5 In The Name of God Once again Kish hosts a unique event in the country s economy. Organizing the second International Exhibition on Exchange, Banking, Insurance, Privatization and Investment Opportunities in Kish Island has highlighted Kish as the main destination of investors, professionals and great activists in in the financial and monetary markets of the country. Considering the specific geographic features and developing statues of monetary and financial markets in Kish accompanied with educated Kishizens (Kish citizens) as well as various financial, managerial, and economic academic centers, Kish Free Zone Organization has attempted to turn Kish into the financial center of the country and the region. This great wish was manifested after the establishment of «The Government of Wisdom and Hope» and adoption of wise policies by the respectful president in the foreign policy, and by adopting an active foreign diplomatic system in negotiations with the international powers which led to the accomplishment of the comprehensive joint action program in Vienna (Barjam). Presently, through completely understanding the unique situation of Kish Island and the historical opportunity emerging from this national effort, we decided to play our role, though a little, to help the accomplishment of such a great goal. The conference on The Post-Sanction Iran Economy, Kish the Gateway was held aiming at exactly illustrating the country s economy in the post-sanction era as well as showing the objectives and capacities of the national economy and the role of Kish Island in this respect. In this conference, all the effective bodies in the investment measures and actions of the country have gathered together so that the domestic and foreign investors could have a clarified and comprehensive image of the transaction environment of the country as well as its investment opportunities in a -2day time. This means that Kish is an open window to Iran s economy for the investors and that is why the discerned economists have rightly named this pretty pearl of the Persian Gulf as the gate-way. 9 1. Iran: An Overview 1.1 Geography Iran is one of the largest countries in the Middle East; the country of mountains and deserts. Eastern Iran is dominated by a high plateau, with large salt flats and vast sand deserts. The plateau is surrounded by even higher mountains, including the Zagros to the west and the Alborz to the north. Its neighbors are Turkmenistan, Azerbaijan and Armenia on the north, Afghanistan and Pakistan on the east, and Turkey and Iraq on the west. 1.2 Population Iran s population increased dramatically during the late half of the 20th century, reaching about 75 million, according to the 2011 population census. Climate Iran s climate ranges huge verities from arid or semiarid, to subtropical along the Caspian coast and the northern forests History Recent archaeological studies indicate that as early as 10,000 BC, people lived on the southern shores of the Caspian, one of the few regions of the world which according to scientists escaped the Ice Age. They were probably the first men in the history of mankind to engage in agriculture. 1.5.Language Official language of Iran is Persian. 11 2 Iran s Economy Iran s economy is a mixture of central planning, private ownership, village agriculture, and small-scale private trading and service ventures. Iran is ranked as an upper-middle income economy by the World Bank. In the early 21st century the service sector contributed the largest percentage of the GDP, followed by oil industry, manufacturing and agriculture. The Central Bank of the Islamic Republic of Iran is responsible for the stability of Iranian Rial, which serves as the country s currency. Iran enjoys a broad range of manufacturing industries including oil, petrochemicals, auto manufacturing, transportation, construction materials, home appliances, food and agricultural goods, pharmaceuticals and information technology. From 2006 to 2014, Iran s GDP almost tripled (from 163 billion US $ to 549 billion dollars). Iran, in this regard, is placed third among the MENA countries as well as Turkey and Azerbaijan. 12 2.1 Iran: A Key Player in the Global Energy Iran holds the fourth-largest proven oil reserves in the world after Venezuela, Saudi Arabia and Canada. Furthermore, Iran holds the second largest proven natural gas reserves after Russia. The vast majority of these reserves must be developed which would require significant investments in infrastructure. Iran also holds the longest coastline along the Persian Gulf where almost 35% of all seaborne traded oil finds its way toward the Indian Ocean via Hormoz Strait. Furthermore, around 20% of global LNG passes through this narrow water way. 13

