1 Happy Thanksgiving St. Johns Review -PO Box Port OR * Nov. 15, 2013 North Portland s Community Newspaper - Founded in 1904 reviewnewspaper@comcast.net Grocery Outlet displays mural created by community Article and photos by James Moulton Great weather on Saturday and Monday, the 26 and 28 of October, allowed the St. Johns Neighborhood Association do the final phase of the mural painting on the Grocery Outlet store at 7741 N. Lombard. Kids 12-ish were invited to help "paint by numbers" on the lower parts of the wall using small paint rollers. Adults had previously chalked numbers matching the needed colors on each square, according to a pre-arranged design. They had also painted the upper squares using a lift platform. Shoppers and passersby stopped to chat and take photos of the work in progress. Jennifer Levy is the project organizer who conceived this effort last year and recruited creative help such as Carson Ellis who created the stage one mural and also found grants such as that from RACC (Regional Arts & Culture Council). It was truly a community effort with assistance from businesses such as the St. Johns Ace Hardware, who helped with supplies. A big question is what do these new panels show? With green spaces, dog parks and places to walk, it is ideal for dog excursions. With all the amenities to please dogs and their owners, neighbors may be confused by recently posted signs in Baltimore Woods meadow between N. Catlin and N. Reno west of N. Edison asking visitors to leave fido home when visiting. In the case of a small urban natural area such as Baltimore Woods corridor, the presence of dogs, leashed or unleashed, works against the community goal of making space for biodiversity. According to studies, the sight, sound and scent of dogs is understood by native animals as a predatory threat. Their response is stress and flight, causing them to desert young and interrupting feeding behavior. It was a nice summer evening and the series of accidents seemed to work out well for young Betty, a Roosevelt kid who just happened to be at the right place at the right time. Maybe the stars were aligned for such a special night. She d known the man for several years, although he was as much as ten years her senior, he was always polite and was a frequent visitor to their family boathouse. Her family was not flush with cash, their living situation bordered on a type of scarceness that few of us can imagine. But still, it was home and it had many attractions. Life on the Columbia Slough. I ve written about it previously and mentioned some of the conditions that have been shared with me by one of the people who lived there. (Several years ago, I did an article titled, Life on the Wa- ated depicting magnified areas of the stage-one mural. Here s a hunt: they represent, not in order, an eye, a ship, and water. ter, regarding floating homes on the Columbia Slough and another group of homes at the foot of Swan Island.) I walked the land with Betty a little over a year ago; we tried to find any remains of the floating community that lived the Spartan existence on the slough, which runs adjacent to the entrance of the Rivergate Industrial area today. Alas, our efforts were futile and we didn t have all day to look for traces of what was once a small collection of floating homes. Over fifty years have passed; floods have come and gone, while development has altered the landscape. Still, my companion was able to quickly point out where she remembered certain features of the land and how it molded her upbringing and development. She actually recognized more than she thought she would. When we had finished hiking the area she turned (Answer: leftmost - the stream flowing near the mushrooms, center - the dragon's eye, rightmost - the tall-masted sailing ship.) She probably recognized this might be the last time she set foot on the place of her youth. For her, this was a location of memories, demons, laughter, sorrow, and a requiem for a childhood. Finally she smiled, turned to me, and said, We ate a lot of fish! They had no running water, nor electricity. In addition to her father s hit and miss work, they ran a type of boat rental in a part-time manner, which provided some auxiliary income. Website completed In this issue I m happy to introduce the Review s new website. ( The old one has been quite tired looking for a long time, but the new one is fresh, updated, easy to access its different pages, and pleasing to look at with its new masthead and pictures. I m proud to say my wonderful sonin-law Matt Sheppard constructed it. Matt is a whiz at anything computer, and I think he has done a wonderful job. I am thankful to him for the long hours he put into it. The new site has been optimized for mobile and tablet viewing and all previous newspaper issues can be read on android and/ or IPAD devices. Charleston Ave. across from James John Elementary School, will be celebrating 100 years of service to the North Portland community on Saturday, November 23 from 1:00-4:00. The Carnegie Corporation funded the library, built on land donated by Mr. M. L. Holbrook. In 2000 it was completely renovated. The first Librarian was Mabel