5 On the Waterfront Bellingham Bellingham Located amid the green islands of the Washington coast and the majestic peak of Mt. Baker, Bellingham is a cozy community shared by about 82,000 people while Western Washington University brings thousands of new, energetic residents annually. Our neighbors to the north flood to Whatcom County on weekend shopping trips and weekend excursions over Canadian holiday weekends. Bellinghamsters are active people. With access to the mou ntains and the sea providing numerous outdoor activities including downhill and cross-country skiing, snow-shoeing, mountain biking, hiking, mountain climbing, kayaking, canoeing, scuba diving, fishing, boating, and wildlife viewing the area offers something for everyone. 6 Bellingham Something Arts Education Business Ira Yeager, Abstraction, 2000 is on display at the Whatcom Museum through May 15, 2016 as part of the Bringing Home the Work of Ira Yeager: Six Decades of Art exhibit. For those looking for culture, Bellingham will not disappoint. A combination of nationally touring and locally produced museum exhibits, gallery tours, theater productions and symphony performances provide an active and diverse calendar of events throughout the year. Photo provided by Bellingham Whatcom County Tourism The proximity to the Canadian border has a strong affect on the local economy. Large local retailers see up to 50% of their shoppers from British Columbia. When the Canadian dollar is strong, it creates demand for Canadian shoppers seeking retail bargains and real estate in Whatcom County. The commodities that are in highest demand among our neighbors to the north are gasoline and milk. Locals are cognizant of their carbon footprint and increasingly walk, bike and bus to work rather than using cars. Bellingham already has one of the highest bicycling and walking rates in the entire state, according to Peter Lagerwey, the Regional Office Director for Toole Design Group in Seattle. For years, Bellingham has been listed as one of the Top 25 Places to Retire. Due in part to the beauty of the area, mild climate and exceptional air quality, the variety of cultural activities, low crime rates, access to public transportation, and miles of urban trails for walking and biking. 8 Whatcom County Blaine, Wa Pop. 4,910 Known as the Peace Arch City, Blaine is nestled north of Bellingham sitting on the international border between British Columbia, Canada and the United States. Blaine is home to exceptional biking trails, bird watching, and aquatic activities such as kayaking and sailing. The community is also home to Semiahmoo Resort, a seaside hotel featuring a luxurious spa and the number one and number three rated golf courses in Washington State. Point Roberts, Wa 1,314 Point Roberts is a geopolitical oddity; it is part of the mainland United States, but is not physically connected to it, making it a pene-exclave of the U.S. It is located on the southernmost tip of the Tsawwassen Peninsula, south of Delta, B.C., a suburb of Vancouver. To reach Point Roberts from Washington State, you need to go through the U.S. Canada border twice once to enter Canada and once to re-enter the U.S. at the Point Roberts border crossing. 8 Birch Bay, Wa 8,413 Birch Bay Waterslides by Jon Brunk. Birch Bay has been a resort destination for over 100 years and more than doubles its population in the summertime. Most of the city s economic activity relies on tourism to the city, offering wine tasting tours, golf clubs, and many outdoor opportunities. Nooksack, Wa 1,422 Mount Baker Foothills Deming 353 Maple Falls 324 Glacier 211 Kendall 191 The Mount Baker Foothills region encompasses the towns of Deming, Maple Falls, Glacier and Kendall the region is located along state route 542, the main thoroughfare to Mount Baker. The timber industry is a significant employer in the area, while ski shops, restaurants, B&B s and rental cabins serve tourists. Ferndale, Wa 12,343 Ferndale is one of Whatcom County s fastest growing communities and boasts beautiful views of Mount Baker and the San Juan Islands. The city is home to multiple oil refineries. The city is home to the Silver Reef Hotel Casino Spa, offering more than 50,000 square feet of gaming, dining and entertainment and an award-winning hotel featuring 210 rooms. Nooksack is a quaint little town nestled in the beautiful Nooksack Valley on State Route 9. In August, the Northwest Washington Fair lures over 200,000 people to the area and allows Whatcom County residents to display their agricultural products, art, crafts and wares. The surrounding area is filled with dairy, raspberry, strawberry and blueberry farms. Black tail buck in Sudden Valley. Sudden Valley is a beautifully planned, private community on the shores of Lake Whatcom, approximately 9 miles east of Bellingham. The community is home to the Sudden Valley Golf Course, Maple Leaf Park, the Sudden Valley Marina, tennis courts, multiple beaches and much more. There are 4,992 enrolled Lummi Tribal members, approximately 60% live on the Reservation. Additionally, the Bellingham School District offers an alternative high school, a pre-school program, and post-high school classes for students with disabilities. 