13 2.2 Gross Domestic Product Iran s GDP met an increase from 163 billion US dollars in to 549 billion dollars in It means that over n 8 year period Iran s GDP has almost tripled. This has turned Iran to the third economic power of the region. In case we reach a negotiated agreement (that we believe is likely), economic sanctions should be significantly reduced over a reasonable period. Currency Stability Iranian currency (Rial) has strengthened approximately 25% (from recent lows of last year) due to partial alleviations of sanctions, tight monetary policies, strong trade balance and favorable expectations regarding policies of the new government. We expect that Rial will be stable over foreseeable future Inflation Reduction Inflation has declined from a high of 45% to less than 25%. Monthly CPI figures indicate that inflation could reach as low as 15% or less over the next few months. Even with expected reductions in energy subsidies, inflation rate of less than 20% over the next couple of years is likely. 17

Iran alone has reserves of 151 billion barrels of oil, or 10% of the world s total reserves. Iran pumps nearly 4 million barrels of oil each day. 4. 19 Kish at a Glance 1.1- Geography With an area about 91 Km, Kish Island is located in 18 Km of south part of Iran and in north part of Persian Gulf. It appears to be in the form of an oval with the big diameter of 15 Km and small diameter of 8 Km and it falls in the area of Hormozgan province and Bandar Lengeh city in terms of state political and administrative divisions. Some geographical features of Kish such as being located in Persian Gulf strategic geographical zone, fine climate in 8 months of year and having coral beaches have provided this island with a so unique situation in terms of tourism and trade Population According to the census carried out in 2011, total population of Kish is facing a growth equal to 39.5% (3.6% annually) comparing to year Based on this, annual average growth of number of the families living in the island has been estimated 3% with 7446 habitants through the years 2006 to Likewise, gender proportion has been estimated to be males in lieu of every 100 females Ground Transportation Kish urban transportation system has created a wide covering across the island by providing different roads and paths. Ring project in width of 75m and in length of 27 Km (named as Persian Gulf Highway) is one of the most important plans for developing Kish intercity transportation infrastructures, going around the island and the large part of the project is already put into operation Air transportation Kish International Airport is one of the most active and economic Iranian airports and stands in the fourth rank in terms of volume of flight operations and transporting passengers. This airport provides regular flights to 15 domestic tracks including 12 provincial centers and 2 state free and economic zones. Furthermore, some development measure are to be taken regarding increasing the number of domestic tracks. Likewise, this airport connects Kish Island to the world wide transportation system through international tracks of Dubai, Turkey, Iraq as well as other countries. It should be noted that private terminal of Kish International Airport with capacity of 4 million passengers per year will be utilized by Sea Freight (Marine Transportation) Kish port enjoys annual warehousing and product unloading capacity of 3.5 million tons, admission capacity of passengers entering and exiting during a year as well as hosting vessels with maximum tonnage of tons. Due to easiness in order registration for tradesmen and investors, this system has been widely welcomed by tradesmen. 2.4.Supporting special brands While severely treating fake brands and preventing putting up advertising signs by legal or real individuals lacking agency, Kish Free Zone Organization is offering some special benefits to the agencies representing reputable domestic or international brands that can be mentioned as follows: 10% discount for the zone duties for the agencies representing popular brands with valid standard who provide after sales services against submission of relevant documents and in case of no long stop time for the product in transiting country up to one month if transiting (article 4-17 of instruction for exports, imports and customs under No. 04/ D dated 2 Mar. 2008) Customs affairs and special discounts for customs tariff To encourage, attract and flourish product imports to the country through the free zones, as per ratification No dated 3 Mar of the cabinet, trade interest will be decreased by 15 % of product value in this way that when entering products, the customs of the free zone, receives a sum equal to 15% of declared value of product on cash or through a bank letter of guaranty with a 4-month due date and after forwarding products to the main land, it will return 7 to 11.5% of received sum (for the costs related to importation of products to the zone that means 15% of received amount on cash or through letter of guaranty) as per a stair table to the product owner. In case of tradesmen importing products to the main land, they may import one fourth of products to Kish Free Zone without paying customs duties. In order to encourage tradesmen to purchase goods from the source of production or the main and credible representatives, in case it is confirmed that they have