Rundall who oversaw a collection of 5000 items. It now has a collection of about 47,000 items, circulates over 300,000 items with over St. Johns businesses invite all to a Night on the Town By Robin Wright Join the merchants of St. Johns in celebrating the start of the holiday season on November 21st for Night on the Town! The skies may be dark and drizzly, but the businesses of St. Johns will be warm, cozy, and full of holiday cheer. Want to get a jump on your holiday shopping? Stores will be open late from 5:00-8:00 pm with special sales and goodies on offer. Bring the kids and enjoy family friendly activities, such as live music, including a performance by the Roosevelt High School Jazz band, and marshmallow roasting. There will also be a book signing at St. Johns Booksellers for Where the Roses Smell Best, a book published by Unique Ink, the Roosevelt High School publishing center. The book features poems, short stories, and essays written by Roosevelt students and prominent local authors. Several of the featured student authors will be present at the signing, and copies of the book will be available for purchase with all proceeds going to the Roosevelt Writing Center. With mention of several St. Johns businesses and destinations, such as Patti s and Proper Eats, the book makes a perfect North Portland gift. Interested community members are encouraged to attend the North District Mapping Conversation, November 20, 6:30-9:00 PM, at the University of Portland, Chiles Center, Hall of Fame Room, 5000 N Willamette Blvd. This event will begin with a presentation of key Comprehensive Plan components (6:30-7:30), followed by an open house that focuses on key land use changes under consideration in St Johns, Kenton, and other areas in North Portland (7:30-9:00). 140,000 visitors a year. The Celebration: Current administrator Nancy Arvesen invites the community to come join in the festivities and listen to stories, make a button, sign the memory book, delight in mu Christmas Ships set to parade 2013 marks the 59th year for the Christmas Ship Parade on the Columbia and Willamette Rivers in Portland. (Schedule on page 6 of this issue.) The Christmas Ship Fleet averages about 55 to 60 boats between the two Columbia and Willamette River fleets. Both fleets will be out most every night for two weeks beginning December 6, 2013 and running nightly through December 21, 2013 (with the exception of Monday, December 9th, when the Christmas Ships will not run). The all-volunteer organization may have some boats who can t make it out every night, but they always seem to have enough enthused Captains to put on a lively parade nevertheless. Without donations from the restaurants and the hotels that are situated along the waterfronts, this parade would not be possible. They encourage watchers to book their Christmas parties at the sponsoring restaurants and hotels which are listed on their website. Their donations are used to pay the Christmas Ship, Inc. expenses for promoting and maintaining the organization. Each Christmas Ship skipper pays their own fuel costs and receives no money from the donations. Christmas Ships, Inc is a non-profit organization, and depends on donations to keep this event alive in Portland and Vancouver. As always blink your lights, yell, sing or wave in appreciation. Obituaries Jeff Koster Jeff Koster, 46, died Oct. 6, He was a long time resident of North Portland, Jeff grew up in St. Johns and attended Roosevelt High School. He was born April 17, 1967, to Ronald and Judy (Kruckeberg) Koster, in Osage, Iowa. Jeff would do anything to help friend in need. He was a fine mechanic and a heck of a pool player and loved to hang out with his friends. He is survived by his son Neiko (Cassandra) Koster, mother, Judy Nygren (Bill), sister, Kim (Brian) Bakken, sister-in-law, Jolynn Koster, aunts, uncles, nieces and nephews. Jeff was preceded in death by his father, Ronald, brother, Jim, paternal and maternal grandparents, and special friend, Melinda. A service was held Oct. 13, in Portland. Jeff Koster you will be greatly missed. Hugs in Heaven to you. Brenda Richards sic and indulge in delicious cake while meeting and greeting other library enthusiasts. FB posts talk about intrusive panhandler If you follow the St. Johns Facebook page you are aware of the numerous posts about an aggressive panhandler in the neighborhood within the past month. The woman, who has been intrusive to the point of pushing herself into at least one home, claims she needs formula for her baby and/or asks for money. She often knocks late at night, therefore it is advised that you know who is at your door before opening it, and never let strangers inside. In urban areas, however, humans introduce pet/predators at unnaturally high rates that can lead to near constant stress for wildlife. One study on the urban fringe of Sydney, Australia monitored the responses of various species of birds to: 1) walkers with dogs on leash, 2) walkers without dogs, and 3) a control (no walkers or dogs). Numbers and diversity of birds seen and heard in a defined area for 10 minutes after the tests were then measured (more details at