12 Higher Ed Bellingham includes a multitude of postsecondary education institutions which provides the county s businesses with an extensive and intelligent workforce. Western Washington University (aka Western) is a comprehensive, highly ranked, 4-year liberal arts university that offers bachelor and masters degrees. With nearly 15,000 students, Western is the county s largest employer. Whatcom Community College (aka Whatcom) is a regionally & nationally accredited, state-funded, two-year college serving 11,000 students annually. Charter College is a private, independent institution that emphasizes a new direction for continuing learning offering programs in the growing fields of healthcare, business, legal, criminal justice, IT and select trade careers. Trinity Western University in Bellingham is an extension site of Trinity Western University located in Langley, BC. Trinity is a Christian university of the arts, sciences and professions. The Northwest Indian College (aka NWIC) headquartered on the Lummi Indian Reservation in is the only accredited tribal college in the states of Washington, Oregon and Idaho. 13 Employment Whatcom County offers a variety of employment opportunities from construction to engineering, commercial fishing to telemarketing, aerospace to software development, healthcare to farmer, we have something for everyone. In 2014, Whatcom County s labor force was nearly 102,000 strong, with an unemployment rate of 6.7 percent. By July 2015, the unemployment rate dropped to six percent and continued on a downward trend. The county s 2014 average annual wage was $41,027 and the median household income was $50,186. 16 Government The City of Bellingham s charter establishes a council-mayor form of government. City management is led by Mayor Kelli Linville. The mayor is elected for a four-year term. Six council members are elected to serve four-year terms with a seventh council member elected every two years in an at-large capacity. The Whatcom County government is made up of a council of seven elected members and the county executive. Jack Louws is the current county executive, which is a role similar to that of a mayor s role to a city. Washington state government is headed by Governor Jay Inslee. The Whatcom County area is part of two legislative districts, the 40th and 42nd. The county is also part of two congressional districts in electing representatives to the U.S. House of Representatives, the 1st and 2nd Congressional Districts. Voting Whatcom County is a vote-by-mail county meaning that all voters must send in their ballots via the mail or at designated ballot drop sites. There are no in-person live voting locations, only vote-by-mail. Citizens can register to vote online or in person with the Whatcom County Elections Department. 17 Life on the Canadian border Peace Arch border crossing, Blaine, WA Living on the Canadian border is one of the perks of living in Whatcom County. British Columbia offers spectacular mountain resorts, cosmopolitan attractions in Vancouver, and beachfront leisure in White Rock. But before you travel across the border, there are a few things you need to know. There are four major border crossings in Whatcom County, referred to collectively as the Cascade Gateway. These include Peace Arch and Pacific Highway, both located in Blaine, and one in Lynden and Sumas, located further east. Of all of these crossings, Peace Arch is the largest, and ranks as the third-busiest United States-Canadian border Peace Arch crossing for passenger vehicles in the nation. There are trusted traveler programs that allow travels to get through the border faster. Go to for more information. Be prepared to present a passport or other acceptable document that denotes identity and citizenship when entering the United States. U.S. citizens under age 16 may present proof of citizenship using a birth certificate or Naturalization Certificate. 18 Recreation Outdoor The Mountains The North Cascades are a wild and scenic outdoor adventurer s paradise with 15 peaks towering over 9,000 feet. Mt. Baker stands 10,781 feet high and is an active volcano. The Chuckanut Mountains trails rise and traverse these wooded wonderlands connecting to various viewpoints and lakes. The Salish Sea Whatcom County is positioned where the Strait of Georgia, Strait of Juan de Fuca and the Puget Sound meet. You may choose to paddle a kayak, take the helm of a sailing or motor vessel or take a charter boat to see the sights including the iconic Orca whales in nearby waters. Lakes and Rivers Lake Whatcom, Baker Lake and Ross Lake offer multiple opportunities for water recreation. The Nooksack River flows west from the high snowfields and glaciers of Mt. Baker, Mt. Shuksan, and the Twin Sister Mountain Range to the sparkling, salty waters of the Salish Sea. In the upper reaches you can find world-class whitewater for thrillseekers. County Parks Semiahmoo, Hovander Homestead Park and Tennant Lake Wildlife Area, Lake Terrell, Deming Homestead Eagle Park and Lake Whatcom Park offer excellent wildlife viewing areas. Silver Lake Park offers boating, camping, fishing, horseback riding, playgrounds, biking. Bellingham Parks & Trails The American Hiking Society and the National Park Service designated Bellingham as a Trail Town USA. The Bells play in the West Coast League (WCL): a summer, college, wood-bat league for up-andcoming college baseball players. The WCL season runs from early June to late August, with Bells home games being played at the newly renovated Joe Martin Field. Part of the Women s Flat Track Derby Association, an international roller derby league, the Betties season begins in late January and goes to late June. Bellingham Bulldogs Football Fueled by an active community, the semi-professional