purchased their goods from original manufacturers or have bought them from authentic dealers, they can be benefitted from 10 percent of reduction in the custom toll as well as discounts in the transportation from the source Imports Except the products known as illegal according to Islam or the zone special regulations, importing any kind of product to Kish free zone is allowed. Products importation includes the followings: - Exemption from port and airport duties for importing products required for construction of manufacturing, trade, service, residential units and infrastructural activities (except furniture and decorative products), such as materials and equipment for construction and machinery, raw materials, components and parts required for manufacturing, manufacturing equipment and tools, spare parts for machinery producing capital vehicles (except sedan cars and recreational boats) - Returning port and airport duties for export and import of products taken from the products once entering the country from abroad or other free zones in case of re-export. 2.7.Transportation To encourage imports and exports and product issuance, all the tradesmen who import their products to the zone by Kish Shipping Company will be subject to a 30% discount on freight. 2.8 Company registration - Easy procedure for determining name and subject: Determining name of legal individuals will take place within 2 days. Meanwhile, determining subject will be much easier comparing to the main land considering the free zones regulations and particularly article 5 of the law for manner of managing trade-industrial free zones. - Elimination of redundant office bureaucracy and easy registration procedure: The applicants may register their companies within 3 or 4 days by the help of consultants to Companies Registration Office and this period is considerably less than the time at the main land and even other free zones and it is indeed competitive to other free zones across the worlds as well as developed countries. -Registering company with full foreign shareholders: By virtue of articles 2 and 5 of the regulations for investment in trade-industrial free zones, there is no limitation on registration of legal entities in terms of nationality. The foreign investors may investment under any proportion in the zone economic activities. - Virtual offices to be used by the investors: Legal individuals who lack a legal domicile may use P.O. Box for a month if they wish. 24

Procedures of Investment and economic activities in Kish free zone 3.1 Investment procedures in non-industrial fields To inform the investors of procedure of admission and process investment plans in non-industrial fields (such as residential, tourism, service, etc. fields) diagram No. 1 can be referred to as a guide for the investors in their referral, making an application and the remaining procedure. Making an application procedure for the investors in nonindustrial fields is as follows: 1) Submitting a written application to Kish Free Zone Organization (Investment Management in Economic and Investment Deputy Office) 2) Filling out investment application form and providing technical and financial capability required for carrying out the plan 3) Initial study of the plan at Investment Management 4) Applying for a sketch from Urban and Infrastructure Deputy of Free Zone Organization by Investment Management 5) Putting forward issue of investment in Commission for Economic Affairs and Property Assessment 6) Notifying ratification of Commission for Economic Affairs and Property Assessment to the investor 7) Making contract with the investor in case of approval of the commission 8) Delivering property to the investor 3.2 Investment procedures in industrial fields Investment in industrial fields includes the following steps. For the purpose of guiding and informing the investors, a sketch of 1st and 2nd phases of procedure is provided in diagrams No. 2 and No. 3. Farming fish in cages in sea is one of the methods fish farming that enjoys numerous advantages over farming fish in tanks. Some of the advantages are: reduced start-up costs, portability, pests and diseases control, reduced running costs including water and water treatment. Cobia fish is a precious species, native to Persian Gulf and one of the most economically valuable spices native to Iran.Its pink meat has a special fat and it is saturated with Omega 3. Its meat is tender and has no bones and that is why it is perfect for all types of food which are cooked using fish. To implement the project, 10 cages is needed. These cages come in different qualities and varieties. Rough water cages are going to be used for this project. Such cylindrical cages are made of polyethylene, with the volume of M3 and are securely tied from sides. They have 3 rows of pipes to increase their floatability and stability far off the shores. Norway is number-one manufacturer of these cages. A work boat- a boat to control the whole farm-is needed to support the feeding system. It creates 27 jobs and its annual capacity is 500 tons. 4.