rsbl.royalsocietypublishing. org/content/3/6/611.full). The results: Dog walking reduced bird abundance by 41% and lowered bird diversity by 35%. Humans walking alone or in groups of two also caused some disturbance but only half of that induced by dogs. This confirms that birds responded uniquely when dogs accompany walkers. The effects occurred even where dog walking was frequent, suggesting that local wildlife does not become habituated to continued disturbance (Banks and Bryant, 2007). Cumulatively, the results indicate that the presence of dogs alters the abundance and acutely changes the normal behavior patterns of native mammals within 15 to 75 ft. of nature trails, and the study recommends that wildlife managers enforce no-dog policies in natural areas particularly those that have been set aside as refuges for the small animals that are most likely to regard dogs as a threat (Kight, 2011). The Friends of Baltimore Woods envision a natural corridor that is a refuge for diverse wildlife where neighbors can find respite from increasing urban density and enjoy the sights and sounds of native animals in St. Johns own oak woodland and meadow. It IS a different experience when you walk without your dog. You see different things, and hear different things. What you experience may be subtle, but there is nothing more exciting than realizing an animal you never expected to see is there. It wasn t a bad life; just an altered one that made it abundantly clear they were different. It was a time when the luxury of a hot shower at a neighbor s house became an event to look forward to and when the uncertainty of a hot meal was constant. Not surprisingly under the circumstances, there was considerable pressure on all members of the family to become very resourceful in planning and designing their days. When opportunities arose, they needed to be capitalized upon. So, the family considered it lucky when Dick would show up to help with chores around the boathouse. Darkly handsome and courteous, Dick often spent hours during the summer assisting Betty s dad with fixing their ragged rental fleet of boats and arranging fishing trips for visitors to the area. It wasn t hard work, and occasionally family members would ask Dick why he didn t have a real job. It was never an issue, but always a lingering question. Dick was always quiet, not snotty, or distant, as if hiding something, but his broad grin and affable joking never hinted at anything odd or different. Dick spent an increasing amount of time with the family on the slough. He was seen around the area frequently, but there was never any reason to be suspect or concerned about his visitations. Nothing was ever out of place, nor was anything stolen or removed. He was just a guy, someone who was always around, but someone never to fear; he d gained the trust of the surrounding neighbors and was a handyman of sorts. He just seemed to be searching for direction, not unusual or too different. In the meantime, he was helpful and as time wore on, Betty s dad would always look forward to Dick s arrival; he was a hard worker. Betty thought she was lucky to have this handsome stranger in their midst. Call it teenage infatuation and naivety, not unlike most kids that age when a person ten years your senior walks into your life; it holds a certain sway over you. That her parents trusted Dick seemed to cement the certainty of a safe and platonic relationship. As time went by, Dick would often bring Betty presents; little things, never anything egregious or out-ofbounds, but trinkets and the like - just enough to let Betty know Dick thought she was special. Betty had sisters and they were older than she, closer to Dick s age. But Dick didn t show the attention for the other girls; like a patronizing older brother, Dick always focused on the needs of the youngest family member. As time went on, Dick would walk to St. Johns with Betty. He was always proper and polite. Their hands never touched and their words never strayed to anything near improper. Even a hint at anything sexual was never discussed, although Dick did comment on her blossoming youthful development, he never made an inappropriate move. Like all adolescent youth, Betty had secretly wished Dick would comment further on how she was developing into a beautiful young woman; her shapely features seemed to change by the week. But it never happened and he remained the perfect gentleman. While in St. Johns, he would buy her things, a soda or milkshake, or on some occasions, he d get her something she might need for school at Roosevelt. When you re a kid, two years difference in age is a HUGE number. The spread is nearly impossible to fathom. As we age, those numbers change; but try and recall the difference between yourself at 13, and someone 16. The time span of even a year is massive; from athletic performance to cerebral development, the matter of a few months during the teen years can seem a distance too far to breach. So a ten-year difference was a fissure that allowed for a naïve and unnatural comfort zone. As we get older, that number doesn t matter, the difference between someone 50 and 53 is not even noted, but in our youth it