1 PRE-BID CLARIFICATIONS / AMENDMENTS IN RESPONSE TO THE QUERIES RAISED BY PROSPECTIVE BIDDERS IN THE PRE-BID MEETING HELD ON A.M. IN THE CONFERENCE HALL, OSMCL FOR THE TENDER OF MOBILE BLOOD COLLECTION VAN AND HOSPITAL FURNITURE. Bid Ref. No.: OSMCL/ /EQP-BCV/05, OSMCL/ /EQP-HF/06 Total No. of prospective bidders/ representatives present in the pre-bid meeting are: 18(Eighteen). The queries raised by the prospective bidders on the above mentioned tender references were thread barely discussed and the following recommendations were made: A) Tender for Supply of Mobile Blood Collection Van (Bid ref No. OSMCL/ /EQP- BCV/05) Sl. Delivery period may be increased to 120 days instead of 70 days and may have delivery period of 75 days for prototype vehicle. Bidders having experience in fabricating advanced composite based non metallic product in automotive vehicle interiors in FRP along with GRP or ABS in respective application domain of ambulance or blood collection van may be allowed. Vehicle with 3 yrs. of warranty & 3 yrs. of CMC may not be No Change provided. Accessories, consumables, glasses, plastics & rubber parts may be excluded from warranty conditions. 100% cost of the base vehicle may be made to vehicle No Change manufacturer/supplier against 1. The delivery period of fully fabricated and equipment furnished mobile blood collection van should be within 90 days from the issue of purchase order and the prototype model vehicle should be ready and delivered for inspection within 60 days of issue of purchase order. 2. The delivery location shall be at OSMCL Head Office at Bhubaneswar. 2 5 Scope of Supply delivery of base vehicle and 50% advance may be given against bank guarantee. Payment through L.C may be allowed. The permanent vehicle registration may be in scope of the purchaser. No Change Clarification The temporary registration, transportation cost and transit insurance of the vehicle shall be the responsibility of the bidder up to the delivery location. However, the permanent registration shall be the responsibility of the purchaser. Sl. Base vehicle may have cowl chassis instead of cabin chassis. Extension of OEM chassis may be allowed upto 60% may be permitted. The inter frame work may be 4mm steel with ST 52 grade or any equivalent. May be motorized or manual operation for opening and closing of awning. The MBDV may be supplied with generator capacity sufficient enough to run air conditioning system along with other equipments with stable inverter output and may have commercially permitted noise level instead of 65dB. Clarifications/ Amendments in response to the queries. The supplied motor vehicle should comply with emission norms of BS IV. The base vehicle should be OEM cabin chassis or cowl chassis with OEM approved fabricated cabin permitting driver plus 2 seating arrangements. No Change & Clarification The extension of OEM chassis is not allowed and the mobile blood donation van treatment compartment shall be fabricated as per the specified dimension in the existing OEM chassis. The inter frame shall be of 4mm steel of ST 52 grade or equivalent grade with similar chemical composition and mechanical properties. No Change 5 Blood Collection Number of donor couch and Clarification The MBDV should be supplied with super silence petrol generator of suitable power rating to run the air conditioning system, all lighting and all medical equipment of the donor compartment with pure sine wave output. The generator should be provided with suitable muffling/ canopy system to reduce noise during operation. Page 2

3 Equipment other blood collection equipment may be specified. Servo stabiliser for portable blood bag refrigerator may not be required as inverter is to be provided. Each mobile blood collection van shall consist of following medical equipment : i) Blood donor couch: 2nos. ii) Blood Collection monitor: 2nos. iii) Portable tube sealer: 1no. iv) Portable blood bag refrigerator: 1no. v) Tube stripper: 1no. The portable blood bag refrigerator should be supplied with stabiliser of suitable rating irrespective of inverter supply. 12V DC powered medical devices may be allowed in addition to 230V AC supply. The product manufacturer standard for portable blood bag refrigerator may be ISO 9001/ISO series. No Change The product manufacturer standard for portable blood bag refrigerator should be either ISO or ISO B) Tender for Supply of Hospital Furniture (Bid ref No. OSMCL/ /EQP-HF/06) Sl. Load bearing capacity may be less than 120kg. Clarifications/ Amendments in response to the queries. Clarification The manufacturer quality standards such as ISO 9001, ISO and OHSAS along with product quality standards such as CE/BIS/BIFMA is mandatory for all the items and must be furnished along with the technical bid. Test certificates like stainless steel grade, epoxy coating, salt chamber test, bend test and others should be from Govt. approved laboratory or in house testing laboratory of the manufacturer. The thickness of epoxy powder coating in all the items should be 50 to 70 micron. All the stainless steel material asked in different hospital furniture should be of SS 304 grade. The tubular frame should be made of 25mm tube of 16G and basin of 20G steel grade. Overall size: 40(W) 40(D) 80(H)cms. The stainless steel top should be made of atleast 20Gauge. Should be supplied with SS 304 grade IV rod along with the bed. Bed should have provision of mosquito net pole and should be supplied with mosquito net poles and mattress arrester. Should have 4 sections in bed. The back and leg section should be operated by crank mechanism. The bed head and foot end should be made of polymer moulded panels. Legs capped with heavy duty rubber footings are not required, however rust proof castors should be provided. Height adjustment facility is not mandatory however should have facility for back rest adjustment. Should be provided with heavy duty SS bowl and SS bucket of thickness 20G. Sides should be fitted with collapsible SS railing covered with PU material. Load bearing capacity should be 135 kg or more. Should be a semi fowler bed with two sections top. Page 4

The bed head and foot end should be made of stainless steel fitted with laminated panels. All tubular & rectangular frames and top should be made of stainless steel of SS 304 grade. Hence the point no. 8 is deleted. Manual override is not required however should have facility for trendelenburg and CPR positions. Should be provided with SS bowl. Should have two sections with back rest adjustment. Should have patient load bearing capacity of 135kg. Should be mounted on four swivelling non rusting castors of 125mm dia with two nos. brakes. Should have SS revolving top made of 18 gauge. Foot rings should be of SS or MS powder coated. Should have five swivel rust proof castors of 50mm dia. Base, frame & body should be made of SS 304 grade. Hence the point no. 5 is deleted. Since any text in the price BOQ can t be changed in the e-tender portal, the amendments mentioned in the specifications above are to be treated as amendments in the price bid/ BOQ also.