and amateur sports scene in Whatcom County is booming. Local teams are frequent contenders for their league s titles, making for a fun and exciting viewing experience for fans. Some local teams also feature former standout athletes who attended high school or college in the area, so fans can continue to follow their careers. Some teams even feature local tryouts, so even you could be the next Whatcom County resident wowing fans on the field, pitch, ice or track. Playing in the semi-professional Pacific Football League, the Bulldogs are Bellingham s football team. You can see the Bulldogs in action from mid-april to late June at Civic Stadium. Since joining the NPHL in 2012, the Blazers have won two NPHL titles. They play at the Bellingham Sportsplex from mid-september to early April and games are often played on Friday or Saturday nights. Chuckanut Bay Rugby Rugby Chuckanut Bay Rugby is made up of seven youth teams and a men s and a women s team. It is part of USA Rugby, the Pacific Northwest Rugby Football Union and the British Columbia Rugby Union. The teams play home games in Ferndale, and admission is always free. Known to fans as the Hammers, Bellingham United FC is the local semi-pro soccer team and plays in the Evergreen Premier League Washington, of which it is a founding member. 22 Real Estate Written by Mary Kay Robinson, Windermere Real Estate Real Estate in Whatcom County has been following national trends with both rising rents and increased home prices. Thankfully, Whatcom County has not experienced the real estate frenzy of the Seattle market where multiple offers of 30 or more on a new listing are the norm. That being said, there are instances where well priced homes in popular neighborhoods receive multiple offers. It really comes down to the preferences of the individual in terms of lifestyle and purchasing power i.e. housing bang for the buck. Here is what happened in the Whatcom County Real estate market for Whatcom County saw a drop in inventory from over 5 months to 3 months. That statistic means that if no one else listed a home, it would take only 3 months to sell off existing housing inventory. If there is between 3-6 months of inventory, it is considered a balanced market. When housing inventory levels drop below 3 months, it is considered a sellers market. That puts pressure on prices. Thus the median home price in Whatcom County in 2015 rose 10.3% to $294,500. The city of Bellingham mirrored the same trend in The median home price in Bellingham rose from $297,500 at the beginning of the year to $328,000 for an increase of 10.3%. In Ferndale and Custer, the median home price was $276,750 at the end of 2015 but in January and February of 2016, the median prices jumped to $306,000 and $317,900 respectively. Median prices in Lynden in 2015 were relatively flat for 2015 ending with $319,500 but the Blaine/Birch Bay area rose 3% to $249,500. What does it all mean? Bellingham is the county seat and is home to Western Washington University and St Joseph s Hospital. Ferndale is the next closest city. Thus the bulk of the county population is centered in that area. Population growth combined with limited land supply due to the Growth Management Act puts pressure on home prices resulting in an increase in housing prices in those two cities. In general, the further away one gets from Bellingham, the more affordable the housing. Thankfully, Whatcom County does not have the traffic issues of larger metropolitan cities. Unlike Seattle to the Bellingham Housing Inventory south and Vancouver BC to the north, a family can choose a more rural lifestyle or life in a small town and still be within 30 minutes to recreational and cultural events. In the event one wishes to attend professional sports events, see big name musicians on their national tours or shop high end retail stores, it is a relatively easy to drive north or south (albeit with the normal traffic challenges of any big city) to enjoy big city life. The best part of a day in the big city though is the ability to leave it all behind and return to the beautiful landscape, easy commutes, friendly people and charming cities of Whatcom County. 24 Lummi Nation The Lummi are Lhaq Temish, Survivors of the Flood Long before Europeans landed, the Lummi people, located throughout the northern corner of Washington State and lower B. C., followed the salmon across the Salish Sea. Each season brought with it new bounty and sustenance for their people, from the salmon and shellfish to berries and game. The Lummi Nation still lives and thrives in Whatcom County and is an active player in the local economy. Time has brought many changes to the Nation, with demands of the modern world now shaping their lives. Whiles some resources have changed, they have successfully continued to take advantage of the opportunities that improve the lives of their people, strengthening their economy and contributing to the health of natural resources used by all local residents. Provided courtesy of Lummi Nation. Lummi People: A Self-governing Nation For thousands of years, the Lummi were an independent and self-governing people. In 1855, the Lummi Nation and the United States formally recognized each other and signed the Treaty of Point Elliott. For nearly a century the daily governance of the Lummi Nation was not under the authority of the people, but the Bureau of Indian Affairs. That changed in 1988 when the Lummi Nation became one of eight tribes to enter into