s everything. In an odd, innocent, and naïve youthful manner, Betty felt lucky Dick paid attention to her. He d show up at the boathouse and always give her a secret grin; one she hoped was reserved especially for her. Dick filled a void in the life of a girl who had to wait a week to get a hot shower at a friend s home. Betty s parent s still wondered about Dick, but he was a local boy, a St. Johns resident, although little was known about him, there was never any sign of trouble. Remember, this was long before the technology of today. Additionally, Betty s boathouse had no electricity, hence no radio or television. Communication was crude and information often vague. There was no phone. They knew Dick had been in the army and Betty s dad said that was something to be admired and a sign of maturity. They had no way of knowing Dick had been convicted of attempted rape three years prior, or that he was currently on probation for a variety of other minor offenses. Betty s sisters sometimes seemed jealous, they too were pretty and they felt had much more to offer than their youngest sister. But it was Dick who would walk with Betty through the woods and listen to birds sing their songs on a summer night. And it was Dick who always seemed to be more of a help to Betty s dad than her older brother. Betty never looked at Dick as a savior or a potential date or mate. But he provided her with a short interval of respite from a dreary life on the slough; he was a guy who didn t care about her economic class or living condition. Dick was just there, a guy hanging around, but to the much younger Betty, there was always a hint of something more, something special. He was also a man who shared none of his living situation, past or present, or his thoughts for the future. Betty felt real lucky when Dick asked her to babysit for a friend s kids. It was a nice summer night and she had nothing to do. She d get paid good money and he d pick her up and bring her home. He was on time, but never answered when Betty asked him where he d got the cool car, which as it turned out, had been stolen. A few hours later, she was surprised when Dick returned to where she was babysitting; it wasn t even eight o clock. Betty was disappointed, feeling certain she d not be paid what she was expecting, as the evening was cut short. Dick assured her she d be paid in full and if not, he d make up the difference. He could see the disappointment in her youthful eyes, the sun was still up, and now she had to go home. She felt better when the family of the kids paid her the promised amount of money; in fact it was great money for two hours work! The family had returned early to their home, Betty didn t know why, but she was paid and that s all that mattered. It was really her lucky night, it was early, and Dick asked her to go to the Jantzen Beach Amusement Park with him. Wow, Jantzen Beach! She wouldn t have to ask permission, her parents would never know the difference, for they knew she d be home late from babysitting anyway. Jantzen Beach Amusement Park was a North Portland playground for decades and one of the premier amusement parks on the West Coast and she was going for free, riding in a neat car. and being accompanied by a polite, handsome, protective family friend. What could go wrong? The night was filled with wonder. They went on every ride Betty asked for, the roller coaster four times and Dick paid for each ride, plus candy and soda pop. She accidentally ran into a few of her Roosevelt friends who cupped their hands and whispered, who is that guy with Betty? The lights of Jantzen Beach sparkled; the smells were enchanting and the evening perfect. It was a wonderland for kids of all ages and a special treat for an impressionable Betty. She ate cotton candy and a hot dog. Dick showed off for her by hitting the strength hammer so hard (with one hand,) that he clanged the bell. She watched in amazement. This guy I m with is really strong, Betty blushed, and he s here with me. The evening went too fast and it was the always responsible and concerned Dick who reminded her she d better be getting home: we don t want your parents to be worried, now do we? As a sweet reminder of the special night at Jantzen Beach, Dick won a Kewpie Doll in the penny arcade and gave it to Betty, saying this is for you; I want you to remember this night. Betty turned red and almost kissed his cheek. Almost. Dick was very quiet on the way home. Betty was a bubbly teenage girl, the adrenaline from a night of magic and fun pulsing through her veins. As they approached the secluded area of the darkened boathouses, Dick slowed to a near crawl. As they turned off Columbia Blvd., and started down the gravel path to the slough, Dick turned off the lights of the car. Betty told him he should turn on the lights, it was a rutted road and not very safe. Dick paid no attention to her. In the dark he stopped; it was at least a hundred and fifty yards from the boathouse and any other humans. Get out of the car, she remembers him saying, get out now, and get home fast. She was stunned; this was her date, her fun guy for the night and one who she d known for several years. He