5 1.0 INTRODUCTION 1.1 BACKGROUND AND GENERAL REQUIREMENTS The State of Alaska, department of Environmental Conservation Storm Water Multi-sector General Permit (MSGP) requires industries whose activities may result in a discharge of pollutants to the waters of the U.S. from storm water runoff to prepare a Storm Water Pollution Prevention Plan (SWPPP). The SWPPP must contain best management practices (BMPs) that the industry implements to reduce or eliminate the release of pollutants to storm drains or other storm water conveyances. The SWPPP must include the following: Pollution Prevention Team: Including contact information of the station manager, environmental coordinators, and contact persons for maintenance and operation activities, along with responsibilities of each team member. Description of Activities at the facility. Detailed Site map. Name of nearest receiving water(s). Description of current and/or intended BMPs. Description of allowable non-storm water discharges. Certification of non-storm water discharge. Endangered/Threatened Species Assessment. Historic Places Assessment. Facility Inspections Reposts. Quarterly monitoring Reports of Storm Water Outfalls. A Copy of the ADEC Storm Water MSGP. 1.2 PURPOSE This document serves as F&E Ground Services SWPPP for all deicing activities conducted at the Ted Stevens Anchorage International Airport (ANC). The purpose of this document is to describe the methods and procedures that F&E Ground Services personnel will implement in order to reduce and/or eliminate the contamination of storm water runoff and/or discharges of pollutants into storm drains from F&E Ground Services Deicing operations at ANC. 1.3 SITE LOCATION AND ACTIVITIES F&E Ground Services leasehold consists of warehouse space at the CargoPort on the north end of the ANC property (Figure 1 in Appendix A) inclusive of Bay Doors 8, 9 and 10. F&E Ground Services deicing operations are conducted on the tarmac at the pushback areas near the gates. The following gates have planned deicing by F&E Ground Services, and are presented by geographic colocation: N1 to N8, R2 to R4, F&E Ground Services Deicing Operations Page 1-1 Storm Water Pollution Prevention Plan (SWPPP) November 2015

6 R7 to R11, R12 & R13, P1 to P3, Cargo Port CP 1,2,3 and, Cargo Port Polar P 1-6. B1 to B10 Filling of the deicing trucks is conducted within the warehouse, adjacent to the four vertical 5,000-gallon double walled, high density polyethylene (HDPE) aboveground storage tanks (ASTs). F&E Ground Services will maintain a record of the amount of ethylene glycol used for aircraft deicing on a monthly basis. The records will be forwarded to the ANC Environmental Department for incorporation with the airport s current 2015 SWPPP. A copy of usage reports, commencing with the November 2015 report will be incorporated into Appendix C of this SWPPP which will be kept in the F&E Ground Services Station Manager s Office. The monthly reports shall be retained in Appendix C for a period of three years. 1.4 INTEGRATION WITH ANC SWPPP ANC has prepared a SWPPP specific to their operations, which includes runway deicing. ANC requires each of their tenants to acquire their own storm water discharge permits and develop a SWPPP specific to their operations Water Quality Monitoring ANC has elected to conduct the required water quality monitoring of all storm water outfalls at the airport. Therefore F&E Ground Services will default to the monitoring requirements conducted by ANC as outline in the MSGP issued to ANC. Consequently, all water quality monitoring results are maintained by ANC and incorporated with their SWPPP Endangered/Threatened Species and Historic Places Assessments ANC has conducted the required Endangered/Threatened Species and Habitat, and Historic Places Assessments for storm water discharges. The assessments indicate that the ANC is eligible under the MSGP for storm water discharges from each of the outfalls (A, B, C, D, and E) (ANC SWPPP, 2015). Consequently, F&E Ground Services defaults to the MSGP assessment requirements to the eligibility findings by the airport for discharges to Lake Hood, Lake Spenard, and Cook Inlet. However, deicing operations currently planned by F&E Ground Services would only pertain to discharge to Cook Inlet from Outfall D, as all deicing activities would occur within Drainage Basin D. 1.5 POLLUTION PREVENTION TEAM The F&E Ground Services Pollution Team is provided in Table 1, and includes the Anchorage Station Manager/Environmental Coordinator. Generally, non-storm water discharges are not allowed