self-governance compacts. As the third largest tribe in Washington State, they govern more than 5,000 members and manage nearly 13,000 acres of tidelands on the Lummi Reservation. The Lummi manage their own government functions, including cultural preservation, economic development, education, employment training, health care, law enforcement and judicial system, natural resources and public works. Natural Resources: Restoration and Protection The Lummi people have always practiced sustainable harvesting of salmon and shellfish along the shorelines of the Salish Sea. Today the Lummi Nation combines both modern science and traditional knowledge to protect and restore salmon runs for future generations. Responding to declining salmon populations, the Lummi Nation created the Lummi Salmon Enhancement Program. Through the Lummi Natural Resources Department they enhance, manage and protect fisheries, forestry, hunting, hatchery, shellfish, sea-ponds, and water resources. The Nation launched the first shellfish hatchery of its kind in the Pacific Northwest and built local salmon hatcheries. Economic Development: Building partnerships, creating jobs The Lummi people have survived and prospered through adaptation and innovation. The reef net is one of the greatest symbols of their innovation: a fishing net, woven from nettles, that mimics a reef and attracts fish. For millennia, the reef net was the key to their way of life, harnessing the bounty of the Salish Sea, creating prosperity for their people, and allowing them to build a strong trade economy with other nations. Today, their prosperity comes not only from the sea but also from new enterprises and partnerships. In 2001, the Lummi Nation established the wholly owned Lummi Commercial Company to manage its consumer goods and services businesses. Today, LCC is the eighth largest employer in Whatcom County overseeing the operation of the Silver Reef Casino, Hotel and Spa, Convention Center and commercial businesses. Whatcom County offers recruitment activities and assistance provided by the Associate Development Organization (ADO) at the Port of Bellingham. As the lead economic development agency for the region, the Port of Bellingham is the first point of contact for companies looking to open a facility anywhere here in Whatcom County. They work closely with state and local agencies to help clients get the information they need when they need it. In addition, Bellingham Technical College (BTC) works with local employers to ensure they have qualified employees. BTC is responsive to the training needs of local businesses and work closely with those employers to ensure that there are classes and training specifically for those jobs. Their proactive approach is evident in their recent manufacturing summit which tasked industry, education, and policy leaders on identifying action steps to address the manufacturing workforce skills-gap and ways to increase the number of graduates for the manufacturing industry. 29 Whatcom County A valuable economic driver By Jeff Voltz, Project Manager, Northwest Agriculture Business Center When people think of Whatcom County they are likely envisioning urban Bellingham and Western Washington University, beautiful Chuckanut Drive and its fantastic bay views, or Highway 542 and the slopes of Mt. Baker. Or maybe they are just passing through and heading north to beautiful Vancouver and British Columbia. But Whatcom County also has over 115,000 acres of amazingly verdant and productive crop and pasture land, most of it lying within the Nooksack River watershed. Whatcom County Agriculture is a strong driver for the economy of Whatcom County. According to the 2012 USDA Agricultural Census the total market value for the sale of commodity crops and livestock was $357 million. The county ranked No. 2 out of the 39 Washington counties in the sale of milk from cows and No. 9 in the sale of fruits, tree nuts and berries. Dairy and berry account for approximately 75 percent of the total market value of Whatcom County crops. The county harvest represents about 70 percent of the nation s entire annual raspberry crop. The berry industry employs approximately 7,000 people during the harvest period from mid- June through September. Adding value to commodity crops is the key to leveraging the $357 million in market value into $1 billion of economic impact for the county. Large berry producers add value to fresh berries through IQF (individually quick frozen) tunnels, and package the frozen berries for retail supermarkets and other outlets. Darigold, the region s large dairy cooperative, operates the nation s fourth-largest volume powdered milk plant in Lynden, with 150 associated jobs. And providing for the storing and handling the harvest of the sea and land for more than 65 years, Bellingham Cold Storage offers world-class storage, inventory control, and logistics services for the seafood, agriculture, and value-added food processing industries. Whatcom County has also attracted innovative and entrepreneurial food manufacturers. Nature s Path, commonly thought to be the nation s largest manufacturer of branded, certified-organic, packaged cereals, resides in the City of Blaine. Barlean s, first in flax oil sales nationwide in 2012, operates a state-of-the-art manufacturing plant outside of Ferndale. And Boundary Bay Brewery, named the nation s largest brew pub by volume in 2010, is still kicking out high-quality and popular craft beers in downtown Bellingham.