had never been rude, curt or in any way mean to her. She did just that, but she didn t run; she walked and she looked back at the car as it idled in the darkness. She went home, a confused and puzzled teenage girl. What had she done wrong? Why had their family friend turned so verbally violent? She racked her brain, but could not come up with anything. She held onto the Kewpie Doll as she trekked to the boathouse. All she remembers about the end of the evening was Dick s elevated voice and how she thought his eyes went crazy! A look crossed his face and it was like she was watching a horror movie, where the monster takes on a different form. This was in the summer of 1958, and she never heard or saw of Dick again for three years. (As it turns out, he was in the county jail, for auto theft, but nobody knew that.) It was three years later when Betty became aware of how lucky she was. It was in the summer of 1961 that Portland was introduced to Richard Marquette, and Betty reintroduced to Dick after he was arrested for the rape, murder and dismemberment of Joan Caudle, an RHS graduate who had the misfortune of running into Dick Marquette and becoming one of his first victims in what would develop into a tragic tale of sexual perversion, murder, body mutilation and horror. For Betty, the stunning revelation of closeness to death left her in startled disbelief. To this day, she has the vivid memory of the last night she saw Richard Marquette. The closeness to death is seared into her memory. Years ago, I wrote about Marquette in the St. Johns Review and my story, The Monster Among Us, is included in my first Tales of North Portland book. There is no reason to revisit the story of terror and trail of shattered lives this man has left for us. The level of gruesome debauchery that is his legacy is best left in the ash heap of history, but sadly, it will always be forced to resonate in North Portland, where it all began. For my friend Betty, the tale of Richard Marquette takes on special meaning. His twisted story involves the rape, killing, and mutilation of at least three women, but the actual number may never be known. It is presumed by law enforcement to be a higher figure. As a young and impressionable girl, Betty had an odd, yet immediate connection to the North Portland monster. In hindsight, she is forced to believe her life was spared but the question remains, why? Perhaps it was divine intervention? She was young, pretty, naïve and vulnerable. At the time she would have believed Richard Marquette; he was a passing family friend and a person who never aroused suspicion. This many years later, she can only reflect on how close she was to death when he screamed at her to leave the car and how close she was to becoming body parts rather than the person she is today. In a brief moment of humanity, Richard Marquette must have spared her life out of a sense of trepidation or admiration. We will never know why, and Betty will never know which. But she now feels she knows the reason he screamed at her to leave his sight. He was within seconds of taking her life. The monster was lurking close and had she not left at that moment, her life was over. She has long ago lost the Kewpie Doll that Richard Marquette gave her; but she has never lost the memory of that night at Jantzen Beach. I guess you could say she got lucky! Officers located two stabbing victims inside as well as the suspect who was taken into custody. Both victims, females, have been transported to Portland hospitals for treatment to what are believed to be non-life-threatening injuries. Assault detectives are responding to continue the investigation. MAN ARRESTED FOR FIRE IN NE PREVIOUSLY CONVICTED IN 1989 OF N JESSUP ARSON On November 7 at 11:51am Portland Fire & Rescue crews were dispatched to a house fire at 5331 NE Killingsworth St. When crews arrived they found smoke coming from an attic window of a 2.5 story home. Crews made an immediate entry based on reports there may have been someone still in an upstairs unit. Initial arriving crews found a room and contents fire in the converted attic space and after a thorough search found no victims. While crews were in firefighting operation, Portland Police officers apprehended a potential suspect. Unknown as to why the individual was apprehended but Fire Investigators say the individual was connected to the fire and is being arrested for Arson. The suspect lived in the house which had been converted to a multiple occupant adult care home. There was an adult female and her adult son living downstairs in a basement unit at the time of the fire. No injuries have been reported to occupants, pets or firefighters. Additional info on the suspect and how the fire was started have not been released by fire investigators. Info will be updated when available. UPDATE: Portland Fire & Rescue investigators determined this fire was intentionally set. They have arrested 64 yr old Gunther George Romanov and will be charging him with one count of 1st degree arson and one count 2nd degree robbery, both measure 11 crimes. Mr. Romanov also had a prior arson conviction in 1989 in connection with a fire on N. Jessup.