under the permit however the MSGP allows for the discharge of certain non-storm waters associated with industrial activities Allowable Non-Storm Water Discharges Certain non-storm water discharges to ANC s storm water drainage system are allowed by the MSGP. The sources of these discharges include: 1. Firefighting activities, 2. Fire hydrant flushings, 3. Potable water including water line flushing, 4. Uncontaminated air conditioning or compressor condensate, 5. Irrigation drainage, 6. Landscape watering, 7. Pavement wash waters where no detergents are used and no spills or leaks of toxic or hazardous materials have occurred (unless all spilled materials have been removed), 8. External building wash down waters in which no detergents are present, 9. Uncontaminated groundwater or spring water, 10. Foundation or footings drains where flows are not contaminated, and 11. Incidental windblown mist from cooling towers. F&E Ground Services Deicing Operations do not have any non-storm water discharges. 8 1.6.2 Prohibited Non-Storm Water Discharges Non-storm water discharges that are not allowed under the General Permit include: 1. Aircraft washwaters, 2. Ground vehicle washwaters, 3. Runway and equipment washwaters, and 4. Dry weather discharges of deicing chemicals. F&E Ground Services does not anticipate or intend to produce any prohibited non-storm water discharges. If such discharges occur as a result of F&E Ground Services Deicing Operations, the company will apply for a separate Alaska Pollutant Discharge Elimination System (APDES) Permit through the Alaska Department of Environmental Conservation (ADEC) Certification of Non-Storm Water Discharges A certification that all discharges from F&E Ground Services leased areas have been evaluated for the presence of non-storm water is provided in Appendix B. the certification has been signed by the Anchorage F&E Ground Services Station Manager in accordance with the signatory requirements provided in the MSGP. 9 2.0 SITE DESCRIPTION 2.1 STATION DRAWING Storm Water Runoff and Drainage System Figures 6-1 and 6-2 from the 2015 ANC SWPPP are provided in Appendix A, which depict the storm water flow directions and drainage basins respectively. F&E Ground Services deicing activities are currently limited to Drainage Basin D. If deicing operations are expanded to include areas beyond Drainage Basin D, this SWPPP will be amended to denote where they may be expanded Significant and Potential Spills and Leaks The MSGP requires the station drawing to identify the location of potential spills or leaks which can contribute to storm water discharges as well as any location where the quantity of the respective chemical(s) has the potential to be in excess of its Reportable Quantity (RQ). For the purposes of this SWPPP a significant spill or leak is one that is either greater than five gallons or in excess of the chemicals RQ, enters a storm drain, or contaminates soil and/or surface water. A list of significant spills or leaks of toxic or hazardous pollutants that have occurred during the last three years at areas either exposed to precipitation or that drain to a storm water conveyance also must be included with the SWPPP. F&E Ground has had no leaks or spills since operations commenced in October of Activities and Materials Exposed to Storm Water The activities that are exposed to storm water and may result in the discharge of pollutants include: Deicing, Transferring ethylene glycol from vendor supply trucks to storage tanks Parking of deicing vehicles in the vicinity of storm drains The locations where these activities are conducted are either discussed in section 1.3 or identified on the station drawing. The BMPs that F&E Ground Services personnel will implement to reduce and/or eliminate the potential of a discharge to the storm water drainage system from these activities are presented in Section 3.0. All other activities are conducted inside F&E Ground Services Leased Warehouse facilities, including filling of deicing vehicles with ethylene glycol. 10 2.1.4 Anticipate Discharges in Excess of RQs F&E Ground Services anticipates discharging spent ethylene glycol in excess of its RQ of (515 gallons) more than once per year at ANC during the cold weather season (Approximately October through April). The MSGP requires that a written description of these discharges be provided in the SWPPP after the initial release. The description must include: Dates on which the releases occurred, Quantity of each release, Reason for the release, and Measures to minimize such releases. The F&E Ground Services manager or their designee is responsible for completing the form provided in Appendix E each time such a release occurs. 