offered at different times during the year as attendance courses which in general have a length of 6 weeks. A final examination will be conducted and upon successful completion a certificate issued. It is also possible to visit several consecutive courses without a break. The modules qualify for recognition within the Master s programme International Cruise Ship Management. If the academic degree Master (M.Sc.) is the objective and the conditions are fulfilled, it is possible to officially register as student to prepare the Master thesis only. BACHELOR S PROGRAMMES 6.1. General Approach The current capacity of the maritime training and education institutes is limited and cannot cope with the rising demand of licensed Officers and Engineers. With the development of bachelor s courses in cooperation with Wismar University the European Cruise Academy builds up additional capacities. The programmes will be tailor-made to the specific requirements of the cruise industry without neglecting the STCW95 standards. Provided the admission conditions are met, graduates will, upon successful completion of the programme, receive the Bachelor (B.Sc.) degree. The curriculum will comprise 6 semesters, whereby the first two deliver basic subjects for all three types of bachelor. 137

Bachelor (B.Sc.) in Nautical Science & Engineering Both bachelor programmes are based on the standard syllabus provided by the Wismar University and follow the STCW95 guidelines. In addition however, experienced lecturers will deliver tailor-made content for the operation of cruise ships. It will in particular focus on the specific systems and processes in a cruise ship environment and the human element Bachelor (B.Sc.) in Electrical Engineering This programme will be newly developed for the maritime and in particular the cruise industry. It will deliver content covering electrical-engineering, electronics and automation. The IMO currently discusses the option of introducing a license in Marine Electrical Engineering giving the programme the chance to be the first of its kind in Germany. 7. CONCLUSION The public private partnership model is an interesting option for setting up new MET concepts. With its flexible structure it can quickly react upon latest developments in the market, combine them with results in research activities and in the operational area and delivers tailor-made programmes. The first experiences show indeed that all involved parties benefit. The exchange of know how and expertise between lecturers and industry makes it possible to establish and deliver educational programmes which are state of the art. The synergy allows even more cooperation in areas associated with the training, i.e. the common development of training strategies, common research activities, education export etc. The future will sure see similar projects establish and develop. 8.