11 3.0 BEST MANAGEMENT PRACTICES 3.1 BASELINE BMPS The following are baseline BMPs associated with F&E Ground Services Deicing Operations. 1. Good Housekeeping 2. Preventative Maintenance 3. Minimizing Exposure 4. Routine Facility Inspection (including tank inspections) 5. Employee Training 6. Spill Prevention and Response 7. Recordkeeping and Reporting 8. Sediment and Erosion Control Each of these BMPs are discussed further in the following subsections Good Housekeeping Good Housekeeping consists of the following activities: Maintaining operational equipment including deicing trucks, tanks, hoses, nozzles, etc., Proper labeling of all containers Maintaining continual inventory of glycol Scheduling routine cleanup of warehouse and leased areas Using drip pans when and where appropriate Training employees about good housekeeping practices. The F&E Ground Service Station Manager will be responsible for implementing and delegating the above tasks, as well as providing training on the above activities Preventative Maintenance Preventative maintenance of deicing trucks, glycol storage tanks, spill response kits, and general warehouse maintenance will be performed on a regular basis as prescribed by F&E Ground Services policy Minimizing Exposure ANC has implemented an airport wide BMP consisting of the use of vacuum collection trucks during the deicing season. The glycol recovery vehicles (GRVs) are used to collect spent deicing fluid from the ramp areas shortly after the aircraft begin taxiing to the runway. This practice minimizes the exposure of the spent glycol to precipitation and thereby reduces the amount of glycol entering the storm water drainage system. ANC owns and operates the GRVs and assumes F&E Ground Services Deicing Operations Page 3-1 Storm Water Pollution Prevention Plan (SWPPP) November 2015

12 the responsibility of the monthly inspection requirements for this BMP as outlined in the ANC MSGP Routine Facility Inspections F&E Ground Services has developed a inspection protocol for the deicing trucks, tanks and facilities consisting of pre use inspections, monthly inspections as well as end of season and pre season inspection Employee Training Employee training is the responsibility of the F&E Ground Services Station Manager and will be conducted at both initial ramp training as well as during annual refreshers as applicable. Table 2 shows the training requirements and frequency. X X Hazardous Waste Awareness in classroom training X X Review of the F&E Ground Services SWPPP for Deicing Operations Spill Prevention and Response A mobile spill kit is stationed at the F&E Ground Services Warehouse and can be mobilized to the gates where deicing occurs. The F&E Ground Services Station Manager is responsible for ensuring that the spill kit is maintained. Spills are most likely to occur at the point of filling at the warehouse. The tank filling connection is located external to the warehouse and supplies the four (4) 5,000-gallon double walled HDPE ASTs which are inside the warehouse. Filling of deicing tanker trucks will occur inside the warehouse adjacent to the ASTs. In both instances, spill drip pans beneath the filling junction points will be used during every transfer to or from the tank system. A Chemical Spill Reporting Form will be completed if a spill occurs that is equal to or greater than the Reportable Quantity (RQ) or 5-gallons, and/or has contaminated soil, water or has entered a drain. 13 this SWPPP whenever a reportable spill occurs. Table 3 provides the notification requirements in the event of an oil, fuel, or chemical spill at ANC. 14 3.1.7 Recordkeeping and Reporting The F&E Ground Services Station Office maintains all relevant environmental documentation including this SWPPP and is located at the F&E Ground Services Station Manager s Office Sediment and Erosion Control F&E Ground Services should not encounter sediment or erosion control issues as part of normal deicing operations, as all of the work areas are on the tarmac and paved with either asphalt of concrete, or are within warehouses. 29 Ted Stevens International Airport Anticipated Discharges in Excess of Reportable Quantities (RQ s) This form shall be completed for each deicing event in which the amount of ethylene glycol that has been applied for aircraft deicing operations equals or exceeds 515 gallons of pure product. The Deicing Manager or his/her designee is responsible for completing this form.
